Areas of agricultural land in Lithuania have decreased from 2005 to 2021 by up to 2.4%. Agricultural lands that are no longer used for their main purpose are very likely to become abandoned and the emergence of such lands can cause a variety of social, economic, and environmental problems. Therefore, it is very important to constantly monitor changes of abandoned agricultural lands. The purpose of the research is to analyse the influence of seasonality on image segmentation for the identification of abandoned land areas. Multi-spectral Sentinel-2 images from different periods (April, July, and September) and three supervised image segmentation methods (Spectral Angle Mapping (SAM), Maximum_Likelihood (ML), and Minimum distance (MD)) were used with the same parameters in this research. Studies had found that the most appropriate time to segment abandoned lands was in September, according to the SAM and ML algorithms. During this period, the intensity of the green colour was the highest and the colour brightness of abandoned lands differed from the colour intensity of other lands.

This paper describes and critically reviews an important but under-theorized value capture mechanism that we have termed “vertical allocations” (or vertical exactions). This mechanism enables cities to capture value vertically by allocating floor space for public utilities in privately owned, mixed-use, vertical development. As a value capture tool, vertical allocations allow the government to tap value uplift to supply the nearby neighborhood, and the city as a whole, with much needed public services. The owner or developer is required to make in-kind contributions in the form of spaces provided for a range of public facilities such as schools, preschools, community centers, and public medical clinics. While focusing on vertical exactions in Israel we explore how a certain share of land/floorspace can be allocated for public amenities in a given project. There are several legal pathways for securing public floorspace including negotiated agreements, land readjustment and expropriation. The findings show that unclear policies and regulations could create frictions between developers and municipalities, and these raise the nexus question as well as debates about construction costs and financial contributions developers have to make. Specifically, the paper finds that while developers often argue that cities should cover the costs of constructing public floorspace, city officials assert that the costs should be borne by the owners and developers.

In Europe and often worldwide, national and local government authorities utilise different means to stimulate economic development and environmental protection of the land through the application of land consolidation. The direction of these efforts should take into consideration the fact that some administrative regions may have a higher potential for land consolidation than others. This is supported by the Food and Agriculture Organization of the United Nations (FAO) that advises on the identification of favourable regions for implementation of pilot land consolidation projects. In many European countries, especially those receiving European Union (EU) support for implementation land consolidation projects, the scrupulous allocation of funds to the best suitable regions is very important. The research in this paper identifies a key set of criteria and offers multiple-criteria analysis-based approach to rank and prioritise administrative regions for implementation of land consolidation. This methodology is applied in the case study identifying Klaipeda district as a municipality with the highest potential for land consolidations in the Western part of Lithuania. The proposed framework will enable national and local authorities to identify and prioritise regions for land consolidation in a transparent way ensuring efficient management of resources and fair allocation of financial support.

Population ageing presents significant challenges for many countries, one of which is the provision of adequate housing. Developing understanding of the needs and preferences of ageing societies will be crucial in order to assist in the provision of suitable housing and communities that are sustainable in the long term. While a preference to ‘age in place’ is clear in the literature, comparatively less academic research is available on older people’s preferences for more specific housing and environment attributes. The aim of this study is to identify the main housing and environment characteristics that are linked to the health and wellbeing of the elderly and determine the preferences for such characteristics via a survey with UK residents aged 55+. The results indicate a strong preference for independent living and an increasing desire for bungalows in later life. Housing conditions, energy efficiency, thermal comfort, and home adaptions to facilitate ageing in place are particularly important housing characteristics to older people. The location and environment are also key drivers of housing preferences; a safe neighbourhood, accessibility to amenities, public transport, and a clean and walkable environment are particularly important. Preferences varied with age, but gender has a less significant impact on the preferences expressed. The findings of this study will be valuable for stakeholders engaged in housing policy and provision for older people.

H. sosnowskyi (Heracleum sosnowskyi) is a plant that is widespread both in Lithuania and other countries and causes abundant problems. The damage caused by the population of the plant is many-sided: it menaces the biodiversity of the land, poses risk to human health, and causes considerable economic losses. In order to find effective and complex measures against this invasive plant, it is very important to identify places and areas where H. sosnowskyi grows, carry out a detailed analysis, and monitor its spread to avoid leaving this process to chance. In this paper, the remote sensing methodology was proposed to identify territories covered with H. sosnowskyi plants (land classification). Two categories of land cover classification were used: supervised (human-guided) and unsupervised (calculated by software). In the application of the supervised method, the average wavelength of the spectrum of H. sosnowskyi was calculated for the classification of the RGB image and according to this, the unsupervised classification by the program was accomplished. The combination of both classification methods, performed in steps, allowed obtaining better results than using one. The application of authors’ proposed methodology was demonstrated in a Lithuanian case study discussed in this paper.

The management of abandoned agricultural land as well as their effective use are relevant for any country to a greater or lesser extent. An attempt to tackle the problems of ineffective utilization of abandoned agricultural land is made in Lithuania and elsewhere. While analyzing the issues related to abandoned agricultural land, a clear definition of an abandoned area is important to perceive as well as potential methods for the identification of such areas are needed to analyse. Also, in order to suggest an effective utilisation of abandoned agricultural land for sustainable land use in the country, the analysis and statistics of such land is important to undertake. The paper discusses the analysis of abandoned agricultural land in Lithuania, providing the dynamics of changes of abandoned agricultural land and the percentage distribution of such land across Lithuania. Also, the factors, which caused the abonded agricultural land appearance in Lithuania identified and described. The Remote Sensing method identified and analysed as the most effective methodology for abandoned agricultural land identification. A collection of spatial data on abandoned agricultural land was formed on the base of spectral images of the terrene obtained from an artificial Earth satellite and a map of abandoned agricultural areas was created upon applying remote cartographic methods.

As pedestrian zones are public spaces in urban areas, they are important in terms of meeting people’s needs. However, it is worth noting that attention should be paid not only to the development of the physical infrastructure, but also to a sustainable balance between the socio-economic and environmental aspects. To guide urban planning and management initiatives towards more sustainable patterns, it is essential to re-examine the already existing characteristics of cities, establishing how they are used and perceived by inhabitants. The present research suggests environmental, economic and social criteria that determine a greater vitality of pedestrian zones in cities and better life quality for the inhabitants. A questionnaire survey was used to assess common attitudes regarding the research topic in major cities in Lithuania. The multiple criteria decision-making COPRAS (COmplex PRoportional ASsessment) method was used for the formation of a priority queue. The research results showed the attitudes of inhabitants towards pedestrian zones in Vilnius, Kaunas and Klaipėda. The inhabitants of these three cities regarded social and environmental criteria groups as the most significant. Contrary to what was expected and anticipated, respondents do not consider economic criteria as playing a key role in the sustainable preservation and development of pedestrian zones.

Human economic activity is defined as an anthropogenic process that has a negative impact on natural environment. The urbanisation and agricultural development influence the environment mostly. In order to receive economic benefit to the above-mentioned activities, the landscape is changed, the soil is affected and pollutants are released into the environment. In the light of the fact that the identified processes and problems caused by them are global, the variety of international directives are designed to minimise the impact of anthropogenic activities on the environment. The territory of the Republic of Lithuania has a considerable amount of areas, where the economic activity is suspended, i.e. the land is abandoned. This is due to a variety of social, natural and economic reasons. This process can be perceived as opposite to the anthropogenic activity, however it is important to examine how it affects the environment, landscape or economic needs. These processes are relevant on the local and international level, therefore, the scientific results of this article may be useful for the professionals in various areas and further research. The research investigates the territory of abandoned agricultural land, which is to be urbanised in the future. Land cadastre data, spatial planning documents are analysed, a questionnaire-based survey is conducted, and the actual inspection in the area is carried out. The research results identify the causes for non-use of the land, and the impact of no economic activity on the environment, the landscape and the economic performance. To reach the set objectives, the data analysis, synthesis, induction methods have been used.

Brownfield land is one of the least exploited resources for urban development in a number of Eastern European countries. Establishing a rational strategy for redeveloping brownfields is an unambiguously complex task that requires considering a number of different economic, social, physical and environmental factors. The strategic decision-making has a long term impact on the quality of life, ecological balance and urban structure. Therefore, the paper is aimed at developing a comprehensive set of criteria that contribute to the redevelopment of brownfield land in urban areas. It focuses on six main development strategies that embrace creating residential, green, commercial, recreational activity and industrial areas or leaving land as a reserve. Geographic information system (GIS) tools are employed to collect the spatial information, obtain the initial set of criteria and derive the statistical data. Expert’s evaluations along with a statistical method of gauging the level of concordance of their opinion combined with Delphi method are used for determining significance of criteria within economic, social, physical (urbanistic) and environmental criteria groups. This study establishes the most significant criteria for implementing different scenarios of the brownfield land redevelopment in Vilnius, Lithuania. Developed framework will support the decision-making process in the brownfield land redevelopment aiding a sustainable urban planning.

It is widely recognised that the quantity and sustainability of new homes in the UK need to increase. However, it is important that sustainable housing is regarded holistically, and not merely in environmental terms, and incorporates elements that enhance the quality of life, health and well-being of its users. This paper focuses on the “soft” features of sustainable housing, that is, the non-technological components of sustainable housing and neighbourhood design that can impact occupants’ health and well-being. Aims of the study are to ascertain the relative level of importance that key housing stakeholders attach to these features and to investigate whether the opinions of housing users and housing providers are aligned with regards to their importance. An online survey was carried out to gauge the level of importance that the key stakeholders, such as housing users, local authorities, housing associations, and developers (n = 235), attach to these features. Results revealed that while suitable indoor space was the feature regarded as most important by all stakeholders, there were also a number of disparities in opinion between housing users and housing providers (and among the different types of providers). This implies a scope for initiatives to achieve a better alignment between housing users and providers.

The principles of sustainability have become particularly important in the real estate and construction sector over the past decade. Despite extended efforts to evaluate the sustainability aspects of the real estate development, very few attempts have been exposed in the scientific literature pursuing integrating the investors and real estate developers’ responsibility for the local community, regional economy and environmental problems within their financial expectations. The paper presents methodology enabling evaluating the balance of real estate development sustainability and financial viability issues during the feasibility study process. The Model for Real Estate Investment Evaluation Based on Sustainable Development Aspects proposed by the authors was applied to the case study of Lithuanian sports and entertainment arenas. By using multi-criteria decision analysis sustainability assessment of multi-functional arenas was carried out which disclosed that positive sustainability effects lays down on the owner’s and operator’s monetary liabilities.

Housing affordability is a multi-dimensional issue, yet it is typically defined and assessed quite narrowly in terms of financial criteria. The housing affordability problem encompasses more than financial costs of housing and extends to larger issues of social wellbeing and sustainability. Accordingly, a broader range of factors ought to be considered when defining and assessing affordability, particularly if more sustainable outcomes are desired from housing. A comprehensive system of criteria representing sustainable housing affordability, developed by the authors, is validated and analysed in this paper. The quantitative data analysis of surveys conducted with housing and planning professionals across the UK is used to determine stakeholder’s perceptions on the criteria contributing to sustainable housing affordability and to rank these criteria according to their importance. The paper establishes that professional opinions on this issue differ insignificantly across different regions of the UK, while it varies to some extent depending on the sector of housing industry.

Sustainability of the built environment is an increasingly prominent concern in academic and policy discussions in the UK and EU. Initiatives such as the Code for Sustainable Homes in the UK have been developed to aid integration of sustainability principles into housing developments. Primary focus in this field has been largely on environmental sustainability (particularly energy efficiency) with less attention paid to social and economic factors. This article argues that health and well-being issues need greater consideration within current sustainable housing policy and developments. Three key reasons are presented in support of this argument: (i) Creation of greater market demand; public demand for sustainable buildings could be enhanced through greater promotion of the health and well-being benefits of sustainable housing: (ii) Time-scales; given the longevity of buildings, health considerations should be of paramount importance to avoid any possible future adverse effects: (iii) Indirect societal benefits; enhanced health and well-being can lead to wider societal and economic benefits such as lower healthcare costs. The paper then presents some of the seminal findings from health and housing literature review, outlining how these can be used to enhance sustainable housing policy and developments. The paper concludes by presenting the next stages of research.

Housing affordability is a complex issue that must not only be assessed in terms economic viability. In order to increase quality of life and community sustainability the environmental and social sustainability of housing must also be taken into consideration. The paper considers the application of a methodology that can be applied to assess the affordability of different housing locations in a sustainable manner, taking into account a range of economic, environmental and social criteria. The COPRAS method of multi-criteria decision making (MCDM) is selected and applied to three residential areas as an example of how sustainable housing affordability can be assessed using a MCDM method. The outcome of the study reveals that considering a range of social and environmental criteria can greatly affect the calculation of an areas affordability, in comparison to focusing solely on financial attributes. The principles of well-known indices of sustainability—the Ecological Footprint (EF) and the Environmental Sustainability Index (ESI)—have been compared to discuss the essence of attitude, substantial differences and transferability into urban planning. An overview indicates that ideologically the EF is a more appropriate tool for ecological tasks due to its clear background of natural limits and the ability of “leakage” tracing. Furthermore the European Common Initiative is discussed as it proposes feasible indices monitoring actions towards local sustainability that could be considered in urban planning. Taking two Lithuanian cities as an example, integration of part of one index (regarding municipal solid wastes) into the ecological section of urban planning is presented. It has been estimated that in 10 years an average Lithuanian should generate an amount of municipal solid waste whose ecological impact will be equal to 19,900 kg of CO2-eq in 20 years time. Lastly considering urban planning scope and the EF practice, two opportunities are discussed: (1) tree planting and (2) waste incineration.

The recession has created significant challenges for the government with regard to providing affordable housing. Even during the UK’s housing boom the supply of housing failed to keep pace with demand. Therefore, increasing housing supply and improving affordability in a recessionary period will require the government to innovatively utilise their limited resources. Following the Comprehensive Spending Review in 2010 severe cuts to the housing budget were made and radical reforms to housing and planning policy have been proposed by the coalition government. The paper briefly discusses the UK housing market and affordable housing policy and practice recently employed in England. Subsequently a discussion of the coalition government’s recent reforms to housing and planning policy, concerning affordable housing, is presented.

Origins of sustainable communities lie in agendas set in a motion passed by the United Nations nearly forty years ago. As part of a sustainable development strategy and to tackle negative aspects of post industrial cities, in 2003, the UK government launched a Sustainable Communities Plan, accompanied by regional action plans, of which a major objective has been to implement regeneration projects aiming to improve quality of life in several areas of England, including the North West. This paper aims to review sustainable development agendas and to establish what needs to be done to improve quality of life indicators for communities of Stockbridge Village (SV), Murdishaw (M) and Halton Brook (HB) in Knowsley Metropolitan Borough (MBC) and Halton Borough Councils (BC), which have been identified as the most deprived post industrial areas in the North West of England. An investigation has been carried out by comparing the economic, social, physical and environmental indicators. Study findings reveal existing challenges and highlight problems that need to be addressed when implementing sustainable development strategy.

The regeneration of brownfields has recently gained prominence due to greenfield land restrictions as well as their potential to promote the urban renaissance. On the examples of Kings Waterfront in Liverpool and Rheinauhafen in Cologne the paper aims to evaluate how brownfield regeneration practice compares, given that local, national and European bodies have invested significant amounts of time and expenditure to the revitalisation of sites. The literature review provides a background to the issues which need to be overcome for developments such as Liverpool's Kings Waterfront and Cologne's Rheinauhafen to become a success. In order to determine the state of current brownfield practice in Liverpool and Cologne, we explore the public opinion and information from specialists in the field. The study shows that, if exploited correctly, brownfield sites can provide a catalyst for economic growth in the inner city areas where they once have been deprived. Finally, studied cities were found to contain many examples of best practice with regards to brownfield sites situated on rivers. These successful schemes could be used to reignite the regeneration of other world cities. Santrauka Pastaruoju metu naudotų teritorijų atgaivinimas įgavo svarbą dėl nenaudotų teritorijų žemės apribojimų ir siekiant paskatinti miestų atgimimą. Remiantis Kings Waterfront Liverpulyje ir Rheinauhafen Kelne pavyzdžiais, straipsnyje siekiama palyginti naudotų teritorijų atgaivinimo praktikas, įvertinant tai, kad vietinės, nacionalinės ir Europos Sąjungos atsakingos organizacijos investavo daug laiko ir pinigų į šių vietų atgaivinimą. Literatūros apžvalga suteikia informacijos apie problemas, kurias reikia išspręsti, kad vystymas Liverpulio Kings Waterfront ir Kelno Rheinauhafen būtų sėkmingas. Siekiant nustatyti šiuo metu susiklosčiusią situaciją Liverpulyje ir Kelne, ištirta visuomenės nuomonė ir informacija, gauta iš šios srities specialistų. Tyrimas rodo, kad jeigu teritorija naudota efektyviai, jos atgaivinimas gali paskatinti ekonominį augimą vidinio miesto rajonuose, ypač tuose, kurie anksčiau buvo nuskurdę. Straipsnyje pateikta pavyzdžių, kaip galima išvystyti naudotas teritorijas prie upių. Šių sėkmingų projektų pavyzdžiai gali būti taikomi kitų pasaulio miestų atgaivinimui skatinti. Резюме В последнее время регенерация ранее использовавшихся территорий приобретает особое значение в связи с введением ограничений на неиспользовавшиеся ранее земельные территории и с целью способствовать возрождению городов.
