The increasing policy interest in the Belt and Road Initiative (BRI) has stimulated an interesting debate in the research community. Although there are numerous studies focusing on this issue, in literature little attention has been devoted to the impact of the initiative on the performances of Italian firms involved in agribusiness. In order to bridge this gap, this paper focuses on wine as a high-quality commodity exported all over the world and considered an epitome of Made in Italy. Furthermore, ports of Venice and Trieste was selected for the analyses as being part of BRI agreements. This study highlights that the BRI project may modify land use planning as a consequence of the policymakers’ choosing a specific port to serve as the Italian connection to the BRI. The heterogeneity that might influence regional data needs the usage of specific approaches (the order-α and order-m) to evaluate the firms’ efficiency as a consequence of two different links to the ports of Trieste and Venice. The authors attempt to perform this investigation considering the predicted effects of the BRI, and several different databases are used to examine these potential effects. The evaluation of accessibility in terms of distance and transport time could provide helpful details to policymakers when looking at different BRI alternatives. To achieve the analysis, the authors also consider dimensions connected to specific financial statements and labour, environmental and business innovation indicators. The results reveal that, when the scenario involves a specific port, some differences appear in the ranking of firms. The findings also show that the spatial effect connected to the choice of a specific port decreases for small firms. Since the Italian agribusiness sector – specifically the wine sector – is characterized by a prevalence of small and/or family firms, it is recommended that policymakers deal with the conclusions of present research to compare different BRI options from a land use point of view.

The evolution of economic systems has produced a new vision of the spatial and localization models in which transport and logistics are deemed to play a major role in generating value to economic areas. Different methods of parametric and nonparametric analysis are applied to deal with the issue of the efficiency and competitiveness of territories. Using an original dataset, we set out to estimate productivity differentials between companies or industries located in different Italian regions. Unlike previous works aimed at investigating logistics productivity, this paper focuses on the main variables affecting Total Factor Productivity (TFP) in the transport and logistics sectors. The findings of this study contribute to filling the gap in transport related literature on the issue of ‘Total Factor Regional Logistics Productivity’ (TFRLP), identifying the most important elements able to improve the TFP level using an econometric estimate. In a second step, we carry out a comparison among the different Italian regions with a view to testing the relationship between the logistics and economic activities of a territory. The results of this latter analysis show that, in the different Italian regions, the logistics sector is characterised by a high resilience capacity, so innovation in the logistics industry is a strong element in driving regional exports.

The economic impact of environmentally friendly innovations, and their knowledge externalities on productivity received an increasing attention from the research community. Although there are numerous studies focusing on this issue, to our knowledge, there is no systematic literature review so far able to provide a complete outlook on the state-of-the-art, and the directional change in the theoretical and empirical studies exploring the relationship between environmental spillover effects and firm productivity. In order to bridge this gap, the paper aims to identify empirical evidence concerning the public policy strategies introduced to support diffusion of environmentally friendly technologies. The findings of the undertaken systematic literature review reveal that innovative activity in environmental issues produces important knowledge spillovers. In the light of the findings, the study advocates that: (a) Public subsidies alone are not sufficient enough to deliver desired outcomes; (b) Implementation of a coherent policy mix is critical to achieve sustainable economic growth; (c) The policy mix should particularly contain a supportive cooperation strategy.

The effect of environmental innovation on employment is increasingly relevant for sustainable development. However, few studies have examined the role of environmental spillovers based on local innovation at the firm level. We addressed this gap by analysing European, Japanese and American firms, a set of developed economies with different economic structures and subsidies for green innovations. Moreover, we analysed the time frame between 2002 and 2010, which is peculiar for industrial strategies of countries concerning sustainable development, because it included the beginning of the world economic and financial crisis since 2008. The novelty of our work consists in developing a new theoretical framework to discuss the employment effects of innovation at the firm level. Indeed, the proximity between the firms is computed using the original Mahalanobis Environmental Industry Weight matrix (MEIW-matrix), where we used patents distribution for each firm. In particular, we employed econometric methods to handle the heterogeneity and endogenous explanatory variables. The findings show a significant positive impact of environmental spillovers on firms' employment levels. This result sheds some light on the economic effects of policymakers' actions to boost firms' transition toward the use of green technologies.

The implementation and the diffusion of environmental policy is a hotspot in European ecosystem management. Policy diffusion meets the need of the harmonization principle in which the EU countries must converge towards the same targets. In the light of this, the paper aims to explain the main determinants of the environmental diffusion policy, allowing countries to converge on a common base. We outline the achievements of the environmental policy objectives of the countries by using the Environmental Performance Index, a widely accepted index used at the international level. By using a dyadic dataset on 15 European countries, we highlight the economic and institutional determinants pointing out successes and failures of policies adopted. The findings reveal that the economic variables play most important role in the diffusion process of environmental policy.

Logistics infrastructures play an important role in many fields of economic activity, substantially influencing land use planning. Despite this, scholars and practitioners have dedicated little attention to setting up efficient indicators able to define the effect that infrastructure investments have on industrial activities. Many theoretical and empirical studies have been dedicated to calculating the exact numerical effect of infrastructure investment on social wellbeing, but their explicative capacity has always proved to be scarce since it is difficult work and with high levels of arbitrariness. This work becomes much more difficult when it aims to determine the effects on industrial efficiency. In this paper, we will use an indicator to overcome the problems related to determination of the exact economic impact of infrastructure investment on an economic region or local territory and suggest land use policy models to analyse infrastructure economic impacts. More specifically, we will focus our attention on the factors affecting logistics and economic performance within the economic regions around twenty major European ports. By using the new ACIT (Autoregulation, Compensation, Invariance and Transversality) indicator, we show that positive effects, deriving from port logistics interventions, can occur in those regions that have an ACIT indicator positively associated with other variables, such as propensity to innovation and level of education. This indicator represents a starting point to study how, in the better performing regions, it could be possible to develop logistics services able to stimulate a higher level of transport demand and, at the same time, respect high standards in environmental quality. Finally, we explain how an improvement in logistics performances of a port region may determine an improvement in its socioeconomic and environmental conditions.

Solving the problem of the lack of environmental sustainability in transport activities requires the involvement of new technologies, particularly in populated cities where mobility activities play a major role in generating externalities. The move from cars powered by conventional internal combustion engines to cars powered by alternative energies can make an important contribution to reducing emissions and achieving a more sustainable transport system. Unfortunately, green car market development still remains uncertain because of the higher production costs of batteries and engines. In this context, surprisingly little attention has been devoted to analysing the economic factors affecting consumers’ behaviour in the choice of hybrid electric vehicles. To fill this gap, the diffusion process of hybrid technology as well as intrinsic and extrinsic motivations and the crowding-out effect on consumers’ purchasing decisions are taken under consideration. Finally, some policy recommendations are provided.

Addressing the long-term sustainability challenge in the policymaking process requires close engagement of private firms—particularly in the green innovation area—along with other actors. Involvement of private firms in the implementation of privatization policies is encouraged by national governments, as it is believed that such engagement will help in producing more sustainable solutions. Transport is a key sustainability issue, where a sound privatization policy could positively affect the transport-related environmental efficiency and sustainability. In this context, the policy transfer process can provide a strong impetus for further growth of transport privatization. Little attention, however, in the literature and practice has been devoted to analyse factors affecting the policy transfer phenomenon in transport privatization policies. This paper, hence, aims to investigate the relationship between policy transfer and transport sustainability via privatization. The paper hypotheses that both economic and institutional determinants increase the effect of policy convergence. As the case study context, the EU is placed under the microscope, and a dyadic dataset on transport policies is analysed. The findings indicate that institutional and economic variables play a highly critical role for policy transfer in achieving transport sustainability in the EU.

From an environmental point of view, it is widely recognized in economic literature that an efficient management of regional airports produces positive effects both for congestion reduction in the larger airports and for better use of existing infrastructures. Regional airports generally suffer from economic vulnerabilities because of scarcity of traffic volume; besides, their small catchment areas often determine low cash flow levels. As a result, significant problems of economic sustainability arise. In this context, airport infrastructure providers have the incentive to hide failures in their strategic decisions, justifying the low share of cost recovery through market characteristics. By means of the DEA (Data Envelopment Analysis) method this paper analyses overall technical, pure technical, and scale efficiency of 34 Italian airports in the period 2006–2016 in order to investigate how a number of factors impact on the efficiency and economic sustainability of regional airports. Our findings reveal that airport size, presence of low-cost carriers and cargo traffic have a significant influence on the technical and scale efficiency of Italian airports. In other words, air transport privatization and deregulation can positively affect regional airport efficiency and sustainability. This is to say that the market mechanism is a useful tool in achieving regional airport sustainability even if the empirical analysis of the effects of privatization and deregulation is recommended for evaluating such political programs.

Despite the rapid growth of the sector, academic research on microcredit programs is still limited. In the economic development literature, the prevailing thesis is that the inadequate regulatory context is the main factor that explains the untapped potential of microfinance industry in developed economies. In this context, this paper proposes the use of microcredit not only in order to achieve social inclusion, but also above all to promote the socioeconomic development of a territory, according to sustainable development principles. Thus, the study meets the need to rebalance a territory through a stable programming approach. This research uses a multi-objective programming model, as it allows better representation of decision problems, describing the impacts on the pursued objectives, and finding a solution for reaching the best possible compromise among them. The paper sets out to examine the economic benefits of a microcredit proposal in relation to a specific project for the development of the female entrepreneurship in an Italian region. The findings reveal that multi-objective methods allow evaluating the impacts on the objectives associated to the chosen solution, to compare them with those associable to different solutions, and, finally, to reach the best compromise possible among the pursued objectives, according to external and internal constraints established by policy makers.

By doing so, this paper attempts to fill the gap in research on ex-post analysis to assess whether the decisions taken at the EU level are actually transposed and implemented locally. The results obtained allow to document whether the EU regulation has stimulated the adoption of sustainable mobility policies for a selected group of Italian cities. The findings show that the processes of policy transfer may produce different effects if heterogeneity exists between cities or regions, even if they belong to the same country. Italian evidence demonstrates that northern cities are more actively drawing policy lessons. The study also reveals that large cities choose to look abroad more often than small municipalities. These results indicate that there may be institutional and economic variables that influence the transfer process

This paper reports on the factors associated with non-fatal urban-road accident severity. Data on accidents were gathered from the local traffic police in the City of Palermo, one of the six most populated cities in Italy. Findings from a mixed-effects logistic-regression model suggest that accident severity increases when two young drivers are involved, road traffic conditions are light/normal and when vehicles crash on a two-way road or carriageway. Speeding is more likely to cause slight or serious injury even when compared to a vehicle moving towards the opposite direction of traffic. An accident during the summer is more likely to result in a slight or serious injury than an accident during the winter, which is in line with evidence from Southern Europe and the Middle East. Finally, the severity of non-fatal accident injuries in an urban area of Southern Europe was significantly associated with speeding, the age of the driver and seasonality.

In the transport related literature little attention has been devoted to the institutional aspects involved in the strategic interaction between the central government and its local bodies. This might seem surprising given the relevance of the problem. This paper analyses the impact of the devolution of administrative powers on the transport sectors. Specifically, we review some recent developments in the policies adopted in the transport sector by several advanced countries. Then, we analyse the relationship between mobility and devolution from a pure efficiency perspective. We describe the Italian devolution experience and present the latest data on corruption and per capita income to testify the heterogeneity between Italian regions. The main insight of our Tieboutian’s framework is that decentralization is more sensible whenever there exists a lot of heterogeneity between regions in terms of per capita income and in the corruptibility of public officials, as this is the case for Italy. However, the Italian decentralization process might have been slow-downed due to fairness considerations

Only recently has the inequity among territories in terms of infrastructures and logistics services for freight transport become the subject of several studies regarding measurement and assessment of operational functionality and correspondence of supply for real mobility needs. The efficiency and competitiveness of territories are features that may be analysed through various parametric-type and non-parametric-type methodologies and with the construction of composite indicators. In reviewing recent literature, this article tackles the theme of measurement and assessment of the logistics and infrastructure divide with reference to the search for greater logistic efficiency and territorial competitiveness, in function of the specificities of local production systems and pursuable models of development in the global context. The purpose of this paper is twofold: to review the prevailing methods used to estimate regional efficiency and logistics competitiveness and to focus on an Italian case study. Focusing on the application of an original composite index to the Italian case study, the main insight of our analysis is that composite indicators could help policy-makers to evaluate the requirements of infrastructural interventions and logistics services, in close keeping with the characteristics of the local economic system.

Il presente lavoro analizza la tematica degli investimenti nelle infrastrutture del trasporto aereo, sottolineando la tendenza da parte delle comunità locali, ad esercitare azioni di lobbying nei confronti dei policy maker allo scopo di ottenere nuovi impianti ritenuti volano dello sviluppo economico. Come è ovvio tale tendenza si scontra con problemi di finanza pubblica che impongono, in modo sempre più stringente, la necessità di valutare l’efficienza economica delle politiche di trasporto adottabili. Attraverso l’utilizzo di un’analisi DEA (Data Envelopment Analysis) si è cercato di sondare come operano in Italia le regioni multi-aeroporto e quali sono le possibilità di sviluppo delle infrastrutture aeroportuali esistenti in funzione di specifiche caratteristiche trasportistiche. Infine, si è cercato di offrire alcuni suggerimenti di policies dai quali partire per conseguire la razionalizzazione delle risorse economiche e i miglioramenti gestionali delle infrastrutture aeroportuali esistenti.

The choice processes of maritime terminals included in the networks have become, in recent times, a significant importance due to the general improvement of accessibility that has characterized most of the infrastructure. The high degree of interconnection of the terminals, achieved thanks to the logistics innovation processes, revealed other attributes of the terminal activity, other than the localisation of facilities, which may be decisive for the users. In this context, considerable importance have strategies adopted by operators of shipping terminals whose level of competitiveness and efficiency is the key element in the process of selection of ports. Therefore the organizational and functional complexity of most of the ports may prove extremely useful to the analysis of characteristics of terminal for its right collocation in the network.
