Based on the systematization of relevant problems in the agricultural sector of Kazakhstan and other countries, the purpose of the research is to aid in the development and implementation of a methodology for the econometric analysis of sustainability, the classification of economic growth, and an alternative strategy for gross value added depending on time phases with time lags of 0, 1, and 2 years, and on the gross fixed capital formation in the agricultural sector of Kazakhstan. The research has used a variety of quantitative techniques, including the logistic growth difference equation, applied statistics, econometric models, operations research, nonlinear mathematical programming models, economic modeling simulations, and sustainability analysis. In the work on three criteria: equilibrium, balanced and optimal growth, we have defined the main trends of growth of Gross added value of agriculture, hunting and forestry. The first, depending on the time phases, the second, depending on the Gross fixed capital formation transactions for equilibrium growth, for the growth of an alternative strategy, for the endogenous growth rate and the growth of exogenous flows. And we also received a classification of the trend of Productive, Moderate and Critical growth for the agricultural industry depending on the correlated linkaged industry of the national economy of Kazakhstan. The results of this work can be used in data analytics and artificial intelligence, digital transformation and technology in agriculture, as well as in the areas of sustainability and environmental impact.

The issue of managing the financial stability of SME enterprises is one of the most relevant in modern conditions, since low financial stability can lead to the inability of the enterprise to pay its debts and obligations, as well as to the lack of funds for the development of production (investment, expansion of the material and technical base), and excess can hinder development, burdening the costs of the enterprise with excess (extra) stocks and reserves. The key to minimizing risks, increasing their resilience and competitiveness is essential for many of the world's largest companies to develop and unlock new opportunities. The enterprises of the agro-industrial complex are no exception, given the current conditions for the functioning of the domestic economy, where certain opportunities are created for the development of small and medium-sized businesses, including in the agro-industrial complex, one of which can be noted the provision of state support for the sustainable development of small and medium-sized enterprises at the state level with the adoption a number of national projects and programs. The aim of the study is to analyze the sustainable development of small and medium-sized businesses in the agro-industrial complex through strategic competitive advantages caused by changes that are associated with economic and structural crises in the economy. The result of the study is the identification of problems and ways to solve them.

Relevance of the topic – the state of technical park of grain industry determines the available opportunities for the introduction of innovative technologies that can multiply the yield. Thus, it is necessary to consider the conditions for the functioning of technopark in agricultural sector of the country's economy, to identify main problems and methods for their effective solution. The goal is to study the issues of technical support of existing agricultural machinery, distribution structure by manufacturers, determine the indicators of the level of its renewal in dynamics, indicate the factors hindering technical development of grain subcomplex, and justify measures to improve the current situation. Methods – quantitative-qualitative and factor analysis, economic-statistical, abstract-logical conclusions. Results – the studies conducted in the article confirm that Kazakhstan is the owner of reserves for further increasing the volume of agricultural products and food, and has significant areas of agricultural land. A list of manufacturers of the main types of agricultural machines that localize production on the territory of the Republic of Kazakhstan is presented, with the specification of the date of signing the agreement on industrial assembly. The volumes of the total capacities and workload of agricultural enterprises for production of combines and tractors of all brands have been established. Conclusions – the sustainable development of grain economy implies the need to improve the measures of public financial support aimed at updating agricultural machinery, including the leasing program. The issues of reproduction and use of the machine and tractor park of agro-industrial complex should be resolved taking into account their close relationship with the field of agricultural engineering, the system of engineering and technical services, the possibilities for mastering advanced technologies and staffing. It is necessary to take timely preventive measures.

The publication is a brief analytical review of the use of mineral fertilizers in the main grain-sowing regions of Kazakhstan. The goal is to analyze the current state of their application in the Republic of Kazakhstan and grain regions, to identify the main hindering factors to develop recommendations for solving the existing problems. Methods - general scientific, analysis, synthesis, expert-logical assessment. Results – the article contains data on the consumption of fertilizers for the total area of arable land and for all categories of farms in the Northern region, the annual scientifically justified rate of the need, the production volume of nitrogen and phosphorus fertilizers. It has been determined that production of plant protection products is done at nonspecialized facilities. Many manufacturers are not interested in certification of their products due to the small market volume. The study confirms the underdevelopment of the mineral nutrition optimization system in the republic due to the high cost of imported mineral fertilizers and the lack of domestic industrial capacities for their production to meet the needs of the domestic market. One of the important problems, as the authors note, is the lack of the necessary material and technical base for conducting soil agrochemical analysis. Based on the current situation, Kazakhstan annually lacks about 10 million tons of high-quality wheat. Conclusions – introduction of precision farming technology, construction of new agrochemical laboratories, and training of relevant personnel are recommended. To receive subsidies, it is necessary to introduce a mandatory requirement for the availability of agrochemical cartogram. In the global consumer market, there is a growing trend in demand for organic products, which opens up prospects for the development of domestic production of environmentally friendly products and their export.

Here we show for the first time that, solution of pressing problems and further sustainable development of the grain economy is only possible with the necessary material and technical base, allowing the use of modern systems in the agro-industrial complex. The article considers the problems of deficiency of basic plant nutrient elements. On the basis of statistical data, descriptive analysis of the wheat production dynamics has been carried out, state of mineral fertilizers usage in the country is shown. The comparison of mineral fertilizers use in agriculture in Kazakhstan and other countries in the world has been made, from which it is determined that the domestic system of mineral fertilizers application ranks the last positions in the world and lags far behind the foreign countries. The statistical data demonstrate the low wheat yielding ability index, which is directly related to soil depletion. The statistical data coming from official sources and conducted field studies constitute the evidence basis. Purpose – to analyze the current state of mineral fertilizer use in Kazakhstan, justify the need for compulsory fertilizer dressing on all crop lands, elaborate recommendations for solving the existing problems. Methods – general scientific: 1) when analyzing statistical data, the expert evaluation method was used; 2) demonstration plots have been digitized, agrochemical soil analysis has been conducted, optimum rates of phosphorus and nitrogen content have been determined, wheat plantings in plots with different phosphorus and nitrogen content have been performed. Outcomes – problem of soil depletion has been represented, effect of different mineral fertilizers doses on the productivity of wheat has been established. Conclusion – implementation of precision agriculture technology systems is required, thereby the state needs to: 1) introduce a country-wide requirement for compulsory annual submission of agrochemical maps by agricultural producers, for the purpose of croplands status monitoring; 2) construction of new agrochemical laboratories and mineral fertilizer production facilities; 3) initiate the process for relevant personnel training.
