WO3 is an essential material for energy storage and catalytical technology, the oxygen vacancies level will play an essential role in its potential application. In this paper, porous tungsten oxide (WO3–x ) with various oxygen contents was quickly fabricated by a microwave plasma-enhanced chemical vapor deposition method. A detailed characterization of structure and morphology features with the plasma handling process was recorded by X-ray diffraction, field-emission scanning electron microscopy and transmission electron microscopy, respectively. The etching mechanism of porous WO3–x under H2 plasma was discussed based on the systemically characterization. These results will help us to design the active sites or structure in the metal oxide materials.

The seaworthiness of a ship plays a critical role in ensuring the safety of life and property and the prevention of marine pollution. One meaning of seaworthiness is the fundamental ability to sail safely to a destination, as well as being fit and ready for cargo. The parameters of seaworthiness have been expanded with the introduction of new maritime regulations. The entry of the 2019 amendments to the IMSBC Code into force has brought significant changes to bulk carriers with cargo that may liquefy at sea. Using examples from history, as well as an understanding of the environmental conditions of the oceans that ships are subject to, the seaworthiness of bauxite carriers was examined critically. First, the concept and doctrine of seaworthiness were clarified considering the existing transportation technology. Then, the spirit of the 2019 amendments to the IMSBC Code was applied to the seaworthiness of a bauxite carrier, showing that it demonstrated dynamic instability. Beyond that, from a transportability performance perspective, an extensive discussion was provided concerning the major correlation related to seaworthiness. Finally, practical recommendations were given on keeping a ship seaworthy before and during the process of bauxite transportation.

In order to make the risk assessment method of oil wharf handling more reasonable, basic data calibration method more accurate, and assessment findings more objective, the fuzzy weights of the relative probability of basic events are calibrated by ANP decision-making (Analytic Network Process). ANP decision-making is appropriate for reflecting the dependence between the basic events and the feedback relationship. The calibration value is used as the probability value of each basic event. Based on the fault tree model, the relationship between the accidents caused by the Bayesian network is constructed, and the important degree of the basic events is quantitatively evaluated. The case focuses on wharf handling gasoline fire and explosions, using ANP method to calibrate probability, and analyzing and sorting the structural importance, the probability importance, and critical degree of each basic event through forward and backward reasoning. The results showed that the evaluation model can better characterize the effect of the basic events on the top events, which can be targeted to identify security weaknesses in oil wharf handling process. It has some practical significance for finding security risks and improving working conditions and the overall system safety level.

Safety investment is an essential guarantee to identify and manage potential security problems in petrochemical port enterprises. The reasonability of safety investment structure determines overall security risks in an enterprise. Based on the definition of risks, combining Cobb‐Douglas production function with FTA probability model, and taking Gompertz curve model as the constraint condition, structure optimization model of safety investment is built in order to minimize risks and work out the safety investment structure of petrochemical port enterprises. According to the case study, the calculations indicate that safety investment in corporate management presents a larger growth rate than past years and that unsafe act of human being is the main factor accounting for the greatest probability of occurrence, which is consistent with previous accident investigation results as well as enterprise reality. This testifies that the model is effective and that the results can guide the allocation of safety investment of petrochemical port enterprises scientifically.
