Ayako Taniguchi is Professor of Risk Engineering at University of Tsukuba, Japan. She has a PhD in Engineering. Her current research objective is to apply psychological strategies to manage social dilemmas concerning urban planning and transportation policy, and research interests include promotion of public transport, traffic injury prevention analysis, and risk communication. She began working on the social acceptance of autonomous vehicles (AVs) in 2016.
Breaking away from the dependence on cars, increasing the number of public transport users, and securing operational revenues have been posing a problem for many cities worldwide. As a low-cost policy measure to address this problem, Oyama City (with a population of approximately 167,000) in Japan, conducted a social experiment involving a significant fare reduction (selling passes at Max 70% discount) and a public information campaign (simplified mobility management) for all citizens. This study analysed this policy from two perspectives, namely the change in the attitudes and behaviours of the people, and the maintenance of the financial stability of bus management. The analysis confirmed that the number of pass holders increased by a factor of 2.6, number of pass holders using the bus increased by a factor of 1.16, total number of annual bus users increased by a factor of 1.1, and revenue from bus services was maintained. In addition, public information campaigns increased awareness regarding the passes and the number of citizens who ware attached emotionally to the bus and city. These results suggest that the combination of a significant fare reduction and an appropriate public information campaign may increase bus ridership, without reducing operational revenues.

This article analyzes factors affecting travel behavior changes at the individual level in light of the COVID-19 pandemic in Japan, in the context of non-binding self-restriction requests. In particular, this study focuses on the effects of risk perception and social influence. A panel web-survey was conducted targeting residents of the Kanto Region, including the Tokyo Metropolis. In addition to describing the observed patterns in behavioral change, we modeled behavioral changes of four key, non-work-related activities: (i) grocery shopping, (ii) other types of shopping, (iii) eating out, and (iv) leisure. For eating-out and leisure the distinction was made between going alone or in groups. Based on the observed distributions of these activities, regression models of going-out frequency were estimated for shopping, while for eating-out and leisure, which showed considerably smaller frequencies, a discrete choice approach was used. Findings showed that as a measure of social influence, the perception of degree of self-restriction of others was associated with small reductions in shopping frequencies, and moderate yet non-negligible increases in going-out self-restriction probability for eating-out and leisure activities. Risk perception, measured as COVID-19 dread, was also associated with higher probabilities of going-out self-restriction for eating-out and leisure. These findings suggest that in the context of non-binding requests, soft measures such as campaigns to promote a reduction of non-essential travel might be more effective if they (i) properly convey the severity of the threat posed by COVID-19 as well as its coping mechanisms, and (ii) appeal to the group, rather than the individual, emphasizing the behavior (or at least the perception of behavior) of others.

Mobility management is a transportation policy aiming to change travel behavior from car use to sustainable transportation modes while increasing people's physical activity. Providing pedometers and visualizing step counts, popular interventions in public health practice, may constitute a mobility management program. However, the ease of modal shifts and changeability of walking habits differ across neighborhood environments. Using questionnaire data from 2023 middle-aged and older participants from Yokohama, Japan, in May 2017, this study examined (1) the relationship between the physical and social environments of Yokohama Walking Point Program participants who volunteered to use free pedometers and their modal shifts from cars to walking and public transport, and (2) whether participants' modal shifts were associated with increases in step counts. Multivariate categorical regression analyses identified the frequency of greetings and conversations with neighbors as well as health motivation as important explanatory variables in both analyses. Participants living in neighborhoods far from railway stations and in neighborhoods with a high bus stop density tended to shift to walking and public transport, a modal shift that was highly associated with increased step counts. These results suggest that mobility management should be promoted in collaboration with public health and city planning professionals.

In aging societies, increasing numbers of older drivers are involved in motor vehicle collisions (MVCs), and preserving their safety is a growing concern. In this study, we focused on whether older drivers were more likely to cause MVCs and injuries than drivers in other age groups. To do so we compared at-fault MVC incidence and resulting injury risks by drivers' ages, using data from Japan, a country with a rapidly aging population. The at-fault MVC incidence was calculated based on distance traveled made for non-commercial purposes, and the injury risks posed to at-fault drivers and other road users per at-fault MVCs. We used MVC data for 2010 from the National Police Agency of Japan and driving exposure data from the Nationwide Person Trip Survey conducted by a Japanese governmental ministry in 2010. The at-fault MVC incidence showed a U-shaped curve across the drivers' ages, where teenage and the oldest drivers appeared to be the highest risk groups in terms of causing MVCs, and the incidence was higher for female drivers after age 25. The injury risk older drivers posed to other vehicle occupants because of their at-fault MVCs was lower than for drivers in other age groups, while their own injury risk appeared much higher. As the number of older drivers is increasing, efforts to reduce their at-fault MVCs appear justified.

Several types of practical strategies have been implemented to change travel behaviour in a socially desirable direction. Examples include investments in infrastructure designed to increase the benefits of using non-motorized travel modes and measures to decrease the benefits of car use. Behavioural change strategies termed mobility management have also been implemented to increase awareness and influence psychological factors to encourage voluntary change from car use to other travel modes. An integrated process model of behavioural change is described. The model implies important roles of intention, attitude, awareness, responsibility, moral, norm, and habit. It is important to identify and understand how these psychological variables involved in behavioural change are influenced by transport policies as well as how they operate irrespectively of a particular transport policy. In this context, it is argued that a combination of transport policy measures will be more effective in changing travel behaviour than will single measures.

In this study, we developed a persuasive communication program to induce public-transport-oriented residential (PTOR) choice. We implemented an experiment that targeted students from the University of Tsukuba, Japan, who were in the process of changing their residential location. These students were randomly assigned to four groups: the first group was a control group; the second group received an information brochure about apartment flats typically used by students in Tsukuba city; the third group received a brochure identical to the one given to the second group, except that it also included information about the level of bus service for every flat; and the fourth group was provided with a leaflet that provided motivation for PTOR choice, in addition to the brochure used for the third group. The residential locations were investigated 5 months after the intervention. There was a significant difference between the control group and the third and fourth groups. The ratio of PTOR choice in the group with the information was twice as high as that for the control group. Furthermore, the persuasive message also increased PTOR choice. Additionally, the target groups’ frequency of bus use from home or the university was significantly high compared with the control group.

Mobility management (MM) is a transportation management policy that uses “soft” measures to attempt to reduce car use and promote sustainable transportation modes such as public transport, bicycles, and walking. Using communication and other means, MM induces voluntarily change towards more sustainable transportation modes. We implemented MM marketing to promote an experimental community bus service. This project had two components: a questionnaire conducted in the service area and a monthly newsletter. The questionnaire was more than a survey; it also communicated information about the bus and helped promote bus use. One month after the survey, we implemented a follow-up survey targeting the initial survey respondents. Results suggest that the MM program produced a general increase in bus use, as well as mouth-to-mouth advertising, that helped promote bus use.
