As one of the most effective traffic demand management opinions, congestion pricing can reduce private car travel demand and the associated carbon dioxide emissions. First, we summarized the status quo of transport carbon dioxide emission charges and congestion pricing, and then, we analyzed the characteristics of urban transport carbon dioxide emissions. Then, we proposed a (pricing) framework in which carbon emission costs would be considered as part of the generalized cost of travel. Based on this framework, this paper developed a bi-level mathematical model to optimize consumer surplus, using congestion and carbon emission charges as the control variables. A dissect search algorithm was used to solve the bi-level program model, and a numerical example was given to illustrate the methodology. This paper incorporates the emission pricing into the congestion pricing model, while considering two modes, and puts forward suitable proposals for the implementation of an urban traffic congestion pricing policy in China.

App-based transportation service system, such as Uber and Didi, has brought a new transportation mode to users, who are able to make reservations using mobile apps conveniently. However, one of the fundamental challenges in app-based transportation system is the inefficiency and unreliability of the vehicle routing plans caused by complex topology of urban road network and unpredictable traffic conditions. A common way to tackle this problem is repositioning pickup or delivery locations via the coordination between drivers and passengers. This paper studies an on-demand ridesharing problem that determines the optimal ride-share matching strategy and vehicle routing plan with respect to flexible pickup and delivery locations. By introducing the concept of space-time windows, the problem is formulated as the pickup and delivery problem with space-time windows (PDPSW) in space-time network. To solve the model efficiently and accurately, we particularly develop a customized solution approach based on Lagrangian relaxation. Numerical examples are conducted to demonstrate the performance of the proposed framework and draw some managerial insights into the optimal system operation. The results indicate that adopting the serving strategy of flexible pickup and delivery locations will evidently reduce the system cost and improve the service quality in app-based transportation service systems.

Urban congestion can be classified into two types: Recurrent Congestion (RC) and Non-Recurrent Congestion (NRC). RC is more regular than NRC, having fixed and long-standing patterns. Mining urban recurrent congestion evolution patterns can assist with congestion cause analysis and the creation of alleviating strategies. Most existing methods for analyzing urban congestion patterns are based on traditional traffic detector data, which is inflexible and expensive. Additionally, prior research primarily focused on the microscopic model, which simulated congestion propagation based on theoretical models and hypothetical networks. As such, most previous models and methods are difficult to apply to real case scenarios. Therefore, we investigated recurrent congestion patterns by mining historical taxi trajectory data that were collected in Harbin, China. A three-step method is proposed to reveal urban recurrent congestion evolution patterns. Firstly, a grid-based congestion detection method is presented by calculating the change in taxi global positioning system (GPS) trajectory patterns. Secondly, a customized cluster algorithm is applied to measure the recurrent congestion area. Finally, a series of indicators are proposed to reflect RC evolution patterns. A case study was competed in the Harbin urban area to evaluate the main methods. Finally, RC cause analysis and alleviating strategy are discussed. The results study are expected to provide a better understanding of urban RC evolution patterns.

The aim of this paper is to compare Random Regret Minimization (RRM) and Random Utility Maximization (RUM) paradigms in emergency evacuation decision application. Three models including utility model, regret model, and hybrid utility-regret model are formulated, respectively. A Stated Preference (SP) survey on evacuation route choice under emergency was conducted to obtain the evacuees’ trade-off among average travel time, travel time uncertainty, perceived road damage probability, and perceived service level. The estimation reveals that regret-based model performs better than utility-based model. The differences between RRM and RUM in emergency context are substantial in model fit when compared with previous empirical results under non-emergency state. Specifically, the model also explains the influence of determining factors related to evacuees’ socio-demographics on their route decisions. Further, considering the road damage probability as a predominant factor, Value of Damage (VOD) is proposed to reveal the unobserved regret aversion psychology. Direct elasticity and cross elasticity are calculated for the hybrid utility-regret model. Regret increases in the emergency scenario, supporting that the advantage of RRM paradigm to explain evacuation route choices. The study is expected to give a better understanding of evacuation route choice behavior for emergency actions.

Vulnerability assessment is of great significance to highway traffic system. As the widespread cascading failure may cause serious damage, factor identification is necessary to improve the security level of highway system. In this paper, the Dematel method is applied to identify the vulnerability priorities of important factors, and a new assessment method for highway system vulnerability is presented by considering system cascading failure. The traffic allocation and reallocation are then optimized under user equilibrium assignment model in different scenarios. Finally, the methodology is applied to the Heilongjiang highway network and the results shows that vulnerable sections in highway networks can be determined efficiently in our proposed process.

The freeway service patrol problem involves patrol routing design and fleet allocation on freeways that would help transportation agency decision-makers when developing a freeway service patrols program and/or altering existing route coverage and fleet allocation. Based on the actual patrol process, our model presents an overlapping patrol model and addresses patrol routing design and fleet allocation in a single integrated model. The objective is to minimize the overall average incident response time. Two strategies—overlapping patrol and non-overlapping patrol—are compared in our paper. Matrix encoding is applied in the genetic algorithm (GA), and to maintain population diversity and avoid premature convergence, a niche strategy is incorporated into the traditional genetic algorithm. Meanwhile, an elitist strategy is employed to speed up the convergence. Using numerical experiments conducted based on data from the Sioux Falls network, we clearly show that: overlapping patrol strategy is superior to non-overlapping patrol strategy; the GA outperforms the simulated annealing (SA) algorithm; and the computational efficiency can be improved when LINGO software is used to solve the problem of fleet allocation.
