Short Biography

Carlos Smaniotto Costa (PhD) is a Landscape Architect and Environmental Planner, graduated at the University of Hanover, Germany. He is professor of Urban Ecology and Landscape Design at the Department of Architecture and Urban Planning of Universidade Lusófona, Lisbon (Portugal), and project leader of Lusófona’s R&D Unit CeiED Interdisciplinary Research Centre for Education and Development, where coordinates national and international founded research and practice-oriented projects. His research activities deal with issues of sustainable urban development, strategies for the integration of open spaces and nature conservation in the urban context, research methods and participatory processes along urban and landscape design and urban sociology - in particular the relationship between built and social life in cities. Smaniotto has worked in several EU projects and as an author, co-author and editor published numerous publications in Portuguese, English, German and Italian.

Salt mines, a significant category of local, regional, national, and/or European underground heritage, are becoming attractive tourism destinations. This paper examines three cases of salt mining in different European countries, namely Wieliczka in Poland, Campina de Cima in Portugal, and Turda in Romania. They are analyzed in the context of history, typical attributes of their attractiveness, and new uses after the salt extraction was or is going to be stopped, in order to detect their unique values as important assets for both Underground Built Heritage (UBH) and Salt Heritage Tourism (SHT). The results of their comparison show that despite a positive impact related to their protection as cultural and industrial heritage, there are also some negative aspects related to increasing costs of their maintenance and adaptation of salt mines to new functions and to meet the tourism needs. By putting in place measures to enhance the awareness of their values and for activating the local community, the three mines are showcases for the economic outputs for their sites and regions, as well as for increasing knowledge regarding UBH.

The COST Action 18110 Underground4value (http://underground4value.eu) aims to advance knowledge on how to guarantee continuity of use and significance of underground historic fabric. It is collecting information, experiences and knowhow to base the development of research and training. The Action focusses on underground regeneration, revitalisation of the public realm and skills development for people concerned with underground heritage.

This contribution centres the attention of the Working Group on Planning Approaches. It also looks at the role of local authorities, as enablers and facilitators, in coordination, use  and management of underground built heritage. In this framework underground built heritage is considered as a social resource with integrated programmes of physical, economic and social measures, backed by strategic stakeholder dialogue.

On the one hand, this contribution discusses the structure and goals of the WG, as it pays attention to the necessary complementarities between functional approaches – at the level of regions and city – and social and cultural approaches involving citizens’ engagement and empowerment – at the local level. This WG aims to provide a reflection on sustainable approaches to preserve the underground built heritage and, at the same time, to unfold the case by case approach for potential use of underground space. On the other hand, to achieve its objectives the WG on Planning Approaches is setting together potentials and constraints in the efforts to make better use of underground heritage. This contribution, therefore, sheds lights on the preliminary results of the WG. It is centred on the learned lessons, challenges and barriers - from a planning science perspective - that experts met in their efforts to tackle Underground Built Heritage. Achieving this goal makes the call for an educational paradigm shift - as the Action is not only interested in compiling the results, rather on experiences that can be analysed and learned. This requires a dynamic understanding of knowledge, abilities and skills, towards creating more effective coalitions of ‘actors’ within localities, by developing structures, which encourage long term collaborative relationships. Enabled by the gained knowledge, the WG will define the best tailored ways to forward this knowledge for planners and decision-makers.

There is an increasing awareness and advocacy claim for engaging the society in the production of public open spaces. This contribution seeks to increase knowledge on the relationship between spaces and the social practices of teenagers, towards a more inclusive and interactive process of public space co-creation. It is based on two European Projects: CyberParks and C3Places, and explores teenagers' spatial practice and needs, and how to engage them in the process of co-creating more sensitive public spaces, while exploring the challenges and opportunities ICT open. It this paper, the results of a case study taking place in Lisbon and the analysis of questionnaires and interviews are discussed.

This chapter offers theoretical considerations and reflections on technological solutions that contribute to digitally supported documentation, access and reuse of localised heritage content in public spaces. It addresses immaterial cultural heritage, including informal stories that could emerge and be communicated by drawing hyperlinks between digitised assets, such as songs, images, drawings, texts and more, and not yet documented metadata, as well as augmenting interaction opportunities with interactive elements that relate to multiple media stored in databases and archives across Europe. The aim is to enable cultural heritage to be experienced in novel ways, supported by the proliferation of smartphones and ubiquitous Internet access together with new technical means for user profiling, personalisation, localisation, context-awareness and gamification. The chapter considers cyberparks as digitally enhanced public spaces for accessing and analyzing European cultural heritage and for enriching the interpretation of the past, along with theoretical ramifications and technological limitations. It identifies the capacities of a proposed digital environment together with design guidelines for interaction with cultural heritage assets in public spaces. The chapter concludes with describing a taxonomy of digital content that can be used in order to enhance association and occupation conditions of public spaces, and with discussing technological challenges associated with enriching public spaces with localized cultural heritage material.

The new information and communications technologies are expanding human connectivity, reconfiguring urban spatialities and generating a kind of social space that spans real and virtual, personal and impersonal, private and public. As a result, the space and time boundaries become blurred, giving rise to novel needs for, and practices of, public space usage. However, the ways in which these new practices affect public space engagement and public life in general, remain yet unclear. In addition, variations might exist due to differences in local culture and conditions, or due to specific lifestyles and behaviours favouring isolation and privatism or, at best, interaction only with close friends and kin. The above issues become even more critical for young people, who born in a digital era are able to handle new technologies with utmost ease. This chapter sheds light on the related perceptions and practices of adolescents. Structured interviews were applied to eight teenagers living in Hannover (Germany), Lisbon (Portugal), Tel Aviv (Israel) and Volos (Greece) to gather focused, qualitative and textual data. It examines how young people of distinct sociocultural contexts perceive and use both public spaces and digital technologies. This enables to identify emergent logics, needs and patterns of socialization and public space engagement placing specific emphasis on the role information technologies can play in them.

Cybertechnologies are changing the world, both in terms of sociability and subjectivity, and consequently how people experience the city, appreciate urban landscape and nature, along with the way people interrelate to each other and with the space. The penetration of ICT into urban landscapes has increased the open space typology, adding a concept of ‘cyberpark’ to it – the public open space where nature, society, and cybertechnologies blend together to generate hybrid experiences and enhance quality of urban life. A cyberpark evolves through different ways of the implementation and use of digital technologies into a new type of a connectable, real-time responsive, sharing and integrating public place, in which, the physical dimension of a space becomes a more dynamic and blurred form of interaction This calls for understanding such hybrid spaces as more than a simple new spatial unit of urban tissue. This chapter proposes a conceptual framework for a better understanding of interweaving between physical and virtual spheres in public open spaces and addresses the results of the COST Action CyberParks. It explores, in terms of policy-making, urban planning and design, the numerous challenges and opportunities created by digital and mobile technologies. The efforts of this work are thus centred on the potential of ICT to increased possibilities for new uses and elements or even types of urban open spaces, as an important added value to the quality of life, inclusiveness, responsiveness and attractiveness of the city. In critically addressing opportunities, the chapter shall seek to question and challenge, the more ‘traditional’ understanding of what makes a good public place. In doing so, it shall attempt to provide pointers towards a re-conceptualised view of urban space design/production and (planning) control/guidance.

If last century’s conception of open public space was understood as a performance stage where individuals could negotiate and establish relationships not only amongst them but also with elements of spatial manifestation demonstrating the significance of some visual, most times, qualities, a contemporary observer will probably not make this link.

This paper addresses a model for evaluating land use suitability in the city of Qazvin, Iran. It considers greenbelt was an opportunity to increase the ecological performance and the quality of life in the city. Existing traditional orchards and a Forest Park that could be part of a sub-natural greenbelt, but the weak structure of the local management and poor applied information technologies are jeopardising any opportunity to create a greenbelt programme. In this regard, MICMAC and GIS techniques are considered to provide sounds arguments for a greenbelt planning in the city. This was carried out through a hybrid method with statistical and spatial analysis. The results revealed that a greenbelt would be spatially corresponded to the existing traditional orchards and the Forest Park with an overlapping of 40%. Hence, Qazvin has a good opportunity to plan a suitable greenbelt, as a measure to control the course of a rapid urban sprawl. Based on the evidences gathered in Qazvin, a conceptual model for planning greenbelts is proposed.

The chapter discusses how ICT can be used to enhance the understanding of the relationship between space, users and social practices. As an example of possible use of ICT for capturing and better understanding user’s needs, the new digital tool WAY Cyberparks is presented and discussed. A “cyberpark” is defined as a new type of urban landscape where nature and ICTs blend together to generate hybrid experiences and enhance quality of life. The WAY Cyberparks digital tool consists of a smart phone application, server/cloud and web services. Through the experiences from testing it in selected urban open spaces in Barcelona, Lisbon and Ljubljana opportunities are presented and lessons are drawn about relevant aspects of the ICT towards building a more participatory and collaborative process in planning of public spaces. A relevant aspect of the ICT lays in their ability to enhance communication with (potential) users, transforming the production of public open spaces into an interactive process, and enabling creative community participation and empowerment. Furthermore, some challenges of the increasing penetration of digital technologies devices (smart phones, smart watches, tablets, etc.) within the broader context of their use in public urban open spaces such as parks, gardens, squares, plazas are discussed, together with the consequences of this interweaving, which is growing at a rapid pace, unfolds research needs in the future.

Resumo Apresenta-se o Projeto CyberParks para discutir a relação entre o uso de meios digitais (smartphones, conexões wi-fi etc.) em espaços públicos (parques, jardins, praças etc.) e a contribuição das novas tecnologias para qualificar e aumentar a participação de usuários na sua produção e manutenção. CyberParks é guiado pelas questões: (1) Como as Tecnologias de Informação e Comunicação (TIC) afetam o uso do espaço público? (2) Quais são os riscos associados à recente, mas acelerada, dinâmica de difusão das TIC no espaço urbano? (3) Como os usos identificados se enquadram no conceito de sociedade virtual? Em suma, trata-se de investigar a contribuição das TIC na transformação das cidades em contextos mais inclusivos, e não somente mais high tech. O projeto objetiva desvendar o papel das TIC na produção e no desenho de espaços híbridos. Uma premissa é aumentar o conhecimento das possibilidades que as TIC abrem para uma melhor compreensão da forma como as pessoas usam esses espaços. Discutem-se o âmbito e a pertinência da perspectiva de estudo focada na relação entre TIC e espaço público, apresentando objetivos do Projeto CyberParks. Em sequência, problematizam-se algumas das principais linhas de investigação, apresentando os resultados de um estudo de caso desenvolvido em Lisboa, Portugal.

This paper aims to describe the landscape patterns and the urbanization process which evolved due to the mate tea (Ilex paraguariensis St. Hill) cultivation in the Brazilian state of Paraná. Drinking mate tea is an ancient tradition of the Guarani Indians who settled the southeastern region of South America. The large-scale cultivation of mate in Paraná has been taking place for centuries, mainly in the region around the city of Irati. Mate cultivation induced the development of settlements and influenced their growth; it stamped the economic and social character of the region, and shaped a rich and characteristic landscape. As other cultural landscapes, the ‘mate landscape’ is undergoing changes, with agriculture and urbanization being the most important drivers. To sustain its values it is necessary to call for attention to its environmental, economic, social and cultural virtues. We discuss the ecological and aesthetic value of mate culture, and the social and environmental demands of its future. We also offer arguments and some ideas to create from the landscape a significant community added value, bearing in mind that landscape is a key element of the quality of life and an important asset for future generations.

One of the most challenging problems that urban areas will face in the future is adaptation to the effects of climate change, particularly with regard to local problems of water management (e.g., flooding caused by heavy rain events, degradation of urban streams, and water scarcity). Sustainable local management of stormwater calls for approaches that connect technical and ecological solutions with urban design aspects and socioeconomic factors. This in turn opens up great opportunities to advance knowledge toward the application of water-sensitive urban design (WSUD), an approach that integrates the water cycle into urban design to simultaneously minimize environmental degradation, improve aesthetic and recreational appeal, and support social cohesion. A comparative study of four case studies across Europe reveals some of the successes and limits of WSUD implemented so far and presents new considerations for future developments. Best practices on integrated management as well as concepts to re-establish natural water cycles in the urban system while ensuring water quality, river health, and sociocultural values are included. In the selected case studies, water takes a structuring role in urban development, which has been designed to serve diverse public functions and maximize environmental quality, urban renovation, resilience to change and sustainable growth.

Este estudo discute a relação entre as tecnologias de mídia digital e a sua utilização no espaço público. Uma relação que não é nova, mas está crescendo a um ritmo acelerado e se transformando em um desafio para os especialistas em informática, paisagistas e arquitetos e cientistas sociais. Ao apresentarmos e discutirmos alguns exemplos levantamos questões sobre o desenvolvimento urbano, agora sob a luz das novas tecnologias de mídia digital. A questão central é qual o contributo dessas tecnologias para transformar nossas cidades em ambientes mais sociais, em vez de apenas mais high-tech.
