Purpose. The paper substantiates the approach to managing the renewal of ecosystems of territories and the renovation of infrastructure using investment support and resource rationalization based on the financial development of a sustainable built environment. Methodology. The methodology is based on a study of the investment and financial resources that can be used to rebuild destroyed infrastructure, and it was carried out using analytical methods to assess infrastructure renovation costs, statistical methods of data analysis on the state of the environmental and economic systems, as well as mathematical modeling and balance methods for the formation of a green city model. Findings. The investment potential of Ukraine was analyzed, and a conclusion was made about the feasibility of implementing the project, increasing the economic efficiency of smart green cities, which creates prerequisites for further infrastructure renovation in Ukraine. The study reveals the key economic and environmental problems of Ukraine, suggests ways of overcoming them, and offers a model for developing the territories destroyed by military action. An approach to the renovation of the territory based on the restoration of the ecosystems of the regions and cities and the creation of comfortable conditions for the return of citizens to their homeland is proposed. Originality. The article outlines the basic principles for renovating a destroyed infrastructure based on energy efficiency and environmental friendliness. The possibilities of financing environmental projects in the post-war restoration of the national economy are considered. Practical value. The proposed approach makes it possible to evaluate investments in infrastructure renovation and ensure effective management of financial development in a sustainable-built environment.

Purpose: Ukraine has undergone profound economic crises since 2014 and, from 2022, a full-scale armed conflict, which has reshaped regional development trajectories and sustainability. This study examines regional adaptive responses to inform policies that enhance resilience and support sustainable recovery of Ukraine. Methodology: A mixed-methods approach was employed, integrating Coefficient of Localization (CL) and Coefficient of Specialization (CS) metrics, regional economic indicators, and spatial analysis to assess structural transformations. Findings: Following the 2014 crisis in Ukraine, the macroeconomy stabilized by 2016 but sharply declined (-29%) in 2023 due to infrastructure destruction and conflict. Regional analysis reveals pronounced asymmetries and specialization patterns. Kyiv maintained high concentration in finance (CL > 1.0) and ICT (CL 0.73-0.89). Western regions, including Lviv, Ivano-Frankivsk, Zakarpattia, and Khmelnytskyi, strengthened specialization, with CS rising from 0.39→0.70 in Lviv and 0.14→0.59 in Khmelnytskyi due to internal migration and business relocation. Eastern centers, particularly Donetsk and Luhansk, declined, with CL for mining dropping 0.92→0.75 and CS remaining vulnerable (0.29→0.42). Labor mobility intensified post-2021 (Coefficient of Redistribution, CRed, 0.32 in healthcare, 0.26 in mining), while ICT and finance remained stable (Cred ≤ 0.09), and agriculture increased from 0.016→0.15, absorbing displaced workers. These results highlight dual dynamics: adaptive capacity and sectoral diversification in western and central regions versus vulnerability in eastern regions. Emerging resilience patterns link to industrial transformation, logistics restructuring, and growth of high-value sectors, underlining the need for targeted policies to promote balanced growth, strengthen resilience, and support post-conflict reconstruction. Originality: This study provides a comprehensive, spatially nuanced assessment of regional resilience under prolonged economic crises and armed conflict, highlighting sector-specific adaptive capacities and informing targeted policies for balanced growth and post-conflict reconstruction.

Public procurement has two main objectives. On the one hand, competitive procedures are designed to ensure maximum efficiency in meeting the needs of budgetary institutions, on the other hand, cost savings are in the vast majority of cases the main criterion for the effectiveness of purchases. Actual is the development of tools that would allow for scenario-based modeling of procurement using economic-mathematical, in particular imitation, experimental models. The purpose of the study was to develop an experimental model that allows to increase the effectiveness of the contract system in the field of public procurement of goods, works, services through reengineering of processes related to procurement activities and conducting scenario experiments. The proposed experimental model with the help of the developed interface allows you to visually monitor the progress of its implementation, and also allows to conduct a series of experiments to test the model in the implementation of various options for effects on the contract system in the procurement.

The article considers the concept of “risk in railway transport”, identifies the types of risks that exist in the railway transport of Ukraine; determined that the processes of transformation of economic relations in Ukraine require the deepening of theoretical and practical developments in risk management in the field of railway transport; the risk management process according to the ISO 31000: 2018 standard is given; according to the implemented Strategy and Policy of JSC “Ukrzaliznytsia” the main tasks of the risk management system are defined and the risk map of JSC “Ukrzaliznytsia” is developed; The results of the structural reform of railway transport were insufficient to create effective sources of development in the short term, which will ensure large-scale attraction of funds for the development of the industry and its modernization. The results of the structural reform of railway transport were insufficient to create effective sources of development in the short term, which will ensure large-scale attraction of funds for the development of the industry and its modernization. Many types of risks that need to be assessed, as well as different purposes of assessing the same type of risk (for the purposes of state supervision and company purposes) provide JSC “Ukrzaliznytsia” a real challenge in terms of building risk assessment models. The task of applying the method of assessing a specific type of risk is significantly different from the task of building a methodology for assessing the risks of a large company. In solving this problem, it is important to keep in mind that a method successfully applied in one area may be completely ineffective in another. Risk classification of JSC “Ukrzaliznytsia” should be carried out taking into account the existing management structure, as well as the tasks to be solved at each level of management; the effect of the risk management system should be synergistic, each element of each level of management should be effective: from the structural unit at the linear level to the department of the corporate level of management. Currently, for the company’s internal purposes, several dozen risks have been formulated related to various areas of life of JSC UZ: from financial activities to locomotive maintenance and innovative development.

The aim of the article is to analyze the current state and development prospects of multimodal transportation, to examine its efficiency and advantages compared to traditional modes of transport, and to identify the main problems and ways to solve them in order to improve logistics efficiency and the integration of transportation systems. The overall aim of the study is to determine and substantiate efficient strategies for the development of multimodal passenger transportation in Ukraine to ensure safe, comfortable, and economically viable passenger transport. The article explores the current state and prospects for the development of multimodal passenger transportation in Ukraine. The article considers the principles of integrating different types of transport into a unified system capable of ensuring continuous and efficient passenger movement. Special attention is given to the regulatory and legal support for the functioning of transportation infrastructure, modern logistical approaches to route formation, and the use of digital technologies for planning «door-to-door» transportation. The role of multimodal transportation in increasing the convenience, speed, and safety of passenger flows is assessed. The authors examine the impact of the ongoing war on Ukraine’s transport system during 2022–2024, including evacuation operations, the delivery of humanitarian aid, and the resilience of infrastructure during crises. The analysis covers the destruction of transport facilities and the challenges of their restoration, as well as ways to integrate the Ukrainian transport network into the European TEN-T system. It is demonstrated that the efficient operation of multimodal transportation in crisis conditions requires a comprehensive approach, infrastructure modernization, the implementation of digital solutions, and international cooperation. Based on the analysis, key factors for the successful development of multimodal transportation have been identified, including systemic planning, route optimization, improving logistics efficiency, ensuring passenger safety, and the resilience of the transport system. The study provides practical recommendations for implementing modern technologies and improving the management of multimodal routes, which helps enhance the competitiveness of the Ukrainian transport sector internationally and ensures its capacity to respond to crisis challenges. The practical significance lies in the applicability of the proposed strategies and recommendations for improving the integration of different modes of transport, boosting safety, comfort, and the accessibility of passenger transportation. Overall, this research makes an important contribution to the study of multimodal passenger transport in Ukraine, offering scientifically grounded recommendations for optimizing transport flows, increasing transport efficiency, and enhancing the quality of passenger services.

Institutional support for the older industrial regions plays a key role in their development and transition to a more sustainable and competitive economy. At the same time, it is necessary to have effective government bodies that develop and implement strategies for the development of older regions. The establishment of regional investment funds and entrepreneurship support programmes can help stimulate investment in old-business regions and the development of new business projects. The development of a quality education and training system is necessary to ensure the availability of skilled labour for modern industry. Investment in infrastructure, such as roads, railways, ports and energy systems, plays an important role in attracting investment and ensuring production efficiency in older regions. It is also necessary to develop strict norms and standards for the protection of the environment and to take measures for the remediation and rehabilitation of ecologically contaminated areas in old industrial regions. Collaboration with the private sector and academic institutions can foster innovation, Effective institutional provision combined with integrated development strategies can help older regions to overcome their problems and realize their potential in modern economy.Начало формыКонец формы
