This paper evaluates the impacts of large increases in energy prices on socioeconomic and environmental performance of French manufacturing establishments over the period of 1997–2015. We identify energy price effects using a shift-share instrument for establishment-specific prices. Our results highlight trade-offs between environmental and socioeconomic goals: increases in energy prices reduce substantially energy consumption and CO2 emissions, modestly employment and productivity, and have no effects on wages. Energy price impacts are larger in the long-run than in the short-run, except for productivity, as capital deepening exacerbates job destruction but mitigates efficiency losses, and slightly biased towards technicians and against manual workers. Long-term trade-offs remain however limited even for large historical price variation, with a 10% reduction in CO2 emissions costing only 0.9% jobs. While employment effects are bigger in large establishments, negative wage effects emerge for small establishments pointing to different labour market adjustments. Importantly, our results imply that the employment impact of a € 56 carbon would be fully concentrated in larger establishments of trade-exposed, energy-intensive sectors.

This paper provides an empirical analysis of the Italian total factor productivity (TFP) growth for the 1995-2012 period that takes into account the factors explaining cross-regional differences in productivity growth. We focus on the changes in the quality of labor caused by the increasing use of temporary workers and on the migration flows of human-capital, which almost unidirectionally moved from the Southern to the Northern-Centre regions. Empirical results provide evidence of a non-linearity (U-shaped) in the relationship between the use of temporary workers and TFP growth, which suggests that TFP growth in some Southern regions benefited from the increase in the share of temporary workers after the early 2000s, while regions in the Centre-North regions experienced an opposite effect, with the share of temporary workers being negatively related to TFP growth. Results also show that migration flows of qualified human capital had a positive impact on TFP growth in the regions of destinations, while the number of emigrants have a positive effect on the TFP growth in the regions of origin.

The paper provides a conceptual framework for a multi-dimensional assessment of risk associated to natural disasters. The different components of risk (hazard, exposure, vulnerability and resilience) are seen in a combined natural and socio-economic perspective and are integrated into a Disaster Risk Assessment Tool (DRAT). The tool can be used to support disaster management strategies, as well as risk mitigation and adaptation strategies at very disaggregated geographical or administrative scales. In this paper, we illustrate the features of the DRAT and we apply the tool to 7556 Italian municipalities to map their multidimensional risk. DRAT can be particularly useful to identify hotspots that are characterized by high hazard, exposure and vulnerability and by low resilience. In order to identify hotspots, we perform a cluster analysis of the Italian municipalities in terms of their risk ranking based on DRAT. We also suggest how the tool may be exploited within the processes of disaster risk policy.

The Italian economy is characterised by a large number of micro and small firms and by a long‐lasting gap between North and South Italy. Hence, global shocks ‐ such as the Great Recession ‐ have had a heterogeneous impact at the local level: the collapse in private demand was unequally distributed across different products, services and regions. The aim of this paper is therefore to evaluate the impact of the Great Recession on firm's survival for the universe of Italian firms in the light of two relevant indicators: local exposure to crisis and local demand shocks. Results suggest a strong negative impact of local demand shocks on the survival of firms, while the degree of exposure to the crisis has generally weak effect.

The paper provides an integrated assessment of environmental and socio-economic effects arising from final consumption of food products by European households. Direct and indirect effects accumulated along the global supply chain are assessed by applying environmentally extended input–output analysis (EE-IOA). EXIOBASE 3.4 database is used as a source of detailed information on environmental pressures and world input–output transactions of intermediate and final goods and services. An original methodology to produce detailed allocation matrices to link IO data with household expenditure data is presented and applied. The results show a relative decoupling between environmental pressures and consumption over time and shows that European food consumption generates relatively less environmental pressures outside Europe (due to imports) than average European consumption. A methodological framework is defined to analyze the main driving forces by means of a structural decomposition analysis (SDA). The results of the SDA highlight that while technological developments and changes in the mix of consumed food products result in reductions in environmental pressures, this is offset by growth in consumption. The results highlight the importance of directing specific research and policy efforts towards food consumption to support the transition to a more sustainable food system in line with the objectives of the EU Farm to Fork Strategy.

Car scrappage schemes are generally introduced to upgrade the car fleet to reduce environmental pressures from private transportation. The aim of this paper is to present a combined use of two counterfactual techniques (RDD and DiD) to quantify the impact of Italian car scrappage schemes of 2007–2009 on the deregistration of cars. The empirical assessment of the policy effectiveness is made possible by a discontinuity in the age of cars that were eligible for the subsidy. In the DiD model we also introduce a variable on ‘product innovation’ in the car market as a factor that determines scrappage timing. Results, based on detailed information on the car fleet and the deregistration of cars in Italy, suggest no impact for the 2007 and 2008 schemes and a large impact for the 2009 scheme, which was based on rather high incentives. Results are robust to both counterfactual approaches and to different tests.

The aim of this paper is to analyse potential drivers of land use policy, in the form of building permits issued in Italian provinces. We first derive testable implications on the basis of a standard political agency framework, augmented to account for the impact of past environmental disasters (floods, landslides and earthquakes) and for the relevance of “building permits intensive” sectors in determining voters’ support to an incumbent politician. We then perform an empirical analysis that tests theoretical predictions using a unique dataset covering Italy in the period 2001–2012. Our main conclusions show that the occurrence of floods and earthquakes decreases building permits, implying that a bad history in terms of these phenomena strengthens the importance of voters affected by past disasters. No corresponding evidence seems to emerge with reference to landslides. On the other hand, the relevance of the construction sector increases the number of building permits issued. Finally, when elections approach, the number of building permits issued grows, suggesting that incumbent politicians may distort land use policies in order to favour “brown” voters in periods close to elections.

This paper evaluates the effect of host‐country environmental policy stringency on the offshoring of green patents for 2000 top world R&D performers. It is shown that a more stringent environmental regulation triggers patent offshoring in the field of green technologies. Results are robust to various different specifications, to alternative definitions of innovation offshoring and of regulation restrictions, to controls for firm and country level characteristics and to the consideration of possible endogeneity of regulation. We interpret these findings as evidence that MNEs can take advantage from their exposure to multiple institutional settings, reducing the costs of, and increasing the payoff from, green innovation offshoring. It is also suggested that R&D subsidies and non‐market based regulatory measures are more important than market‐based instruments as drivers of cross‐border environmental innovation. This chapter aims to identify the building blocks of a new way of conceptualising and measuring public service innovation. It is suggested that addressing public service innovation implies that a large number of heterogeneous players and of interactions among them is to be considered, hence making it particularly hard to identify a single (or a few) ‘representative subjects’ as units of analysis. Abandoning a pure subject-based approach poses important challenges to measurement and statistics. A possible way to tackle such challenges might be that of singling out a manageable variety of public services and of innovation types, including online services. This implies reversing the usual approach: from the identification of subjects as the key unit of observation leading to classify innovative activities correspondingly; to the identification of innovative objects leading to the identification of subjects involved in the generation and diffusion of such innovative objects.

We consider the role played by the EU Emission Trading System (EU ETS) as a possible driver of outward Foreign Direct Investments (FDI) for Italian manufacturing firms. Using a panel dataset of about 22,000 firms covering the first two phases of the EU ETS and the pre‐EU ETS period, we measure the patterns of FDI towards countries not covered by EU ETS. Results show that the EU ETS had a weak effect on the number of new subsidiaries abroad (extensive margin), while it had a larger impact on production taking place in foreign subsidiaries (intensive margin), especially in trade‐intensive sectors. This paper explores the nature and the key empirical regularities of green employment in US local labor markets in 2006–2014. The main methodological novelty consists of a new measure of green employment based on the task content of occupations. Descriptive analysis reveals that green employment is pro-cyclical, highly skilled, commands a 4% wage premium and is geographically concentrated. Green employment dynamics positively correlates with local green subsidies within the American Recovery and Reinvestment Act, local green knowledge, and resilience to the great recession. Finally, we find that one additional green job is associated with 4.2 (2.2 in the crisis period) new local jobs in non-tradable non-green activities.

The issue of water access and security has been emphasized in the recent policy debate on sustainable development (Sustainable Development Goal No. 6) and adaptation to climate change (CoP21 in Paris, 2015). This study provides new evidence about the Blue Virtual Water Input-Output Network. The main novelty of our approach is the combination of Structural Decomposition Analysis (SDA) with Network Theory. SDA reveals that size-related, technological and structural components have contributed substantially to changes in virtual water use. Network analysis offers new insights about the vulnerability of the system to shocks through trade links across country-sector pairs. Our analysis highlights a possible trade-off in the increasing importance of virtual water trade: the efficiency improvement in granting access to virtual water might come at the cost of increasing systemic vulnerability. Overall, the great unbalance between water availability and usage combined with rigidity of global consumption and production networks and the risk of cascade effects imply increasing vulnerability of the virtual water network to shocks propagation.

The European Emission Trading Scheme (EU ETS) has introduced a price for carbon, thus generating an additional cost for companies that are regulated by the scheme. The objective of this paper is to provide empirical evidence on the effect of the EU ETS on firm-level economic performance. There is a growing body of empirical literature that investigates the effects of the EU ETS on firm economic performance, with mixed results. Differently from the previous literature, we test the effect of the EU ETS on a larger set of indicators of economic performance: employment, average wages, turnover, value added, markup, investment, labour productivity, total factor productivity and ROI. Our results, based on a large panel of European firms, provide a broad picture of the economic impact of the EU ETS in its first and second phases of implementation. Contrarily to the expectations, the EU ETS did not affect economic performance negatively. Results suggest that firms have reacted to the EU ETS by passing-through costs to their customers on the one hand and improving labour productivity on the other hand.

In this paper we analyse the electricity consumption of a set of four traditional ‘white goods’ in a panel of ten EU countries observed over the period 1995-2013 with the aim of disentangling the amount of technical efficiency from overall energy saving using a stochastic frontier approach. The efficiency trend is modelled as a function of energy efficiency policies and innovation dynamics that combines invention and adoption processes using specific patents weighted by granular production data and worldwide bilateral import flows. Our model also accounts for potential endogeneity arising when innovation processes and economic growth are considered. With this replicable approach, the stochastic frontier framework allows for explicit modelling of innovation processes. Our results show that the efficiency component is related to changes in the energy efficient technological content of appliances. The 'international' component represents a predominant share of technological advancement and exerts a significant influence on efficiency. Our evidence calls for an active role to be played by policy makers in focusing on innovation and trade policies in order to achieve more ambitious energy efficiency targets

Descriptive analysis reveals that: 1. the share of green employment is between 2 and 3 percent, with a strongly pro-cyclical trend; 2. the green wage premium is 4 percent; 3. green jobs are more geographically concentrated than similar non-green jobs; and 4. the top green areas are mostly high-tech. As regards to the drivers, direct changes in environmental regulation are a secondary force in explaining the 8-years growth of green jobs compared to the local amount of green subsidies within the American Recovery and Reinvestment Act (ARRA), the endowment of green knowledge and the resilience to the great recession. Assessing the impact of moving to greener activities, we find that one additional green job is associated with 4.2 (2.2 in the crisis period) new local jobs in non-tradable activities, and that this effect can be mostly ascribed to the green ARRA package.

This work tests for the presence of convergence in the main municipal solid waste disposal choices across EU countries over the years 1995–2010. We believe this is a relevant exercise, considering that in the last two decades the waste sector has experienced a profound transformation at the European level. In this context, β and σ tests of convergence can tell us more about the distribution of these different rival choices of waste disposal, by assessing on the one hand the presence of convergence and, on the other hand, the role played by environmental policy and green technological change in driving convergence. Our regression results suggest that conditional beta convergence is substantial for both recycling and incineration. For the case of recycling, this convergence is faster for countries characterised by a technological endowment in recycling technologies and stringent waste policies. Finally, heterogeneity across countries (sigma convergence) appears to decrease over time.
