Background: This study empirically evaluates the influence of information on trust at the physician level, the medical profession, hospitals, and with the payer. Restoring trust in a medical setting appears to be significantly affected due to the coronavirus pandemic. Trust improves results from medical treatment, raises perception of healthcare performance, and smoothens the overall functionality of healthcare systems. Methods: In order to study trust volatility, participants took part in a three-stage experiment designed via: (1) measured level of trust, (2) randomly dividing participants into two groups—control (i.e., re-examination of level of trust) and experimental (i.e., being exposed to a piece of certain manipulative information), and (3) checking whether observational changes were permanent. Results: Results indicate that in the experimental group the increase of trust was noticed in the payer (27.7%, p < 0.001), hospitals (10.9%, p = 0.011), and physicians (decrease of 9.2%, p = 0.036).Conclusions: The study indicated that in Poland information is likely to influence trust in healthcare while social and interpersonal trust levels may be related to increases of trust in hospitals and in the payer versus decreases in physicians.

The authors conducted a sectoral measuring the performance of SMEs sample of the Odessa region for 2013-2019. The study found that all absolute and relative performance indicators increased. However, given the inflation rate for the period under review, the real level of absolute value-added decreased. The growth of absolute efficiency, i.e. the share of value-added in the price of goods and services SMEs was low (by 4.1%), but against the background of the crisis in the economy, this fact is positive and indicates an improvement in the ability of SMEs to create value-added. It was also found that during the studied period in the sectoral structure of performance of SMEs there were significant changes, which were manifested, in particular, in the change of leaders from transport, warehousing, postal and courier activities in 2013 to financial and insurance activities in 2019. Increase in performance for the entire sample in 2019 was due to two industries - financial and insurance activities and the processing industry. In addition, during the study period there was a reduction in the spread of performance scopes, i.e. equalization of performance within each industry. The authors found a certain paradox, which is that the increase in the labor productivity at SMEs leads to a reduction in the value-added of products (services) they produce. This paradox is called by the authors as "opposite effect", which is a phenomenon of atypical influence of individual components on the business performance. Moreover, it was reinforced by the atypical link between salaries and labor productivity, which appeared in 2019, and shows that wage growth not only does not stimulate an increase in labor productivity, but, on the contrary, leads to its reduction with a high degree of probability. Hence, the industries in which SMEs paid employees the highest salaries in 2019 had the lowest level of labor productivity and, conversely, the industries with the lowest salaries had the highest labor productivity among other industries studied. Thus, the features of the forming the performance of SMEs are the identified general trends in its dynamics, structural changes and a certain paradox, which is the atypical impact of labor and salary on performance and productivity in this sector of Ukraine's economy.

Introduction This article examines different motivators for medical staff in countries with a high gap in healthcare efficiency by comparing them in two healthcare systems—Polish (ie efficient) and Ukrainian (ie inefficient). Method This survey‐based study applies a six‐stage conceptual framework to two Polish and two Ukrainian hospitals as well as medical faculties of one university from each country. Following ethical approval, data were collected in the first quarter of 2019, using the ‘Evaluation of motivators questionnaire for medical staff’. Findings Medical staff perceived their working conditions in the inefficient healthcare system much worse than in the efficient system; however, they generally had a more optimistic outlook. Medical staff in efficient and inefficient healthcare systems has different motivational targets, including sizable differences from profession, gender, and age. These factors play an important role in developing a high‐performance healthcare system. Results are illustrated in terms of motivators for medical staff. Conclusion Optimising a healthcare system requires useful reform of enablers, especially in countries with inefficient systems, including policymaking and regulatory action. Best practices must incorporate all stakeholders interested in high healthcare performance—usage of suitable practices from abroad can act as an important resource.

This report offers some reflections on the decision by the Government of Ukraine to implement a tax on household consumption of natural gas. It is argued that law-abiding taxpayers who earn a mid-level salary are mostly disadvantaged by what is referred to as the gas tax since they are obliged to pay the most and allocate the largest share of their income for utilities. The “gas tax” has significantly increased inflation, reduced domestic consumption, reduced profitability of local businesses, reduced the size of the middle class and increased stratification of society, concealed real income and escaladed a shadow economy and enhanced injustice and an outmigration of labour. There is a legitimate case to reconsider the gas tax on these grounds with a view toward making it fairer and less burdensome for the economy and the country's households.

In consideration of the three pillars of sustainability, alongside the environment, social and economic dimensions interplay valuable insight into how society is molded and what key components should be considered. In terms of social sustainability, there are processes and framework objectives that promote wellbeing integral to the balance of people, planet, and profit. Economic practices consider the system of production, resource allocation, and distribution of goods and services with respect to demand and supply between economic agents. As a result, an economic system is a variant of the social system in which it exists. At present, the forefront of social sustainability research partially encompasses the impact economic practices have on people and society—with notable emphasis centered on the urban environment. Specific interdisciplinary analyses within the scope of sustainability, social development, competitiveness, and motivational management as well as decision making within the urban landscape are considered. This book contains nine thoroughly refereed contributions that interconnect detailed research into the two pillars reviewed.

Energy consumption is managed to some degree in different countries. If the government is interested in reducing the energy poverty and increasing the energy consumption, it provides enough energy access for all consumers. However, sometimes, in order to regulate the energy market properly, the government should pursue other goals, i.e., political, economic, or even fiscal. This study aims to figure out how the new natural gas policy of Ukrainian government reflects on the main stakeholders’ incomes and expenses: the profits of domestic gas companies; the expenses of the four main groups of households by income. The article shows the case of unfair taxation of households’ natural gas consumption by the Ukrainian government that was named by the authors as “gas tax.” Analyzing this case using the statistical indicators of dynamics, distribution and structure, it was found out that the honest taxpayers who receive middle incomes (middle class) are in the most disadvantaged position because they are forced to pay the highest price and the largest share of their income for utilities. The paper also includes distinguishing several shortcomings and ethical problems that appear during application of the gas tax in Ukraine: growth of cost inflation, reduction in domestic consumption, reducing the profitability of business; reducing the middle class and increasing the stratification of society, concealment of real incomes and growth of the shadow economy, enhancing injustice and labor migration abroad. All these problems are the arguments for reconsidering gas tax to make it fair and less painful for the economy and households.

Purpose The purpose of this paper is to find how much the efficiency of winemaking has changed since the crisis of 2008 and what are the main determinants of winemaking performance in the recent decade. Design/methodology/approach This study applied a three-stage approach to explore productivity, efficiency and profitability changes. At the first stage of the empirical study, the Malmquist Total Factor Productivity indexes based on the data envelopment analysis are used to reveal tendencies of wineries’ productivity and the reasons for its changes. At the second stage, productivity indexes were used to find out the main exogenous and endogenous factors. At the final stage, the profitability change after the crisis in the context of the wine types and a size of wineries is explored. Findings The main trends and factors of winemaking performance after 2008 were defined. It was found that a crisis in winemaking in Ukraine has been going on for almost decade with the greatest failure in 2014 that led to the falling overall efficiency. This failure was caused mainly by the military and political factors regarding the annexation of Crimea by Russia, the changes in consumer behaviour with a tendency to reduce overall alcohol consumption, and the government regulation increased excise duties on wines. Despite the efficiency crisis in Ukrainian winemaking, the positive contribution of technological progress provides its productivity growth. The small- and medium-sized enterprises in winemaking have a high resistance to the crisis and fiscal pressure. Despite it losing a half of value-added and being unprofitable, the small wine business has managed to increase the labour and capital productivities and overtake big wine business on these indicators. Research limitations/implications This study is limited to one country and the relatively small sample of the wineries. However, it can be a starting point for a series of research on the development of anti-crisis winemaking strategy. Practical implications The findings of the study can be helpful for the Ukrainian Government to prevent crisis continuation in the winemaking sector. This case may be instructive for other countries, faced with a protracted crisis of efficiency in winemaking. Originality/value This is the first study that examines the winemaking performance and its factors after the world financial crisis, based on the case of Ukraine.

This paper is devoted to measuring the efficiency of the higher education of Bosnia and Herzegovina. The data envelopment analysis method was applied, considering the number of enrolled students, budget financing, co-financing, self-financing as inputs, and the number of graduated students according to the field of education as the output. Measuring the relative efficiency of main fields of the higher education system of Bosnia and Herzegovina, the authors found that the agriculture is the most efficient field of higher education in this country. However, the engineering, manufacturing technologies and construction field have the lowest efficiency score due to the high consumption of budget expenditures, but the lowest education results. The hypothesis of the growing efficiency of the higher education system of Bosnia and Herzegovina was not confirmed. The downward trend in the total number of publications indicates a twofold deterioration in the scientific efficiency of Bosnia and Herzegovina for the six-year period. Comparison with neighboring countries showed relatively low scientific efficiency of Bosnia and Herzegovina. The conclusion is that currently the higher education system in Bosnia and Herzegovina is relatively inefficient and its efficiency falls down.

Purpose The purpose of this paper is to evaluate and compare the efficiency of wine making in Germany and Ukraine in order to find the controllable factors of wine business performance using benchmarking tools. Design/methodology/approach The models of data envelopment analysis and other benchmarking tools are used to analyse the efficiency of wineries in two countries. Returns to scale, scale efficiency, super-efficiency and some other indicators are examined. The research is based on the sample of 36 German and Ukrainian wineries. Findings The hypothesis of higher wine making relative efficiency in Germany was compared with Ukrainian wine making, then analytically and statistically verified. A relatively high average scale efficiency score indicates good potential (above 30 per cent) for efficiency growth, due to the optimisation of a scale of production and sales. Generally, wine making in Germany and Ukraine has increasing returns to scale. The high-efficient wine business cannot bring great losses. It was found that the most efficient combinations of size and legal form of business organisation for wine business are presented in Germany. Research limitations/implications The research is limited by a single industry of only the two countries. Practical implications This study provides useful information for researchers, investors and policy makers, enabling them to understand the current state, basic problems, controllable factors and efficiency levels of wine making in Germany and Ukraine. It may be useful to wine producers in these countries for improving their business performance. Originality/value This is the first paper that compares wine business performance and discloses its factors for Germany and Ukraine.

This paper aims to identify the true motivators (needs) of medical staff, compare them with the current labor incentives, and detect possible differences in motivators for main groups of medical staff. Observing personnel of 5 hospitals and students of the medical institute by special questionnaires, the author confirmed the hypothesis of different motivators for groups of medical staff with different ages, professions, and gender. The author used special questionnaires to collect the data. Study results confirmed the hypothesis of different motivators for groups of medical staff with different ages, professions, and gender. The author also found significant differences between the motivation of Ukrainian health workers and their colleagues from other countries. The main conclusion is that no matter how we would like to satisfy gender and age equality, all people are individual and what is good for an elderly male doctor cannot be acceptable for a young female nurse. Therefore, forming the motivation system for employees of medical institutions, it is necessary to take into account the age, gender, professions, and other characteristics of each employee. In this way, we can achieve the highest health‐care performance.

Purpose This paper aims to the evaluation and comparison of the efficiency of winemaking in two developing countries (Ukraine and Bosnia and Herzegovina (B&H)) from the perspective of their development. Design/methodology/approach In this research study, four models of data envelopment analysis (DEA), correlation and other tools of the data analysis are used to analyze the efficiency of wineries in two developing countries. Returns to scale, scale efficiency, super-efficiency and some other indicators are examined. The research is based on the sample, including 33 wineries of Ukraine and B&H. Findings Characterized by the same average efficiency and number of leaders, in Ukraine, medium and large wineries are developing more efficiently than small ones, whereas the opposite is true for B&H. The authors found the high potential growth of efficiency on Ukrainian (up to 28.9 per cent) and Bosnian wineries (up to 28.3 per cent). The ways for its realization were suggested. Cross-country efficiency analysis enabled us to find inter-country leaders of wine industry. The authors grouped inefficient wineries, calculated the potential for inputs reduction and found the main directions for the improvement of efficiency for each group. Research limitations/implications The research is limited to a single industry in only two developing countries. Future studies can be devoted to the comparison of the efficiency of wineries in developed and developing countries. The results can determine which countries can be leaders in the global wine market in the future. Practical implications This study provides useful information for: researchers of wine market in developing countries enabling them to understand the current state, basic problems and efficiency levels of wineries in Ukraine and B&H; domestic policy-makers- to improve regulation of wine industry as to make it more competitive and efficient; wine producers in these countries- to find the benchmarks using the best practices to adapt them in own business and to increase an efficiency. Originality/value On the example of Ukraine and B&H, this study has shown that each respective country has its own conditions of doing wine business. This is the first paper that compares the efficiency of wine industry in Ukraine and B&H.

Purpose The purpose of this paper is to study winemaking efficiency with the help of international performance benchmarking and to finding ways for its improvement. Design/methodology/approach In this research, three models of data envelopment analysis (DEA) and other tools of international performance benchmarking are used to analyse the efficiency of wine companies. Return to scale (RTS) and scale efficiency, labour and capital productivity and some other indicators are examined. The research is based on a sample of 36 wine companies from 15 countries. Findings International benchmarking expands performance improvement for domestic companies. The most efficient wine companies are originated from Germany, USA and New Zeeland. Scale inefficiency and increasing RTS for most of the wine companies was identified. Only three wine companies have decreasing RTS (those from UK, Australia and France). To increase relative efficiency, these companies need to reduce the output and sales as their costs are growing faster than the revenues. A huge potential for cost reduction and efficiency growth within Ukrainian wine companies was revealed. Research limitations/implications The research is limited to a single industry. This is explained by the requirement of technology (product, service) homogeneity while using DEA tools. Practical implications Study results include the data and recommendations to develop winemaking. These results can be used by wine companies’ management, present and potential investors and proprietors, regulative public authority, e.g. to improve efficiency in winemaking. Originality/value This is the first paper that adapts various DEA models to measure efficiency in the wine industry of Ukraine and the tools of international performance benchmarking for wine companies around the world.

The purpose of this study is to define the key sources of investments for steel and chemical companies under the pressure of high gas prices, and the government's capability to activate their investment activity. The author used the traditional methods of structural, dynamic and statistical regression analysis to investigate the sources of investments and to identify the establishing of quantitative relationships between natural gas prices and the company's indicators. When natural gas prices grow an investment activity of the steel and chemical companies is declining. Under the tough pressure of gas prices, these companies use only two sources of investments: long-term loans and depreciation funds. If the company's unprofitability is long-lasting, depreciation is not enough even to cover losses, thus, the company has to accumulate loan debts or to become bankrupt. To ensure break-even operations of such enterprises, the government should keep price for natural gas below certain thresholds. Using the developed models, author determined critical levels of natural gas prices for metallurgical and chemical industries.
