Nowadays, transport systems efficiency plays a key role for communities’ liveability and economy, being in addition an important factor in the economic integration of countries. The purpose of the article is to develop multi-stage models of tourist activities for optimizing the development of operating companies. For the implementation of models, the authors evolved the relevant system of organizational-functional support for the development of railway tourism. The research will enable us to take into consideration risks when planning tourist routes by railway, determine the order of construction or start of routes, and assess their profitability. This will provide to earn the expected incomes of all interested parties in tourist activities for the specified period. The authors created economic-mathematical models of the discrete optimal planning of the railway tourism operations. This takes into account conditions of risks and cooperation, and allows to determine which sets of effective routes are the most profitable ones. The results of the realization of the developed models include the task of the succession of the tourist route introduction according to the present and future infrastructure, availability of the rolling stock, etc. In this, consideration is given to obtaining maximum profit from tourism businesses for every participant during an established period.

The aim of the article is the conceptual reconstruction of the origin of the Crimean Karaims as an ethnic group and determination of the factors which played the main role in the formation of their faith – the Karaism. The actual topicality of the theme under analysis is stipulated by the definite factors, which are of both ethnic and religious origin. At present there still happen fervent academic debates that make the borderline between two opposing scientific approaches concerning the key issues of the Karaims’ origin and their faith. The opponents – or the proponents – of both scientific trends are claiming that the problem is “absolutely and fully” solved, but this very fact speaks for the evidence of its definite ambiguity in solving the problems of theory and in approaching the issues of research. The methods. The methodology, used in the article, is stipulated by the specific features of the research object, which calls for the complex interdisciplinary analysis including both the approaches of the hermeneutic interpretation and the comparative historical methods. The interdisciplinary dialogue serves its goal in this paper, involving different academic subjects in one attempt at the whole analysis. This methodology is so important in this case because the objective covers the analysis of the generalized vision of the wide problematic field. The latter includes historical-comparative methods, hermeneutic approaches, deconstruction techniques, etc., which can help history and theology communicate in the mutually beneficial dialogue. The main results. The research of the ethnic origin of the Crimean Karaims in the context of the transformations of their faith – the Karaism reveals the ambivalent interpretations of their history and worships. The authors’ conception confirms the hypothesis of the Karaims’ origin as the Turks and substantiates the idea of the Biblicism as a source of their faith. The concise conclusion. The Crimean Karaims (Karai) being the Tengrianists before the 1st century A. D. then adopted the pure Biblicism through the Crimean local ethnic groups. Anan’s teaching having complemented the Biblicism did not change its main ideas. The practical meaning is connected with the accentualization of the scientific interest in the historical heritage of the non-numerous ethnic group – the Karaims under the conditions of the risks and the threats of the globalization processes. The project of Man has been constructing the system of values for thousands of years, and nowadays the critically minded postmodern man or woman cannot be free from the absolutes of faith, from the ultimate concepts of philosophy. And namely at this historical stage those obvious criteria can help the postmodern person to perceive that moral law that is the intrinsic value of the human being. The originality. The research problems have not been yet the subject of the special investigation in the Ukrainian science. The scientific novelty. The foundation of the Karaims’ religion is the Biblicism which had come into existence 500 years before the Judaism appeared as the worship. Thus, the Karaism cannot be considered a sect of the Judaism. The type of the article: analytical.

The population of the planet Earth is affected by various restrictions in various spheres of life, and especially in the field of health. Over the past few decades, we have encountered several types of infectious diseases that affect both animals and humans, with the disease spreading over a large area. As a result of pandemics, all spheres of life suffer significant losses, but in our opinion, the tourism sector is one of those that suffers large-scale losses. This year, the tourism sector has also been hit hard by the coronavirus pandemic. Restrictions on the movement of citizens, a ban on the opening of certain tourist facilities have negatively affected all enterprises involved in the organization of the tourism business. 96 % of worldwide tourist destinations are restricted. The three main problems that the tourism industry faces in a pandemic are: the problem of liquidity of tourism enterprises, the uncertainty of consumers of tourism services, the social consequences of forced restrictive measures. The author analyzes the measures taken by some countries to support the tourism sector. Gov-ernments in leading European countries have set up guarantee funds to protect tourism businesses. The article aim is to make the recommendations for the development of a set of measures to ensure the sustainability of the tourism sector in the context of increasing quarantine restrictions in Ukraine. Measures have been proposed to mitigate the exit of the tourism industry from the coronavirus crisis, including the provision of affordable credit lines for businesses, and the deferral of debt and tax liabilities. In addition, ensuring the availability and reliability of information on travel restrictions and can-cellations; creation of a mechanism to guarantee the loss of tourists from the cancellation of the trip; de-velopment of domestic tourism. In this context, the author proposes a temporary reduction in tariffs for services, certification of disinfection of tourist facilities and infrastructure, preventive measures for tourists to promote health, enabling tourists to avoid contact with other tourists, equipping passenger rolling stock with modern ven-tilation and air conditioning to prevent stagnation of infections in the air.

Purpose. Research of the phenomenon of human destructiveness in the context of metaphysical images and violence practices of late Modernism. Theoretical basis. The problem is that the philosophical reflection of violence as objectified, realized destructiveness of man is usually contextual in nature and is on the periphery of understanding its external manifestations. Accordingly, anthropological crisis remains behind the scenes, as evidenced by the devaluation of the humanistic potential of modern culture. That is why one should turn the focus from the obvious, objectively conditioned incarnations of violence in the XXI century (armed conflicts, local wars, terrorist acts) to the internal factors that are in the realm of existential. The departure from the consideration of violence as an abstract, faceless or ideologically colored evil allowed us to focus on man, his way of thinking, life and social orientations, feelings and internal contradictions, which find their expression in one or another form of destructiveness. Originality. Based on the works of M. Scheler and E. Fromm defining for philosophical anthropology and psychoanalysis, for the first time the conceptualization of positive and negative forms of manifestation of human destructiveness against the background of sociocultural transformations of late Modernism was carried out. It has been proved that its ontological principles are rooted in specifically human existence and relations with other members of society, while anthropological ones are directly connected with the endless struggle of the life, the vital with the spirit in man. Conclusions. Violence is a tool and a product of man’s transition to more mature and complex forms of existence. The interdependence of the violence and nonviolence practices ensures the progressive movement of humanity towards society humanization. This progress is accompanied by a natural internal conflict of personality, which can be both progressive and regressive. At the metaphysical level, destructiveness appears as a connection between the entropy of world existence as a whole and the instability of human existence itself, which is a complexly organized and open to the world system. Self-transcendence as an anthropological prerequisite for human destructiveness has a dual nature and combines negative and positive characteristics, the content and significance of which were revealed in the study. The authors are convinced that there is no other way to overcome the negative, malignant destructiveness, except for the incessant, daily gathering of life meanings around them and their development. After all, the loss of such core structures of the existence as the meaning, purpose and value of life has become a truly global problem for the modern world. Emphasis is placed on the need to keep in harmony the trinity of body-soul-spirit, which will allow a person in any social transformation to preserve and increase his integrity.

Interpretation as a stream of our consciousness is determined by different contexts and various narratives which stimulate this process reacting to the changeability of the world and human beings in it. The postmodern theory while losing its topicality keeps the key principle of interpretation firm and stable. Interpretation is simultaneously open and fixed, though the process of constructing narratives is not. As interpretation provides vast space for gender, the feminist theory proceeds with the «new feminist reading», and the aim of the feminist criticism lies in revealing misogynism and masculine approaches to different discourses and narratives. Still in postmodernism feminist interpretation often rejects «comprehension» in its classical meaning denying analogy, symmetry and equivalence. The subjectivity of feminist interpretation is not a transparent line between the human being and the surrounding world: the «better» is interpretation, the more «objective» seem our narratives, the stronger appear constructs stipulated by culture, gender, ideology.

Purpose of the work is to substantiate the development of railway tourism in the context of human needs in accordance with the theory of individual life space. Methodology. Theoretical and methodological basis of the study is the provisions of the economic theory, management theory, corporate governance. The rational activity of travel agencies is based on the principles of economic equilibrium; Ukrainian population demand for railway tourism was determined with the help of market research and anonymous survey; to explore the real balance between the demand for tourist rail transport and the potential of the required volume of services the paper suggests the balance method. Since any travel company is an open system and is completely dependent on environmental factors, we proposed a method for estimating the factors of internal and external environment. Originality. The element of originality is compilation of existing concepts to the definition of the individual as a subject of life property, for the understanding of human relationships and its external environment. The paper developed the issue of the ability to influence the value of human life space with the help of tourist services. Conclusions. Market research conducted by the author has shown that in Ukraine there is a certain demand for tourist transport by rail, because it is more reliable, safer and more comfortable than the road transport. It is proved that the development of a new innovative project is very timely, as it will allow: to develop tourist infrastructure of Ukraine and bring it to the domestic and foreign tourists; replenish the state and local budgets by tourists; create new jobs for the population and improve their living level; partially reduce the loss-making passenger sector by increasing the volume of rail transport; expand life space for the people of Ukraine that will allow raising the intellectual level of the individual.

Мета. Робота присвячена розробці дефініції «інноваційний розвиток пасажирської компанії» на основі глибокого аналізу наявних підходів та визначень понять «розвиток», «інноваційний розвиток підприємства», «інноваційний розвиток залізничного транспорту». Методика. Для вирішення поставленого завдання в статті використано методи наукової абстракції, дедукції, логічної формалізації, системного аналізу. Результати. У роботі на основі аналізу існуючих визначень, розроблення власних орієнтирів для їх аналізу та структурної схеми декомпозиції поняття «інноваційний розвиток підприємства» нами визначено поняття «інноваційний розвиток пасажирської залізничної компанії». Наукова новизна. Вперше надано дефініцію поняття «інноваційний розвиток пасажирської залізничної компанії» з позиції системного та стейкхолдерського підходів та виокремлення джерел інновацій. Отже, «інноваційний розвиток пасажирської залізничної компанії» - це цілеспрямований систематичний процес позитивних змін якісного стану всіх її підсистем (виробничої, маркетингової, фінансової, управлінської та ін.) через впровадження інновацій (розроблених як власними силами підприємства, так і зовнішніми силами) в діяльність пасажирської компанії з метою досягнення як цілей інноваційної діяльності, так і стратегічних цілей компанії та покращення її привабливості для всіх стейкхолдерів (пасажирів, компанії, персоналу, інвесторів, держави). Purpose. The insurance market of Ukraine is still interesting for foreign investors. However, there is a range of negative factors. They are: 1) the old regulatory framework, public access and transparency of the insurance market for population; 2) low profitability of certain types of insurance; 3) low competitiveness of the insurance companies in comparison with commercial banks in attraction drive of free funds of legal entities and individuals; 4) insufficient state regulation and control does not allow the insurance market to develop effectively. Therefore, the purpose of the article is to analyze and identify the causes that hinder the development of insurance business in Ukraine, as well as to determine the directions of insurance market development. Methodology. To achieve this purpose the article determines the total number of insurance companies, composes the gross payment rating of the largest of them, presents the dynamics of net insurance premiums for basic insurance. This analysis allows you to identify problematic issues and activities of the insurance market. Findings. The analysis of the article revealed a number of factors that prevent successful development of insurance in Ukraine. The authors suggest priority areas for improving the situation in the insurance market. It was found that the main tasks of the development of insurance are: 1) legal framework reform; 2) improving competitiveness, investment attractiveness of the insurance companies; 3) development of modern infrastructure of the insurance market; 4) expanding the range of services and their compliance with international standards; 5) personnel development; 6) improvement of insurance activity licensing; 7) building of culture and public trust. At the same time the increase in the population solvency, economic and political stability in the country will contribute to the stabilization and intensive development of the insurance market. Originality. The article firstly developed a scientific approach to the determination of the system of factors, which the modern insurance market should correspond to. Рractical value. The solution of the presented problems with the help of the measures proposed by the authors will help the insurance market to develop successfully. And this, in its turn, will contribute to the stabilization of the national economy, because the insurance market is its integral segment.

Purpose. In the world market of tourist services the extreme tourism is very popular, as it does not require the significant financial costs and enables year on year to increase the offers of holiday packages, associated with active travel. Ukraine has significant potential for the development of extreme kinds of rest, but it is not developed enough. Forms of extreme tourism are unknown for domestic tourists, and therefore, they formed a negative attitude. The aim of the article is the analysis of extreme resort potential of Ukraine and promotion of the development of extreme tourism destinations in the travel market. Theoretical and methodological basis of research is the system analysis of the problems of ensuring the competitiveness of the tourism industry, theoretical principles of economic science in the field of the effectiveness of extreme tourism and management of tourist flows. Methodology. The author offers the directions of tourist flows control, which differ from the current expansion of services to tourists in Ukraine. The development of extreme tourism with the help of co-operation of railways and sport federations was proposed. Findings. During the research the author proved that the implementation of the tasks will be promote: 1) increase in budget revenues at all levels of the inner extreme tourism; 2) raise the image of Ukraine and Ukrainian Railways; 3) increase the share of tourism and resorts in the gross domestic product to the level of developed countries; 4) bringing the number of employees in tourism and resorts to the level of developed countries; 5) the creation of an effective system of monitoring the quality of tourist services; 6) the creation of an attractive investment climate for attracting the investment in the broad development of tourism, engineering and transport and municipal infrastructure; 7) improvement the safety of tourists, ensure the effective protection of their rights and legitimate interests and preservation of the property. Originality. The author shows the theoretical generalization and new solution of a scientific problem. It manifests itself in the development of theoretical and methodological approaches to the development of extreme tourism. Practical value. Rational use of measures proposed by the author of directional control of tourist flows will significantly increase the country's revenues from domestic tourism.

Purpose. In highly developed countries, railway tourism is very popular, through it the tourists can comfortably and within their financial capacity to travel all around the world. Ukraine has faced with the problem of significant reduction of the tourist volume flows, aging of fixed assets, lack of investments on their renewal, reduction in passenger traffic and a sharp drop in people income. The purpose of the article is to justify the development of railway tourism in Ukraine. Methodology. Theoretical and methodological basis of the research is built on analysis of problems to ensure the competitiveness of the tourism industry in the area of passenger transportation, theoretical principles of economic science in the field of railway tourism efficiency and management of tourist flows. The authors suggest the development of railway tourism in Ukraine. In particular it concerns the introduction of new services in the field of tourism, management of tourist flows and others. The attention is focused on the development of the internal railway tourism. Findings. As a result of the assigned tasks the following results should be achieved: improving the image of Ukrainian railways; creation of an attractive investment climate for the greater involvement of investments into the tourism, engineering, transport and municipal infrastructures; improving the safety of tourists; ensuring effective protection of their rights, legitimate interests and property maintenance. Originality. The authors justified the need and potential of rail tourism on the territory of Ukraine taking into account the experience of foreign developed countries. Рractical value. Researchers presented theoretical generalization and new solution of scientific tasks. It manifests itself in the development of theoretical and methodological approaches to the development of railway tourism. Rationally applied measures of proposed by the authors ways of tourist flow management will significantly increase the revenues to the state budget from tourism.

Purpose. Undeveloped infrastructure and the system of public and tourist transport services prevent boom and spread of tourism glory of the country. Therefore, the development of tourist infrastructure and transport communication routes is a priority task. Methodology. Article methodology is based on the use of consequent methodological technique. Findings. Author analyzed the situation of tourism industry in Ukraine, set the basic principles for the tourism development and its priorities. The article contains the author's point of view on the fact that the tourism industry is of paramount importance to the state economics, and the development of this sector of public life should be a priority task for the near future. Originality. According to the author, the development of the inbound tourism is more reasonable, because it provides additional workplaces and exchange earnings. The author insists that the raise of quality level of domestic tourist services to the European standards would accelerate the development of Ukrainian tourism and would attract more holidaymakers from Ukraine and neighbouring countries. Practical value. The rational measures, which were taken regarding the proposed directions for the tourism development, can improve competitiveness of the Ukrainian tourist industry on the European tourist market.

Purpose. Development of theoretical and methodological foundations of efficiency of freight cars operating companies in railway reform through improved management structure them. Methodology. A theoretical and methodological approach for building effective management structure of freight wagons operating companies of different ownership forms is proposed, its introduction will significantly reduce detention of cars on technical stations under loading operations and maintenance, and thereby to improve the quality parameters of rolling stock usage in reform conditions of Ukraine railway transport. Findings. An improved control mechanism of cargo transportation is developed, it is different from the existing by its adaptation to the conditions of the reformed sector and the organization of management companies which together with the Ukrainian Transport and Logistics Center (UTLC) centralize management of all freight cars of domestic and foreign operating companies. Originality. It is proposed for management of cargo transportation in wagons operating companies of different ownership to organize a series of management companies that would have the right to dispose of universal cars of other domestic operating companies, being on leasehold basis, and to direct them to current and scheduled repairs by themselves; to organize the cargo transportation in wagons of domestic and foreign operating companies on a contractual terms, depending on the type and content of the contract, on the basis of additional contracts for a separate fee to perform current and scheduled repair of freight cars; the management company organizational structure is developed, it includes simultaneously two directions of activity: commercial and repair, it will reduce the stay time of rolling stock on the engineering stations during loading and in a non-operating park as far as this company will manage a significant part of the production cycle of the transportation process. Practical value. For efficient use of freight cars operating companies of different ownerships a new theoretical and methodological approach is proposed. It will improve the quality parameters of the rolling stock usage. The new technology of cargo transportation control of domestic and foreign operating companies through management companies and Ukrainian Transport and Logistics Center with the distribution of traffic depending on rolling stock type, owner cars or railway administration, organization of transportation is offered. The technique of the organizational structure of the management company, which includes a combination of two types of activities: commercial and cars repair of different ownership is developed.

Purpose. To evaluate the possibility of the foreign countries experience in the reforming of railway transport of Ukraine. Methodology. On the basis of comparative analysis the suitability of foreign experience of infrastructure branches reformation, dividing the range of problems to the questions of ideological and methodological character, and of course, taking into account the peculiarities of the situation in Ukraine is estimated. As for the first range of problems, it is, first of all, the choice of the form of ownership. Findings. Experience shows that both types of property have not only the beneficial but also the negative impacts. On the one hand, it is the state railways have the conditions for development and implementation of the new technologies such as high-speed trains, construction of which, as well as construction of specialized lines would be impossible without appropriate research base, and without public funding. On the other – private companies. operating on a concession basis, usually provide a higher level of services at affordable rates. Originality. It can be concluded that there is no direct correlation between the ownership form of railroads and economic or qualitative characteristics of their work. The necessity of various forms of technical and economic relationships, the existence of separate railways at the regional and local levels, which offers a great opportunity to overcome the monotony of operation, in the development of railways towards greater differentiation of service levels is proved. This however does not mean that the only alternative is to sell concessions to private enterprises, especially if the transfer of ownership is not supplemented by commitments to support public transport at a certain level. Practical value. Examples of positive governance are opposed to the equal examples of private management and vice versa. Deep analysis of reforming experience of world leading railways will prevent from mistakes during "UZ" reforming.
