Agriculture is highly dependent on climate change, and Cyprus especially is experiencing its impacts on agricultural production to a greater extent, mainly due to its geographical location. The adaptation of farming to the effects of global climate change may lead to the maximization of agricultural production, which is an important and desirable improvement. The main aim of this paper is to rank and quantify the impacts of climate change on the agricultural sector of Cyprus, through a multi-round Delphi survey seeking a consensus agreement in a group of experts. A multidisciplinary group of 20 experts stated their willingness-to-pay for various impacts of climate change. By applying this method, the individual impacts of climate change on crop production and water resources were brought into the modeling effort on equal footing with cost values. The final cost impact estimate represents the total estimated cost of climate change in the agricultural sector. According to the results, this cost reaches EUR 25.08 million annually for the agricultural sector, and EUR 366.48 million for the whole country. Therefore, it is expected that in the seven-year programming period 2014–2020 the total cost of climate change on agriculture ranges from EUR 176 to EUR 2565 million. The most significant impacts are due to the increasing level of CO2 in the atmosphere and the burden of biodiversity and ecosystems.

A Decision Support System (DSS) is an interactive, computer-based system that helps users in making decisions. Besides the provision of storing and data retrieval, DSS enhances information access and retrieval functions. Designing a DSS for agriculture enables farmers to make effective decisions for higher yield and lower production costs. Precision agriculture, through the use of remote sensing, geographical information systems, global positioning systems, soil testing, yield monitors and variable rate technology, provide a number of inputs into the DSS. Case studies are presented where the DSS is designed to optimize specific inputs, such as water consumption or pesticide applications by employing precision agriculture through information and communication technology.

The global temperature rise, of approximately 0.9 degrees Celsius since the late 19th century, due mostly to greenhouse gas emissions, and its future projections of further climate alterations, is commonly known as climate change. Preventing climate change is a key priority of the EU, as well as of other nations. Europe has set specific targets on reducing greenhouse gas emissions in most sectors, including agriculture, and is monitoring Member-States’ progress towards these targets. Precision agriculture, through improved fertilizer, soil and water management can significantly reduce climate change greenhouse gas emissions while maintaining, or even increasing, crop yields and reducing production costs, ensuring sustainability of agricultural systems.

The legal constraints of two important technologies for sustainable precision agriculture are presented: unmanned aircraft and artificial intelligence. Unmanned aircraft, or drones, are a rapidly developing technology. By 2035, it is estimated that in the EU, drones will create over 100,000 new jobs and produce more than 10 billion euros per year in revenue. The current situation regarding drone operation is detailed, along with the recommendations of the European Aviation and Space Agency (EASA). Furthermore, the procedure for obtaining a commercial drone permit is briefly described and the situations where such a permit may be required are presented. Finally, the course concludes with the latest EU regulations on ethical use of Artificial Intelligence, presenting the ethics guidelines of the EU for trustworthy AI.

The sustainable development goals proposed by the United Nations in 2015 presented a new graphic depicting the s17 goals in a table‐like format. This overlaps with the original Venn diagram of sustainable development developed after 1987. The two graphics are used independently, often raising the question of how they are linked. The aim of this paper is to investigate how the Sustainable Development Goals graphic can be simplified as a concept and framework using the Venn diagram of sustainable development. We employ expert elicitation using a networking analysis framework to provide answers. The resulting diagrams provide an important step towards combining the two graphics into one.

Farmers, as the first link in the agri-food value chain, are key in assuring its sustainability. Farmers’ behavior and attitudes towards implementing sustainable farm practices is influenced by their perceptions of risk affecting the farm and their household, either directly or indirectly. In this study, we elicit farmers’ perceived risk perception and preferences and test their robustness and validity using a sample of Greek smallholder farmers since they represent the majority of Greek holdings. Results suggest that farmers exhibit risk aversion in most situations of farm-level decision making. In many situations, farmers will prefer on-farm environmental sustainability strategies over other risk mitigation strategies. More specifically, higher age, higher education, farm size, proportion of rented land, and the existence of a farm succession plan reveal an increase in farmers’ preference for on-farm environmentally sustainable strategies and suggest reduced incentives towards implementing other on-farm or off-farm solutions.

The global climate system poses important challenges for the perception and understanding of its functioning from policymakers and the general public. The aim of the paper is to model through gamification, the evolution of understanding regarding the dynamics of climate change and climate change adaptation. Using a framework with repeated feedback loops, the impact of the rate of carbon dioxide absorption by natural ecosystems, the stochastic nature of economic systems and the stochastic and irreversible nature of global climate are analyzed, with the Dynamic Climate Change Simulator with Stochastic and Irreversible Climate Change. The simulator game models one control variable, carbon dioxide emissions and one stock variable, carbon dioxide concentrations in the atmosphere. In addition, the rate of carbon dioxide absorption by natural ecosystems is modeled, with business cycle shocks and climate change tipping points. The ability to control carbon dioxide concentrations to a goal level is evaluated and policy insights are provided about how learning about the dynamics of the Earth’s climate through gamification can be advanced.

The formulation of bio-based industries constitutes a major goal for the generation of sustainable forms of energy globally. Nevertheless, the different bio-energy pathways depend on manifold conversion technologies and induce an assortment of environmental impacts. To this end, the evaluation tool of life cycle assessment (LCA) is thoroughly analysed for biomass exploitation systems, since it is acknowledged as the most advantageous methodological framework. Furthermore, specific critical points of LCA are identified through literature review and the four-step modular process is analysed. Moreover, a classification of 40 papers implementing LCA and biomass exploitation is conducted to investigate the direction of the scientific stimulus, as well as the fluctuation of funded projects after the bloom of relevant technological advancements. The majority of the papers assessed a complete biomass exploitation system 'from cradle to grave', while 65% describe systems in the European region. Finally, the increase of funded projects is prominent the last nine years and the number of researches regarding LCA and biomass is increasing as well.

Climate change policy is steadily gaining momentum and is being implemented at the national and international level. The European Union has been committed to control and reduce greenhouse gas emissions, implementing rigorous climate change policy. The aim of this study is to provide the first willingness-to-pay and income elasticity of willingness-to-pay estimates for the reduction of greenhouse gas emissions through a carbon tax in Greece. Based on a survey of 1,393 adults, households are willing to pay, on average, an annual carbon tax of €81 for the next ten years in order to reduce greenhouse gas emissions by 17% by 2025. Furthermore, results confirm that income elasticity of willingness-to-pay for climate change is not constant, but increases with income, from 0.48 for low income households to 1.40 for high income households. The full sample income elasticity of WTP was estimated at 0.96, raising distributional questions regarding the social profitability of any climate change policy and the probability of public acceptance.

In many real world applications of data envelopment analysis (DEA), sample surveys are employed to collect input and output data that may be imprecise or ambiguous. However, accurate input and output data are fundamentally indispensable in conventional DEA. This is due to the assumption underlying DEA, that all data assume specific numerical values. Any imprecise data, missing value or outlier may cause the computed relative efficiency scores to change drastically. A novel estimation technique, fuzzy DEA, has been proposed in the literature as an alternative by incorporating uncertainty in measurement. This paper is an application of fuzzy DEA to agricultural systems. We estimate efficiency scores for a sample of organic farms and compare the results based on fuzzy DEA to conventional DEA. The analysis finds little evidence of large or systematic recall bias in the sample, however depending on the α-cut level, results are more robust.

Precipitation and temperature variability present significant agricultural risks worldwide. Northern Iran’s agriculture mainly depends on paddy fields, which are directly affected by precipitation and temperature variability. The main aim of this study is to explore farmers’ attitudes towards precipitation and temperature variability and their adaptation strategies in paddy fields in a typical agricultural province in northern Iran. Primary survey data were collected from a sample of 382 paddy farmers of Rasht County in Guilan Province. Data have been analyzed using both summary statistics and bivariate analysis (Pearson, Spearman, and Eta correlation coefficients). Empirical findings reveal that most paddy farmers had experienced precipitation and temperature variability and were taking measures to reduce its negative impacts on their crops. Results also indicate that farm size and household income influence farmers’ perception to precipitation and temperature variability, while availability of water resources also influence farmers’ adaptation decisions.

The paper estimates the value a mother assigns to own health relative to child health. Estimation of relative health valuation requires the decomposition of a child health improvement into its direct effect on the child's health and its indirect effect, through improvements in maternal health. Failure to distinguish the impact of the direct and indirect effects can lead to biased estimates. We consider the intrauterine environment of a pregnant mother and her unborn child, where maternal health inputs are choice variables and her health affects child health. The empirical estimates suggest that mothers value child health up to six times higher than own health, and that the relative value depends on maternal consumption patterns and household characteristics.

Why do farmers choose to participate in agri-environmental programmes and how do they choose the amount of land they allocate to such programmes? This paper examines the determinant factors influencing farmers' adoption of the EU-financed agri-environmental Nitrate Reduction Programme (NRP) in Greece and the extent of the programme's adoption, in terms of land allocation. The decision to adopt the NRP is modeled as a two-step procedure. First, farmers decide whether to participate in the agri-environmental programme and second, the extent of participation is determined. We employ Heckman's self-selection bias correction model to derive unbiased estimates. Based on farm level data, we develop the profile of farmers who choose to adopt the agri-environmental programme and the characteristics of their farms. The results of the analysis provide valuable policy insights decomposed into the main factors determining first, the adoption of the agri-environmental programme and second, the extent of adoption. By decomposing the determining factors, policy makers can employ this information to design effective agri-environmental programmes, desirable to farmers and more targeted towards specific environmental and agricultural development goals.

This paper attempts to reveal the heterogeneity of Internet users in rural areas. Who is really using the Internet? Is it the farmer or other members of the rural family? Can rural areas be seen as a homogenous space or do different types of Internet users exist? Research is based on both the descriptive statistics and multivariate analysis techniques on a sample of 920 individuals in three administrative regions of rural Greece. Basic findings suggest that less than one out of three rural residents go online. A set of perceived potentials and pitfalls of Internet use are analyzed. Social networking and e-mail are the principal uses of the Internet, classifying users into three distinct types. For “basic users”, Internet access is influenced by income and gender while the “socially interactive users” are influenced by the existence of a young member in the family. For “farm oriented users”, Internet access is influenced by the digital divide between rural and urban location and by farmers' competency. The typology of users along with their perceptions regarding Internet use can provide useful policy insights on the ways that Internet access can contribute to diffusion of innovation and rural development.
