This study examined the role of Higher Educational Institutions (HEIs) in promoting, creating, and sustaining social innovation. Recently, HEIs have extended their contribution beyond the traditional function of teaching and research to perform in socio-economic problem-solving. Considering the increasing trends of higher education involvement in social innovation practices, this study tries to examine the tools such as learning processes and systemic thinking approach that could be helpful to align the function and responsibilities of HEIs towards social innovation. The objective is to develop a theoretical understanding of the “co-creation for social innovation” concept and to understand the functions and activities of HEIs that can contribute to this process. To promote co-creation for social innovation, HEIs should actively encourage collaborative learning tools that focus on open platforms for collective action and systemic change that help them to engage with society and strengthen their collaboration with social actors. Different activities such as mutual learning and knowledge diffusion using a transdisciplinary approach, technology-based learning and collaboration, and relational transformation are key enablers that can promote social innovation.

Automatic text classification is widely used as the basic method for analyzing data. While classification methods like the support vector machine (SVM) have exhibited impressive performance in the area, the recent use of deep learning has led to considerable progress in text classification. This study proposes a deep learning–based classification model called DEEP-I to classify information on national research and development with complex structural features, a large amount of text, and large-scale classes. In addition to the word–sentence structure of a simple document, the number of stacking layers of the deep model is increased in light of the higher-level structure of the items. Experiments on 180,000 datasets and 366 classification schemes showed that the proposed model can improve classification performance by 22.7% over the traditional SVM and 15.7% over a deep learning model that uses only structured features of word sentences. This improvement was achieved because the multi-layered stacking method was applied to enhance learning by increasing depth by five to 10 times that of the conventional deep learning model and effectively combining features of heterogeneous items. The proposed model is also applicable to datasets containing documents with complex structures.

This study examined how green technology (GT) has evolved recently in the domain of national research and development (R&D) in Korea. The analysis considered social network analysis by using keywords of national R&D projects in environmentally benign (‘green’ in this paper) technologies. Data for analysis were collected from the R&D database of the National Science and Technology Information Service (NTIS). By selecting the official GT category in the NTIS’s database, we gathered 53,896 GT R&D projects from 2011 to 2016 inclusive. By constructing a co-occurrence matrix with keywords, we conducted a centrality analysis (including degree, closeness, betweenness centrality) and visualized the network matrix to display a cluster map. This study presents the following findings: (1) the chronical trends of GT R&D, (2) focused fields of GT R&D, (3) the relations between keywords and GTs, and (4) the characteristics and problems in GT R&D. The paper ends with suggested policy implications to boost national GT R&D and to develop GTs in the future.

This paper proposes a recommendation system based on big data framework and rule-based system in the era of Internet of Things. With the emergence of the smart devices beginning from smart phones extends to the general electronic devices such as smart tv sets, refrigerators, washing machines, robot vacuums, and so on. Such smart devices make it possible to collect the device-usage logs of end users whereby a system is able to analyze it to find the usage patterns of the end users and make recommendations to the end users. Furthermore, this allows to make recommendations on the individual users since the smart devices have their own identifiers such as MAC address and IPv6 address. The smart devices also have matched information with the end user id/s. In this study, we propose a method for analyzing the devise-usage patterns in semi-real time based on the big-data system architecture. We also present a recommendation framework which makes device-usage recommendations by using a rule-based system architecture with the analyzed usage patterns. Lastly, we introduce a segmentation-based analysis and recommendation framework to make recommendations based not only on his or her own usage patterns, but also on the common usage patterns of the users who are living in a similar context. The segmentation is formed also based on the types of the device usages, so that the analysis can be performed in a batch process thereby enabling to make the recommendations in real time based on the pre-analyzed usage patterns.

Objectives: With open public data trend, Korean NTIS is considering national R&D information system including result materials. This research designs information integration software for linking the information with result materials. Methods/Statistical Analysis: To provide information integration in Korean NTIS including result materials along with 422 metadata items, this study designs and pilot tests a software prototype. The software prototype is designed in Agent Mode, which is based on previously existing standard platform.120,000 cases of data and 2.5GB of result materials were used to test the software prototype. Findings: According to the test result, the entire result materials were transferred in 250 seconds, while the renewal ones were sent in 50 seconds. It implies that the result materials can be transferred time-efficiently through the software. Preceding researchers studied on developing information integration system based on standard platform; however, there was lack of studies on developing the system including result materials. This study suggests a way to provide information service by linking national R&D information with result materials included as well as 422 metadata items. Improvements/Applications: To apply the proposed target model to the existing NTIS environment, further studies need to verify the stability or system quality even when transferring large amount of result materials.

Recently, due to the interoperation of distributed information, the task and task analysis requiring the information connection in the distributed environment increases, and the decision support using the system becomes more important. As the centralized structure of the multi-agent based information interoperability system is composed of master and slave, it is vulnerable to impersonation attack, integrity, non-repudiation, and privacy security. Therefore, this paper adopted EMAF for information interoperability to propose an information interoperability system with security. In addition, to overcome the security vulnerability that may happen to the proposed system based on multi-agent, we are going to propose an agent mutual authentication method where certificates and session keys are combined together. When the proposed method is applied to the information interoperation between the national R&D report registration management system and the project management organization research report management system, not only the information interoperations in the distributed environment but also the safe information interoperability are supplied.

Registered peers to a P2P service can share and exchange information with other peers without servers using P2P network. In such P2P networks, there are frequent leaks of the internal privacy data of an organization through P2P file sharing. Today, DLP which is a privacy data leakage prevention technology is applied P2P network blocking and file encryption methods. However restricting all the services and normal users is difficult due to the number of ports used by P2P including the port 80. Thus, we propose a privacy data leakage prevention method by releasing a P2P sharing file that does not include privacy data using a privacy data removing technology with a privacy data leaking risk factor. The proposed method provides higher security and performance compared with a DLP method as privacy data is removed from a P2P sharing file.

As many studies have taken an interest in autonomous social influence models with the explosive increase of relationship based web data. This paper proposes a mobile-based cognitive social influence model for the effective decision making. This model extracts social interactions from mobile devices. All research or development activities produce many kinds of outcome such as article, patent, research report, human resources information, application method for some equipment, experimental data and so on. The NTIS (National Science & Technology Information Service) in Korea offers a unified search service using national R&D outcomes data to researchers. But this function does not meet the academic requirements of users who want to use the relevance of papers, patents, research reports, etc. It is needs to display related documents together when a user stays in a page which offers detail metadata about one outcome, this helps users to diminish effort to search their interesting information. In this paper, we propose the method for similar document retrieval among heterogeneous kinds of R&D outcomes. A combination of user query and search factor extracted from the search engine are used to search some similar documents, and the boosting technology using the author field and subject code (S&T standard code) field is applied to document ranking process. We show usefulness of proposed method in this paper as developing the intelligent system of NTIS or many metadata search services.

Open collaboration based R&D activities such as research planning, development, and sharing of outcome has become an important issue recently. However, a information analysis system for supporting open collaboration based R&D planning is not sufficient. For this reason, R&D planning is dependent on the knowledge of a few planning experts, rather than the result of information analysis. This paper proposes a service model for supporting research planning based on outcome analysis in the phase of R&D planning, called R&D planning workbench. The R&D planning workbench is composed of R&D planning activities, R&D planning support services, and three different types of outcome analysis tools. We expect to enhance competitive power by constructing global collaborative network, promoting strategies by objective evaluation respect to research performance of individuals or institutions.

In this paper, we present an approach to access the distributed data for interoperability in the distributed environments based on the multi-agent system that is designed on the proposed structure of multi-agent by FIPA(IEEE Foundation for Intelligent Physical Agents). This multi-agent system is light weight platform at the legacy system to be without external influence. To build up a domain that is consists of the legacy systems, we deploy the multi-agent platform at that system to perform the goal of the domain. The proposed approach can build up the various multi-domain configurations have the goal that must be performed in the distributed environments. This reduced the cost of building the infrastructure to interoperate the distributed data and expanded the scope of using that.

In May 2008, the Korean Government has earmarked KISTI (Korea Institute of Science & Technology Information) as the R&D report management and distribution exclusive institute. Therefore, the KISTI have been building a database through a collection of R&D reports from the number of 125 the research management specialized organization. In this paper, we designed and implemented a standard platform based on SOAP for the revitalization of reports for linking between the research management specialized organization and the report R&D output management and the distribution exclusive institute. The proposed standard platform is expected to contribute as providing a service to customers in the research management specialized organization for effective registration and management of the national R&D reports.
