The purpose of this work is to develop methods, technologies and tools for creating and maintaining intelligent scientific and educational internet resources (ISEIR) based on a service-oriented approach and Semantic Web technologies. The main purpose of ISEIR is to provide meaningful access to scientific and educational information resources of a given field of knowledge and integrated information processing services. According to the preliminary concept, an intelligent scientific and educational internet resource will be an information system accessible via the internet which provides ontology-based systematization and integration of scientific knowledge, data and information resources into a single information space together with a meaningful effective access to them as well as supporting their use in solving various scientific and educational tasks. ISEIR is equipped with an ergonomic web-based user interface and special editors designed to manage the knowledge integrated into it. The proposed approach to the construction of intelligent scientific and educational internet resources is the basis for the developed technology in creating and maintaining information environments for distributed learning.

This study investigates the effectiveness of the Whisper model for audio-to-text transcription, specifically targeting the enhancement of accessibility for individuals with hearing impairments. The research focuses on the processing of audio recordings obtained from WhatsApp messenger, which often contain significant background noise that complicates speech recognition. To address this issue, advanced audio processing techniques were employed, including the use of the Librosa library and the Noisereduce package for noise reduction. The spectral gating methods applied in this study effectively diminished wind noise and other ambient sounds, allowing for clearer recognition of spoken content. To ensure the quality of the processed audio, we assessed its clarity using a SimpleRNN model. The training results demonstrated a progressive reduction in loss values across epochs, confirming the successful enhancement of audio quality. Once the audio files were adequately cleaned, we utilized the Whisper model, a sophisticated machine learning tool for speech recognition developed by OpenAI, to transcribe the audio into text. The transcription process yielded accurate Kazakh language output, despite the initial challenges posed by background noise. These findings underscore the critical role of high-quality audio input in achieving reliable transcription results and highlight the potential of machine learning technologies in improving communication access for hearing-impaired individuals. This study concludes with recommendations for future research, including the exploration of additional noise reduction techniques and the application of the Whisper model across various languages and dialects. Such advancements could significantly contribute to creating more inclusive digital environments and enhancing the overall user experience for individuals with hearing impairments.
Wireless sensor networks (WSNs) are fundamental to the Internet of Things (IoT) and are widely used in environmental, industrial, and healthcare applications. However, their operational lifetime is constrained by the limited energy resources of sensor nodes. The Low-Energy Adaptive Clustering Hierarchy (LEACH) protocol reduces energy consumption through clustering but suffers from random cluster head (CH) selection, leading to uneven energy usage and reduced stability. This study introduces a hybrid optimization approach, LEACH-CSA, which integrates the Crow Search Algorithm (CSA) with LEACH to enhance CH selection and positioning. The proposed method employs CSA’s intelligent search behavior to minimize intra-cluster distances and balance energy consumption across nodes. MATLAB simulations with 100 sensor nodes in a 100 × 100 m2 area demonstrate that LEACH-CSA significantly reduces energy consumption and extends network lifetime compared with LEACH and its variants. Furthermore, CSA parameters were optimized using a progressive randomized tuning strategy with 1000, 2000, and 4000 candidate configurations. A comparative evaluation against LEACH-based GA, PSO, GWO, and WOA demonstrated that LEACH-CSA consistently improved the FND metric under different node density and area-scaling scenarios.
