In recent years, concerns about the increasing generation of municipal solid waste, together with related health and environmental issues and regulatory changes, have motivated significant alterations in the provision of waste management services, such as the introduction of selective collection (by type of waste). However, these changes may impact on service costs and/or efficiency. The present study was undertaken to analyse the efficiency of the waste management service in Spain, using data from 283 municipalities for the period 2005–2015. The analysis consists of two phases: first, the application of panel data order-m frontiers, that allows to obtain a homogeneous estimation of efficiency based on the input–output relationship at the production process (Surroca et al., 2016), and second, the use of bootstrapped truncated regression, considering different municipal sizes. The results obtained show that cost efficiency is increased with selective collection and by certain political and socio-economic factors of the local governments, concretely with the government by a progressive party, coalition governments, a greater financial independence, a greater tourist and industrial activity and a greater proportion of women and of foreign-born residents in the municipality. We also show that municipal direct provision is the least efficient management form for this service. The main contribution made by this study is to examine the influence of different elements of service output (i.e., selection by type of waste vs. non-selection) on cost efficiency.

Public corporations have been constantly in the spotlight, with some commentators arguing that they can help governments provide better public services, and others insisting that their governance is simply too complex. Despite this ongoing debate, few studies have researched public corporation performance. The present study offers empirical evidence of the effects of various forms of corporatization on public service costs. In particular, it examines public service costs incurred under four different forms of governance: public agencies, public corporations, mixed public corporations with minority public ownership, and mixed public corporations with majority public ownership. The analysis considers eight types of public services in 874 Spanish municipalities between 2014 and 2017. The empirical results show that services provided by public corporations are no less costly than those provided by public agencies. In fact, the services offered by mixed corporations with government majorities tend to cost more than those provided by public agencies.

The aim of this paper is to analyse the transparency provided by local public managers and to determine whether this disclosure is limited to the minimum quantity permissible (in accordance with Agency Theory) or whether a maximum amount of information is supplied (following Legitimacy Theory). To do so, we present a Bidimensional Transparency Index (BTI), developed as an instrument for measuring the provision of information (i.e. e-disclosure), which contains two components, breadth and depth, to reflect the pattern of behaviour observed. The results obtained show that on average local managers disclose information corresponding to 60% of the indicators considered, but that only 52% of these indicators of transparency present a moderate or considerable depth of content. These findings reflect a pattern of limited information disclosure, with incomplete information. In addition, our study shows that explanatory factors have an asymmetric impact on the components of the BTI.

During the last years, Transparency has become in a key element in the interaction between public administrations and society. However, this is a broad concept, which needs to be defined and measured carefully. Various authors have addressed this concept, from the perspective of different areas, through the creation of dichotomous indexes of transparency, but not measuring the quality of the information. In the present study, we propose a new method to measure the quality and content of municipal information disclosure, avoiding the creation of a synthetic index, highlighting the elements of transparency that provide optimal information, in quality and quantity. After that, we identify differences between local governments with different political ideologies, using multidimensional scaling analysis. The results obtained show that conservative governments grant more importance to transparency indicators, especially regarding legal and institutional information, than progressive ones.

The aim of this study was to conduct an analysis of the elements of public finances that favor the contracting out of social services, together with political and socioeconomic issues. The results obtained reflect the existence of significant differences in this respect according to the size of the municipal population, and show that while most indicators of a worsening financial condition, together with the neighborhood effect and a conservative political ideology, increase the likelihood of contracting out taking place, the “Austerity Machine” is not, in fact, associated with a greater probability of social care being contracted out in larger municipalities.
