This paper aims to analyse the public attitudes towards Electric Vehicles (EV) and to explore barriers in adoption of Electric vehicles in UK. The survey data was obtained from UK Data Service regarding public attitudes towards EV which possesses 1800 plus sample population. Previous research regarding recent technological development in EV field, market deployment and penetration studies, and public attitudes in different countries, were used to inform the development of model mechanism on how public adopt EV. We identify the correlation of diverse groups of consumers with various socio-economic and attitudinal barriers encountered in EV adoption. Data was analysed by Structural Equation Modelling (SEM) approach establishing the link between travel behaviour, car ownership and EV adoption level controlled by socio-demographic characteristics. We found that battery (range confidence), recharging infrastructure and technology (unreliability) can be considered as major indicators in influencing EV adoption. We also found that resale value, environmental performance and recharging infrastructure are the major enablers of EV adoption. Perhaps none of these findings are new to many but the implication that this study has brought is the fact that general UK public is far from EV realm and more has to be done before the ban of internal combustion engines taken place in 20 years from now.

In the upcoming era of new technologies, a transport system is expected to be ‘more sustainable,’ ‘safer,’ and ‘more efficient.’ However, to what extent is this true? Based on the results of a series of stakeholder engagement workshops, the paper explores the vision of different stakeholders about urban freight of the future. A Participatory Approach was used to allow stakeholders to identify the problem and co-design a set of solutions. Potential impacts of innovative urban deliveries on economy, environment, and society were analysed. Methodology and results were then compared with those of a city stakeholder engagement workshop delivered in Newcastle upon-Tyne in 2014. Stakeholders considered that an “engaging” and “easy to use” process was needed to facilitate the process and it encouraged participants to find solutions for a ‘common good.’ The participatory approach proposed in this process would support transport planners and policy-makers to design and implement a consistent policy framework for future sustainable urban freight systems.

Rail is being promoted to play an increasing role in reducing the external cost of freight transportation globally. This is especially the case for nations with high economic growth, such as Indonesia, which require a reliable and efficient transportation system to support global logistics. Ironically, rail freight services in Indonesia have been in decline for more than a decade due to a number of factors including the prioritization of passenger services and strong competition from the road sector. This paper aims to provide a platform for empirical research contextualizing a rail capacity framework, to be applied to the Indonesian system, with a focus on freight services. A desktop review of methodologies employed for capacity evaluation was carried out, in order to identify the most suitable approach for Indonesia. The application of these methodologies will assist in determining current capacity – utilized and unutilized – the results from which can be exercised in future strategic planning. This chapter explores the extent to which urban freight policies and measures/interventions can be determined via the city logistics typologies and objective studies developed from past work, comprehensively reviewing almost all European city logistics cases from the 1970s to the current day. It reviews urban freight typologies based on land use, type of transport policies/measures, urban freight markets and traffic flows, city logistics problem/objectives, and other attributes, integrating cases with typologies and validating the analysis through a panel of city logistics experts. The chapter develops a novel, multi‐dimensional, poly‐parametric typology for city logistics, which has multiple uses in analyzing and selecting interventions. It describes the way the theoretical typologies, and more importantly the parameters within them, were used to populate the database of city logistics cases. The inventory and further details behind the typology are available for shared use within the city logistics community.

This research was focused on the ‘receiver’ end of the supply chain that has, in recent years, emerged as a novel area of investigation by European urban freight researchers. The paper explores the importance of procurement policy and mechanisms in a higher education establishment in order to drive a sustainable approach to inbound logistics. There is little known of the purchasing behaviour at individual level within such organisations. A localised city logistics Delivery Service Plan, within a ‘coherent campus strategy’ for an academic campus was established at Newcastle University, located at the centre of a medium size British city. Purchasing data and interviews with the purchasing manager demonstrated the current state of purchasing practice at the University, relative to the benchmarks established in the literature. In order to better understand the relationships between delivery services, the urban environment, and staff attitudes, a questionnaire was conducted with Newcastle University staff, addressing the purchasing of all goods to be delivered to the workplace. Multivariate analysis of cross-sectional data, as well as qualitative analysis, shows that variable frequency in demand can be explained by: job type; the different ways to raise a purchase order (PO); type of goods purchased; expected delivery times; and from where the PO originates. The findings suggest that training within specific staff roles would benefit the University’s urban freight coordination and management. We can also see that a very small core of people raise most of the orders and that, through them, it should be possible to influence the majority of orders. Lastly, demonstrating to the University’s Executive that employee views on private purchasing directly influence the practice, has convinced the board that changing purchasing behaviour towards freight efficiency is a feasible option for a sustainable institutional organisation. The key contribution of this paper is demonstration of the important role of logistics receiver can make in delivering sustainable city logistics. This is especially true for large organisation with multi-sited and multi-level management (central vs local) that require multi-type of logistics in a city-centred bound historic built environment University. This paper shed light on identifying the key determinants of freight demand at University that can be managed and act as catalyst for accommodating urban freight in city planning.

This paper presents three studies on public procurement and its impact on city logistics. The studies aimed to give an insight into the transport volume related to the delivery of products and services - at a university in Newcastle, two academic institutions in Amsterdam, and the municipality of Rotterdam. Furthermore, the role of the public organisations as large receivers and promoters of sustainable transport is discussed. The paper concludes that public organisations play a key role in the organisation and extent of city logistics planning, albeit they may not be making beneficial use of their impact. Key barriers are the lack of standardised logistics information in procurement information systems, and incentives that promote sustainable and efficient delivery among purchasers.

The objective of this chapter is to illustrate the current state of European rail freight research and how this can improve rail freight to support green and sustainable transport, as promoted by the governments of the European Union (EU). Since much of EU policy is based on EU funded research, a review of such rail- and freight-related research, carried out over the past 20 years under the EU/EC framework programmes, will help to contextualize the challenges faced in promoting the governance of green corridors. International rail freight systems, improvement of rail-road modal transfer points, unexploited markets, vehicle design, train productivity, energy use, signalling and governance of multimodal corridors, are all discussed. We argue that green corridors, as a strategic freight transport policy, can only realistically be implemented alongside improvements to the long distance transportation sector, where rail becomes the backbone network of land surface transportation. Additionally, with the trend towards urbanization, where road would serve pretty much the last mile freight operation, a reliable, efficient, safe and environmentally sound inter-urban long distance rail freight system is needed, to support economic growth and to maintain the quality of life of every EU citizen.

In order to better understand the relationships between delivery services, urban environment and staff attitudes, a questionnaire was conducted targeting Newcastle University staff, addressing the purchasing of all goods to be delivered at the work place. A high response rate led to new data on purchasing behaviour. Tentatively we would draw out that the qualitative surveys show willingness amongst the buying population to both suggest and embrace alternatives ideas. We can see that a very small core of people raise most of the orders, and as such it should be possible to influence the majority of orders through them.

The promotion of local sustainable travel is ever prominent within local transport plans, although it is still not well understood how the change to more sustainable and less carbon-based travel can be achieved. The objective of this study is to gain a better understanding of the travel choice mechanism following residential relocation. This paper uses a structural equations model and an ordered model to explore the drivers of public transport and walking use within an urban environment, using a quasi-longitudinal dataset from 10 communities in the metropolitan area of Tyne and Wear, in northeast England. The results show that changes in public transport use are determined by accessibility features of the built environment, alongside socio-demographic and travel attitude characteristics. Changes in walking, on the other hand, are determined mostly by built-environment characteristics. These findings suggest that a different approach is needed for the promotion of public transport use than for increasing walking trips (aside from walking to access public transport). The provision of public transport services needs to take into account the importance of the value of transport to users, to sufficiently attract and retain them. To promote walking, policy must focus on changes to the built environment (such as safety, travel accessibility, and the sociability of the environment), since it is changes in these characteristics that drive walking in the urban area.

Purpose – The purpose of this paper is to describe and analyse a case of local freight stakeholder involvement to plan and design eco-efficient city logistics innovations in Como, a small city in Italy. While the importance of a well-functioning urban goods distribution system is widely acknowledged, city authorities have become increasingly aware of the need to minimise the negative impacts associated to the system. There are now countless examples of attempts to increase the eco-efficiency of urban freight deliveries; however, very few have made a notable impact. The success of such schemes often depends upon the response of a range of private sector freight stakeholders and their involvement during the planning process of these solutions is crucial. Design/methodology/approach – To engage local freight stakeholders within the planning process of a city logistics project, the logical framework approach, in the form of the design and monitoring framework (DMF) developed by the Asian Development Bank, has been applied. Findings – The structured consultation process implied within the DMF approach allowed urban freight stakeholders to share their aspirations from the beginning of the city freight planning process, despite their differences in priorities in adopting eco-efficient logistics innovations. The process ensured that city stakeholders accepted and committed to the city logistics strategies formulated during the consultation process, namely: changes to the Limited Traffic Zone regulation, the use of an urban consolidation centre and hybrid electric truck adoption. Research limitations/implications – The evaluation of the DMF application will be definitive after the demonstration/implementation stage of the city logistics project. It will then become clear if freight stakeholders have committed to the project and if it is effective in delivering the expected outputs and outcomes. Practical implications – Local city authorities may find this method useful in situations where a structured consultation process is needed for addressing urban freight issues. This is especially the case in the context of introducing innovative, eco-efficiency solutions. Originality/value – The application of DMF in the developed environment can be considered novel; this paper extends this with an application to the promotion of sustainable urban freight.
