The market performance of a company is greatly influenced by the functional experience of the chief executive. In the case of a small startup, the functional experience of the chief executive is even greater. Based on career data of chief executives, this study first classifies startups in the information and communication technology (ICT) industry into four different groups. In addition, this study analyzes the effect of the CEO’s experience on the market performance of ICT startups by deriving the efficiency of each company using the financial data of ICT startups provided in the database. This study estimates the technical efficiency of each group using stochastic frontier analysis and then uses meta-frontier analysis to compare the efficiency of different groups. As a result, the CEO group with a career in strategy and planning showed the highest meta-frontier efficiency, whereas the CEO group with a career in R&D showed the lowest.

As a symbol of sharing economy, ride-hailing services have spread to Asia, where various forms of services have been established according to the existing socio-technical regimes, including legal, policy, and environmental concerns. China, in particular, has accepted ride-hailing services by revising existing institutions. This study analyzes China’s acceptance of ride-hailing services in the socio-technical system context set up for legacy services. Simulation modeling, combined with transition theory and an agent-based model, is used to analyze the data. This study calculates consumer disutility based on mobility market share, reflecting consumer preference, and predicts the sustainability of ride-hailing services. The simulation results conclude that legalization and socio-technical context are of importance for sustainable mobility.

Appropriate technology for sustainable development in developing countries should consider comprehensive societal aspects of the target area and, at the same time, ensure target areas are capable of sustainable transformation. However, appropriate technology has mainly been approached from the engineering or technological aspects, thus becoming a short-term or one-time technology transfer or, despite the social science approach, it has no definite theoretical background. For successful and sustainable appropriate technology activities, appropriate technology should be approached theoretically. Therefore, this study applies the theory of grassroots innovation to appropriate technology, examines how the concepts of grassroots innovation based on local community units can relate to appropriate technology activities in developing countries, and analyzes a case of appropriate technology activity to show that future appropriate technology activities should involve grassroots innovation. The results show that the principles of grassroots innovation underlie successful appropriate technology projects.

Previous studies generally indicate that increasing investment in research and development (R&D) positively affects economic growth. However, there exists limited discussion on the efficient ratio of R&D investment for basic, applied, and development research. Therefore, this study conducted an empirical analysis of the efficient ratio of R&D investment based on national data in Korea. In addition to different R&D activities, this study estimated the optimal ratio of financial source types according to public and private R&D. The results of this study indicate that the investment ratio in R&D activities and financial source types should be adjusted.

The Internet has significantly changed the lifestyles of individuals and many aspects of society while also having an important effect on economic growth and sustainable development. However, the usage and diffusion of the Internet vary greatly depending on the country, considering their economic and social conditions. This study investigates through an empirical analysis the factors that make Internet diffusion faster, especially focusing on the digital content. The results show that the abundance of digital content has played a crucial role in the rapid diffusion of the Internet. At the diffusion take-off stage, the number of Internet users appears to be the most important factor for fast Internet diffusion. However, as diffusion progresses to a mature stage, the amount of available digital content becomes the crucial factor for fast Internet diffusion. Thus, the countries in which the Internet is less diffused and the economy is less developed also require policies that promote various digital content from the launching of the Internet service to anticipate fast Internet diffusion in the whole diffusion progress.

In the platform-based sharing economy service, the consumer using the service and the service provider providing the service form a two-sided market around the platform. In the two-sided market, service users and service providers interact across the platform, and the value of the platform increases with the size of the network. This study aims to study the virtuous circulation of consumption and production for sustainability of sharing economy. For this purpose, several hypotheses were established based on the literature and are tested with survey data of both consumer and service provider of Airbnb. Structural equation modeling is used to analyze whether the consumer acceptance intention model and the supplier acceptance intention model can be linked through the concept of network effect, which is a major characteristic of the sharing economy service platform. The research results are expected to contribute to development of a sustainable sharing economy model.

For decades, efforts have been made globally to measure the performance of large-scale public projects and to develop a framework to perform such measurements due to the complexity and dynamics of R&D and stakeholder interests. Still, limitations such as the use of a simply modified model and the lack of a comprehensive viewpoint are prevalent in existing approaches. In light of these research gaps, this study suggests a practical model to evaluate the performance of large-scale and publicly funded projects. The proposed model suggests a standard matrix framework of indices that evaluates the performance of particular elements in an industrial ecosystem in vertical categories and the economic and technological outcomes of those elements in horizontal categories. Based on the application of a balanced scorecard, this study uses mixed methodologies such as social network analysis, inter-industry analysis, and the analytic hierarchy process. Finally, the model evaluates the performance of Korea's Next Generation Network project as a case study.

The paper presents an integrated viewpoint of technological innovation strategy by considering both the firm and industry levels. Further, we provide a new open innovation framework by adopting a knowledge flow perspective using patent citation information. Finally, we consider a firm’s outbound open innovation performance using cites per patent information together with financial performance to look at both the practical and the potential effects of technological innovation strategy. Through these analyses, this study examines determinants of open technology innovation activity in the information and communication technology manufacturing industry in Korea and draws managerial and policy implications for effective industry promotion and improvement of technology innovation capability.

While Android and iOS are now prevalent platforms in the mobile ecosystem, some still argue one standardised mobile platform is necessary to ensure the efficiency of content providers. For this reason, it is pertinent to examine whether government-led standardisation policy for mobile platform standard, WIPI, was efficient to content providers in South Korea. This study categorises content providers into three groups according to the period of mobile platform technologies and measures efficiency of each group based on stochastic frontier analysis. The results show content providers using MNO-dependent mobile platform are most efficient. However, as a hypothesis that the production function for each group is identical is rejected, additional analysis using meta-frontier production function is conducted to compare different efficiency levels for each group. In this case, content providers using a standardised mobile platform are least efficient rather, and firms using MNO-independent mobile platforms are most efficient.

Software has become a core component of the information and communication technology (ICT) industry. While South Korea makes active software promotion efforts, the performances and outcomes of such attempts have not been remarkable. Applying a socio-technical system framework, in this study we address fundamental problems of the software industry and successive software policies that have been implemented in Korea. Based on in-depth analysis, we suggest implications for more effective and productive software policy. With the aim of spurring a strong shift in the software industry, culture, and society towards a central role for building the ICT ecosystem, we provide suggestions regarding the concept of a social platform, the importance of core technology, and key properties. Other countries can use this study as a reference as they promote their own software industries.
