The article deals with the issue of spatial plans at the local level. The aims of this paper are (1) extracting the characteristics of local spatial plans that can be compared more broadly (2) identifying, on this basis, the role of spatial plans at the local level in the countries of Central and Eastern Europe (CEE). In achieving these aims, the authors have critically examined spatial plans and their performance, as well as the planning systems they belong to. Hence, they have investigated the types of local plans in each country, their legal features, and the layout of their content. This examination has revealed a host of problems in the workings of the CEE planning systems. The article highlights those spatial planning issues that could be the subject of more in-depth international comparisons. The study provides additional evidence that in countries where spatial plans are legislated, there are more (mutually differentiated) legal problems in their application. Such problems have been analyzed. Besides procedural problems, discrepancies between the contents of different types of plans (e.g., general plans and detailed plans) are very often a problem. The paper also proposes a novel method for detailed comparisons of selected aspects of spatial plans. It can be applied to a large number of countries and also to other aspects of spatial planning. Last but not least, the paper emphasizes the need for a detailed multi-stage consultation of each aspect to be compared.

The paper aims to determine the role and formula of investments in renewable energy sources in Poland’s concepts of local spatial policies. It analyses 12,777 planning documents of local spatial policy (these are resolutions adopted by municipalities—in Poland there are two types of these instruments: studies of spatial development conditions and directions and local spatial development plans) in Poland enacted in 2005–2020. On this basis, local concepts were classified and related to the geographical and functional characteristics of municipalities. Poland is an interesting case study in this respect, providing a good reference point for broader international considerations. It was found that only 58.4% of Polish municipalities include renewable energy sources in their spatial policy concept. These are definitely more often urbanised municipalities. The degree of approach to renewable energy sources is also determined by the location of the municipality in the given province. The authors diagnose serious weaknesses in the Polish spatial planning system, consisting in the lack of skilful implementation of renewable energy sources into it. This is one of the reasons for the weaker development of renewable energy sources in the country. The authors consider as an innovative element of the research the analysis of the content of all spatial policy instruments in a given country, from the perspective of renewable energy sources, including proposing a way to verify these instruments.

The spatial management system in Poland struggles with serious costs as a consequence of local planning. The problem is the lack of appropriate value capturing mechanisms and cost compensation for municipalities, along with significant burdens. Private property is subject to special protection, but the public good is less valued. The article attempts to assess the situation in Poland, recalling also the experiences of spatial management systems from other European countries. It combines legal, economic, and geographical perspectives. The specific objectives were demonstration of geographical (interregional and functional) regularities related to the economic (financial) consequences of adopting local plans and identification of financial effects resulting from the implementation of local plans in communes, i.e., in particular, their size, structure of revenues (income), and expenditures, in relations with the budgets of municipalities and the population living in communes. First, the determinants of spatial policy were defined in the context of institutional economics and the real estate market. Then, a unique database of forecasted and realized budgetary revenues and expenditures of 2477 communes in Poland related to spatial development (infrastructure construction, land transformation, purchase, etc.) was analyzed statistically. Additionally, for five selected communes of different functional types, this issue was examined in detail. It has been shown that municipalities do not derive adequate income from spatial development, and improper policy of local self-governments results in heavy burdens, threatening to disturb their financial balance. The formulated conclusions regarding the legal, economic, and spatial mechanisms may contribute to building tools (instruments) for more effective spatial management in various countries.

This article analyses (based on multidimensional criteria) land-use plans at a local level (using selected cities as examples) and their relationships to crucial planning issues identified at both national and local levels. The planning approaches of cities from the following countries were compared: Australia, Bolivia, Brazil, Canada, China, Ghana, Iran, Mexico, Mongolia, Portugal and Poland. These countries are diverse in terms of their legal, political, cultural and geographical perspectives. Across these diverse countries, comparisons were made of local spatial plans (as enacted in specific cities), with regard to their legal features. From this, directions for a possible universal debate of local-level spatial plans as currently emerging is proposed. Based on the comparison undertaken, it is possible that the spatial plans studied designate zones of land use and detailed principles (including parameters) of development for cities. In some countries, attempts have also been made for the plans to solve spatial problems more broadly, for example by linking strategic planning objectives with the spatial development sphere. Comparisons of spatial planning systems still require in-depth reflection, especially in Central and Eastern European countries. This article compares national (central) government approaches to spatial planning in Belarus, Ukraine and Poland, answering the following research questions: (1) How are spatial planning issues regulated nationally? Which topics do laws focus on? What values and objectives are laws particularly emphasizing? (2) Are there any central/national strategic documents dealing with spatial planning, and which spatial issues do they address mostly? The article covers two key issues: comparing national approaches to spatial planning systems and comparing spatial planning issues in the three countries. We focus on statutory approaches and those contained in central-level strategic acts. In each country, spatial planning issues are covered by numerous laws, generating confusion when interpreting individual provisions. Our study makes an important, innovative contribution to the academic discussion by proposing a way of comparing and analyzing approaches of national authorities to spatial planning.
