Tourism as a tool for the enhancement and conservation of heritage represents an opportunity for many managers of cultural properties. However, despite the numerous works developed so far on tourism governance, the elaboration of preliminary studies for decision-making in heritage buildings is still a challenge. Considering the ecosystem services approach, an index is proposed which allows tourism and cultural heritage managers to analyze and quantify the level of tourist exploitation (use) of a monument for the services (benefits) that it offers to society. In this paper, a multi-criteria evaluation system was proposed, related to the main use of the building and its relationship with various tourism components, which have been classified as cultural, leisure, recreational, lodging, catering, intermediation, transportation, and event organization. The model has been applied to the Parroquia del Mar (Alicante, Spain) of great cultural relevance, but not exploited for tourism. The results obtained demonstrate the usefulness and validity of the model, considered as a tool capable of bridging the gap between heritage conservation and its touristic use, highlighting the importance of the services offered as necessary attributes for its (re)valuation, combining the social benefits of its exploitation, its touristic use and the awareness of its conservation and protection.

A significant number of declared marine protected areas (MPAs) lack management plans, or they are not being applied appropriately, leading to poor management and, in the worst case scenario, so-called “paper parks”. Evaluating the management of an MPA helps detect strengths and weaknesses, make decisions and correct mistakes in the future. Unfortunately, few evaluations have been done. In recent decades, management has gone from a traditional governance system to a more inclusive and participatory one that seeks to understand and integrate the interests and needs of all parties. Social actors are participating more actively in decision-making, and their support is fundamental for the success of an MPA. This study analyses the management of the Marine Park of the Azores (Portugal), one of the most emblematic areas of the European Union (EU). For this purpose, a methodology has been developed to evaluate the management of MPAs. It is based on the analysis of four key aspects: managing body, planning, public participation and implementation. For each one, specific indicators have been designed, resulting in five possible scenarios being proposed where priority is given to one or other factors, where each one has consequences on the biophysical and socioeconomic systems of the MPA. These scenarios are defined as: proactive, consultative, centralized, by learning and formal management. The results demonstrate that the Marine Park of the Azores is currently under centralized management, with a sound management body, but yet should be consolidates the process of planning and public participation.

The scenery, safety, facilities, water quality and litter quantities in coastal areas are relevant and determining elements in the choice of a tourist destination. This paper focused on the evaluation of coastal scenic value in 55 and 12 sites respectively located in continental Ecuador and the Galapagos Islands. The information obtained gives public administrators and coastal managers the relevant data to avoid further environmental degradation and suggests measures to improve the present scenic value of tourist destinations. The methodology used was based on the analysis of 26 physical/human factors and applied fuzzy logic analysis and weighting matrices that allowed the sites to be classified into five classes, from Class I (natural areas with superior scenic characteristics) to Class V (poor scenic areas with relevant impact of human interventions). The most attractive beaches were in the Galapagos Islands due to the magnificent physical and environmental characteristics, while the Esmeraldas province presented sites of lower scenic beauty due to the low natural scenic value and the increase of human impacts. In total, 22% (15 out of 67) of the beaches investigated belonged to Class I, 12% (8) to Class II and 15% (10) to Class III. The last two classes included 51% of the beaches (i.e. 34 out of 67), of which 31% (21) was in Class IV and 20% (13) in Class V. Such results provide local managers and planners a solid inventory on coastal scenic characteristics and baseline information for any envisaged subsequent management plan.

Tourism in coastal areas is becoming increasingly important in Integrated Coastal Zone Management (ICZM) as an integrated approach that balances the requirements of different tourist sectors. This paper analyzes ICZM in continental Ecuador and the Galapagos Islands from the perspective of the 3S tourism, and presents its strengths, weaknesses, opportunities and threats (SWOT). The methodology used was based on a literature review of ten aspects of the highest relevance to ICZM, i.e., Policies, Regulations, Responsibilities, Institutions, Strategies and Instruments, Training, Economic Resources, Information, Education for Sustainability, and Citizen Participation. The results highlight four aspects as strengths (Policies, Responsibilities, Institutions and Citizen Participation), while the most notable weaknesses were Regulations and Education for sustainability. Strategies and Instruments, as well as Information, were identified as opportunities to stand out. The main threats were Economic Resources and Training. Ecuador does not have clearly established public policies that would allow for the integrated management of 3S tourism and be considered as productive, valuable alternatives. It is necessary to consolidate and promote 3S tourism as a State policy and as a means to improve the economies in coastal areas. Finally, Ecuador needs to overcome negative changes in the macroeconomic environment and reverse its current deteriorated image.

Sea, Sun, and Sand (3S) are relevant and determining elements for choosing a tourist destination in Ecuador, a country with about 1200 km of coast along the Pacific Ocean. This study analyzed the market potential of the 3S in 64 beaches, 10 located in the Galapagos and 54 in the continental zone (of Ecuador). The methodology used was exploratory and bibliographical, complemented by a descriptive analysis. The color of the water was assessed by direct observation, sand samples were taken to a laboratory for color analysis, and information on the hours of light was obtained from international archive data. The data obtained were compared with other world famous 3S tourism destinations. The Galapagos had the best results, with attractive white sand beaches, sea blue water color, and an elevated sunshine time; meanwhile, the continental zone presented poor beaches with dark sand and unattractive water color. To strengthen 3S tourism, managers should work on the enhancement of complementary aspects such as culture, gastronomy, and architecture, promoting the creation of new coastal tourist routes and destinations.

The 2050 target of the European Union to decarbonize the economy by 80–90% will undoubtedly see marine renewable energies playing a key role. The deployment of offshore facilities within the framework of Blue Growth creates tension as competition for other uses of the sea intensifies as economic exploitation of marine resources increases. Marine spatial planning (MSP) is being applied in different Member States, mainly in the North Sea basin, as a way of easing tensions while promoting blue energy. The southernmost marine areas of the continent also have considerable energy potential that, as yet, has not been exploited due to the limitations imposed by a narrow and steep continental shelf, not to mention legal and administrative barriers. MSP processes currently being developed by the application of Directive 2014/89/EU present an opportunity to resolve these conflicts and promote sustainable use of MRE sources in southern Europe. This paper analyzes the marine spatial planning process of five southern European countries - Spain, Greece, Italy, Malta and Portugal - with the aim of determining the degree to which they are incorporating blue energy policies.

An ecosystem service assessment in the Bay of Cadiz Natural Park has been undergone in relation to the effects of climate change. The ecosystems in the study area were analyzed and 3 different types were indentified: 1) beaches and dunes, 2) marshes and 3) marine environment (including the marine phanerogam meadows), and the ecosystem services (providing, regulating and cultural services) that these ecosystems offer have also been identified. The services state was valued to determine which ones are the most exposed and which the most vulnerable to the climate change effects and its possible future trends through climatic simulators has been made. The results allowed to conclude that most of the ecosystem services showed a negative trend, especially the regulation services which are more associated with the climate change phenomenon. The presence and characterization of beach litter was investigated, according to the EA/NALG (2000) methodology, at 59 sites along four provinces of Ecuador, i.e., three continental and the Galapagos Islands Province. The methodology, which has been verified in several countries, was used to classify beaches into four grades (from “A” – excellent to “D” – poor) according to the content of nine types of litter. Twenty-two sites (i.e., 37% of total) obtained Grade “C”, 18 (31%) Grade “B”, 12 (20%) Grade “A”, and 7 (12%) Grade “D”. The province that showed excellent litter grades was the Galapagos Islands where 88% of beaches obtained Grade “A”, whereas Santa Elena and Esmeraldas provinces presented the worst beaches in terms of litter content and abundance. Environmental authorities should focus more attention on continental beaches by improving adequate cleaning operations to make them more attractive to national and international tourism.

There is a tendency towards the implementation of an ecosystem approach in MPAs. Conservation of coastal-marine areas is no longer an end in itself. MPAs are an effective instrument to mitigate the effects of climate change. MPAs should be established beyond waters under national jurisdiction.

In recent years the European Union has firmly committed itself to energy from oceans as a means of decarbonising the European energy system. Despite a favourable political landscape, the development of offshore renewables still faces economic and technological barriers, which are coupled with the inherent difficulties of an increasingly industrialised marine environment, such as complex evolving regulation, lack of knowledge regarding the possible environmental impact of such an activity, as well as spatial conflicts with other traditional and emerging uses. Most of the coastal Member States have adopted Maritime Spatial Planning (MSP) as a fundamental tool for integrated and sustainable management of human activities in the marine environment. MSP is capable of definitively driving the use of offshore renewable facilities. Its proper application supports decision making, simplifies and accelerates the process of obtaining permits, improves compatibility of uses, integrates stakeholders in planning, prevents environmental deterioration of sensitive areas, enhances the availability of information and promotes cross-border co-operation. This paper aims to evaluate the influence of maritime spatial planning processes on the advance of blue energy within the framework of the European Union. The results show positive relationships between MSP and the development of offshore renewable energy in countries such as Germany, the Netherlands and the United Kingdom.

Si bien en las dos últimas décadas son numerosas las experiencias, a diferente escala,que se han puesto en marcha sobre Gestión Integrada de Áreas Litorales (GIAL) en elmundo, son muy pocas las que han contado con una evaluación para comprobar el grado decumplimiento de las mismas. Es por ello que este trabajo pretende contribuir a la difusiónde una de las experiencias de gestión integrada de áreas litorales más interesantes que enIberoamérica se han dado, conocido como Programa Ecoplata (Uruguay). Por otro lado,también tiene como objetivo realizar una evaluación de la planificación y de la ejecucióndel citado programa, es decir, de un proceso de GIAL a largo plazo que no está exento deretos y oportunidades.

Si bien en la actualidad el paradigma de la gestión de los espacios protegidos tiende a un modelo en el que los actores sociales sean capaces de intervenir en la toma de decisiones de manera activa, existen pocos estudios empíricos que corroboren tales tendencias. Es por ello que en este trabajo se estudia la participación pública en un espacio concreto: el Parque Natural Bahía de Cádiz (PNBC). Para su desarrollo se utiliza metodología cuantitativa y cualitativa, a partir de la realización de un cuestionario, elaborado exclusivamente para los miembros de la Junta Rectora del espacio protegido, y el análisis de diferentes documentos públicos de origen institucional (actas de las Juntas Rectoras, normativa existente, memorias, etc.). La investigación permite hacer un examen crítico tanto de algunas cuestiones que afectan a la gobernanza interna del espacio protegido como del marco general de referencia en el que se inscribe este caso particular (la Comunidad Autónoma de Andalucía), y que puede ser igualmente relevante en el ámbito nacional. Las recomendaciones finales apuntan a buscar mejoras en los estándares de gobernanza de nuestro capital natural.
