The COVID-19 pandemic has strongly affected the dynamics of Emergency Departments (EDs) worldwide and has accentuated the need for tackling different operational inefficiencies that decrease the quality of care provided to infected patients. The EDs continue to struggle against this outbreak by implementing strategies maximizing their performance within an uncertain healthcare environment. The efforts, however, have remained insufficient in view of the growing number of admissions and increased severity of the coronavirus disease. Therefore, the primary aim of this paper is to review the literature on process improvement interventions focused on increasing the ED response to the current COVID-19 outbreak to delineate future research lines based on the gaps detected in the practical scenario. Therefore, we applied the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines to perform a review containing the research papers published between December 2019 and April 2021 using ISI Web of Science, Scopus, PubMed, IEEE, Google Scholar, and Science Direct databases. The articles were further classified taking into account the research domain, primary aim, journal, and publication year. A total of 65 papers disseminated in 51 journals were concluded to satisfy the inclusion criteria. Our review found that most applications have been directed towards predicting the health outcomes in COVID-19 patients through machine learning and data analytics techniques. In the overarching pandemic, healthcare decision makers are strongly recommended to integrate artificial intelligence techniques with approaches from the operations research (OR) and quality management domains to upgrade the ED performance under social-economic restrictions.

The challenges of global economies foster supply chains to have to increase their processes of collaboration and dependence between their nodes, generating an increase in the level of vulnerability to possible impacts and interruptions in their operations that may affect their sustainability. This has developed an emerging area of interest in supply chain management, considering resilience management as a strategic capability of companies, and causing an increase in this area of research. Additionally, supply chains should deal with the three dimensions of sustainability (economic, environmental, and social dimensions) by incorporating the three types of objectives in their strategy. Thus, there is a need to integrate both resilience and sustainability in supply chain management to increase competitiveness. In this paper, a systematic literature review is undertaken to analyze resilience management and its connection to increase supply chain sustainability. In the review, 232 articles published from 2000 to February 2020 in peer-reviewed journals in the Scopus and ScienceDirect databases are analyzed, classified, and synthesized. With the results, this paper develops a conceptual framework that integrates the fundamental elements for analyzing, measuring, and managing resilience to increase sustainability in the supply chain. Finally, conclusions, limitations, and future research lines are exposed.

The most commonly used techniques for addressing each Emergency Department (ED) problem (overcrowding, prolonged waiting time, extended length of stay, excessive patient flow time, and high left-without-being-seen (LWBS) rates) were specified to provide healthcare managers and researchers with a useful framework for effectively solving these operational deficiencies. Finally, we identified the existing research tendencies and highlighted opportunities for future work. We implemented the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) methodology to undertake a review including scholarly articles published between April 1993 and October 2019. The selected papers were categorized considering the leading ED problems and publication year. Two hundred and three (203) papers distributed in 120 journals were found to meet the inclusion criteria. Furthermore, computer simulation and lean manufacturing were concluded to be the most prominent approaches for addressing the leading operational problems in EDs. In future interventions, ED administrators and researchers are widely advised to combine Operations Research (OR) methods, quality-based techniques, and data-driven approaches for upgrading the performance of EDs. On a different tack, more interventions are required for tackling overcrowding and high left-without-being-seen rates.

Small- and medium-sized enterprises (SMEs) play an important role in the economic growth of a country and of a sector. They seek to be incorporated into permanent productivity and competitiveness dynamics through a cooperation strategy. This article evaluated the application of management practices to horizontal SMEs networks of the dairy sector in Ecuador by following the constructivist methodology. The literature review and exploratory research indicated an understanding of cooperative work in the networks or Milk Collection Centers (MCCs) and identified the need to evaluate performance when applying management practices as an unavoidable element to enhance their operation and development. The construction phase took as reference a model for the evaluation of management practices in cooperation networks and contextualized it to the Ecuadorian environment. In the evaluation phase, three networks were evaluated, from which results and conclusions were obtained. The developed model identified six criteria with which the evaluations of MCCs were made, whose analysis allowed their performance level to be quantified and a proposal of some specific improvement opportunities for this sector and a group of SMEs.

Lean Production has been widely applied in the last decades and it is generally accepted as a tool to improve the operations of organisations. However, how to properly quantify such an improvement is still not clear from a global and integrated point of view. The fact that the data gathered from applying LP production techniques—at the operative level—should be somehow correlated with the enterprise strategic objectives one—at the strategic level—presents important challenges to decision makers. This papers sets up this research topic, covering some relevant scientific literature, moving then to define a classification of important factors to take into account when deciding what quantitative technique to apply to this topic. Then, following such a classification, it assesses some quantitative techniques that could be used, mainly broken down into either objective or subjective. From this evaluation, it concludes that, from the evaluated, the most appropriate technique to be used should be the Analytic Network Process.

Small and medium enterprises (SMEs) are important contributors to the economic growth of a country; however, maintain high performance levels for long periods of time is always a latent challenge. Research activity analysis through a bibliometric analysis helps to understand the development level that has the performance measurements for SMEs. The aim of this study was to analyze this development in the period of (2006–2016), VOS viewer was used as a graphic visualization tool from the extracted records from the Scopus database. Since 388 analyzed records a slight increase in the performance measurement of SMEs in the last decade was identified. Around of the performance measurement terms and supply chain management it was identified a concentration of investigative relationships; countries and leading research groups in the area were recognized, countries and leading research groups in the area were determined.

The Universitat Politècnica de València has introduced thirteen transversal competences in the curricula of undergraduate and graduate degrees. One of the transversal competences is “Analysis and Problem Solving”. This competence had been assessed non-uniformly in the Master Degree in Advanced Engineering Production, Logistics and Supply Chain due to the fact that the assessment lacked a comprehensive and accessible tool to the students that exposed the indicators and levels of achievement of the competence. In addition, it was important to design a tool where all the instructors agreed on the main features so that the tool could be used in both semesters by instructors aiding to support the formative assessment of the competence. This paper presents a methodology and the design of a tool to perform formative assessment of analysis and problem solving competence. It had been implemented in three courses (three pilot applications) and five learning activities to support the formative assessment as well as to update the tool with the feedback collected by each pilot application. The analysis of the pilot applications show the positive results obtained and the recommendation of students for its implementation.

Several research contributions have shown that SMEs, in their path towards development and competitiveness have incorporated new trends of configuration and organization with the collaborative axis. Which in addition to performance measurement systems play a fundamental role in the management of organizations both individually and agglomerated. The aim of this study was to identify spaces for the research contribution from the review of relevant work in the recent years in the field of performance measurement in SMEs. The evaluated proposals indicated the performance measurement as a key element inside the performance management due to its results support strategic, tactical, and operational decision-making. In addition, the need for validation of the proposed frameworks was also evidenced because they come from specific case studies. Which was achieved reinforced the idea that performance measurements for SMEs is an open space to theoretical and practical contributions.

Purpose: The main objective of this research is to design a decision-making network, based on the Analytic Network Process (ANP) technique (Saaty, 1996), which will include the main elements to take into account when stating the effect that the application of LP techniques has got on the performance of an organisation, measured this through a Performance Measurement System (PMS).Design/methodology/approach: The authors have carried out a scientific literature search to state what the main LP techniques are –and how to group them into different clusters- and have then applied the ANP, its first phase, in order to design the decisional network.Findings: There is a gap in the literature when trying to identify and quantify to what extent the implementation of LP techniques affects to organisational performance. The ANP is an appropriate technique to do so due to the need of gathering and quantifying experts’ opinions.Originality/value: The designed ANP-based network to measure the impact of LP over organisational performance is a novel approach. This paper justifies its usage and paves the way to implement the rest of the ANP phases in future research work.

Purpose: In the last years, there is an increasing interest in the manner that transversal competences (TC) are introduced in the curricula. Transversal competences are generic and relevant skills that students have to develop through the several stages of the educational degrees. This paper analyses TCs in the context of the learning process of undergraduate and postgraduate courses. The main aim of this paper is to propose a framework to improve results. The framework facilities the student's training and one of the important pieces is undoubtedly that he has constant feedback from his assessments that allowing to improve the learning. An applying in the analysis and problem solving competence in the context of Master Degree in Advanced Engineering Production, Logistics and Supply Chain at the UPV is carried out.Design/methodology/approach: The work is the result of several years of professional experience in the application of the concept of transversal competence in the UPV with undergraduate and graduate students. As a result of this work and various educational innovation projects, a team of experts has been created, which has been discussing some aspects relevant to the improvement of the teaching-learning process. One of these areas of work has been in relation to the integration of various proposals on the application and deployment of transversal competences. With respect to this work, a conceptual proposal is proposed that has subsequently been empirically validated through the analysis of the results of several groups of students in a degree.Findings: The main result that is offered in the work is a framework that allows identifying the elements that are part of the learning process in the area of transversal competences. Likewise, the different items that are part of the framework are linked to the student's life cycle, and a temporal scope is established for their deployment.Practical implications: One of the most noteworthy practical implications is that the proposed framework includes a tool that allows a clear measurement of the student's evolution throughout his / her formative life cycle. In this way the student has a more consistent and robust vision of his / her training and the academic directors of the titles can have a vision of the impact of the decisions on the learning processes.Originality/value: The analysis of transversal competences is usually presented in the context of a subject. In this paper we propose an approach to cross-curricular competences but in the scope of the student's complete life cycle. The consideration of the entire formative process as well as the identification of the relevant elements that are part of this process are the most original aspects of the work.

This chapter deals with the performance measurement systems (PMS) for healthcare organisations topic. PMS have been proved to be a widely used management tool to control, monitor and manage performance and, extensively, organisations. However, most of the developed works have focused on industrial organisations, being the application of this topic to health organisations not fully exploited. This chapter brings, based on scientific literature, some sound reviews that could be the starting point for researching activities in this topic. Then, it shows an overview of performance measurement elements applied to healthcare organisations from different optics such as efficacy, quality, adequateness, use of ICT and sustainability at both intra and inter-organisational contexts.

This paper describes how to use the information coming from applying the EFQM excellence model to analyse the perception that the members of an organisation have of it regarding their business vision. Such an analysis is made on the basis of the EFQM excellence model criteria and by applying statistical data analysis techniques. With this study, besides detecting both the strong and weak areas of actuation on which an organisation should focus and act, it is also possible to detect the relationships between the personal characteristics of members of the organisation and their business vision. The main goal is that organisations are able to reach excellence by jointly using an assessment method (the EFQM excellence model) and posterior statistical data analysis techniques (uni-variant and multi-variant). These techniques enable one to complement and enlarge the potential of the EFQM excellence model. Finally, the procedure is illustrated by presenting the main results of applying it to a real case of the Permanent Training Centre of the Polytechnic University of Valencia in Spain.

A PMS defines a group of strategic objectives and associated performance indicators (KPIs) that provide information as to whether the upstream objectives are being reached or not, but with no further information about the causes. Up to now, if an objective is not being reached managers do not have further information regarding the causes; in terms of accurate information they are limited to the associated KPI. However, regarding the decisions to be made: What would they be based on? How and where to dig to find cause-effect relationships? And, even more difficult: How to make it objective? This study presents a unique proposal able to objectively – not based neither on experience nor subjective judgments – identify and quantify relationships between performance elements defined within a PMS, offering additional information to managers to make cross-enterprise decisions. Finally, the paper presents the main results obtained from applying the proposal to a real world enterprise and future research lines.

All companies need to know at what level and to what extent they are complying with their objectives. We present a system called PMS-BP (performance measurement system for business processes) which has been designed to define indicators and evaluate company performance. The system is used to measure performance through the integrated management of business processes and to define indicators or parameters at all levels of the company. It also detects the linkages that exist between parameters at different levels and associates them with the company's objectives and strategies through critical success factors. PMS-BP has been built around three components: a methodology, an architecture and a performance measurement structure. The interconnection between the different components makes it easy to constantly trace the relationships between the different performance measurement elements at different levels (enterprise, business entity, processes, etc.). Processes are analysed by means of different types of graphs which make it simple to read and interpret the entire context of the company. We describe a real-life case in which the PMS-BP was applied to an SME in the metal/mechanics sector.

Nowadays, enterprises seek to improve their operations and results by collaborating within networks of enterprises. Then, it is necessary to have available a method for monitoring and controlling how both Virtual Enterprises (VE) and Extended Enterprises (EE) are performing. For doing so, an efficient and effective performance measurement system (PMS) should be applied. An extensive literature review was conducted to find out existing feasible PMSs that really covered this field properly. As a result, it was found out that there was not a framework that fully accomplished these tasks, being then developed the one called Performance Measurement System for Extended and Virtual Enterprises (PMS-EVE). The PMS-EVE framework is built on the concepts of trust and equity to be present within the relationships among the different components of the VE/EE.

E-business involves a fundamental change in business because it changes business foundations. Thus, companies that are trying to develop e-business capacities need to evaluate whether their current systems for managing enterprises are adequate when new business models appear. This paper considers weaknesses noted by different authors regarding the current performance measurement models and reviews some recent models to discover their suitability in e-business Models. A new system able to facilitate the definition of performance indicators for e-business companies is defined. The Model takes into account high level concepts (customers, strategies, stakeholders, etc) and operational concepts (information, resources, functions and roles) developing an integrated model. The Model is supported by IE-GIP (Enterprise Integration - Business Processes Integrated Management - acronyms in Spanish) methodology and CIMOSA concepts.
