Dialectics, or developmental transformation, would eventually cause any system to change. The level and depth of these changes vary and depend on the power of external influence and system reservation mechanisms. The art of managing system processes consists of two main aspects. The first aspect involves the sagacity of managers and predicting general environmental change trends (and their impacts on the managed system). The second involves adjusting to these trends, maximizing possible benefits, and minimizing the negative manifestations of this process. Innovation plays an important role, contributing to system transformations with maximal effect and minimal loss. Public transport systems are important elements in cities, as they provide spatial mobility for at least half of the citizens of a city who cannot use individual transportation. Modern urbanization and peculiarities of the social–economic statuses of many citizens contribute to the fact that organized public transportation is unprofitable. The low solvency of citizens who use public transportation services means that passenger transport systems do not work with enough profitability. As a result, governing institutions often choose to subsidize unprofitable transporter activities, thereby prolonging the functioning of unprofitable routes. This is possible only in conditions of sustainability (in regards to a non-optimal system), when the environment is calm, and its negative impact is low. “Black swans” (according to N. Taleb) are bifurcation factors that break the sustainability of non-optimal system. Urban public transport (UPT) of a large Russian city, Tyumen, experienced it in 2020, in connection with the COVID-19 lockdown. The sharp decrease in population mobility in Tyumen, in 2020–2021, caused the need for a complete transformation of the transport service system. However, managers did not want to fundamentally change a system that consensually suited most counterparties. The search for new balances in a system that demands transformation is one way for sustainable provision. This article looks at the transformation and sustainability of a UPT system in the large Russian city of Tyumen, under conditions affected by the negative impact of COVID-19. Results of a comparative (i.e., pre-crisis (2019) and crisis (2020)) Pareto analysis of the contributions of different UPT routes are presented. Transformation of the structure of the UPT route system can overcome the “crisis” COVID-19 period and minimize its financial-economic costs.

This article presents approaches to estimate orderliness of transport service of large city by means of city passenger public transport (CPPT). An article considers entropic analysis method as main analytical instrument of orderliness of transportation process. Author presents cause-and-effect chain of formation of results of transportation process by CPPT and process of informational transformation during transportation. An article gives an example of calculation of relative entropy of transportation process by CPPT in Tyumen during March-September 2020. Additional attention was paid to changes of orderliness of transport service during the acute phase of pandemic COVID-19 (April-June 2020). It was established that relative entropy of transportation process decreased during acute phase of pandemic COVID-19 in comparison to periods of sustainable functioning of CPPT system. Respectively orderliness of transportation process increased at the same time. This fact can be explained by structural changes of volume of transported passengers (total volume of traffic – volume of transportation of preferential passengers – volume of transportation of senior citizens). By the results of research author made conclusions and gave recommendations on possible increasing of orderliness of CPPT transportation process.

In spring 2020 the whole world went through the “black swan”—COVID-19 pandemic. The healthcare systems of all countries and the world economy, in general, became very stressed. The extraordinary decline of activity in all spheres, except healthcare, led to a drop in the demand for transport services, including city public transport. It was important for city management to support the sustainability of the local transport system. The article presents fundamental approaches to assessing the sustainability of a transport service, particularly city passenger public transport (CPPT), for the example of the large Russian city Tyumen (size of population—nearly 807 thousand people). Methods of analysis of the sustainability of the transport process in conditions of negative environmental impact (COVID-19 pandemic) are considered. During the period from 30.03.2020 to 31.05.2020 (nine weeks—the acute phase of COVID-19 pandemic) structural sustainability of the CPPT system in Tyumen kept a high level. By changing the parameters of the planned characteristics of the CPPT system state, an attempt to adapt the transport service supply to a sharp decrease in transport demand was made. In the period of “self-isolation”, the demand for the CPPT transport service reduced more than the transport service supply. Sustainability of CPPT functioning was evaluated by calculating the elasticity of the transport supply (number of trips) in relation to the actual demand (actual volume of transportations). Calculation of the elasticity index of the CPPT system of Tyumen during nine weeks of April–May 2020 (duration of “self-isolation“) is provided. A conclusion was made from the results of the research. In particular, it was found that the foreground target function of city management was the maintenance of a high level of transportation processes to the detriment of the transportations’ effectiveness. Such a policy led to contradictory results—the additional financial expenses at the rate of 135–150 million rubles and quite a high level of contentment of the Tyumen population with the quality of the CPPT work (sociological research established that 80–85% of respondents were satisfied with the quality of the transport service in April–May 2020).

The article examines the issues of assessing the sustainability of traffic safety improvement process in the cities of the Volga Federal District of the Russian Federation. In 2015...2018 a sharp decrease in the overall level of road traffic accidents in the Russian Federation was recorded. However, in different regions and cities of the country this positive process runs extremely heterogeneously, with various speeds and different levels of qualitative changes in the field of road safety. The T-Wilcoxon criterion is an instrument, used in analyzing accident rate statistics, which can help in the argumentation of the opinion on the stability of this process or, vice versa, on the chaotic state and weak expression. On the example of accident rate statistics in subjects of the Volga Federal District of Russia, the article proves that improvement of road safety can be characterized as sustainable.

This article considers the issues of dynamics of road safety provision systems in three multiscaled systems (Russia, Volga Federal District or VFD and separate subjects of VFD). The indicator of relative information entropy Hn of road safety provision process was taken as the characteristic of system orderliness. The ideology, methodics and results of quantitative assessment of road safety provision systems information entropy H were considered. Time series of modification of relative information entropy Hn of road safety provision systems in 2004...2018 in Russia, Volga Federal District and individual subjects of VFD were presented. Special attention was paid to consideration of the researched process in the Orenburg region and Samara region. This regions is characterized by non-standard, different from general trend dynamics of information entropy H of road safety provision system. The general conclusion of the article is that during last 15 years information entropy of road safety provision systems significantly decreased, i.e. orderliness of formation process of road traffic participants safety greatly increased. However, results achieved in this sphere by VFD regions are still far from best world results.

The article considers issues of identification of all-Russian and regional (on the example of Kemerovo region) road safety provision (RSP) systems orderliness. Research presents methods of identification of road safety provision system orderliness. The main idea of this methodic is the calculation of relative entropy of formation process of final result of cause-effect chain «Population – The number of vehicles – The number of road accidents – The number of victims – The number of deaths in road accidents» performance. Statistics of road accident rate during 2004...2018 was analyzed for the calculation of relative entropy. The result of research concludes that the level or road safety provision system increases in Russia generally and Kemerovo region specifically. Meanwhile the development of this process in Kemerovo region lags relatively to all-Russian one.

The article discusses the feasibility of the development of urban transport and technological systems through the development of Programs for the integrated development of transport infrastructure (PIDTI). PIDTI, being one of the many regulatory documents for urban development, is intended to create some kind of a planned basis for this development. The problem is that during the development and subsequent practical implementation of this strategic document, trends in changes in the lifestyle of citizens, potential ways of their livelihoods, financial and economic support, and just the stylistic features of public and private life are not taken into account. PIDTI developers often assume that in 20 years, the life of the city will be exactly the same as today, only all of its characteristics will increase quantitatively by 20-150% (depending on the strategy option). The works of such serious researchers as S.B. Pereslegin refutes this opinion. The experience of automobilization of Russian cities also speaks about this. Today, PIDTI performs the function of the ITS General Plans of cities of the Soviet period. In this regard, the issue of the ability of PIDTI to solve the problems of the functioning of a city as a living social and technological organism in future periods becomes very serious. The article discusses this issue at the intersection of the opinions of professionals and city residents.

The article considers a series of issues connected with the assessment of orderliness of regional road safety provision systems. Success in the improvement of manufacturing processes management depends a lot on the level of system orderliness. This article presents a method of statistical modeling of the orderliness of regional road safety provision systems by assessing the information entropy in the cause-effect chain «Population ( P ) – The number of vehicles ( N ) – The number of road accidents ( DTP ) – The number of deaths in road accidents ( PG )». It was found that the range of actual values of relative entropy H n for regional road safety provision systems is [0.7161; 0.9787]. According to the results of held statistical modeling, the classification of regions of the Russian Federation by the orderliness of road safety provision systems processes was developed. During the discussion of the results an assumption, that information entropy of road safety provision systems is determined by resource availability of industry, was made.

The article presents results of a comparative study on the spatial non-uniform distribution of social and economic damage caused by road accidents in the Russian Federation (2015) and the United States of America (2010). Social and economic damage caused by road accidents in regions of the compared countries is evaluated by known methods in absolute terms and expressed in specific units per one average resident. The comparison is performed with the use of Pareto charts constructed in normalized coordinates. The Lorenz curve which identifies the non-uniform distribution of damage in the territory of a country is approximated by a linear function. The comparison of parameters of linear functions "Cumulative curve of damage caused by road accidents = f (country regions)", which identify the specifics of the location of Lorenz curves on the normalized coordinate plane, shows that both Russia and the USA are characterized by almost identical distribution of specific (per person/year) social and economic damage in the territory of the corresponding country.

The article considers issues of assessment of the relation between road accidents severity and psychoemotional state of Russian society. In the context of the hypothesis about the significant impact of people’s awareness of the value of life on their ordinary behavior, four subtasks were solved. Firstly, the difference in road accidents severity between all road accidents and road accidents that happened in alcohol intoxication state was established. Secondly, indicators of the psychoemotional state of people from different Russian regions were identified. Thirdly, dependencies «Road accidents severity = f(Psychoemotional state of people from Russian region)» for two cases - «All road accidents» and «Road accidents that happened in alcohol intoxication state» were defined. Finally, it was found that degree of impact of alcohol intoxication on road accidents severity depends on the psychoemotional state of people from different Russian regions. Produced results can be used in the development of regional programs of road safety management taking into account features of the psychoemotional background in different subjects of Russia.

The article deals with regional characteristics of the atmosphere ecology in the Ural Federal District (UFD). The official Rosstat data is given on total emissions of pollutants into the atmosphere of the Urals. Analytical work was carried out to assess the specific (for 1 person/year and for 1 km2/year) total air emissions of pollutants and their distribution by sources of pollution - stationary and mobile. On the basis of data analytics, conclusions are drawn about regional peculiarities of atmospheric pollution in UFD subjects. It is established that atmospheric pollution in the UFD in terms of specific (for 1 person/year and for 1 km2/year) indicators significantly exceeds the all-Russian level by almost 2 times. In the subjects of the Ural Federal District, a significant spatial uneven distribution of air pollution is formed. The fact of neglecting the necessity of trapping and neutralizing pollutants is revealed in the Khanty-Mansiysk Autonomous District (Yugra) and the Yamalo-Nenets Autonomous District.

The article presents the method of road safety system organization assessment in cities. The main idea of this method is the usage of entropic analysis in the solution of research problems. Information entropy is a measure of uncertainty and unpredictability of system functioning results. Therefore, it allows to quantitatively assess the quality of management of any city life aspect. In this article, by assessing of system entropy, we estimated dynamics of changes in road safety system organization of two biggest Russian cities – Moscow and St. Petersburg, in 2004–2017. It was established that the level of road safety system organization in Moscow and St. Petersburg has increased during the last 14 years. Comparison of entropy level of road safety provision systems of two Russian megalopolises allows to make a conclusion that level of organization of this system is slightly higher in Moscow than in St. Petersburg.

The article considers the results of research of accident rate heterogeneity in cities-administrative centers of subjects of Russian Federation (2015, 2016). Using methods of ranging, regression analysis and spatial differentiation these cities were classified into 5 classes on the basis of relative disadvantage in road traffic safety sphere. The article considers the economic aspects of constructing high-rise buildings in the world and in Russia. Data on the number of high-rise buildings in Russian cities with a million population are presented. It is proved that interest in high-rise construction in Russia has been formed only in Moscow and partly in St. Petersburg and Yekaterinburg. The analysis showed that the reason for this is the expensiveness of high-rise construction. According to the enlarged macro-calculation, the cost of building 1 m2of the area of the Federation Towers complex (Moscow City) is about 2710 $/m2. Practically a possibility of return on investments in the foreseeable time interval exists only in Moscow. For the regions of Russia this task is rather complicated. Population density in regional Russian cities is quite low, business entities do not have the necessary financial resources for investing in high-rise construction, and investments from abroad absent.

The results of assessment of damage from the road accident rate in subjects of the Siberian Federal District (SFD) of the Russian Federation are presented in the article. The thesis about spatial differentiation of the Gross Regional Product (GRP) losses in different regions of the country because of people's death and injuries in the road accidents (RA) and due to formations of property and ecological damage was chosen as a working hypothesis. The calculations, carried out for 12 subjects of the SFD, confirmed this idea. The range of calculated values of economic damage from road accident rate (in % of GRP) was from 1.3 (Tomsk region) to 12.6 (Republic of Tyva) in 2015. In article the attempt to explain the received result by heterogeneous development of economics in various Russian regions is made. The consequence of it is a heterogeneous quality of people's life and quite various perception of life value by inhabitants of different regions that influences their life safety level.

The article considers one of the topical problems of road safety management at the federal level - the problem of the heterogeneity of road traffic accident rate in Russian cities. The article analyzes actual statistical data on road traffic accident rate in the administrative centers of Russia. The histograms of the distribution of the values of two most important road accidents characteristics - Social Risk HR and Severity Rate of Road Accidents - formed in 2016 in administrative centers of Russia are presented. On the basis of the regression model of the statistical connection between Severity Rate of Road Accidents and Social Risk HR, a classification of the Russian cities based on the level of actual road traffic accident rate was developed. On the basis of this classification a differentiated system of priority methods for organizing the safe functioning of transport systems in the cities of Russia is proposed.
