Accountability requires supply chain management (SCM) public officials to account for, report on, explain and justify activities, and accept responsibility for municipal financial expenditure outcomes. Regardless of having SCM systems in place, efficiency in terms of procuring, tendering and sourcing goods and services in South African municipalities remains problematic. A key contributory factor to regressions in local government audit outcomes is the constant failure to develop, implement and monitor effective SCM systems, oversight, internal controls and financial reporting processes. With recurring instances of fruitless, irregular and wasteful expenditure, compliance with SCM policies, regulations and legislative frameworks needs solidification. When effectively implemented, control and oversight measures reduce waste, eradicates ethical malfeasance and promotes, integrity, transparency and accountability. The purpose of this article is to determine the SCM, risk factors that threaten accountability and how they can be mitigated in a typical South African Metropolitan Municipality. This descriptive and explanatory qualitative case study collected interview data from a purposeful sample of 14 (n = 14) information-rich participants. Secondary data were also collected from official documents and extant literature. Results indicate weak implementation of internal audit controls and policies, which make it challenging for internal audit and oversight committees to timely detect unethical, unfair, inequitable, opaque, uncompetitive and cost-inefficient SCM practices. The consequences are pervasive non-compliance with SCM policy, procuring and tendering processes, favouritism and corruptible tendencies. These have to be timely mitigated so as to remedy risks in the SCM process, which constrain municipal financial accountability.

The fourth industrial revolution (4IR) adoption in South Africa in higher education institutions (HEIs) has yet to be consistent. Despite the extensive literature on the possible contributions of technology to learners’ development, there is a lack of knowledge on barriers to the higher education sector's adoption of the fourth industrial revolution (4IR) to support teaching and learning. The most highly ranked universities in South Africa have somewhat embraced the 4IR, representing only a fraction of the 26 public universities in the country. The study identified factors hindering the adoption and diffusion of 4IR technologies in South Africa’s HEIs. To address this knowledge gap, we relied on the diffusion of innovation theory as a guide. Using a qualitative approach, we collected data using documentary reviews and analyses of authoritative sources to conceptualise and contextualise 4IR. The findings revealed that 4IR adoption is not only about perceptions but is also influenced by material obstacles like conflicting global views on the 4IR, complexity in conceptualising 4IR, and the digital skills gap in HEIs, among other factors. To address these obstacles and realise the value of 4IR in HEIs, institutions must understand the educational scope associated with 4IR. This can be achieved by conducting more empirical research on the implications of 4IR on the education sector. To address the digital skills gap, institutions must design detailed skills plans to respond to their respective institutions' technological needs, redesign their pedagogical approaches by extending current practices to 4IR, and implement change management.

Purpose: This study aims to examine the impact of habitual Facebook use (HFU) on life satisfaction and psychological well-being. In addition, the study examined the impact of life satisfaction on psychological well-being. Moreover, the study investigates the impact of social safeness in moderating the relationship between HFU and life satisfaction.Design/methodology/approach: The study employed a quantitative survey design, using a sample of 261 Generation Y students based in Mthatha, in the Eastern Cape Province of South Africa. Scales for data collection were operationalized from prior studies. The collected data were analyzed using structural equation modeling.Findings: The study’s results disclosed that HFU positively and significantly impacts life satisfaction and psychological well-being. In addition, life satisfaction positively and significantly impacted psychological well-being. Moreover, the results showed that social safeness had a positive and significant moderating effect on the nexus between HFU and life satisfaction.Originality/value: This study contributes to understanding HFU as a precursor to life satisfaction and psychological well-being among Generation Y students. Also, evaluating the moderating effect of social safeness contributes to a more thorough understanding of the link between HFU and life satisfaction. Furthermore, this research aims to add to the body of knowledge in Africa’s communication psychology and social media literature, a field that has received little academic attention in developing countries.

Research purpose: This study sought to determine the relationship between public service employee’s mental health accounting for the role of organisational justice and workplace social support. Motivation for the study: Calls exist to understand issues of mental health within the confines of the organisation. Research approach/design and method: A survey approach utilising a convenience sample of 289 public service employees as respondents was utilised. The location of the study was the Eastern Cape province, South Africa. Main findings: The findings show that workplace social support has a direct and positive relationship with employee mental health. Organisational justice has no significant relationship with employee mental health. Workplace social support was found to fully mediate the relationship between organisational justice and employee mental health. Practical/managerial implications: Strategies can be put in place that inform the promotion of mental health with the public service. These include the need for support services to promote mental health to address organisational issues that impede the pathway of such interventions. Contribution/value-add: The findings proffer useful precursors to interventions that address the challenge of mental health.
