David Sancho is associate professor at the Political and Social Science Department of Universitat Pompeu Fabra (UPF), where he serves as the Director of the Department. He was previously Dean of political science studies at UPF and is currently the General Director of quality assessment at UPF. He obtained his PhD in political science and public administration (1999) and in public management (1992) and Law Degree at Universitat Barcelona (1988). Research interests: public policy; public management; regulation policy; digital transformation; innovation in the public sector. He leads several international Master's and postgraduate programs on these topics. Member of the Spanish Political Science and Administration Association.
The role of local governments in promoting policies to combat climate change is critical. In order to play this role, local administrations must have different capacities that allow them to analyze, manage and transform their environment through public policies. This article aims to contribute to the academic debate on the role of local governments in the articulation of climate change policies and sustainable development. The proposal combines a conceptual and analytical contribution, which is illustrated by means of a case study analysis. At the conceptual and analytical level, the article proposes a review of the contributions from the perspective of public policies and organizational management models in order to introduce an analytical framework based on four capacities: strategic, analytical, managerial and collaborative. This framework is developed based on the design of a strategy to measure the existence of these capabilities in a given local government by means of specific indicators. This analytical framework is applied through a case study of Barcelona City Council and its policies to combat climate change and promote sustainable development. The results of the analysis highlight the importance of the combined action of the four management capacities mentioned as a precondition for the articulation of this type of policies at the local government level.

This contribution examines recent transformation in the institutionalization of a new mode of governance in the field of Higher Education. We identify three characteristics of the institutional design of public Quality Assurance Agencies (QAAs) that operate at the national level in the field of higher education. In order to do so, we examine three de jure dimensions to explore the capabilities of regulatory agencies, based on their legal frameworks: (1) the agency’s capacity to act independently from political principals, specifically, its relationship with the executive; (2) the agency’s accountability towards society and stakeholders ; and, (3) the scope of policy and regulatory responsibilities the agency is granted. In addition, we also explore the role of representativeness and expertise in QAAs decision-making bodies, something particularly relevant in quality assurance. Our empirical analysis is based on formal agencies’ constitutive norms and regulations for more than 40 countries in Europe and Latin America. The analysis introduced allows us to compare the characteristics of these agencies in different higher education policy regimes across Latin America and Europe, and to discuss their variations.

We discuss how far accountability practices may be relevant to the success of independent regulators in countries without a tradition of administrative autonomy. We develop a conceptualisation of agency accountability failures and develop an analytical framework to examine the life and termination of the Spanish regulatory agency for telecommunications, CMT (Comisión del Mercado de las Telecomunicaciones - Telecommunications Market Commission). We argue that the CMT’s termination was related, among other reasons, to accountability failures in its institutional design. The paper relies on a variety of sources, including legislation, literature, media coverage, and semistructured interviews with agency officials and several stakeholders.

El objetivo de este artículo es contribuir al análisis de la autonomía, control y gestión de las agencias públicas en España, a partir de las percepciones de sus responsables sobre su capacidad financiera y operativa, así como sobre sus mecanismos de rendición de cuentas. Para ello, este trabajo se basa en las opiniones de los altos cargos de las agencias, recogidas a través de una encuesta realizada entre julio y noviembre de 2013. La encuesta sigue el modelo de un proyecto colaborativo de carácter internacional (COBRA), que analiza los procesos de agencificación de la Administración pública en distintos países. Los resultados del estudio indican que los responsables de las agencias públicas españolas consideran que disponen de un alto nivel de autonomía en su gestión. También sugieren que las agencias con una percepción de autonomía mayor tienden a desplegar una mayor rendición de cuentas ante el ministerio de referencia. En consecuencia, el estudio concluye señalando que la implantación de agencias públicas en España no ha reducido la rendición de cuentas y la transparencia en la Administración pública, sino que, al contrario, ha favorecido un nuevo perfil de servidores públicos más preocupado y consciente de la importancia de rendir cuentas de sus actividades.

We examine the effect of public policy on the growth of Internet use. Using a decentralized country—Spain—as an example, we compare the 17 Spanish regions to test different Internet policy designs, taking into account the quality and number of specific programs promoted by regional governments, as well as the presence or absence of strategic planning in each region. We treat the percentage of Internet users as a dependent variable to compare its diffusion in different territories. Our findings show that educational levels and economic differences explain about half of the variations observed. Furthermore, the regional policies play a significant role in explaining regional variations. We investigate which public policy instruments are more significant for the development of the Internet, and find that focused policy intervention and complex policy initiatives are more significant than other policy instruments in explaining the increase in the percentage of Internet users.

For a broad range of policy sectors, liberalization was the predominant goal during the 1990s, and the policy change involved gave rise to a wide range of academic debates. In this article we analyze the consequences of these far-reaching policies for the policy process itself. We ask whether the policy changes significantly altered the character- istics of policy processes by considering the timing and extent of the changes in policy networks during those years. More concretely, we discuss the extent to which policy net- works changed as a result of market opening, considering the case of the telecommunica- tions policy network in Spain. Using data from two successive surveys (1996 and 1999), we compare the network structure before and after market opening. Our findings show that only slight changes occurred during this period, making the network denser but not more open. In addition, we observe that the limited impact on the policy network restricted the options for later policy developments. Thus, we suggest that a more successful liberalization probably would have required a network that was more open to new entrants and in which power was less centralized and so able to guarantee a competitive environment.

The traditional political framework of telecommunications policy in the Southern European countries, based on the regulation of activities by monopolistic operators of a public or semipublic nature, is being replaced by regulated environments with a greater degree of sectorial competition. The aim of this text is to ascertain which factors act as an incentive and to what degree in generating public policy in this sector. We hope to understand the impact of various political-administrative factors on sectorial policies for telecommunications, through a case-study of Spain. Variables of an institutional nature have significantly conditioned the generation of the regulator-operator bond in Spain. Due to the stability of the regulatory network within this sector, regulatory policies have been maintained in this sector, regardless of the ideological position of the various Spanish governments. European-level institutions are also a key element in the decision- making process on regulatory output.
