Many cities and regions have embraced the concept of transit-oriented development (TOD). This paper explores how transfer of TOD as a policy concept impacts its implementation in the Netherlands. The study determined international policy ideas and tools that have contributed to implementation and tested them with Dutch experts using workshops, serious gaming and design charrettes. The findings suggest a number of factors complicating policy transfer, and that ‘softer’ transferable lessons (e.g., good actor relationships, information sharing) are much more difficult to transfer than ‘harder’ technical tools. Using policy lessons and tools in learning exercises helps to develop contextually appropriate policy solutions.
This scoping review aims to provide an overview of the current state of physical activity research, focusing on the interplay between built and social environments and their respective influences on physical activity. We comprehensively searched electronic databases to identify relevant studies published between 2000 and 2022. A total of 35 articles have been reviewed based on the research question. The review found that built and social environments influence physical activity, and consideration of people’s perceptions of their surroundings can provide further insight. The literature was summarized, and recommendations were made for future research. Findings suggest that interventions targeting built and social environments can promote physical activity effectively. However, limitations in the literature exist, including a need for more standardization in research methods and consistency in measurement tools.
Louw E., van der Krabben E. and van Amsterdam H. The spatial productivity of industrial land, Regional Studies. This paper presents a theoretical approach to analysing the concept of spatial productivity and the meaning of land as a production factor in regional science. It presents the results of an empirical study that aims to determine and explain regional differences in the spatial productivity of industrial estates in the Netherlands. It shows that spatial productivity is influenced by urbanization rates, the share of manufacturing employment on industrial estates and land development policy. New town development as a form of large-scale development is not a new phenomenon, particularly in developing countries. This development mainly takes place in peri-urban areas due to the high pressure caused by the growing population and the lack of facilities and infrastructure in city centres. As an effect, local communities who originally occupied the land often lose their rights over the property their livelihood might have relied on. Property rights can be grouped differently, classified according to different bundles: appropriation, ownership, and formality of rights. This paper investigates to what extent new town development in Indonesia has affected the property rights of local communities, in terms of the transformation of rights and security level. Moreover, it examines to what extent this transformation has been affected by urbanisation pressure. Ample attention is paid to the transformation of various bundles of rights concerning different usage of property, both residential and cultivated land. A total of 252 questionnaires were distributed to three different locations of new towns in Indonesia. A before-after analysis was employed to identify the transformation of the property rights and their security level, followed by multiple linear regression analysis to observe the influence of the urbanisation pressure to the security level. The research reveals that the transformation of property rights of local residents mainly concerns the appropriation rights. The analysis also indicates that there is a tendency that the security level decreases. Statistically, this appears to be affected by urbanisation pressure variables: type of land, land use, and occupation. With this study, we offer on the one hand a conceptual framework for assessing property rights, while on the other hand, we provide empirical evidence regarding the effects of new town development on property rights transformation and its security level.

This paper explores how land-based financing mechanisms are currently used in Ho Chi Minh City as a public-private funding strategy. The Land-for-Infrastructure (LFI) mechanism appears as a solution to produce infrastructures. We found that the implementation of the LFI mechanism remains difficult, but eventually can lead to success. By ‘trial-error-transcend,’ the City managed to build two essential roads while the developers received attractive investment opportunities in urban development. This mechanism cannot, however, be seen as a panacea for the local authorities due to constraints to replicate it and potential undesired ‘side effects.’
Public spaces have a surplus value for cities, as they are places for unexpected encounters, public discourse, relaxation and passage. Despite the wide range of beneficiaries, municipalities still often consider them as traditional public goods and bear sole responsibility, yet increasingly lack budgets. Co-production could be a possible solution to share costs, rights and responsibilities, but is often contested due to fear of privatisation and commercialisation. This paper evaluates different forms of co-production of public space in New York City and investigates how they could be translated to the Dutch context, where co-production of public space is still rare.
