Transport has an impact on the daily lives of the population. Currently once more people use daily mode of transport on the roads. It is the increase of participants that creates a higher risk of crisis occurrence in transport. Security has long been one of the most felt human needs, and it is in transport that needs to be given particular attention. Different road systems can be used to increase safety. These include telematics systems. They are an important tool for traffic management and regulation, which ultimately affects safety itself. In the article, we focused on their use with a view to reducing the likelihood of crisis phenomena in transport. We focused on their positive impact in increasing the transport safety and flow. The use of these systems reduces the occurrence of crisis phenomena and, in the event of emerging crisis phenomena, contributes to a more effective solution.

Projects are a tool that enables enterprises to implement innovation and development activities and achieve the goals in the set time, costs and required quality but they also bring risks that need to be adequately identified, analyzed and assessed. Important tools that can be used in project management in the process of risk identification are expert estimates. However, little attention is paid to determining the accuracy of expert estimates. To verify the accuracy of expert estimates, an analysis of all completed projects for a certain period of enterprise that implemented them was performed. The purpose of the study was to determine the accuracy of expert estimates in the enterprise implementing projects. This was ascertained by analyzing all available completed projects and by Barnard’s test at the significance level of α = 0.05. The Phi coefficient of association was used to determine its extent. In the paper, we pointed out how inappropriate expert estimates affect the completion of the project within the specified period.

The municipal police agencies increase the safety of a municipality’s citizens and thus increase their quality of life. When performing interventions, municipal police officers may endanger their safety and health. This paper deals with the analysis of the riskiness of municipal police officers working in the Slovak Republic and the Czech Republic from 2004 to 2019 and the assessment of their occupational safety. The risk analysis was carried out on the basis of a risk matrix and calculations of the probability of attack and injury to municipal police officers. Using the Pearson correlation coefficient, the dependence between the selected variables was investigated. The reliability of this dependence was examined by the determination coefficient. The main result of the paper is the determination of the riskiness category of municipal police officer work based on the assessment of the occupational health protection of officers through statistical indicators of their activities and risk matrix. The results will serve as part of the explanatory memorandum for the proposal of legislative changes in order to increase the occupational health protection of municipal police officers.

Research background: Humanitarian aid is about people trying to help the victims of crises. The needs of the victims of humanitarian crises are crucial for the provision of humanitarian aid. That is why this aid is an integral part of globalization also contributes to the deepening of relations between donors and recipients around the world. Purpose of the article: The purpose of the article is to point out the humanitarian aid provided and financed by the Slovak Republic. This expenditure will compare with the expenditure of the other members of the European Union. For a higher informative value, attention will be focused also on the comparison of EU states and Slovakia in terms of per capita. Methods: The scientific methods used in the article will be, in particular, to compare EU Member States’ humanitarian aid expenditure over a last period. Analysis and synthesis be use throughout the solution of the article. Using these methods, the connections and relationships between the facts will be examined. Inductions and deductions will be used to interpret the results correctly. Findings & Value added: The result of the article will be a clear presentation and comparison of the Slovak and EU funds spent on humanitarian aid for a certain period. The results will make it possible to understand the importance of this assistance in the context of globalization. A comparison of the per capita conversion is an important basis for a realistic picture of aid with regard to possible capacities.

Today’s modern society offers many new opportunities, but also many risks. Even modernization of companies cannot completely eliminate these dangers. In the smart industry, despite significant technological progress, it is necessary to work with various raw materials, including hazardous substances. It is these raw materials that will continue to pose risks in the future for industrial accidents, which cannot be ruled out. The possible release of hazardous substances can potentially have a negative impact on the environment and safety of the population. In order to deal with certain emergencies, it is necessary to allocate a large amount of funds and resources to them. The paper focuses on risk prevention in industry and the use of modern and new approaches. Specifically, it focuses on the implementation of the prevention of leakage of hazardous substances in the gaseous state from industrial facilities. The aim of the paper is to present a new approach to the prevention of leakage of hazardous substances, which provides more realistic calculations for modeling leaks and thus helps to reduce the cost of prevention. However, security in crisis management is not diminished. ALOHA CAMEO software was used for leak modeling, which the authors commonly use in practical applications and modeling in industrial enterprises in the performance of duties in the field of civil protection and crisis management. ALOHA software is used for such modeling, serving as a support tool for modeling for all crisis managers in Industry 4.0. This paper deals with the modeling of dispersion of hazardous substances with specific properties escaping from technological equipment located inside a building. This concerns the inability of the current dispersion model software to prevent the spread of the next leak inside the building containing the substance. A solution is needed to fix this problem. This issue is well illustrated by a specific example at the end of this article. The mentioned improvement of tools for simulation of industrial accidents influences the possibilities of development also in Industry 4.0. It enables more effective preparation for the management of possible accidents with regard to the appropriate spending of funds for prevention and subsequent response.

In the context of the occupation of any profession, it is essential to emphasize the level of safety and health at work. Employees performing specific professions who are at increased risk of an accident at work also require a specific approach to safety and health at work. As part of their work, members of the municipal police face a variety of situations in which their safety and health may be compromise. In order to increase the level of safety and health at work at work of members of the municipal police, it is necessary to examine and assess the current state of their safety. The aim of the paper is to analyse the position and evaluate the activities of members of the municipal police, and thus create the conditions for increasing their safety and health.

Providing private security is considered a specific type of business service, primarily carried out by small- and medium-sized enterprises. This specific type of business complements the state services in the field of internal security. State institutions support the creation of small- and medium-sized enterprises through targeted subsidies. The principal goal of this paper is to describe the business environment within Slovakia, focusing on small and medium enterprises providing services of private security. The secondary aim of the paper is to explain the support available for such business through subsidies from public authorities. The number of enterprises that provide services of private security, along with the number of their employees, is relevant. The outputs of the paper can be used as part of the analysis of the competitive environment by subsidy applicants who plan to operate in this specific area.

Public administration in Slovakia is organized on three levels, one of which is self-government. A local self-administration is defined as a territorial self-government, which is lower on the hierarchy than a regional government. In the Republics of Slovak and Czech, local self-government consists of municipals of privileged entities or incorporations that are attempting to achieve the most secure environment for their citizens. Obtaining this status is possible with a sufficient local budget to form and use services of municipal police. The municipal police force is a disciplinary unit within an area of its territory. In study is the possibility of improving the municipal police of the Slovak Republic. To identify limitations, the Slovak municipal police force is compared with that of another nation exercising activities under similar conditions. For this purpose, the municipal police force of the Czech Republic is compared with that of the Slovak Republic using various indicators. The results show several weaknesses of the municipal police force of Slovak Republic and recommendations are provided to improve its effectiveness.

A prerequisite for performance of self-government and its integral components is the government’s ability to adequately execute self-governance, which is essential for its efficiency and thus, the meaning of its existence. In villages, in addition to the main activities, a number of supporting activities are carried out to ensure smooth functioning of the core business. Among the supporting activities for municipalities is safety management. The current management guidelines and processes of many municipalities cover components of safety management, but not in a systematic approach. The adoption of an ‘official’ process of safety management realizes the need for a critical review of their existing practices and its process in the field of security. This contribution deals with the issue of safety management and the responsible roles for creating a safety management system of a village. The purpose of such a system is to ensure the safety of all operations involved in achieving village objectives and to prevent security threats to life, property, and the environment. This contribution mainly focuses on the safety sector of municipalities, which forms the core of the safety management system of a village.

The allocating revenue to the individual budgets of self-governments in the Slovak Republic is a highly sophisticated process. Redistribution of resources using fiscal decentralization is an effective instrument through which the government attempts to eliminate subsidizing of municipalities and self-governing regions from the state budget and thus achieve higher stability of the economy. The function of municipalities and higher territorial units is secured by so-called special purpose tax revenues, which do not go into the state budget but directly into the budgets of self-governments. This research contribution focuses on the revenue side of budgets of public administration institutions for the period of the last five concluding budget years. The analysis demonstrates the meaning and importance of tax revenues for the mentioned institutions as well as the expenditure side of the state budget. In this contribution, a comparative study identified the changes that occurred in the individual years of the presented range and subsequently, evaluated fiscal decentralization and its influence on the revenue side of budgets of municipalities.

One of the institutions, which directly reports to the city and participates on tasks influencing the security, is the municipal police. The cities spend their finances for the program of safety, which main purpose is to ensure a safe city. The contribution will be primarily focused on subprogram's budget of public order and security dedicated to the safeguarding of public order, property and health of inhabitants. In this subprogram are the funds of the municipal police. It is very important that the municipal police use these funds effectively in order to try to increase the quality and effectiveness of the provided services. This paper deals with the activities of the municipal police in the local government and its results in a certain period of time. We also include the amount of finances allocated in certain period of time and how the municipal police use them. Keywords: Municipal police, private security service, government, security;
