Yuei-An Liou received a BS in Electrical Engineering from National Sun Yat-sen University, Kaohsiung, Taiwan, in 1987, and an MSE in Electrical Engineering, an MS in Atmospheric and Space Sciences as well as a double Ph.D. in Electrical Engineering and Atmospheric, Oceanic, and sSpace sciences from the University of Michigan, Ann Arbor, in 1992, 1994, and 1996, respectively. Dr. Liou is a Distinguished Professor, Academician and Head of the Hydrology Remote Sensing Laboratory at the Center for Space and Remote Sensing Research of the National Central University, Taiwan; Founder & Honorary President of the Taiwan Group on Earth Observations (2016/8–); and Honorary President of the Vietnamese Experts Association in Taiwan (2017/1–). Yuei-An Liou has received numerous awards, including Academician (Foreign Member) from the Prokhorov Russian Academy of Engineering Sciences in 2008; the Outstanding Alumni Award from National Sun Yat-sen University in 2008; Academician (Member) from the International Academy of Astronautics in 2014; Fellow at the Institution of Engineering and Technology in 2015; the Crystal Achievement Award in 2019/11 from the Vietnam Academy of Science and Technology; and the Outstanding Research Award from the Ministry of Science and Technology in 2019.
