Both the transformation from innovation systems to innovation ecosystems and university reforms in such a context require a renewed understanding of the nature of universities and their roles in society. While the recent flourishing concepts about new models of universities suggest that the notion of an entrepreneurial university needs to be replaced by a more suitable concept to capture the unprecedented changes in universities in the societal transformation, the features of a new model of university described by these concepts can hardly fit into a consistent framework. This paper responds to this research gap by integrating both conceptual and empirical literature about the transformations or reforms of universities, mainly in the European context. Our major research findings are as follows. First, we identified characteristics of an ideal-type university in innovation ecosystems, named a sustainable entrepreneurial university (SEU), in comparison with those of an entrepreneurial university. Second, we elaborated on three emerging roles of the SEU in innovation ecosystems. Third, we found that while a transition from entrepreneurial universities to SEUs can be seen in European university reforms, the paces of the transformations vary. At the end of the paper, we discuss the scholarly and policy implications of our research findings.

While interdisciplinarity has been widely addressed in higher education policies and university strategies across countries, universities and colleges are struggling with the implementation at the programme level. For instance, extant literature implies many barriers to establishing interdisciplinary degree programmes (IDPs). However, there is a lack of both conceptual understandings and empirical investigations on how these barriers can be resolved through appropriate management. Our paper addresses this research gap by constructing an analytical framework for understanding the cause of barriers in the context of establishing IDPs and managerial approaches to overcome them through the lens of managing organisational innovation, and applying it in an empirical study of two cases of establishing IDPs at a Finnish research university. Our study yielded four conceptualised and tested propositions on key factors that middle-level university managers should consider for both preventing and resolving barriers to establishing IDPs. It suggests that while managers should plan IDPs that largely fit the institutional environment and bring foreseeable benefits to participants in the programmes, the art of their management lies in leveraging all relevant resources to enhance institutional compatibility, to change peoples’ perceptions about profitability and to empower other participants’ agency.

This paper explores how a novel university governance model at Southern University of Science and Technology (SUSTech), largely learned from the West, has been implemented in the highly institutionalised and centralised Chinese higher education system. For this purpose, we first constructed an analytical framework, integrating the conceptualisation of an innovation process in higher education and the concept of embedded agency. This framework was then applied to analyse eight interviews, seven policy documents and six news media reports in our empirical investigation of the case university. Our major research findings are: the governance model adopted by SUSTech was a disruptive innovation and it was mostly challenged by the incompatibility between the norms around the governance model and the institutional context of Chinese higher education; this challenge was mitigated through three agency strategies, labelled by the metaphors of new wine in a new bottle, new wine in an old bottle and old wine in a new bottle. Successfully implementing these strategies calls on the visions, skills of playing power games and social capital of those initiating the innovation. Finally, we discuss the theoretical contribution and practical implications of the study in the conclusion.

While higher education has been considered as both an ‘engine’ for innovation and a ‘catalyst’ for sustainability development, the integration of both the ‘innovation engine’ and ‘sustainability catalyst’ roles is best reflected in higher education’s engagement in innovation ecosystems—the theme of this special issue, including 16 articles dealing with the topic from various perspectives. In this editorial, we outline an overarching framework about the relations between higher education and innovation ecosystem. When elaborating the framework, we provide a new definition of innovation ecosystem and identify three roles of university in innovation ecosystems, based on synthesizing relevant literature. The framework could facilitate readers to comprehend each of the collected articles and find synergy among them.

Universities are increasingly engaged in marketization and are also expected to transform into more sustainable institutions and be change-agents pushing forward the movement of sustainable development. This article introduces an analytical framework originated by Hahn et al. (2015) for understanding tensions concerning corporate sustainability to the context of the Finnish university system in order to answer the following questions: What are the tensions relating to Finnish universities’ social and economic sustainability, and what strategies might universities use to cope with these tensions? Through analyzing interviews with university managers and officials from the Ministry of Education and Culture in Finland, we find that Hahn et al.’s framework is generally applicable in analyzing tensions of sustainability in universities, and we identify six tensions relating to the sustainability of Finnish universities. The tensions are related to (1) academic leadership and management legitimacy, (2) regional political tensions and university profiling, (3) political power over the university system, (4) changing academic work and profession, (5) academic autonomy and the role of the state, and (6) the future role of the university institution. Moreover, the article discusses issues regarding how to adapt the framework of corporate sustainability to the context of higher education.

This chapter identifies best practices and challenges in Sino-Finnish joint degree provision through analysing two different degree programmes in terms of level of education, type of providing institutions and cohort of students. Being aware of variations in definitions of joint degree, we use the concept of joint degree provision to focus on the common features of all kinds of joint degrees, for instance mentioned by Jane Knight. The identified best practices include aligned motivations and interests on both sides, trust and effective communication, and integration of both bottom-up initiatives and top-down coordination. Meanwhile, some common challenges in joint degree provision between Chinese and Finnish higher education institutions are concerned with legislative barriers, discrepancy in programme administration and credit system, and quality assurance. Finally, some recommendations are suggested for planning and implementing joint degree provisions between China and Finland/Nordic countries.

This paper presents a potential solution to fill a gap in both research and practice that there are few interactions between transnational industry cooperation (TIC) and transnational university cooperation (TUC) in transnational innovation ecosystems. To strengthen the synergies between TIC and TUC for innovation, the first step is to match suitable industrial firms from two countries for collaboration through their common connections to transnational university/academic partnerships. Our proposed matching solution is based on the integration of social science theories and specific artificial intelligence (AI) techniques. While the insights of social sciences, e.g., innovation studies and social network theory, have potential to answer the question of why TIC and TUC should be looked at as synergetic entities with elaborated conceptualization, the method of machine learning, as one specific technic off AI, can help answer the question of how to realize that synergy. On the way towards a transdisciplinary approach to TIC and TUC synergy building, or creating transnational university-industry co-innovation networks, the paper takes an initial step by examining what the supports and gaps of existing studies on the topic are, and using the context of EU–China science, technology and innovation cooperation as a testbed. This is followed by the introduction of our proposed approach and our suggestions for future research.

This article introduces Frontiers of Education in China’s special issue on China-Europe higher education cooperation. It is more than simply an introduction to the five studies collected for the special issue. Rather, it provides an overview of higher education cooperation between China and Europe from the perspective of opportunities and challenges. Such background information will help readers not only better understand the studies included in the special issue, but also link these studies to a bigger picture of China-Europe higher education cooperation.

While there has been a shared understanding that innovation policy is about rendering institutional change, there has been an emerging interest in identifying the institutional logics underlying innovation policy. To date, few studies have attempted to conceptualise these logics. This paper develops a novel conceptual framework for understanding innovation policy logics based on seminal contributions from organizational and economic theory. The framework distinguishes four logics, namely, specialized exploitation, diversified exploitation, specialized exploration, and diversified exploration. It is illustrated in the empirical analysis of innovation policies and development on both national and regional levels in Norway and Finland. The findings reveal that in both countries there is a movement towards increasingly diversified innovation strategies, despite differences in logics underpinning the policies.

This paper contributes to research on the internationalization of higher education by integrating two separate research fields, namely, education export and intellectual capital. Specifically, we conceptualize education export as an activity aimed at transferring intellectual capital as a two-way process benefiting both provider and receiver, and apply this conceptualization to analyze the development and challenges of education export in a Finnish university. The empirical analysis demonstrates that intellectual capital is a useful concept for gaining a more profound understanding of the different kinds of knowledge-based resources conveyed during an education export activity. Depicting education export as intellectual capital transfer may help overcome some of the manifold challenges of education export identified in the previous literature.

As Chinese doctoral education has grown dramatically in the past four decades and developed into one of the largest doctoral education systems in the world, it has become one significant and integral part of the global doctoral education landscape. However, in the literature, there is a lack of both a comprehensive understanding of the Chinese doctoral education system and of generic frameworks for understanding doctoral education in a global context, with an emphasis on the underlying value systems. This may not only hamper the research on doctoral education in China but also affect international comparison and collaboration with Chinese doctoral education. Using the theory of institutional logics, this study tries to bridge the gap by identifying the complex value systems underlying the context of the Chinese doctoral education system, through a qualitative study mainly based on interview data and complemented by documentary data. The interview involves 135 participants, including 45 university academic leaders, 33 doctoral supervisors and 56 doctoral students from 17 research universities, as well as one government policy-maker. We found that the context of Chinese doctoral education system consists of multiple logics of state, profession, family, market and corporation. The special constellation of institutional logics has shaped the current Chinese doctoral education system as a state-led model but meanwhile incorporating family characteristics, market orientation and regulated academic autonomy. The study also showed that Chinese doctoral education has been developing in line with international academic norms and global marketization trends, and has also been shaped by China’s socio-cultural tradition and the strong state regulation. In addition to the institutional logics analysis of the Chinese doctoral education system, this study paves the way for developing a novel framework for analysing doctoral education systems in other contexts and for comparative purposes.

This paper examines the features of Triple Helix model in Shenzhen Special Economic Zone and analyses the driving forces of the featured model from the institutional logics perspective. The statist-fading balanced Triple Helix model in Shenzhen is characterized by (1) the loosened control of central government and (2) the balanced interaction of local government, industry, and university. The former character is closely related with the internal changes of state logics, i.e. the rescaling of state power due to decentralization, regional disparity, and global networks. The latter is driven by the structural overlap of state, market, and professional logics along with the transition of China from a centrally planned economy towards a market-oriented economy and the importance of innovation and learning in the knowledge society.

This special issue focuses on the reforms and collaborations in Europe–China doctoral education. The articles in this special issue provide an insightful picture of the recent reforms in doctoral education in China and EU countries. Next to the structural reforms in Europe and China, the special issue papers have also specifically focused on EU–China cooperation in doctoral education, such as the current cooperation models, quality assurance in joint programmes and student experiences. In additions to an introduction of seven papers included in the special issue, the introduction provides necessary background information concerning Europe–China doctoral education as well as a reflection on the general issues, challenges and their implications.

This paper intends to construct an analytical framework for understanding quality assurance in international joint programmes and to test it in a case analysis of a European–Chinese joint doctoral degree programme. The development of a quality assurance system for an international joint programme is understood as an institutionalization process of an organizational innovation, and the institutionalization process is also interpreted as a process of reconciling different institutional logics in the institutional changes. Based on these understandings, in the paper we construct an analytical framework by combining insights on conceptions of quality, the institutional logics perspective, and organizational innovation studies. The framework constructed aims mainly to tackle two issues: first, changes in multiple institutional logics underlying the quality assurance system, and second, factors facilitating/impeding the logics changes in the institutionalization process. In the empirical analysis, we take an international joint doctoral programme between a Chinese university and a Portuguese university as an example to analyse the initiation and implementation of a quality assurance system in the programme. While developing a system accommodating the traditions and needs of both sides is not an easy task, we found that several factors, namely profitability, compatibility and the agency of institutional entrepreneurs, may facilitate the process.
