Considering current trends in the development of green economy and introduction of ESG-principles, the issues of investment attractiveness of enterprises, industries and regions are gaining attention. The literature review has shown that not all available methodologies for assessing regional investment attractiveness take into account the determinants of negative anthropogenic impacts on the environment. The present study aims to assess the investment appeal of the basic industries of the East Kazakhstan region in the context of green development and outline ways to attract more green investment in the region. The research methodology involves comparing the indicators of investment attractiveness of regional basic industries with their green attractiveness, characterised by investment in environmental protection. Additionally, a decoupling index was included in the model in order to examine a possible mismatch between the economic growth of regional industries and their pollution rates. Official statistical data for 2015-2019 were analysed. The study concluded that manufacturing is the only industry with a high green attractiveness, although it has a medium investment attractiveness. Given the need for industrialisation and diversification of the economy in East Kazakhstan, local authorities are recommended to focus on improving the investment climate in this sector. Agriculture and construction have high investment attractiveness, while mining and electricity supply are characterised by above average attractiveness. However, all these sectors remain unattractive in terms of environmental investment. To increase green attractiveness of the aforementioned industries, the study suggests to develop an effective mechanism for financing green projects, as well as to apply government regulation tools aimed at improving the efficiency of environmental investment. Further research may be related to the substantiation of such regulatory measures.

The purpose of the study. We hypothesize that the use of a point-rating system in teaching helps to increase the student’s internal motivation in studying the discipline, improves the quality of education. Then the purpose of this study will be to analyze and evaluate the effectiveness of the use of the point-rating system for evaluating students’ knowledge for the Management direction. The study is mainly aimed at determining the impact of the point-rating system on the quality of students’ knowledge and skills acquisition in the study of the discipline “Business Process Management”, as well as analyzing students’ perception of this assessment system and its impact on learning motivation, activity in the classroom and self-assessment of their knowledge. The research methods. Let’s consider how the process of forming the point-rating system is in the study of the discipline “Business Process Management”, based on the statistical data of the lecturer, we will test the hypothesis of improving the quality of knowledge when using the methodology of the point-rating system based on the results of the work of second-year students of the Faculty of Higher school of management; we will identify the degree of motivation of students to master the educational program. We will analyze the students’ academic performance at the time of accumulation of points and during the exam, present a comparison of the results of the accumulated assessment and the final one. The information base of the study was the material of classes at the Financial University under the Government of the Russian Federation on the discipline “Business Process Management” for second-year students of the Management programResults. An important place in the educational process management system is the point-rating assessment system. As already noted, one of the goals of the point-rating system application at a Financial University is to stimulate the systematic work of students during the semester (module). This means that the lecturer must develop the system so that students complete assignments systematically, not just when the next grading checkpoint is approaching. It is the systematic fulfillment of the proposed tasks that guarantees the full study of the discipline, improving the quality of study and, importantly, increasing the motivation of students to acquire knowledge. The results of the study showed the effectiveness of this technique and its focus on the personal characteristics of the student. A student can gain points by completing a given amount of work, setting priorities independently. At the same time, the quality of education does not decrease. Conclusion. The use of the point-rating system in modern universities has long been a matter of habit. However, the requirements for the quality of teaching are increasing every year, on the part of both students and employers. This study identifies the stages of improvement by quality management using the PDCA cycle in the development and use of the point-rating system for evaluating knowledge in the learning process, analyzing teaching and making changes and additions. The tools of these approaches are described, as well as ways to improve the quality of teaching using the example of the discipline “Business Process Management”.

The conducted field studies made it possible to determine the degree of COVID-19 pandemic influence on the enterprises’ activities in the East Kazakhstan region, and found out the opinion of employers about the forms of state support for maintaining employment when switching to a remote work format. The researchers faced a number of tasks to determine the degree of COVID-19 pandemic impact on the activities of enterprises in the region. It was necessary to find out how the restrictions on profits were affected and what measures were taken by employers to reduce costs, as well as to identify the degree of remote work impact on productivity. The research is based on the methodology proposed by the International Labor Organization to identify the risks of employers in the context of the COVID-19 pandemic. The proposed questionnaire was adapted to local conditions. The survey was conducted among employers of one of Kazakhstan industrial cities at a time when not all restrictions were lifted, which allowed authors to obtain reliable information. Studies have confirmed the hypothesis that digitalization provides an increase in the efficiency of a modern enterprise and is able to maintain the level of employment under the constraints caused by the COVID-19 pandemic, provided that an environment is created for its application. The risks identified during the survey can be studied and taken into account by public authorities, financial organizations and other stakeholders when planning measures to restore the real sector of the economy from the crisis.

The purpose of the study. Today, on the basis of modern universities, favorable conditions have developed for the development of innovations, scientific developments in various directions. At the same time, financing universities from the state budget does not stimulate them to profitability and competitiveness, which may lead to a lack of motivation for the introduction of commercial approaches. Another problem is that state organizations are often characterized by complex procedures and bureaucratic clumsiness, which makes it difficult to implement commercial management methods and business approaches. The presented research is aimed at identifying the features of the business process of commercialization in public educational institutions in order to find conditions for its optimization. The topic of finding ways to optimize business processes can help budget organizations become more effective in commercializing software development for electronic computing machines and further promoting information technologies in the domestic market. The research methods were determined based on the purpose and include the analysis of scientific publications on the research topic, the method of concretization, analysis and synthesis, practical modeling, timekeeping method, employee surveys and other methods. The information base of the study was the activity of one of the structural divisions of Tomsk State University. The Competence Center for Corporate Information Systems division was established at Tomsk State University in 2019 as part of the implementation of the Digital University program to optimize the project management system based on the 1C-Bitrix24 platform. 1C-Bitrix allowed introducing digital modules of electronic document management into all systems and processes of the University into the work of Tomsk State University. At this stage of the implementation of the Digital University program, the university is taking measures to put into operation the module for the registration of business trips of employees in electronic form in the "one window" modeResults. Commercialization of software development for electronic computing machines is necessary, first of all, to make a profit and develop the developer company. If innovative developments do not turn into commercially successful products, then the company may face financing problems (including in the case of government organizations) and even financial losses. The result of the study is an optimized process of commercialization of software development for electronic computing machines for Tomsk State University during the implementation of the Digital University program in 2022. The business process was studied and an option was proposed to reduce the time of passing the stages, which in turn will lead to financial savings. The result of the study was implemented in the activities of the Competence Center for Corporate Information Systems of Tomsk State University.Conclusion. The implementation of the technology commercialization process can be led by the relevant structural units being created in universities that would be engaged in the promotion of R&D and at the same time a base for their organizational and technical support was formed. Stakeholders here are: university research and teaching staff, students, university administration, consumer companies, interested private entrepreneurs, the public and authorities. All sides of the relationship should benefit from the work of such departments of universities.
