This paper aims to propose a quality assessment model for higher education institutions in the technical–technological field and a system for decision support and optimal management strategies for quality improvement. Obtaining research results is based on surveying stakeholders in higher education and obtaining quantitative data regarding key performance indices. Quantitative data and the genetic algorithm method are applied to determine optimal management strategies for quality improvement. Quality in the higher education sector is among the current issues in the academic community. By monitoring and researching the higher education field and analysing the literature and the current situation in the system of higher education in developing countries, it can be concluded that there is no single way to assess the quality of higher education institutions. This knowledge was a good starting point for the research presented in this paper. Accordingly, the findings include developing a system for quality assessment and the ranking of higher education institutions. Additionally, evaluating the relevance of key performance indicators of higher education institutions differs from different stakeholder perspectives. However, it is possible to develop a system for decision support and the selection of the optimal strategy for improving the performance of study programs and higher education institutions with regard to quality. The practical implications include defining a decision support system that enables the adoption of optimal decisions by the management teams of higher education institutions to improve study programs and the performance of the higher education institutions. The presented system may enable the benchmarking, simulation, and verification of different scenarios for improving the quality and performance of higher education institutions. In this paper, the authors analysed the characteristics, benefits, and drawbacks of different ranking systems to develop and introduce a novel ranking system that suggests weights for the ranking criteria and different perspectives regarding new digital age requirements. The model was tested, and the results are presented to demonstrate the advantages of the developed model. The originality of the research lies in the presented novel model that can be made available to government institutions and serve as a basis for the overall ranking and evaluation of higher education institutions, with the possibility of developing a performance-based funding system. Additionally, other stakeholders can gain an insight into the performance of an institution in relation to their needs and goals.

For the analysis of publication activity there scientometric databases. The most famous international scientometric databases are the Web of Science and Scopus. These databases allow analyzing the publication activity of a scientist, scientific groups. Scopus and Web of Science allow you to conduct a scientific search on topics of interest, provide information on the citation of articles, include profiles of organizations. The article discusses the main scientometric indicators. The main scientometric indicators include H-index, SJR, SNIP, Impact Factor, CiteScore, Citation Count, Field-Weighted Citation Impact (FWCI). According to these indicators, the activities of both the individual scientist and the organization as a whole are evaluated. The article reveals topical issues of the state of publication activity of agrarian universities. The goal of the study is to analyze the number of publications by authors of leading universities in scientific journals, indexed in Scopus and the Web of Science, and the distribution of the number of publications in scientific fields to identify the main trends in the development of science in the agricultural sector. The leading universities selected for the study are QS World University Rankings by Subject: Agriculture & Forestry and Veterinary Science. The study analyzes the publication activity of agricultural universities. A model for assessing the quality of publications of a particular scientist or/and scientific groups has been developed. This model is designed to develop adequate measures to stimulate publication activity. The model allows to develop a strategy of publication activity aimed at achieving high places in international rankings of higher educational institutions. The paper proposes a risk classification of assessing the publication activity of a scientist.

At present, technical regulations are adopted for furniture products of various types, establishing the protection of human health from the influence of harmful substances in the parts and assemblies of wood products and wood materials. The technical regulation adopted the requirements for ensuring chemical safety in the design and manufacture of furniture. The technical regulation is based on the condition of furniture products, eliminating the risk of harm to human health due to exceeding the maximum permissible concentration of harmful chemicals in indoor air. Such substances include free formaldehyde, migrating from the volume of chipboard and glue interlayers when gluing and veneering furniture parts and assemblies. Harmful chemicals are vapor-gas mixtures of solvents, the migration of which is observed from solid lacquer membrane of protective and decorative coatings of parts and components of furniture into the indoor air environment. These chemicals are present in the construction and auxiliary materials in the development of furniture. It is desirable that manufacturers of furniture products determine in advance, at the stage of its design, the level of safety when using certain raw materials. For this purpose, a technique is proposed that allows us to determine the concentration of harmful substances in the air of the premises with the selected materials, design and manufacturing technology of furniture products. Preliminary calculations based on the proposed method, allows us to determine the life of the furniture, in which the harmful substances migrating into the air environment of the premises will be within the permissible concentrations. This allows certifying the manufactured furniture products for chemical safety with the assignment of certain quality parameters. The proposed technique may be useful for enterprises focused on the production of furniture products.

The production of elongated shaped charges is particularly dangerous (or in the language of ISO 9001 "special") and difficult from the point of view of quality control, so it is necessary to pay special attention to the dynamics of customer requirements, the level of development of competitors in order to remain a competitive organization. The proposed work addresses the issues of determining the ways of product development based on the analysis of the dynamics of consumer requirements and the level of competition, a mechanism is shown to identify bottlenecks of products based on the results of the organization's resource audits.

This article describes a study of parameters of a comprehensive assessment of the organization's information security. The formation of a knowledge base based on international and national standards and various industry requirements is proposed. Based on the standards, methods for filling the knowledge base for the expert system and a model for the functioning of this system are proposed. As a result, with a help of a specific user interaction algorithm with the output mechanism, it is possible to segregate the industry component in information security assessment process that will allow more accurate identification of risks and making recommendations for protection.

This paper presents data on the localization and number of forest fires that occur in the Arctic zones of the Krasnoyarsk Territory, as well as the possible causes of their occurrence. It is established that the main cause of forest and landscape fires are natural phenomena. A database of data normalized in a certain way about the factors shaping the occurrence of natural forest and landscape fires has been formed. The practice of connectionist algorithms, a forecasting model has been developed, and, based on data on forest and landscape fires in the Krasnoyarsk Territory; a model has been evaluated for using the model to predict fires in 2018. In order to compile a forecast of forest and landscape fires for 2019 in the Arctic zones of the Krasnoyarsk Territory using the connectionist algorithms, an optimal neuroarchitecture was chosen, which allows long-term time series forecasting.

The paper analyses nonconformities in norms, requirements and regulations, which demonstrates that standardization is a crucial factor for quality assurance. It is pointed out that the absence of risk level analysis for each nonconformity is an important drawback of a modern classification.

Standardization has proven to be an efficient regulation mechanism as well as means for storage of best experience. For instance, lean production methods developed in Japan emphasize the importance of decision standardization. In our paper we describe the method for assisting company competitiveness based on evaluation of standardization quality of processes, technologies implemented at a company and products being manufactured. Our method regards standardization as an instrument for analysis of company efficiency, rather than as a process. Indeed, production of new goods of high demand involves revision of design of these goods and technologies for their production. Therefore, the implementation dynamics of new rules, procedures and norms is increasing. Analysis of this dynamics can give us data about company development and development of some particular processes. Comparing development speed of two competing companies can help us to forecast their state of business. To illustrate the described method we give some real data of one of industrial company which produces automobile components as well as data of one of international airports in Russia.

Present paper compares four ISO 9001 international standard conceptual models based on the analysis of keywords frequency in the texts of four standard versions (years 1994-2015). This procedure allows finding out the main tendencies of requirements change in quality management systems. Moreover, the estimation of keywords importance in each standard version allows comparing the requirements model recommended by the international standard and the actual model of organization management using correlation coefficient calculation. Calculated correlation coefficient helped to forecast staff resistance level which can occur at the stage of the international standard new requirements introduction. The calculation and demonstration of disagreement between recommended standard and actual management can be used in the process of professional development programme design before implementation of new requirements. While designing the model of organization management the authors asked the enterprise top managers to fill the questionnaire which contained a list of key concepts of the international standard ISO 9001. The managers we offered to estimate the importance of the requirements for the management model in their organization. As a result, the authors found out that the level of resistance to new requirements is 37 % and 42 % correspondingly and the model of their actual management is closer to the requirements of ISO 9001 standard of the year 1994. After having compared the versions of international standard within the period of 1994-2015, the authors noticed that the requirements were shifted from the issues of quality control to the issues of quality management (in the year 2000), and in 2015 the requirements will be shifted from the issues of documentation analysis to the issues of risk management and organization management.
