Shane McLoughlin is a senior Post-Doctoral Researcher for Enable at the Innovation Value Institute, School of Business, Maynooth University. He received his PhD in Information and Communication Science from University College Dublin. This doctoral work examined the intersection between Social Capital, Human Information Behaviour and ICT. His current research combines qualitative and quantitative methods to examine socio-technical and business model issues for adoption of disruptive digital innovations in the context of Smart Cities, Autonomous Vehicles and Smart Agriculture.
Despite immense efforts to realize diverse visions of the ‘smart city,’ municipalities still face manifold uncertainties of how governance and the tools of governance can best support public and regional value creation for achieving urban sustainability. To this end, Urban Living Labs have become a known enabling mechanism. In this paper, we extend the lab idea and formulate the concept of Urban Experimentation Platform that focuses on developing urban innovation ecosystems for urban sustainability. We use action design research and participant observation across multiple case studies enacting Urban Experimentation Platforms in order to investigate how the tie-in between governance and the local lab’s innovation process unfolds. Our analysis distills three facets that are instrumental in institutionalizing these platforms as resilient organizational models. With the help of the case studies, we illustrate the three facets, concerning issues of urban ecosystem governance, empowering co-creation, and qualifying local innovation. The facets reinforce the roles of digital instruments and digital capabilities for effective urban governance and platform management. We draw some conclusions for future research and formulate policy recommendations for implementing and operating Urban Experimentation Platforms.

Governments’ objective to transition to “smart cities” heralds new possibilities for urban data business models to sustain and scale urban data-driven solutions that address pressing city challenges and digital transformation imperatives. Urban data business models are not well understood due to such factors as the maturity of the market and limited existing research within this domain. Understanding the barriers and challenges in urban data business model development as well as the types of opportunities in the ecosystem is essential for researchers as well as practitioners from incumbents to new entrants. Therefore, this chapter introduces a framework for understanding and classifying urban data business models (UDBM). We furthermore illustrate the application of this framework to a heterogeneous sample of emerging smart city solutions. An embedded case study method was used to derive the framework by analyzing 40 publicly funded and supported urban data focused experiments that address pressing city challenges under the H2020 OrganiCity initiative. This research contributes to the scholarly discourse on business model innovation within the context of smart cities.

This study investigates the evolving nature of causal mechanisms driving the evolution of a digital platform. By drawing from a rich dataset representing the evolution of a thriving FINTECH platform (i.e. HP-EFS) over a period of 7 years, we propose to a) identify the causal mechanisms responsible for its evolution, and b) further understand the dynamic nature of these causal mechanisms. We integrate the existing literature on Generative Mechanisms with the theoretical streams of Socio-technical systems and Systems theory to address the research question. The contribution of this paper is to propose and elucidate a class of causal mechanisms, ‘Corrective Mechanisms’ for future IS research. We anchor this approach amongst existing IS ‘Generative Mechanisms’ research and argue it’s utility in complementing existing research when explaining digital platform evolution.

Cities pursue adaptive governance by institutionalising Smart City Functions. Smart City Functions prompt the need for triadic alignment in local authorities. City authorities are diverse in their IT Governance structural configuration. Detached, Traditional and Integrated IT Governance structures identified. Each structure leads to a different conception of the scope of smart cities.
