Director of the Faculty of Geodetic Agricultural Facilities and Real Estate Economy of the Institute of Spatial Management at the University of Environmental and Life Sciences in Wrocław. Maria Hełdak's scientific interests revolve around real estate economy and real estate evaluation, spatial economy, the evaluation of the financial and environmental consequences of implementing local spatial development plans and spatial policy.
The purpose of this research was to assess the development potential of cities and municipalities in Wałbrzych County, approached from the perspective of social, economic and environmental potential. Comparisons were performed for the periods 2002–2004 and 2016–2018. The following problem questions were formulated in the study: Which strategic goals can currently act as incentives for taking action in the analysed post-industrial areas, and for which ones should development be particularly strengthened? What development direction should be taken by individual municipalities in Wałbrzych County? The research covering the development potential of the municipalities was conducted using the multidimensional analysis method, and the similarities in municipal potential were analysed taking into account a comparison of distances between individual diagnostic variables. Among the analysed municipalities, in terms of social, economic and environmental potential, Szczawno-Zdrój and Czarny Bór achieved the best results, and Boguszów Gorce ranked the worst. In some municipalities, a noticeable increase in social potential (Jedlina-Zdrój, Mieroszów, Walim) or economic potential (Jedlina-Zdrój) was observed, and a significant decline in economic potential in Stare Bogaczowice was seen. As a result of the research, the following was established: the policies of municipal authorities have to focus on improving the living conditions of residents; the crucial factors are opening new jobs, providing appropriate living conditions and services and offering diverse sports and tourism options. Efforts should be made to take advantage of the inherent potential in the area, also by highlighting the preserved post-industrial buildings and constructions.

The article is devoted to the application of the territorial extrapolation of basic data method during a mass (cadastral) assessment of a territory that is characterized by an acute lack of market information. In the framework of the study, an acute lack is understood as the conditions when for the assessing territory there are less than five transaction (offer) prices suitable for regression models. The idea of the method is to use market information of territories that are comparable in a composition of pricing factors and the nature of their influence on the cost, as well as in terms of price levels. The developed method includes such stages as collection of basic data, creation of thematic maps, grouping of estimated territories by price level and composition of pricing factors and modeling. The method was applied to assess land plots that have the type of permitted use “for individual housing construction” and belong to the mass appraisal segment “gardening and horticulture, low-rise residential buildings” in the settlements of the Republic of Udmurtia. The results of approbation shown that the method of territorial extrapolation helps to overcome an acute shortage of market information and build statistically significant models of the cadastral values of land plots.

In the urban landscape, footbridges appeared along with the development of urbanization through the implementation of more complex spatial structures. The introduction of transport transit to cities or sometimes urban gravity towards the important communication routes imposed their construction in order to ensure pedestrians’ safety and smooth flow of traffic. The aim of the study is to determine how an overpass in the city of Trabzon is used by people of different ages, the security and motivation problem, the possibility of a footbridge, and how an overpass is perceived as a crossing over a highway. The study addresses the problem of safety and motivation related to the use of an overpass by people of different ages and is focused on the perception of an overpass as a crossing over a highway. The overpass connects the northern part of the city with the parking lot and the seaside boulevards in Trabzon. It has been constructed over the road no. D010, also known as the Black Sea Coastal Highway. In total, 124 members of the urban population who used the overpass participated in a questionnaire, which included multiple-choice and open-ended questions. The ‘Semantic Differential Scale’ was also used to evaluate the results. The research revealed that the respondents who chose the road through the overpass for safety in most cases used it relatively rarely (59%). People who used the footbridge every day or frequently marked safety as the reason in 39% of cases only. This means that as pedestrians use the overpass more often, they begin to notice other functional features of the footbridge. The results of the study showed that the overpass was most frequently used for the purpose of going down to the coast (76.0%), although 51.2% reported rarely using the overpass, which showed it was used very little by pedestrians.

This study aims to determine the safety of consumption of plant products grown in Kharkiv, Ukraine. Kharkiv, as well as many other post-Soviet cities, is environmentally characterized by the widespread growing of edible plants—from industrial areas to school gardens—as well as the presence of a significant number of nature management conflicts, the location of heavy industry, the prevalence of obsolete environmentally unfriendly transport, etc. The article presents the results of the study of apple samples taken in different functional zones of Kharkiv city, Ukraine. The results of the study showed that the maximum levels of heavy metals were exceeded in apple samples from all sampling sites: Pb—from 11.47 to 38.86 times; Cd—from 1.76 to 5.68 times (of the norms of the FAO and EU). The most polluted were samples from the residential areas, which is partly due to significant land pollution from various types of waste. Levels of hazard index (HI) differ by age groups: from 24.37 to 70.11 HI (children group, 1–6 years); from 10.28 to 29.59 HI (children group, 7–16 years); from 0.88 to 2.53 HI (adult group, 18–65 years). Non-carcinogenic risks can be related to disorders of the immune system, blood, urinoexcretory, and nervous systems as well as problems in the functioning of liver and kidneys. The total carcinogenic risk of eating apples exceeds the permissible level.

Agriculture is an important branch in Ukraine’s economy. The share of agriculture’s GDP in the national economy is more than 10%. The development of agriculture stimulates the development of other sectors in national economy. According to the results of the analysis of the employment dynamics in Ukraine’s agriculture, it was concluded that there was a negative tendency. That is why the aim of the article is to specify the factors of impact on employment in Ukraine’s agriculture and to assess the degree of their influence. To achieve this goal, the different methods were used: system analysis—for determination the factors influencing employment in agriculture; factor analysis, multiple regression analysis, principal components method—for evaluating the impact of various factors on the employment in agriculture of Ukraine. It was found that the most significant social-demographic factors of impact on employment in Ukraine’s agriculture include the total rural population at the age 16–64 and the demand for labor force in agriculture, and the most important economic factor is labor productivity. Determining the factors and measures of their impact on employment will substantiate public policy measures, methods and mechanisms for their implementation to solve employment problems in Ukraine’s agriculture.

The paper discusses the problems of managing municipal housing resources in Poland and the Czech Republic in terms of the issues that accompany municipal resources management. The scope of the research includes the specification of the size of housing resources in both countries, a presentation of the general conditions of municipal housing management and conducting detailed analyses in selected cities (Wrocław - Poland, Hradec Králové - Czech Republic), concerning rent arrears and recapitalization of the housing issue. The study analyzes the deficiencies in adapting residential premises to current housing standards. It was determined that the average age of buildings with municipal and social apartments in Wroclaw in 2018 was 100 years, and the average degree of wear was 44.26%. A vast majority of residential buildings that belong to municipal housing resources were built before World War II. The situation is similar in Hradec Kralove. The apartments require renovation and reconstruction works. They are mostly occupied by the poorest group of residents, which generates additional problems with rent arrears. Although the rent rates in apartments owned by the city Wrocław are very low, below 3% of the replacement value for the Lower Silesian Voivodeship, a significant part of residents still have permanent rent arrears. The research revealed that a significant majority of buildings owned by the analyzed municipalities require renovation works due to their age, general state of repair and the necessity to adjust them to the currently binding technical and construction regulations.

The article discusses cadastral land valuation in Russian resort towns, a procedure flawed by the fact that it does not take into account territorial prestige. Researchers in Russia and other countries state that it is essential to redistribute the land tax burden as the current situation creates tax injustice, which is reflected in the undervaluation of prestigious areas and the overvaluation of non-prestigious ones in resort towns. Competition for the most prestigious areas in such towns mainly stems from the opportunity for landowners to earn higher rental incomes during the high season. In view of this, the study aims to provide a method for cadastral land valuation in resort towns based on zoning by prestige. The application of the proposed method is demonstrated using the town of Anapa (a Russian resort town by the Black Sea) as a case study. The method is based on several research and analysis methods, including the following: the analytical method, which is used for a preliminary analysis of urban areas to identify the most attractive parts of resort towns; a modification of Saaty’s methodology combined with Pareto analysis, which is used to identify criteria for assessing how prestigious and important a part of the town is; cluster analysis, which is used for ranking areas in resort towns; correlation and regression analysis, which is used for land valuation modelling. The article describes the key criteria for ranking areas in resort towns by prestige, gives a definition of prestige applied to resort town districts, and proposes an equation for calculating the integral indicator of prestige and a method for assessing prestige. The validity of the prestige map that was created for the town of Anapa was proved by analyzing the average market prices for land plots located within the identified zones. The cadastral land valuation models describing land plots in Anapa that are intended for private housing construction can be correctly interpreted and are of acceptable quality.

The social and economic conditions of all market participants are incentives and constraining factors influencing the levels of food, social, economic and ecologic security. The purpose of the article lies in the presentation of the author’s concept of the social and economic conditions where the transformation of economic relations between agrofood market participants is happening—in particular, the livestock products market of Ukraine—and the assessment of the state of food security of the country, as well as a comparison, by the same criteria, of the conditions of agrofood market participants in Ukraine and in four European countries: Germany, France, Italy, and Poland. This research was based on the application of empirical knowledge methods: observation, comparison, description, measurement, statistic methods, etc. So far, the participant functioning conditions in the agricultural market in Ukraine are unfavorable for the sustainable development of agriculture, especially the livestock industry. The debt burden of external creditors is growing, the amount of direct investments from the countries of the world decreases, and the growth of capital investment in terms of calculation per one employee is slowing down. The food security of Ukraine is unstable. The “market” itself is not capable of remedying all the negative phenomena. Therefore, it is necessary to apply the weighted power of the state.

The study discusses the problem of public green areas’ accessibility for the residents of large cities in Poland. The purpose of the research is to assess the possibility of applying the British Accessible Natural Greenspace Standard (ANGSt) method in determining the amount of natural green space available to residents in Polish conditions including, in particular, the assessment of accessibility using data collected by the Central Statistical Office and the verification of results based on detailed research. The identification of green areas for 18 voivodeship cities in Poland was prepared using the GIS programme, taking into account public green space, provided for general access and free of change. The verification of the ANGSt method consisted of mapping spatial barriers extending the route of access either on foot or by roads as well as closed private areas. The conducted research revealed that, after taking into account the access routes to selected areas, the distance to public green areas increased, on average, from 50 m in the smallest cities (Gorzów Wielkopolski and Olsztyn) to as much as 450 m in Warszawa. A detailed analysis showed that the discussed accessibility was reduced, on average, by almost 10% for the residents of the analysed cities. It was also found that the introduced barriers did not affect the accessibility of more distant, larger green space areas.

Gastronomy tourism is defined as a type of tourism that deals with the relationship between food and beverages and culture in the context of the local culinary culture. Local dishes, recipes, and culinary culture, which express the lifestyle of cities, are an important part of tourists’ choice of destinations. According to many studies undertaken in recent years, tourists have seen an increase in the number of trips conducted to taste a cultural dish and to learn cooking techniques and cooking skills. In this study, the Trabzon (Turkey) and Podhale (Poland) regions were selected as a study area. These regions are characterised by unique, very interesting culture and art and, especially, folklore. The cuisines from Podhale and from the Trabzon region are equally attractive. The study was conducted on 151 people in Trabzon and 102 respondents in the Podhale region. The study revealed that only 15 out of 253 respondents had not heard about regional and traditional products. The authors analyzed whether people from different age groups had specific habits concerning the place of purchasing regional products in the analysed regions of Poland and Turkey. Regarding the question of whether the motivation to buy regional products was the same in households with a larger and smaller number of residents, it was found that only one correlation proved to be statistically significant: the correlation between household size and buying regional products because of their price.

The purpose of this study is to identify the willingness of pensioners to move from an apartment/house to an apartment/house located in a housing estate specifically designed for senior citizens. As such, this article forms part of the discussion of the housing needs of senior citizens, their preferences and willingness to change their place of residence. The research covers a group of post-working-age people residing in the region of Lower Silesia in south-western Poland. Various research methods were used in the study, including a written questionnaire and its statistical analysis. The research focuses on analysing both the preferences of potential buyers of apartments for seniors and seniors’ willingness to change their place of residence in order to purchase an apartment adapted to their mobility needs (free from architectural and technical barriers), taking into account the respondent’s age and housing situation. The research indicates that city residents are significantly more often willing to change their current place of residence for one adapted to the needs of persons with disabilities than residents of rural areas. In turn, those living with their husband or wife are significantly more likely to state that special offers for seniors do not need to be developed than those living alone or with other family members or in a social care home. No relationship was found between the age of a respondent and the desire to move to a new house. However, younger seniors are more open to moving to housing estates offering facilities for the elderly who require additional care.

The purpose of the study is to determine the actual demand for the elimination of architectural barriers among senior citizens in their place of residence and also in its immediate environment in Poland. The research covered a group of people in the post-productive age, living in the Lower Silesia voivodship in Poland. Different research methods were used in the study, primarily including the public opinion survey based on a questionnaire as well as statistical analyses. The cross-tabulation analysis of differences in quality characteristics was performed using Pearson's chi-square test (χ2 test of independence) or Fisher's exact test, when the expected number was lower than five. As a post hoc analysis, checking the nature of differences between the studied groups, the analyses were carried out using the method by Baesley and Schumacker. For all analyses, the maximum permissible error class I α = 0.05 was adopted, whereas p ≤ 0.05 was considered statistically significant. The research revealed that a much larger group of people aged 55 and older suffers from mobility limitations than the ones resulting from disability certificates, thus confirming the assumption that along with the respondents' age, their mobility limitations intensify, resulting in the need for assistance while moving outside their houses/apartments.

The paper analyses the sustainable development of tourism in selected cities located in Turkey and in Poland. The starting point for the conducted research was the adoption of indicators used to assess the sustainable development of tourism in the cities of Amasya (Turkey) and Zakopane (Poland). Ultimately, the authors used slightly modified indicators developed by the Voluntary Initiative for Sustainability in Tourism (VISIT). The studies demonstrated that in Amasya the development of tourism is quite stable and revealed quite a lot of deficiencies in Zakopane. Sustainable development was assessed as poor in terms of environmental obligations, in particular waste water management solutions and municipal waste management as well as in terms of water consumption. The research revealed that some of the indicators were not recorded in central statistical offices, which hindered the assessment considerably. This refers mainly to indicators related to social and cultural considerations. In general, the results are rather surprising, as the analysis revealed significant differences in the development of technological infrastructure and land use intensity. Unfortunately, in these aspects, Zakopane seems to have lost the competition.

The study presents the application of multi-criteria analysis, i.e., the Analytic HierarchyProcess (AHP), for the evaluation of investments related to the realisation of a high-pressure gaspipeline. The authors evaluated the realisation of the gas pipeline with the use of alternativemethods: the trenchless Horizontal Directional Drilling (HDD) method and the open excavationmethod, based on the example of the construction of a high-pressure gas pipeline DN1000. Sectionslocated in naturally valuable areas on the route of the pipeline Wierzchowice-Kiełczów (Poland)were analysed, on the section from the valve station in Czeszów to the Kiełczów node. The researchconsidered the following criteria: technical costs, economic costs, social costs, and environmentalcosts. The sum of these partial estimations is the “total cost” of the investment. Research revealedthat the technical costs of the open excavation method are in all cases higher than the technologicalcosts of the trenchless method during the realisation of a gas pipeline (in the AHP analysis, theyreceive an average score of −4 or −3, compared to a score of −2 for the HDD method). On the otherhand, the economic costs are comparable, with a slight advantage for the HDD method. The overallscore for the open excavation method obtained with use of the AHP multi-criteria evaluation is, fordifferent variants, approximately −19, while the evaluation of the realisation of a gas pipeline withuse of the Horizontal Directional Drilling method gives a score from −15 to −10, depending on thesection.

The study discusses the problem of land grabbing and state interventionism in agricultural land transactions in Poland, and presents the effects of active policy implemented by the state on limiting the flow of agricultural land. The research covers the period from the time of country’s accession to the European Union, starting from 2004. Poland introduced restrictions on the purchase of agricultural land for fear of mass land grabbing, and has currently tightened the restrictions on agricultural land purchase by foreigners and by non-owners of a family farm. The analyses concern the number of permits issued for foreigners to turn over agricultural land in Poland, the area of property eventually purchased by foreigners, the right of pre-emption exercised by the National Support Centre for Agriculture (NSCA), and the number of transactions concluded in an open market and in the form of a tender. Based on the collected data and their in-depth analyses, the following phenomena were interpreted: an extensive impact of interventionism exercised by the Polish state on restricting the sale of agricultural land to foreigners is observed, and interventionism of the Polish state affects the suspension of functional changes in rural areas and agricultural land transition to non-agricultural purposes. The research shows that the majority of property turnover by foreigners in Poland required permits issued by the Minister of the Interior Affairs and Administration. Moreover, priority is given to owners of family farms, which results in a reduction of the total number of transactions concerning agricultural land in Poland after introducing changes in legal transactions of agricultural land in 2016.

This study discusses the identification of factors affecting consumers' willingness to pay a price premium for ecological goods. The study was carried out in selected regions of Ukraine, in the cities of Kharkiv and Kyiv. The study applied various research methods, in particular public opinion analysis based on conducted surveys and the statistical inference method. The conducted research may constitute the scientific basis for the assessment of this market segment development. The comparison of consumer attitudes, presented by the residents of major Ukrainian cities regarding environmental goods, revealed their willingness to pay a price premium depending primarily on the purchasing power of the population, but also on gender, age, and social status. The analysis of differences in the cross-tabulation of quality characteristics was performed using Pearson's chi-square test, which showed that, for example, men were more willing than women to choose environmental products due to their environmental safety and their selection was more often than in case of women based on environmental goods' price. The collected research results can be used to assess the development prospects of environmental goods' market, to construct the set of measures increasing the willingness level of domestic consumers to pay a price premium for ecological products, and to take up decisions about the production of ecological goods.

The paper discusses the subject of subsidising residential development in Poland by the state, with respect to expenditures incurred on various programs that support the development of housing resources. The scope of the analysis includes specification of the size and type of national housing resources, the identification of housing support programs in Poland and their financing. In Poland, numerous programs supporting the construction or purchase of housing have been introduced since the political transformation that took place in the 1990s. They were usually replaced by new ones after several years of functioning, and the previous concepts were abandoned. This was quite often caused by excessive popularity and thus high financial encumbrances borne by the State Treasury. The problem is rather difficult, as private housing is dominant in Poland and citizens generally aim to purchase their own housing. This is rather typical for Polish mentality and tradition. All the proposals enjoyed great interest among Polish people. The government is currently working on another proposed program to support the purchase of apartments in small towns under the "Mieszkanie Plus" ("Home Plus") program. In the article, the authors present the spatial changing in historical heritage and in regional architecture taking into consideration the life philosophy, return to the roots, and the identification of the inhabitants with their "little homeland" as well as with local enterprises. The research was conducted at two different tourist resorts — Karpacz and Zakopane, situated in the Sudeten and the Carpathian mountain ranges. The towns are characterized by different histories — national affiliation and ethnic structure of the population, respectively. Strong cultural tradition does not necessarily contribute to preserving regional patterns in architecture. The only warranty of proper spatial policy on culturally valuable areas is local policy.
