In recent years, concerns about the increasing generation of municipal solid waste, together with related health and environmental issues and regulatory changes, have motivated significant alterations in the provision of waste management services, such as the introduction of selective collection (by type of waste). However, these changes may impact on service costs and/or efficiency. The present study was undertaken to analyse the efficiency of the waste management service in Spain, using data from 283 municipalities for the period 2005–2015. The analysis consists of two phases: first, the application of panel data order-m frontiers, that allows to obtain a homogeneous estimation of efficiency based on the input–output relationship at the production process (Surroca et al., 2016), and second, the use of bootstrapped truncated regression, considering different municipal sizes. The results obtained show that cost efficiency is increased with selective collection and by certain political and socio-economic factors of the local governments, concretely with the government by a progressive party, coalition governments, a greater financial independence, a greater tourist and industrial activity and a greater proportion of women and of foreign-born residents in the municipality. We also show that municipal direct provision is the least efficient management form for this service. The main contribution made by this study is to examine the influence of different elements of service output (i.e., selection by type of waste vs. non-selection) on cost efficiency.

This paper presents a new non-parametric methodology in which robust frontiers are used to measure the impact of environmental constraints on efficiency. In this approach, a data panel structure is applied to determine which management forms for the delivery of municipal services – public or private, in cooperation or individual – are best suited to the environment where the services are provided. The study method proposed is then applied to analyse the waste collection service provided in Spanish municipalities during the period 2002–2014. The results obtained show that of the management forms considered inter-municipal cooperation adapts best to heterogeneous environmental conditions.

The choice of service delivery form (direct management, agencification, or indirect management) is one of the most important decisions in the strategic planning of sports systems. However, its influence on efficiency has not been adequately studied in the scientific literature. The aim of this paper is to analyse the service delivery form of sports services on cost efficiency and to study the implications the use of different inputs has for the analysis of cost efficiency in sports services. To answer the objectives of the study, the analysis is divided into three stages. First, the cost efficiency of municipal sports services is estimated through the partial order-m robust frontiers using two different measures of cost (budgetary expenditures and effective cost). Then, the two cost-efficiency estimations were compared by the Li test to analyse the existence of significant differences. Finally, cost efficiency was regressed on several environmental factors by a bootstrapped truncated regression. The results show that there is no significant relationship between the different forms of management when the effective cost is included as an input. However, there is a significant relationship when the budgetary expenditure is specified as input; in this case, direct municipal management is the delivery form with the highest efficiency.

Although there is an extensive literature examining the fiscal outcomes of municipal mergers and privatization, much less research has focused on council co-operation. This paper compares the relative cost of waste services under inter-municipal co-operation and stand-alone production by local councils in Spain from 2009 to 2015. Co-operation produced significant cost savings and the factors affecting municipal waste collection costs differed between these two modes of production.

The aim of this paper is to analyse the long-term efficiency of different management forms for urban public transport, using a sample of 193 Spanish municipalities for the period 2014–2016. The analysis is performed using the order-m data panel method proposed by Garrido et al. (2018) and the concept of the meta-frontier (Battese et al., 2004). This approach is based on an analysis of panel data cost efficiency as described by Surroca et al. (2016) and provides a stable, homogeneous and comparable estimate of the efficiency obtained by different management forms in the delivery of urban public transport. The study results indicate that inter-municipal cooperation is the most efficient form of long-term management.

The main aim of this paper is to examine the likelihood of local governments remunicipalising public services that were previously contracted out. To do so, we studied a sample of 141 Spanish municipalities with between 20,000 and 50,000 inhabitants, with particular reference to contracting back operations conducted in the period 2014–2016, using a random-effects panel logit model. We found that local authorities that contracted back public services were mainly influenced by the wish to achieve higher levels of efficiency, by political behaviour in a pre-electoral year, and by political corruption detected in the previous year.

This paper examines cost efficiency in the Spanish municipal public sector, in a specific geographic area (the Canary Isles, Spain), with respect to financial condition and different types of municipal debt. The study focuses on municipalities dependent on tourism and on the consequences to them of the Great Recession, doing so via a two-stage analysis. In the first, the order-m method is used to evaluate the cost efficiency of 77 Canary Isles municipalities, for the period 2008-12. In the second stage, we examine the effect produced on cost efficiency by different types of borrowing (long term, short term, financial and commercial) together with other financial, economic, political and quality variables, using the model developed by Simar and Wilson (2007), based on a truncated bootstrap regression with panel data. Empirical analysis shows that in times of crisis there is a significant relationship between the components of financial condition and cost efficiency. In conclusion, municipal cost efficiency increases with commercial debt, but decreases with financial debt. Furthermore, certain socioeconomic variables affect the levels of cost efficiency. Este trabajo examina la eficiencia de costes para el caso particular del sector público municipal español, concretamente, para el caso de los municipios canarios, poniendo especial énfasis en áreas relacionadas con la condición financiera y diferentes tipologías de deuda, teniendo en cuenta las características propias que estos municipios poseen, como un índice turístico elevado. En primer lugar, se utiliza el método de orden m para evaluar la eficiencia de costes de 77 municipios de las Islas Canarias, para el período 2008-12. En la segunda etapa, examinamos el efecto producido en la eficiencia de costes por diferentes tipologías de endeudamiento (largo plazo, corto plazo, financiero y comercial) junto con otras variables financieras, económicas, políticas y de calidad, utilizando el modelo desarrollado por Simar y Wilson (2007), basado en una regresión truncada con datos de panel. Nuestro análisis empírico muestra que en tiempos de crisis existe una relación significativa entre los componentes de la condición financiera y la eficiencia de costes. En particular, concluye que mientras la eficiencia de los costes municipales aumenta con la deuda comercial, disminuye con la deuda financiera. Además, mostramos que ciertas variables socioeconómicas afectan los niveles de eficiencia de costes.

Many studies have been undertaken to determine whether waste collection services are provided more efficiently by private or by public management. To date, however, the findings reported are inconclusive, partly due to the need to evaluate this question over a broad time horizon. In this paper, the question is examined taking into account an extended study period (2002–2014) and applying an order-m data panel method that provides more robust findings than those reported in previous research. The results show that, in general, public-sector provision of the waste collection service is more efficient than private alternatives.

After analysing the explanatory factors underlying the renewal of privatisation contracts, this paper examines the likelihood of local authorities renewing their contracts with private entities for the provision of public services, by studying a sample of 623 Spanish municipalities for the period 2002–2013, using a logit model. The type of service, the duration of the contract and certain political and economic factors were all found to influence the renewal or otherwise of this type of contract. Moreover, this effect differed between initial privatisation and subsequent contract renewal.

Considerable research has been devoted to the analysis of efficiency and of management forms for municipal waste collection, but widely varying results have been reported. In this paper, the metafrontier approach, by means of order-m frontiers, is used to analyse the efficiency of different ways of managing waste collection services, in order to determine which form is more appropriate. We compare the results obtained with this approach against those of previous theories. The advantage of applying this methodology is that unlike traditional nonparametric frontier analysis, we can compare the efficiency of different groups of municipalities according to their population size and to the management form adopted to supply the service. The results obtained suggest that, in general, cooperation formulas are the most suitable for the waste collection service. Thus, intermunicipal cooperation performs best in smaller municipalities (up to 20,000 inhabitants). However, we find that contracting out the service is associated with higher levels of efficiency in municipalities with more than 20,000 inhabitants.

Contracting out is a mechanism through which the delivery of public services can be made more efficient. However, the process has yielded conflicting results. This paper presents a dynamic, mixed approach, incorporating an intertemporal frontier and a matching technique, to measure the short- and long-term effects of the implementation of contracting out on the efficiency of local public service delivery. The study demonstrates the existence of temporary inefficiency arising from the change in service management when contracting out takes place, followed by an increase in efficiency among municipalities that contract out, with respect to comparable municipalities that do not do so.

According to the conventional theoretical framework, fiscal stress is an explanatory factor of privatisation, since the latter can provide economies of scale and cost savings, as indicated by the theory of public choice. However, urban planning theories suggest that public choice does not take into account the collective needs of those receiving public services. The present study aims to clarify two major issues. Firstly, in the presence of fiscal stress, do public managers really privatise? And secondly, does privatisation harm the public interest? To investigate these questions, we constructed and analysed a discrete-time survival model, which was applied to the period 2000–2010, to reflect the effects of the current global financial crisis on the fiscal stress–privatisation relationship with respect to urban waste collection services. The results obtained indicate that when certain aspects of financial condition worsen, the likelihood of public services being privatised increases. This was the case during the Great Recession of 2008–2010, especially when a neighbouring municipality had previously privatised its services. After privatisation, service quality did not vary significantly, and so we conclude that public choice does not prejudice the public interest.

With the increase in public services offered at the local level and heightened budgetary and financial constraints on local government, new ways of managing local public services must be sought, in order to maximize the efficiency of resource management. Accordingly, local governments have introduced organizational changes, through contracting out, the creation of public agencies, and increased cooperation with other municipalities and private companies. However, previous studies have only examined the relationship between contracting out and efficiency, and no in-depth survey has been made of the relationship between efficiency with other forms of management, nor of the joint impact of these forms of management on efficiency. The main aim of this study is to determine whether New Public Management (NPM) delivery forms do in fact improve the efficiency of Spanish local governments. In this regard, we analyze the particular impact of the global recession. Our results suggest that in general terms the creation of agencies, contracting out, and intermunicipal cooperation reduce cost efficiency. However, these results also lead to the conclusion that during the global recession, some of these NPM delivery forms tended to become more efficient. Thus, empirical evidence suggests that the adoption of mixed firms contributes to higher levels of cost efficiency in the whole period considered, and thus it may be a suitable instrument in periods of crisis. Com o aumento dos serviços ofertados em nível local, aumentos nos orçamentos e nas restrições orçamentárias nos governos locais, novas formas de gerenciamento de serviços públicos no nível local precisaram ser descobertas a fim de maximizar a eficiência da gestão dos recursos. Dessa forma, governos locais têm introduzido mudanças organizacionais através de terceirizações, criação de agencias públicas e aumento da cooperação com outros municípios e empresas privadas. Contudo, estudos anteriores apenas examinaram o relacionamento entre o processo de contratação e a eficiência, e nenhum levantamento em profundidade foi feito sobre o relacionamento entre eficiência e outras formas de gerenciamento, nem sobre o impacto destas formas de gerenciamento sobre a eficiência. O objetivo principal deste estudo é determinar se formas de prestação de serviços propostas pela Nova Gestão Pública (NPM) realmente melhoram a eficiência de municípios espanhóis. Neste sentido, nós analisamos o impacto particular da recessão global. Nossos resultados sugerem que, em termos gerais, a criação de agencias, terceirização e cooperação intermunicipal reduz a eficiência de custos. Entretanto, estes resultados também levam a concluir que durante a recessão global, algumas destas formas de prestação de serviços via Nova Gestão Pública tendem a se tornar mais eficientes. Identifying and characterising the factors that determine why a local authority opts for a particular way of managing its waste collection service is an important issue, warranting research interest in the field of municipal solid waste (MSW) management. This paper presents empirical evidence spanning a broad time horizon (2002-2010) showing that economic and political factors impact in different ways on the provision of waste management services. We examine five alternatives in this area, including public and private service delivery formulas and, within each field, individual and joint options. Our findings highlight the importance of the service cost and that of the various indicators of fiscal stress as determinant factors of management decisions regarding the provision of MSW management services.

La especial situación de crisis económica, junto con las restricciones al endeudamiento impuestas a los ayuntamientos y el control del déficit público, han reducido los recursos de las administraciones locales. En este contexto, los gestores encuentran en la creación de entes instrumentales una herramienta que permite al ayuntamiento no computar en su presupuesto determinados niveles de deuda. El objetivo del presente trabajo es determinar si la cooperación intermunicipal, la colaboración público-privada y la descentralización, junto con los aspectos políticos y financieros de la entidad, son factores que condicionan que el ayuntamiento presente un determinado nivel de deuda en período de crisis económica. Para ello, utilizando diferentes bases de datos, se estudia sobre una muestra de 1.238 municipios, para el período 2008-2011, cuáles de estos factores influyen sobre la deuda de los municipios españoles. Los resultados muestran, tras la aplicación de un modelo de regresión agrupada, que las variables financieras influyen sobre el nivel de deuda del municipio, así como la tasa de inmigración y la presencia o no de fragmentación política en el gobierno local. Igualmente, se ha obtenido evidencia de que tanto los ayuntamientos con mayor cooperación intermunicipal como aquellos con un mayor grado de descentralización presentan un mayor nivel de deuda. As a result of the current economic crisis, with the consequent borrowing constraints imposed on municipalities and curbs on public deficit, the resources of local governments have been severely reduced. In this context, the creation of devolved organizations provides municipalities with a means of eliminating certain forms of debt from their budget items. The aim of this study is to determine whether inter-municipal cooperation, public-private collaboration and decentralization, together with the political and financial characteristics of the local authority in question, are factors constraining it to present a particular level of debt in times of economic crisis. To achieve these goals, various databases were used to study a sample of 1,238 local authorities for the period 2008-2011, to determine which of these factors influence municipal debt in Spain. Application of a pooled regression model showed that financial variables are factors that influence the level of municipal debt, as does the political orientation of the governing local party. We also found that local councils presenting higher levels of inter-municipal cooperation and those with a higher degree of decentralization have higher levels of debt.

PurposeThis paper seeks to extend the analysis of performance management regimes by Bouckaert and Halligan to other countries in order to contribute to the developing theory of forms and challenges in public sector performance management.Design/methodology/approachThe state of performance management and the context in which it has evolved is assessed in seven different countries using dimensions drawn from Bouckaert and Halligan's work along with elements from earlier work by Pollitt and Bouckaert. These are summarized in a table and comparisons made to generate additional insights into the factors that influence the shape and speed of public management evolution.FindingsThe paper finds that the Bouckaert and Halligan framework for analyzing public sector performance management is useful, albeit with some modifications. Specifically, it finds that administrative culture is a key factor influencing the speed of reform and that the attitude of elites (politicians and civil servants, in most cases) is also a vital piece of the puzzle that was not included in Bouckaert and Halligan, but did appear in the earlier framework of Pollitt and Bouckaert. It also finds evidence that economic and political crises occurring together accelerate the introduction of integrated performance management systems, but that trust in government does not appear to be a significant factor. Finally, the paper observes that, absent political crisis/commitment, governments will prioritise “external” performance measures such as customer service, participation and transparency objectives over “internal” performance measures such as financial, staff management and whole of government reporting.Originality/valueThe countries studied provide a rare insight into lesser‐known performance management regimes and the use of the Bouckaert and Halligan framework allows for comparisons to earlier (and future) research. The findings will be of interest to scholars in public administration reform and performance management.
