This paper examines the willingness to pay for and participate in volunteer activities for the restoration of the Sosiani River in Eldoret, Kenya. The willingness to pay is examined through two scenarios which differ in the organizations conducting the proposed project. The study focuses on factory workers situated in textile industries and lay people living in the area, who are divided into two groups: respondents living downstream, who are situated mostly in town centers and at the mid/lower parts of the river and the respondents living upstream, mainly found at the upper parts of the River Sosiani. The study employs the double-hurdle model to identify the factors that influence the willingness to pay (WTP) for improved water quality in the area. An ordinal regression model is used to analyze the willingness to participate and its influencing factors. The results of the study show that an average of 74.4% of the 279 respondents studied were willing to pay for river restoration in the area. The mean willingness to pay for the government proposed scenario was KSh 182.51 (1.66$) per household/month and KSh 169.28 (1.54$) per household/month for a non-governmental proposed project. Within the groups upstream and downstream, inhabitants had higher mean scores for a non-government project as compared to a government project, while the reverse was observed in the factory group. The empirical results of this study show that risk perception, trust and socio-demographic variables were significant factors on the stated amount and the decision to participate of the respondents. The characteristics of respondents with zero WTP, who comprised a significant amount of the respondents (25.6%), are also analyzed in depth shaping the recommendations of this study. The empirical results show that the number of years lived in the community is a major determinant on willingness to participate and pay for environmental restoration projects in the area. The results of this study could influence decision makers in general and have potential implications that can be applied in other sectors not necessarily related to water issues.

Humans conduct themselves in relation to energy use; energy use has degraded air quality, as reflected by haze occurrence in countries such as China. Improving the population’s involvement in environmental and energy conservation necessitates understanding their motivation to behave under haze. Considering the social problems caused by haze conditions in China, this study used people’s risk perception as a basis to determine their motivations to perform pro-environmental and energy-saving behaviors. We analyzed motivation from privately and publicly oriented perspectives as well as adaptive and mitigative behavioral viewpoints. Motivation-related data were collected through face-to-face discussion and a survey of 506 respondents in the Beijing-Tianjin-Hebei area, which is one of the most heavily polluted regions in China. We conducted multiple regression analysis to determine the extent to which socio-demographic characteristics and risk perception concerning haze predict motivation and actual behavior. Results showed that these factors explain 36.8% and 30.5% of privately and publicly oriented motivations, respectively, but more strongly explain more adaptive (i.e., privately oriented; 55.0%) than mitigating (i.e., publicly oriented; 8.8%) behaviors. Although the residents are motivated to behave equally for private and public purposes in initial conservation efforts, they tend to exhibit adaptive behavior more frequently than mitigating behaviors. These results serve as a reference in encouraging China’s residents to act pro-environmentally and use energy conservatively, thereby contributing to environmental and energy saving education for the society.

This study evaluates the differences between risk predictors and risk perception regarding water pollution. Specifically, it focuses on the differences in risk perception between factory workers and lay people situated in textile industries near the River Sosiani in Eldoret, Kenya. The lay people are divided into two groups. The respondents living downstream are situated mostly in town centers and at the mid/lower parts of the river, and the respondents living upstream are mainly found at the upper parts of the River Sosiani. Data were obtained from 246 participants using questionnaires. Several factors influencing risk perception were selected to evaluate the degree of perceived risk amongst the groups. Descriptive statistics, mean score and correlation analyses, and multiple linear regression models were used to analyse the data. The one-way ANOVA results showed statistically different levels of risk perceptions amongst the groups. The partial and bivariate correlation analyses revealed the differences in scientific knowledge between respondents upstream and downstream. The multiple linear regression analysis showed that each group used different variables to determine risks in the region. In the factory group, 56.1% of the variance in risk perception is significantly predicted by sensorial factors, trust in the government’s capacity to manage water pollution and the impact of water pollution on human health. About 65.9% of the variance in risk perception of the downstream inhabitants is significantly predicted by sensorial factors, the possibility of industries generating water pollution, and previous experience with water pollution. For the respondents located upstream, age, sensorial factors, trust in the government and the possibility of being impacted by water pollution factors significantly predicted 37.05% of the variance in risk perception. These findings indicate that enhanced public participation in water governance amongst the residents of Eldoret town is needed, along with an understanding of the different characteristics of the respondents in the region during risk communication. This will boost awareness in the region and promote the adoption of better practices to minimise the adverse effects of water pollution faced by the region.

Increasing waste production is a serious problem for every country with substantial waste management initiatives. This challenge can be addressed by establishing waste reduction as a strategic policy. To this end, a project prioritizing community-based composting was implemented in Vietnam’s Thua Thien Hue province. The project mandated that the actors involved (i.e., local authorities, assistance groups, and residents) separate out organic waste for composting. To understand more fully how this policy could be implemented more successfully, first, the present study examined the links between local authorities’ support, groups providing assistance to residents during initiatives, and the project’s outcomes. Second, the research focused on the autonomous motivations influencing this project. These two points made our study novel. A case study design was applied based on self-determination theory and an adapted institutional analysis and development framework. Content analyses of qualitative and secondary data were conducted to examine the framework’s relevant components. Focusing on the psychological states approach, results showed that autonomous motivation was the main driver of waste separation and was activated by the local authorities’ autonomy support, deployed via an assistance group consisting of a waste collector and village leader, as well as other community attributes. These factors therefore affected the project’s outcomes. The research demonstrates the need to advocate local authorities’ autonomy support and residents’ autonomous motivation for waste separation.

Given a lack of consideration for the role and importance of stakeholders and the importance of stakeholders in the operation of biomass power plants in China, a comprehensive analysis oriented toward stakeholder risk management is needed to further develop the country’s biomass energy industry. Accordingly, we analyzed institutional factors that contribute to or constrain progress in biomass power generation in China. Data were collected from 275 straw suppliers (farmers) living around a biomass power plant, 15 middlemen, five power plant managers, and five local government officers. Interviews were held with all the participants, but questionnaires were additionally administered to the straw suppliers. Results showed that: (1) risk transfer in the biomass supply chain is one of the reasons why farmers are unwilling to supply straw; (2) middlemen are vital intermediaries between biomass power plant managers and farmers as a middleman-based biomass supply system is necessary to guarantee the quantity of straw supply, and; (3) the institutional structure that underlies the Chinese biomass energy industry is immature.

This research examined cooperation among core Thai government organizations involved in achieving the energy-from-waste (EFW) targets stipulated in the country’s 2015 Alternative Energy Development Plan (AEDP). To this end, we used the institutional analysis and development (IAD) framework to illuminate the intricacies of such collaboration, which reflects interactions that flow logically from the decisions and measures taken by actors as they deliberate over relevant situations. Data were obtained mainly from government documents and in-depth interviews with employees of the collaborators that are directly involved in the development and implementation of AEDP 2015. The concept of cooperation intensity was used to inquire into the cooperative interactions of the aforementioned government organizations and analyze the factors and conditions that influence these actors’ decision to work with one another. We focused on the effects of institutions on cooperation under the AEDP policy process. To strengthen the novelty of this work, we categorized cooperation intensity into five levels, which can serve as guidance in the evaluation and improvement of collaborative endeavors. These levels are reflected in collaboration through (1) the pursuit of common goals and mutual benefits, (2) the pooling of resources, (3) the sharing of responsibilities, (4) the synchronization of activities, and (5) the monitoring of partners. Using the proposed cooperation intensity levels, we identified the following causes of ineffective cooperation: Differences in perceptions of problems related to municipal solid waste (MSW) and the prioritization of solutions put forward by the individual actors; the actors’ commitment to different solutions; the inconsistency among responsibilities, actions, and control over the expected outcomes of the actors; the failure of the actors to clarify and synchronize related and duplicate policy activities; and the unwillingness of the actors to undergo checking and monitoring. Overcoming these problems necessitates the enhancement of communication, which would reinforce cooperation given that effective communication leads to perfect information and an improved understanding of other actors.

The insufficiency of waste treatment capacity is a considerable challenge that must be solved by cultivating concern for waste problems. Correspondingly, this research investigated waste separation behavior (WSB) in rural Vietnam, specifically among 298 rural and semi-rural households, which were divided into livestock and non-livestock groups on the basis of livelihood. The study’s objectives were to identify differences in WSB and waste separation performance between these groups using an independent samples t-test and to introduce new WSB-related constructs associated with the theory of planned behavior (TPB). The constructs, namely, awareness, perception, and socioeconomic factors (the ownership of a garden, the number of pigs and chickens raised, and the money saved from using waste), were incorporated into multiple regression models of the household groups. Results showed that the livestock group exhibits more positive attitudes toward waste separation, greater concern for subjective norms, a stronger awareness of the negative effects of waste, a more well-developed perception of the encouragement of waste separation, and higher waste separation performance than does the non-livestock group (p < 0.01). The multiple regression analyses indicated that the presence of a garden—a feature characteristic of rural areas in Vietnam—is a very significant and powerful factor that affects the locals’ waste separation habits (p < 0.01). This finding is attributed to the fact that gardens are convenient places for disposing of waste. Another determinant of waste separation performance in the entire community is trust in the waste management capabilities and policies of local authorities. In the livestock group, all the proposed socioeconomic factors are significantly correlated with WSB (p < 0.01). In particular, households engaged in small-scale livestock farming present potential to initiate waste separation given the tendency of families who rear a few chickens to use waste as animal feed (β = −0.157, p < 0.01). Win–win outcomes are achieved by the livestock group when they segregate waste and use it as livestock feed. Finally, the newly introduced TPB constructs effectively represent WSB in the chosen context.

In 2017, China enacted its “most stringent command-and-control” directive for regulating air pollution in major Chinese cities as part of the initiative to achieve the Air Pollution Prevention and Control Action Plan established by the government. This study explored the directive's effects on the public's risk perceptions of haze in the country. Specifically, we identified public views regarding haze-related risks, the factors that influence their perceptions, and the changes in such perceptions by administering questionnaires to residents of implementation and non-implementation areas in Tianjin City before and after six months–regulation application in the metropolis. The panel data obtained from the survey were then subjected to difference-in-differences analysis. Surprisingly, the analysis showed that the directive significantly reduced the public's perceptions of risk, even when we controlled for factors related to knowledge, attitudes, health conditions, and expectations from government governance of air pollution. This finding suggested that the evaluation of other control measures that prohibit all construction-related activities during winter and the subsequent formulation of optimal solution and clarification as to what constitutes sustainable energy usage. The external costs of such use should be considered in policy making.

Since textile industry has been claimed to endanger the environment and human health, the insight of textile firm behavior regarding chemical use and discharge is vital for designing environmental risk management strategies. This study aimed to explore the dynamics of responses to the restriction of nonylphenol (NP) and its ethoxylates (NPEOs) among the Vietnamese textile manufacturers from the perspectives of attitude and the perceptions of adaptabilities, risks, benefits, and barriers. The chemicals are used as surfactants and are known to be responsible for endocrine disrupting effects. In-depth interviews were conducted with technical specialists from four textile firms and one chemical supplier. Regulatory and market situations with regards to the chemicals were also assessed. The findings revealed varied responses to chemical elimination where perceived technical risk, financial risk, benefits, and barriers played different roles in driving a certain action. The attitude towards chemical restriction was shaped by the trade-off between perceptions of financial risk and benefits and was moderated by market strategy. Efforts, such as enhanced washing or reductions in the dose of NP/NPEOs, imply the potency of continuous discharge of these chemicals into the environment, suggesting critical investigations on NP/NPEOs removal to prioritize actions for balancing between economic growth and environmental protection. Poor access to new policies and technological and chemical innovations was the most important barrier among private firms, highlighting the roles of non-governmental textile and garment industrial/trade associations in enhancing their members’ informative capacity. The study reflects the significance of incorporation of firm behavior research into environmental risk management practice.

Project organizational culture (POC) has been recognized as a significant influencing factor of the success or failure of a project. Although numerous studies on this topic have been conducted to develop organizational culture models, these have mainly been for generic business settings, and one has not yet been developed for construction organizations at the project level. The aim of this chapter was to perform this task in Vietnam. A case study shows that cultural artifacts were arranged into a five-factor project organizational culture framework: “Project goal setting,” “Contractor assurance,” “Cooperative emphasis,” “Empowerment assignment,” and “Workforce emphasis.” The chapter’s findings suggest that the construction contracting organizations are more focused on the culture of mission and adaptability, with a relatively higher emphasis on clear project goals and contractor assurance. They favored a culture of involvement less, with a relatively lower emphasis on empowerment and workforce.

This article studies the challenges of Thai energy-from-waste (EFW) development from an institutional perspective. Policy capacity, described as conditions for effective policy development and implementation, of the main government organizations involved in EFW development under the Alternative Energy Development Plan (AEDP) 2015 is examined. Adopting the variables used under the institutional analytical and development (IAD) approach, we modified the analytical framework for policy capacity by categorizing factors contributing to policy capacity into elements (skills, resources, and process) that affect the decisions and actions of actors of government organizations. Then, the results from the in-depth interview were interpreted through a modified analytical framework to examine policy capacity at the organizational and systemic level of government organizations involved in EFW development. We believe that a modified analytical framework for policy capacity is compatible with the IAD approach and can facilitate the utilization of policy capacity for further analysis under the IAD approach. Moreover, the modified framework can encourage a better understanding of current policy capacity and its impacts on other organizations, since an organization values its own policy capacity and others’ policy capacity differently. Consequently, this understanding can benefit the improvement of cooperation among Thai government organizations involved in EFW development.

This study proposed an integrated modelling framework and a modified method for evaluating non-carcinogenic health risks from nonylphenol (NP)-contaminated food consumption. First, a fugacity-based multimedia model and a food web bioaccumulation model were adopted to predict the distribution of NP in the Can Giuoc river and the bioaccumulative concentrations in biota. Next, local people’s exposure to NP was quantified using the accumulative concentrations and the data of fishery products intake from a questionnaire survey distributed among 203 local people. Then, human health risk was evaluated in terms of fishery products intake and intake frequency which were each derived from the same survey. The study revealed that human health risk would exist, although the obtained bioaccumulation factors for the consumed organisms were lower than the bioaccumulation criteria. Consuming 141 g or more per serving of riverine food products resulted in an average NP intake exceeding 0.005 mg/kg of body weight per day among 45–73% of the local adults, of whom pregnant women or young and potential mothers accounted for 10–21%. Seventy-nine percent was the highest rate of the population to be at risk under medium river flow rate when food-intake amount and intake frequency were taken into account. Ingesting 70 g per serving of more contaminated species, such as whiteleg shrimp and small fish, less frequently could lead to less risk exposure than ingesting 267 g per serving of less contaminated species, such as sand goby and climbing pearch, more frequently. By coupling food intake with intake frequency, the modified method enables the studying of human health risk from NP-contaminated food consumption to be conducted with more care, and so benefits risk communication at local level.

The ubiquitous surfactants nonylphenol (NP) and its ethoxylates (NPEOs), which are known as endocrine disrupters, have appeared in the lists of restricted chemical substances, monitoring programs, and environmental quality standards of many countries due to their adverse effects. Recent studies have reported alarming levels of NP, as the final metabolite of NPEOs, in Vietnamese urban waters, whilst response to this issue is negligible. With the aim of addressing how the public perceives and expects to avoid the risk of endocrine disrupting surfactants (EDSs), the study tested the hypothesized roles of specific knowledge, general knowledge, and perceived uncertainty using structural equation modelling. The findings revealed that different types of knowledge played certain roles in explaining risk perception, risk acceptability, and self-protective response, which are distinguished by experience amongst the public. Evidence of the mediating role that perceived uncertainty may play in the decrease of risk perception and the increase of risk unacceptance has been provided. The insights gained from the study may help answer why the public are in favor of taking non-diet-related self-protective measures rather than changing their dietary habits, which illustrates a comparison with the basis of health belief model. The needs for building cognitive capacity amongst the public, particularly pregnant women and young mothers, and risk communication concerning endocrine disrupting contamination linked to reproductive health are highlighted.

Given the abundant straw resources in Northeast China and the huge external costs associated with fossil fuels, straw-based biomass power plants have emerged as a popular alternative to coal-fired power plants. The sustainability of these green alternatives depends on straw supply from farmers, yet little is known about their perceptions regarding such supply because of a lack of cooperation in the supply chain. To better understand farmers’ opinions on supplying straw, this study examined their trust in middlemen, perceptions regarding risk in straw supply, the possibility of reducing transaction costs, and their willingness to supply straw. Data were collected from 275 farmers in the national bioenergy industry area in Wangkui County, Northeast China. We investigated the theoretical and empirical connections between trust and risk perception, trust and the possibility of reducing transaction costs, and trust and willingness to supply straw. The results indicated that education, income, and trust factors explained farmers’ risk perceptions, the possibility that they will reduce transaction costs, and their willingness to supply straw. On the basis of the analysis, a model of the influence of trust on straw supply was established. The overall findings indicated that biomass power plants and middlemen must build trusting relationships with farmers to ensure sustainable biomass supply.

The textile industry is a significant source of nonyphenol and their ethoxylates, which are suggested to be responsible for endocrine disruption in wildlife and humans. This study is a comparison of two conventional wastewater treatment processes in a cotton and a synthetic fiber factory in Vietnam, with regard to the distribution and removal of nonyphenol ethoxylates and nonyphenol throughout each process. Diverse trends in the distribution of nonyphenol ethoxylates in wastewater from factories, distinguished by their raw materials, could be revealed. Primary coagulation might not perfectly facilitate nitrification in the secondary activated sludge process regarding pH. Nevertheless, satisfactory removals were achieved during coagulation and activated sludge processes in both systems. The roles of long hydraulic retention times (21 and 16 h, respectively), low organic loadings (0.1 and 0.2 gCOD/gMLVSS.day, respectively), extended solids retention times (61 and 66 days, respectively), and mixed liquor suspended solids of greater than 2000 mg/L have been demonstrated. The findings provide evidence and a better understanding of nonyphenol ethoxylate and nonyphenol removal efficacy as well as influencing factors in Vietnamese textile wastewater treatment. The results are beneficial for the textile industry in Vietnam regarding investment decisions for wastewater treatment.

Cultural influence has recently received significant attention from academics due to its vital role in the success or failure of a project. In the construction industry, several empirical investigations have examined the influence of culture on project management. The aim of this study is to determine the impact of project organizational culture on the performance of construction projects. A total of 199 completed construction projects in Vietnam with specific data gathering through questionnaires were analyzed. The findings reveal that contractor commitment to contract agreements is the most significant cultural factor affecting project performance. Goal alignment and reliance, contractor commitment, and worker orientation (i.e., commitment to workers) contribute to improved overall performance and participant satisfaction. Contractor commitment and cooperative orientation enhance labor productivity, whereas goal alignment and trust and contractor commitment ensure learning performance (i.e., learning from experience). The findings of this study may assist construction professionals in implementing practices that can contribute to the sustainability and success of construction projects.

Much research in recent years has analyzed the ecosystem service aspect of forests, while highlighting the need for sustainable forests. Forest management mechanisms at an inter-institutional level in Japan have been identified to hinder the implementation of forest management that is focused on the equal production of ecosystem services. This study presents an institutional analysis of unsustainability risk causality in a private industrial forest in Kochi Prefecture, Japan, from an ecosystem perspective incorporating common ecosystem service hazards that affect the sustainability functions of forests. This was performed with the aim to offer a basis for a less complicated analysis of ecosystem service hazards in industrial forests and to provide causal clarity at different institution levels. It was found that due to Japan’s systematic top-down forest management approach with the law at the top, vertical relationships cause direct and indirect negative horizontal relationships at each institutional level. To mitigate vertical and horizontal effects, institutional adaptions must be performed to address a combination of satisfier and hygiene factors. Under current conditions of non-enforceable forest policy, objectives and decisions regarding policy and management instruments at the national level must be integrated. This requires effective and adaptive multi-level institutional governance.

This paper presents an expert evaluation of the subsidy scheme for private forest plantations in Kami City, Kochi Prefecture, Japan, to determine whether the twelve currently available subsidies are designed to realize national biodiversity goals. Subsidies for forestry practices are often criticized for rarely achieving planned outcomes and for environmental threats. Threats to natural balance of private forest have been observed in Kochi Prefecture, suggesting that current forestry subsidies may not be achieving national objectives. The utilization objectives, type of management, requirements, area, intensity, and subsidy rates were contrasted to the three forest multifunctionality objectives of the National Biodiversity Strategy of Japan (NBSJ) 2012–2020, to identify subsidy weaknesses. Focus group discussions (FGD) were conducted in the study site, as well as Bavaria, Germany and Steiermark, Austria, to get a big picture of how experts in these comparable management areas evaluate the Kochi subsidy scheme. Analyses were performed based on a combination of framework analysis and constant comparison analysis. It was found that realization of vertical multifunctionality is hindered due to lack of site-specific management. A six-point proposal for restructuring the subsidy scheme, leaned on results, and the Bavarian subsidy scheme was made. To improve vertical multi-functionality, subsidy schemes should focus on forest owner integration and site-specific, long-term oriented forest works.

The rapid expansion of the biomass power generation industry has resulted in the conversion of substantial agricultural waste (crop straw) into energy feedstock, thereby increasing the income of farmers and promoting the development of rural areas. However, the promising industry faces financial deficits because of difficulties in collecting straw from farmers. To determine strategies for overcoming the biomass supply problem, we apply Stackelberg game theory in modeling the Chinese biomass supply chain and design incentive scenarios under stakeholder risk perception. We illustrate the proposed methodology through an empirical case study on China and demonstrate the effects of incentives on farmers and middlemen. Results show that with incentives, straw quantity and stakeholder profit are expected to increase. Incentives exert a particularly remarkable effect on farmers, with such inducements producing the highest social welfare. Moreover, perceived risk dramatically affects stakeholder profit. Mitigating the risk perception of farmers is expected to significantly advance the development of the biomass power generation industry, increase stakeholder profit, and decrease the amount of incentives needed.
