Background: Concern for the development of actions against COVID-19 has continued to grow since February 2020. Government responses remain a crucial part of preventing virus transmission through policy formulation and strengthening national capacity. Methods: This study has used quantitative analysis, using secondary data from 177 countries. The variables consist of Global Health Security (GHS) category and COVID-19 pandemic. An analysis of the appropriateness of the government’s policy response in dealing with the COVID-19 pandemic was carried out by comparing the two variables. Results: The study indicated a significant relationship between global health security category and pandemic score (P < 0.01). There were 37 countries out of 177 (20.9%) categorized as under-reaction and least-reaction. Conclusion: Pandemic COVID-19 score, rated based on doubling time, is directly significant with the health security category. The government should improve its responsiveness and preparation to improve national capacity during the novel coronavirus pandemic.

This paper proposes to present the results of the development of the Virtual Teaching Assistant (VTA). This system is an e-learning module as a learning aid for medical students currently pursuing professional medical doctor in hospitals. In Indonesia, students of the medical doctor profession education must study and work in hospitals like an experienced doctor. They interact directly with patients and provide the same services as doctors. Every student has a professional doctor at the hospital as a mentor or companion. However, student meetings with accompanying doctors are minimal. It is not uncommon for students to encounter difficulties when dealing with patients, but they do not immediately receive guidance. As students, it is natural that they sometimes forget the theory. These students need a theoretical learning source that is fast and practical, which students can use between activities. We developed VTA to meet the needs of information and fast learning resources. VTA can run on computer, laptop, or smartphones by utilizing speech recognition technology. Students only need to ask questions in the form of speech using their everyday language, and VTA will provide answers. Although the VTA answer is still not satisfactory, it potentially to support Question and Answer-based mobile learning for particularly learning subject.
Highlights:Abstract: Service quality is essential in health institutions that can affect patient satisfaction and loyalty. The growth in the number of patients at Dr. Soetomo General Academic Hospital, Surabaya, Indonesia, triggered the diversification of services that require periodic quality control. This study aimed to investigate the performance of 31 departments/units in the hospital, the level of customer satisfaction with services provided, and factors that could influence satisfaction. A survey about service performance, perception, and expectation of services was carried out in 31 departments/units using questionnaires from August to October 2021. Convenient respondents consisted of 2121 patients and their families aged >15. Questionnaire items assessed performance, perceptions, and expectations of health services using the SERVQUAL method. Statistical Package for the Social Sciences (SPSS) software was used to perform an analysis of the results of the measurement and the difference in responses between demographic groups of respondents (p<0.05 was significant). The mean performance score was 92.86, and the gap between their perception and expectation averaged -0.23. Customers' expectations of the provider's competence were met, and its performance was perceived to be the best. Meanwhile, handling complaints was perceived as having the lowest performance, while customers’ satisfaction over it had not been met. The results showed that the hospital could still not fully meet some of the customer expectations, with immediate improvements needed in handling complaints.
