The subject matter of the article relates to the assessment of the perception of selected types of risk in economic activities of the SME sector, which change their intensity as a result of the outbreak of the COVID-19 pandemic. The current economic downturn is unprecedented and involves many companies and industries that have faced new, previously unknown challenges and threats. The objective of the article is to identify the most important risks and their resources based on the empirical research carried out in small and medium-sized enterprises in Poland. The formulated objective was accomplished using the data collection method, i.e., the survey and reports on the condition of the SME sector in Poland as well as statistical data analysis methods, i.e., structure index and the analysis of variance, using the SPSS system. The process of primary data collection was carried out by means of an electronic survey among selected enterprises of the SME sector, conducting business activities in Poland. In the study, the employment factor was taken into account as a determinant of the perception and assessment of the intensity of selected risks arising from the economic activity in the Polish market in the conditions of the current economic downturn. On the basis of the obtained results, the impact of market, economic, financial and operational risks, depending on their intensity, on the functioning of micro-, small and medium-sized enterprises was identified. Based on the analysis of variance, the effect of the size of the company on the level of individual risks was also examined. As a result of the observations made, it was established that, during the pandemic, the level and type of risk is similar in all the surveyed enterprises. They are most often threatened by strong competition in the industry, an increase in energy prices and insufficient profit. The overall results of the empirical research indicate the importance and the need to manage the key threats to the Polish SME sector.

Achieving a competitive economy and a competitive market generally proceeds from the desire to meet economic and social objectives and it ensures a growing level of social welfare. The objectives of our research are to determine and highlight the bidirectional linear correlations among competitiveness, well-being and innovation and to analyze the main factors that influence these relations. Our research includes the EU member states and the UK using these countries’ specific indicators from the databases of EUROSTAT, the World Economic Forum and the United Nations from 2016-2018. We used Canonical Correlation Analysis to determine a set of canonical variates which represent linear combinations of the variables from each set. The contributions of our research show a direct and strong link among the three pillars of competitiveness, innovation and well-being. This analysis allowed us to identify and analyze the influence of innovation on the economic development and competitiveness of each EU country and on the well-being of its population. Governments and organizations that invest more in research in terms of innovation to increase the competitiveness of their products and services have shown a growing GDP and a higher level of population well-being. This research is representative at the European level and may influence the decisions of national governments and other institutions to encourage innovation through drivers such as R&D expenditures and human resources as the main factors generating economic growth and competitiveness, thus with a direct effect on GDP and on well-being.

The use of advanced ICT technologies and the support of new ways of thinking, acting and working in public administration, together with the increased provision of information and interactive services accessible through various channels, is the foundation of eGovernment. In recent years, there has been visible progress in all EU countries in terms of the general framework for e-government strategy, which is based on best practices and methodologies. The aim of our research is to discover the way in which the EU states are situated from the point of view of the digitalization of the administration. For this I used Gaussian models. The main research parameters were: accessibility; transparency, investments in information and communication technologies and investments in infrastructure related to public administrations in EU countries. The results show significant differences between state administrations. We applied Gaussian Mixture Model clustering in order to make an analysis of the national E-government situation in the European Union for 2018. The GMM algorithm estimated six clusters. We find that the first cluster, with Nordic countries, Netherlands and Austria, has the highest values of telecommunication infrastructure, citizens’ access to e-government services and Transparency International’s Corruption Perception Index. At the opposite pole, in cluster 2, Romania and Bulgaria have the lowest values of these three indicators, while their public investment levels are not significantly under EU averages. Our research provides not only an overview of the digitization of administrations, but also what are the main lags that state administrations have to recover in order to reach a digital system integrated into the EU's administrative space.

The current phenomenon of the economy-accelerated digitalization, known as the “Industry 4.0”, will generate both an increased productivity, connectivity and several transformations on the labor force skills. Our research objectives are to determine the influence that digitalization has had on the workforce in several developed countries and to propose a new composite indicator that reflects these dynamics over time. We have used the Canonical Correlation Analysis (CCA) in order to identify and analyze the correlations between two sets of variables, an independent one and a dependent one. Data were collected from the World Bank and World Economic Forum for the years 2018–2019. Based on the results of our research we have determined and made a consistent analysis of the new composite index of digitalization and labor force in 19 countries. The results of our research are relevant and show not only the impact of digitalization on the labor force in different countries, but also the structural changes required by the new economic and social models. Our research can help decision-makers get in advance the necessary measures in the field of labor force in order to ensure a proper integration of these measures into the new economic model based on digitalization.

One of the ways to sustain development is striving for energy efficiency. This is the purpose of directive 2012/27/EU on energy efficiency, which aims at explaining and promoting energy–saving and ecological solutions that allow increasing the output of consumed energy. Several years after implementation, it is possible to assess the directive’s usefulness and completeness in a few areas of the economy, in particular in the operation of enterprises, which substantially contribute to the global energy consumption. Therefore, the purpose of the study was defined as an assessment of the execution of the concept of energy efficiency in business operations in EU countries, in accordance with the assumptions of directive 2012/27/EU. The collected raw data were derived from surveys gathered in the process of public consultations of the European Commission regard directive 2012/27/EU on energy efficiency. Resulting observations were analysed using the basic methods of descriptive statistics, along with a factor analysis. A logistic regression model was applied to identify the dependencies between the provisions of the directive and the motivation of enterprises to manage energy. As a result of conducted analyses, conclusions were drawn up concerning the assessment of the content of the directive in regard to activities undertaken by EU enterprises to the favour of effective energy management. Obtained results suggest that there is a need to introduce changes in the provisions of the directive, preceded by consultations with the EU business environment. The analysed literature concerning this issue demonstrates that the effectiveness of energy management is taken into consideration from this angle for the first time in our studies.

Most marketing specialists recognise that consumer behaviour can be explained by knowing the system of factors and variables that influence it. The purpose of our research is to get to know and analyse the behaviour of EU consumers within the online environment. In order to do so, we have selected a group of indicators and variables of consumer behaviour from the Eurostat database. The specific values for each EU Member State were processed using cluster analysis, by means of which we aimed to identify clusters with as many similar elements of the same class as possible (minimal variability within classes) and as many elements which differ from each other as possible if these elements belong to different classes (maximum variability between classes). Our research led to the identification of five clusters in which the EU states are grouped according to the characteristics of consumer behaviour in the online environment. An overview of consumer behaviour on the digital European market is provided and different types of generally similar consumers are identified. The results of our research could be interesting to specialists and experts in the marketing departments of companies doing business on the digital market of the European Union. We further suggest some future research opportunities.

In the postmodern era of industrialization, sustainable business performance is vital for success in a competitive environment. In order to attain sustainable business performance, Malaysian Small and Medium-sized Enterprises (SMEs) are facing various social and technological challenges. The objective of this study was to examine the roles of social and technological challenges in achieving a sustainable competitive advantage and sustainable business performance. To accomplish this objective, first-hand data were collected from Malaysian SMEs. Opinions of managerial staff of these SMEs were preferred regarding the roles of social and technological challenges in achieving a sustainable competitive advantage and sustainable business performance. An email survey was carried out to collect data. A total of 500 questionnaires were distributed among managerial staff of SMEs. Questionnaires were distributed by using simple random sampling. By using structural equation modeling, findings of the study revealed that social and technological challenges played major roles in boosting sustainable competitive advantage and sustainable business performance. Moreover, strategic alignment was a key in reflecting the positive roles of social and technological factors on sustainable competitive advantage. Findings of the study are beneficial for practitioners and will allow their strategies to reflect sustainable competitive advantages and sustainable business performance.

This paper presents the methodology for strategic posture determination of SMEs. The methodology itself that is explained in detail is based on the original work of A. Rowe and the research has been conducted on the sample of 179 companies from an emerging market of various sizes, ownership structures and industry sectors. A modified strategic analysis tool for defining company’s strategic posture (modified Strategic Position & Action Evaluation - SPACE analysis) presented in this paper investigates the basic dimensions of external environment and enterprise itself: environment stability (ES) and industry strength (IS), as well as competitive strength (CS) and financial strength (FS). Along with the presented mathematical modelling that determines resultant vector describing the strategic posture, the paper presents the mean scores of each variable from the questionnaire results that are calculated for every strategic posture. The results obtained contribute to the precise definition of the strategic position of companies and are useful for future works related to small and medium-sized firms' strategic posture evaluation.

In the context of profound social, economic and financial changes, private and public organizations managers turn their attention towards the most valuable resource they have – the human resource (HR), the one that can ensure increased organizational performance. Using adequate HR policies and practices, organizations can build a positive work environment that sustains employees’ development, encourages communication, innovation, and pro-active attitudes and behaviors. However, managerial practices specific to the private sector do not seem to be the solution to the problems public institutions deal with. While specialists have mainly explored the link between human resources management (HRM) and performance in the private sector, due consideration ought to be paid to the particularities of this relationship in the public sector as well, and to the factors that influence public employees’ motivation and determine their level of performance. The purpose of our paper is to show that HRM in public institutions should be approached in a manner that focuses more on the work motivation theory, specifically on the psycho-sociological profile of the public employee, and argue that higher performance can be achieved by establishing a social exchange relationship between managers and the members of their teams. A supportive work environment positively impacts upon public employees’ performance, self-efficacy and job satisfaction, even though they are mainly driven in performing their tasks by intrinsic motivators and devotion to public values and interest.

Migration flows affecting Europe over recent years have generated a wave of solidarity but also fear and threats. European countries are divided into host countries or countries of transit due to their economic attractiveness but from the beginning, it was clear that asylum policies were far from similar and insufficiently flexible. Although Romania is considered as one of the transit countries for immigrants heading to Western Europe and it has not been confronted with an influx of refugees, it has developed specific policies in line with the acquis communautaire in order to be prepared for any situation of influx. The purpose of this research is to assess how asylum policies have been implemented in Romania and what improvements are necessary in order for them to become more sustainable. In Romania’s case, we used a SWOT analysis in our research methodology. This study aims to address relevant topics regarding the recent increasing trends of asylum applications and to analyse how the asylum policies in Romania can generate an adequate response. Furthermore, specialized institutions may consider our recommendations on how to improve the management of the asylum system in Romania.
