The paper observes an advent of unilateralism, brought by the pandemic, which has restricted cross-border flows and co-operation in the E.U. The pandemic re-introduced borders back in the E.U. and introduced new national border policies, which have complicated the lives of the people in the border regions. This might imply the imperfect communication between local cross-border co-operation stakeholders and central governments. It is therefore proposed to use the set of following five roles, which explain the importance of cross-border co-operation in cross-border regions: (1) multi-level governance form, (2) regional development tool, (3) paradiplomacy form, (4) post-conflict reconciliation tool and (5) Europe-building instrument. As those five roles cover functional, ideational and structural dimensions of cross-border co-operation, they have a potential to prevent the representatives of the central states from one-size-fits-all solutions and respect specificities of borderlands. This should help in the cases of repeated health crises, which would restrain the free border crossing in the E.U.

There are some localities in the Bohemian Paradise Geopark that suffer from temporal overtourism in the high season. On the other hand, more than half of the geopark is not so often visited by tourists, although very attractive geosites can be found there too. In the most visited localities, nature is damaged due to overloading of the tourist infrastructure, while elsewhere there is pressure driven by municipalities to increase the number of tourists. For this reason, we organized a large questionnaire survey in summer 2020, which aimed to reveal the motivation of visitors of the geopark and their preferences regarding the places visited. The questionnaire combined several research methods: graphic scales, qualitative open questions, mental map, etc. The analysis of visitors’ answers shows that most of them cannot be described as geotourists, i.e., tourists who are primarily interested in geology and conceive their holiday as a sightseeing stay. Many tourists like to stay in nature without an educational element. We also found that there is a higher proportion of ecotourists and geotourists in less-visited geosites because they appreciate even lesser-known localities and crowds of tourists rather than repel them. The question for the future is, therefore, whether the geopark should strive for greater promotion of lesser-known localities, which would attract even mainstream tourists, or, conversely, to protect these geosites, it should promote only the most visited localities (which are already damaged).

The aim of this paper is to try to summarize, how, the scholars researching border studies and cross-border cooperation practitioners reacted to the COVID-19 pandemic during the period from 16 of March to 21 of June 2020. As it was not possible to follow all the texts (often published without peer-review in thematic blogs) and events, the overview is not exhausting. Another goal of this text is to synthesize the main messages of those texts and events and to identify possible future trends in border studies. We will most likely experience the discourse change which will lead us towards studying impacts of re-bordering rather than de-bordering. We can also expect the lower engagement of the local and regional actors in cross-border cooperation, which will be in some border contexts considered as an unnecessary luxury.

Cross-border public services are considered to be one of the possible tools to eliminate the periphery position of border regions. The Czech part of the Gmünd/České Velenice divided twin town faces the problem of very distant healthcare, as the closest hospital on its side of the border is at around a 50 min car-drive, whereas the hospital in Austrian Gmünd is within several minutes reach. This paper analyses whether cross-border healthcare provision could help to eliminate this problem. It describes the EU legislative framework for the cross-border healthcare provision and states that it has been rather underused until now, with a minor exception of the situation between European Communities’ founding members. In the Gmünd/České Velenice context, the functional partnership run by the Lower Austria as the key actor was created. Its ability to use the INTERREG programme has helped to create conditions for a sustainable cross-border healthcare, but only as a partial solution restricted on an outpatient care. The main identified barriers are of administrative nature. To a partial surprise of authors, the mental barrier plays a minor role and could be overcome by systemic measures implemented by partners of this initiative.

Old maps, mainly from the period between 1890 and 1940, have been collected in the framework of the project “Old Maps of the Jizera Mountains”. These maps provide us with a complex picture, mainly of tourism, in this currently Czech–Polish territory. The territory of the Jizera Mountains was inhabited mainly by a German-speaking population on both sides of the border until 1945. Yet it is interesting to examine how the border between the two states – in those times Czechoslovakia and Germany, now Czechia and Poland – was illustrated on these old maps. This article argues that the border was not perceived as a barrier as such until later on, mainly due to the ethnic change in the borderlands. It also reveals that the borders on the maps are of manifold nature and cannot be simply limited to the national borders.

The Czech–Polish border is almost 800 kilometres long. Since 1991, 6 Euroregions and two European Groupings of Territorial Co-operation (EGTC) were created and have been conducting cross-border cooperation (CBC) along the entire length of the border. This was probably also the institutionalisation of cross-border co-operation, what has helped to reach and maintain a high level of mutual Czech–Polish relations. What can therefore be considered striking or surprising is a rather low level of cross-border labor mobility between the labor forces of both countries. Authors therefore attempted to identify projects and initiatives in the field of the cross-border labor market along the entire border. Research showed that the CBC stakeholders don’t prioritise co-operation in the field of the labor market, as they don’t see any real cross-border demand. There are some exceptions, driven mainly by the automotive and mining industries in Czechia attracting a Polish workforce. The main reason for the relatively low level of Czech–Polish cross-border co-operation in the field of the labor market is an absence of a major economic engine on either side of the border, rather than any kind of hostile or re-bordering sentiments in mutual relations between subjects from both countries.

Cross-border co-operation (CBC) is a prominent form of secondary foreign policy, implemented by local/regional actors and serving as a tool for overcoming the barriers arising from state borders. Many borders are areas of former conflicts, including territory of Euroregion Tesin/Cieszyn Silesia. Our goal is to analyse whether this Euroregion acts as a reconciliation tool. We departed from a concept of secondary foreign policy and complemented that by an overview of nationally led initiatives which could involve NCGs and NGOs in reconciliation and followed by analysis of projects of the Euroregion and interviews with CBC actors. We evidenced that CBC is a prominent form of secondary foreign policy. It has a reconciliation function, as it has helped to establish functional relationships and has contributed to diminishing the negative pictures of neighbours. However, the research also reveals an application of policies designed specifically to avoid critical issues, mainly those related to history.
