The organization of a territory relies on a group of transformations produced by economic, environmental, and social emergencies, generating disruptions along with history. Furthermore, every new scenario generates a considerable impact, which makes it more difficult to recover from increasing urban ecological footprints. COVID-19-emergence-aware cities face new challenges that will test their resilience. This new outline constitutes a study regarding urban planning from an environmental and resilience perspective within this new pandemic state of emergency. It contains four main topics: emergent cities, natural resources, sustainability, and resilience. The document shows a case study carried out in a Colombian town named Cajicá, where a bibliometric inquiry conducted with PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) adjustments was managed, tested on forty-one scientific papers; all the above were verified by VOSviewer software tools. The study reveals the creation and visualization of several keyword networks and relations retrieved from all the selected articles, along with the use of eight additional documents for all relation analyses. Sustainability and resilience are the main findings, supported as a process of functionality within urban planning. Sustainability findings’ results are prioritized, along with resilience analysis processes, which are both frameworks used during the COVID-19 pandemic; they constitute the main argument within this set of changes, building on alterations of lifestyle and behavioral situations within the main cities.

Since their introduction, blockchain applications have been numerous and varied, allowing for the resolution of many issues previously considered insurmountable. In the field of health records management, the storing of electronic health records (EHRs) has been one of the topics of greatest interest to academics, though its implementation using blockchain technology has not been without flaws. Therefore, the objective of this research is to select the blockchain protocol that provides the best performance given the scalability issue in the implementation of a BT-based EHR system in a high-priority healthcare institution (HP–HI). To achieve this objective, a discrete-event simulation tool and the AHP technique are both combined, to model the selected blockchain protocols and to analyze the output data. Ethereum protocol emerges as the platform with the best overall performance for the HP-HI under consideration. This result is based on a rigorous analysis of three blockchain protocols–Ethereum, Dogecoin and Bitcoin–and five criteria to evaluate the scalability in BT-based EHR systems: sent transactions, received transactions, failed transactions, nodes, and cost. This research is the first practical study to assess the implementation of BT-based EHR systems in the context of the Colombian health system. This research also integrates a general evaluation framework that can be replicated to other similar HCs. In light of the scalability problem studied, Ethereum protocol is consistently the most appropriate blockchain solution for the selected HP-HI. This result is in line with previous research on BT-based EHR systems. The problem-solving integrated approach discussed in this research can also be replicated to other similar HCs to improve their performance against pandemics such as COVID-19.

Este estudio presenta un protocolo de preservación de rastros y evidencias digitales ante ciberincidentes por medio de diferentes niveles de acceso de usuarios, con base en la informática forense. La aplicación de nuevas herramientas y sus funciones permite conservar información que puede esclarecer los tipos de ataques, la dinámica del delito, su materialidad y su autoría. Este es un protocolo que determina la primera respuesta digital, clasificada por niveles de urgencia, para apoyar la toma de decisiones manteniendo la cadena de custodia según el riesgo de volatilidad de los datos. Se concluye que este protocolo apoya el esclarecimiento de un ciberincidente y permite la correcta conservación de los datos, de manera que cada organización atacada pueda decidir qué datos debe priorizar en la identificación y la protección de la información.

Urban planning is recognized as an interaction between the state and society, which aims to articulate public policies in the territory, facilitating their administration in favor of greater development and well-being of society. However, this interaction becomes complex because consumption demands increase, and the carrying capacity of the urban ecosystem to supply them is exceeded, hindering its sustainable functionality. With this overview, it becomes relevant to study urban planning from a sustainable environmental planning perspective, based on four topics: urban planning, sustainability, resilience, and smart cities, which are developed throughout the document by means of a chronological study. A bibliometric study was used through a Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) adjustment to 87 articles, supported by VOSviewer®, which allowed for the construction and visualization of the co-occurrence networks of key words extracted from the selected articles. Likewise, 16 documents more were used for the co-occurrence analysis. The main result is to consider cities with a complex systems approach that works like a gear; the relationship between inter-urban and intra-urban processes is the key factor that allows for an understanding of their synchronization; therefore, deepening of each of these topics is crucial to the ideal of a territorial administration involving time scales and adaptive cycles, allowing for the provision of new tools for concepts such as carrying capacity and the measurement of the ecological footprint.

Con la globalización, las entidades educativas tienen el reto de emitir certificados seguros que garanticen su autenticidad y eviten la falsificación. El objetivo de este estudio es modelar un sistema Blockchain capaz de implementar el servicio de autenticación de certificados estudiantiles para distintas entidades educativas de la nación. Los factores que se tuvieron en cuenta para el desarrollo del modelo fueron la teoría del funcionamiento de la tecnología Blockchain, la herramienta de autenticación automática más robusta en la actualidad, y la adaptación del modelo de autenticación en certificados como servicio. Con este diseño se fomenta el uso de Blockchain como servicio de autenticación y se muestra su aplicación para en un futuro se pueda implementar el modelo en todas las entidades educativas que generen con seguridad sus diplomados y/o certificados.

Este estudio sobre la robótica creativa presenta un estudio de caso en el que se integra la cultura inclusiva Maker al aprendizaje en la institución de educación básica Capistrano de Abreu, en São Paulo, Brasil. Se presentan las estrategias y acciones pedagógicas basadas en la planificación didáctica y la formación para los profesores. Los resultados y aportes de este estudio hacen sugerencias para que los educadores y los sistemas escolares logren la inclusión digital a través de la robótica creativa, el movimiento Maker y elementos del Design Thinking. Estas herramientas educativas promueven el protagonismo del estudiante y potencian sus capacidades en medio de una comunidad necesitada, que en su mayoría tiene poco acceso a la tecnología de la información y la comunicación digital en sus contextos sociales.

La teoría de sistemas dinámicos, junto con la probabilidad y las proporciones de la entropía, sustentan una nueva metodología diagnóstica predictiva que diferencia estados normales, agudos, crónicos y progresión hacia la enfermedad. Desarrollar simulaciones físico-matemáticas de procesos de evolución de pacientes con estados cardiacos agudos. Se tomaron 5 dinámicas cardiacas de pacientes en la Unidad de Cuidados intensivos, con estados cardiacos críticos, a partir de las cuales se realizaron simulaciones tomando como base las alteraciones de los valores de las frecuencias cardiacas máximas y mínimas y el número de latidos/hora. Se construyeron los atractores de cada secuencia, se calculó la probabilidad, la entropía y las proporciones de la entropía del atractor, y se compararon las simulaciones para establecer cuantitativamente estados de mayor o menor gravedad. Las medidas de probabilidad, entropía y proporciones de la entropía del atractor permitieron cuantificar el nivel de gravedad de las simulaciones logradas. Las simulaciones logradas revelan la eficacia de la metodología para la detección de alteraciones aun de carácter muy leve en estados agudos, confirmando su carácter preventivo en la práctica clínica al proporcionar cuantificaciones de los cambios de la dinámica en el tiempo. Dynamic systems theory, along with probability and entropy proportions, support a new predictive diagnostic method that differentiates normality from acute, chronic, and “progression-to-disease” dynamics. To develop physical-mathematical simulations of evolution processes of patients with acute cardiac dynamics. Five electrocardiographic traces of patients admitted into the Intensive Care Unit with critical cardiac dynamics were used to perform simulations, taking into account the alteration of minimal and maximal heart rates, as well as the quantity of heart beats per hour. Cardiac attractors were then built from each sequence, with the probability, entropy and proportions of entropy for all attractors, being calculated. Finally, the simulations generated were compared to quantitatively establish dynamics of greater or lesser severity. The measurement of probability, entropy, and proportions of entropy of attractors, the severity of cardiac dynamics to be quantified. The simulations obtained reveal the efficacy of the methodology for detecting alterations of cardiac dynamics, and even slight changes in acute dynamics. This demonstrated its preventive capacity in the clinical praxis in order to provide quantifications of changes of the dynamics in time.

The impact of COVID-19 has challenged science in its quest to control and mitigate it through a new vaccine. This is why the world's research centers and laboratories are in serious competition over time to offer humanity an effective vaccine that prevents the spread of this virus. From a technological point of view, the challenge is to manage the distribution of this next vaccine, from its generation anywhere in the world, to the site of application to the population. The research results approximate the solution to the design of a secure Blockchain-based supply chain surveillance design, to control the variables and critical points of the next distribution of vaccines worldwide. The expected impact of the application of this new design will be the confidence of the population in the quality of the vaccine, in the generating laboratory, and it supplies.

Heart dynamics have been studied via different approaches such as heart rate variability; however, recent analyses have been incorporated from the fields of theoretical physics and mathematics to develop diagnostic methodologies of clinical utility. To show the diagnostic capacity of a methodology designed to discriminate normal dynamics from acute cardiovascular disease dynamics of patients in intensive care units. ology: The data of Holter registries were taken from 120 subjects, from which 30 were clinically diagnosed as normals and 90 exhibited different cardiac pathologies. The minimal and maximal heart rates, as well as the number of heartbeats for each hour, were obtained to generate chaotic attractors. These were measured through grids according to the Box-Counting method to determine if the dynamic is acutely pathological, normal, or in evolution. The sensitivity and specificity, as well as the Kappa coefficient, were calculated to determine the effectiveness of the mathematical method with respect to the clinical Gold Standard for diagnosis. The values of fractal dimension did not allow the differentiation of normals from disease. However, values obtained with the Kp grid did enable differentiation of normality versus abnormality, with values of sensitivity and specificity of 100% and a Kappa coefficient equal to 1. Conclusions: a clinical application of a methodology based on dynamical systems, fractal geometry, and a chaotic mathematical law was conducted which allowed perfect differentiation of normality from acute cardiovascular disease in patients in an intensive care unit.

En una sociedad que se integra a la era de la economía del conocimiento, el aprendizaje en defensa digital para adolescentes es fundamental, en especial para los técnicos de redes informáticas. Este artículo presenta una propuesta formativa desarrollada en el Instituto Federal de São Paulo - Campus São Paulo Pirituba, estructurada en cinco ejes de estudio para la gestión y seguridad de la información, así como los proyectos integradores surgidos en este curso. Participaron 42 estudiantes de educación técnica integrados a la escuela secundaria, quienes presentaron, desde sus intereses personales de indagación, cuatro trabajos sobre temas relacionados con la defensa digital: malware, prevención y capacitación, secuestro de datos y ciberacoso. Estos proyectos ponen en práctica los conocimientos aprendidos y su aplicación en investigaciones que forman parte de la educación profesional.

Currently, with the implementation of IoT, it is expected that medicine and health obtain a great benefit derived from the development of portable devices and connected sensors, which allow acquiring and communicating data on symptoms, vital signs, medicines, and activities of daily life that can affect health. Despite the possible benefits of health services assisted by IoT, there are barriers such as the storage of data in the cloud for analysis by physicians, the security and privacy of the data that are communicated, the cost of communication of the data that is collected, and the manipulation and maintenance of the sensors. This chapter intends to deploy and develop the context of the IoT platforms in the field of health and medicine by means of the transformation of edge and fog computing, as intermediate layers that provide interfaces between heterogeneous networks, networks inherited infrastructure, and servers in the cloud for the ease of data analysis and connectivity in order to implement a structural health monitoring based on IoT for application of early warning score.

Aims: The goal of this study was to evaluate the development of telemedicine in Colombia. Materials and Methods: Searched for laws in the Colombian legal system; the statistics of services and health operators was extracted from the unique system of habilitation; we looked for reports from the Ministry of Information and Communication Technologies (ICT), the demographic statistics was obtained from the National Administrative Department of Statistics. Data analysis techniques were applied to identify possible relationships between them. Results: In Colombia, since the proclamation of the legality of telemedicine in 2007, there are five laws, five resolutions, and three government plans. A total of 3,245 services have been implemented in telemedicine, distributed throughout the territory by 51,490 operators, the ICT penetration rate is 21.17% by fixed internet and 39.3% by mobile internet; the Colombian population is 49,882,091 people, 25,228,444 women and 24,605,796 men, who are distributed 76.97% in the urban sector and 23.02% in the rural sector, and the coverage of health services is 94.8%. Conclusion: The development of health services in the telemedicine modality has been driven by Colombian regulations since 2007 and the plans for the growth of ICT infrastructure since 2009; however, these services have not yet reached 100% of the territory, especially areas with difficult access. The Colombian peace agreement creates the National Rural Health Plan (PNSR), which is presented as the obligation to carry out health coverage in all the territories, especially those in the rural areas, for the implementation of the strategy related to the implementation of services in telemedicine.
