The fight against climate change entails a universal commitment, given the threat of destructive changes to the planet, all countries have to alter how they act in order to slow its progress. This research provides evidence on the strongest determinants of greenhouse gas emissions (GHG). Using a panel data sample of OECD countries during the period 2011–2018, the analysis is carried out in two stages. In the first stage, DEA-Bootstrap and the Malmquist Index are applied to measure eco-innovation and productivity changes occurring in the eight years under analysis. In the second stage, the two-step Generalized Method of Moments is used to study the connection between eco-innovation and GHG emissions, incorporating other factors that a priori could be expected to affect emissions, such as productivity, environmental policies and waste management. The results reveal that the countries analysed have introduced new technologies in an attempt to curb global warming. It is also observed that ecoinnovation, CO 2 productivity and environmental policies have an important impact on the mitigation of emissions. International treaties should seek to strengthen these aspects and halt the cyclical effect of emissions.

It is hard to argue against the reality of global warming, its consequences are becoming increasingly evident not only due to the effects of extreme weather that are changing the terrain of our planet, but also due to the impact on human health. Most countries are undergoing a process of change to ensure the appropriate use of their resources, striving for excellence in their efforts to reduce greenhouse gas emissions. Using information from the 2021 Climate Change Performance Index, the empirical analysis carried out in this study is aimed at examining the profiles of countries’ performance in tackling climate change and confirming the connection between actions and achievements. To do so, cluster analysis and contingency tables are employed. The results show that concern about the need to curb climate change does not depend on countries' wealth, and no common pattern is observed in geographically proximate areas. Furthermore, the study yields statistical evidence of the connection between climate change policies, the use of renewable energy in electricity supply and the reduction of harmful gas emissions.

Countries' growth along with the need to protect the environment has made waste management a major global concern. In this study, a detailed analysis is carried out of the current situation in 41 countries belonging to the OECD and/or the European Union, in order to identify the most sustainable practices that could be successfully implemented in other nations with similar characteristics. Cluster analysis is used to detect homogeneous groups, shedding light on the possible connection between environmental policies and waste treatment. Contingency tables are employed to determine the relationship between the effectiveness of the policies adopted and two indicators of sustainable practices: material recycling and waste generation. The study is conducted using statistical information from the Sustainable Governance Indicators project and the OECD, with data referring to 2018. Five internally homogeneous groups of countries have been identified, where Israel, Turkey and USA have the lowest participation and compliance in environmental policies. Also, the results show that countries with a high degree of participation in environmental treaties (Croatia, Denmark, Finland, France, Germany, Japan, Luxembourg, the Netherlands, Norway, Spain, Sweden, Switzerland) are making great progress, reducing the use of landfills in favour of other, more environmentally friendly options. Moreover, the contingency tables confirm that the effectiveness of policies translates into a clear trend towards recycling and, to some extent, reduces waste generation.

COVID-19 has highlighted the fragility of the global economic system. In just a few months, the consequences of the pandemic have left their mark on the affected countries at all levels and without exception. This article analyses the profile of food safety notifications reported by European countries in the first five months of 2020. The aim was to detect possible changes in food safety regulations imposed by control authorities that could aggravate the economic impacts of the pandemic. While COVID-19 does not appear to be a foodborne disease, some outbreaks have been linked to imported food, which might have affected the food control behaviour of importing countries. In this study, contingency tables and clustering were used to assess differences between years and notification characteristics and to detect homogeneous groups to help identify how the reported notifications might have changed. In the period considered in this study, the volume of notifications on most imported foodstuffs decreased considerably. This decrease was a direct consequence of the fall in international trade, which might have increased countries' reliance on domestic sources. The COVID-19 crisis has not caused a substantial change in the profile of European countries’ in terms of the characteristics of reported notifications (product category and risk decision). However, the worst affected countries have replaced border rejections with alerts, which may indicate greater reliance on intra-EU markets.

The need to innovate in order to adapt to continuous changes in the environment affects all production units, but this may be particularly true of the health sector, which is key to ensuring healthy lives. However, the day-to-day running of a country absorbs nearly all its economic resources, with health innovation being consistently overlooked and only coming to the fore in isolated cases of public emergencies. This research has a twofold objective. First, it analyses the efficiency of national expenditure on research and development (R&D) in the health sector and the changes in productivity that occurred in the period 2009-2017, using DEA-Bootstrap and the Global Malmquist Index. Second, regression models are used to quantify the relative importance of said efficiency for the health status of the population, introducing other aspects that a priori could also be expected to affect this status. The sample is composed of 23 European OECD countries, and a biennial data analysis is carried out to ensure the results are stable over time, as well as to study the particular case of each of the countries analysed. The results reveal that efficiency is not determined by the volume of resources allocated to health innovation. The budget that Norway assigns to R&D in the health sector is only a quarter that of Germany's, but it more efficiently transforms that spending into quality of life. In addition, the level of happiness, the country's wealth, and spending on health are the factors that have the greatest effect on the perceived health status of the European population.

The Sustainable Society Index measures the three fundamental pillars of sustainability (the economy, the environment, and development) for154 countries around the world. It assigns the same weighting to all the indicators, without any aggregation of the pillars. This study proposes the use of cross-efficiency in order to overcome these shortcomings and obtain a more accurate sustainability index that allows countries to be ranked in terms of their environmental situation as well as their economic and social development. First, cluster analysis is used to classify the countries into homogeneous groups, according to their environmental position. Then, two sustainability indices are produced to measure environmental as well as economic and social aspects. The results show that few countries have managed to improve all facets of sustainability, and at times economic development is associated with both social progress and environmental deterioration, which diminishes the end result.

International trade in food knows no borders, hence the need for prevention systems to avoid the consumption of products that are harmful to health. This paper proposes the use of multicriteria risk prevention tools that consider the socioeconomic and institutional conditions of food exporters. We propose the use of three decision-making methods—Technique for Order Preference by Similarity to the Ideal Solution (TOPSIS), Elimination et Choix Traduisant la Realité (ELECTRE), and Cross-Efficiency (CE)—to establish a ranking of countries that export cereals to the European Union, based on structural criteria related to the detection of potential associated risks (notifications, food quality, corruption, environmental sustainability in agriculture, and logistics). In addition, the analysis examines whether the wealth and institutional capacity of supplier countries influence their position in the ranking. The research was carried out biannually over the period from 2012–2016, allowing an assessment to be made of the possible stability of the markets. The results reveal that suppliers’ rankings based exclusively on aspects related to food risk differ from importers’ actual choices determined by micro/macroeconomic features (price, production volume, and economic growth). The rankings obtained by the three proposed methods are not the same, but present certain similarities, with the ability to discern countries according to their level of food risk. The proposed methodology can be applied to support sourcing strategies. In the future, food safety considerations could have increased influence in importing decisions, which would involve further difficulties for low-income countries.

Work presented analyses the economic effects on the Valencian tourism sector of a sporting event of international significance as the World Championship of MotoGP. Using the input-output methodology has allowed to differentiate between the effects direct, indirect and induced that occur on the tourism in the province where is the sporting event. Thus concludes that spending by those attending the Championship is a notable contribution to wages, employment and GDP, thus demonstrating its importance within the Valencian tourism.

Population inequality and climate change are two of the factors that are most disruptive to the ecological balance; accordingly, there have been countless studies in recent years focusing on analysing the Ecological Footprint (EF) and Biocapacity (BC). The markedly disparate characteristics of African countries have motivated the choice of this geographic area as the focus of the research. First, this study uses Data Envelopment Analysis (DEA) to calculate the efficiency of 45 African countries, taking their EF and country size as determinants of the level of production. Second, the effect of time on EF and BC is analysed using Ordinary Least Squares estimation, in order to determine possible trends in both variables and to draw conclusions that indicate the most appropriate environmental policies to adopt. The results reveal similar efficiency levels between one group of countries with ecological deficits and another with ecological surpluses. Also, the countries that have a deficit in terms of BC, but a level of resource consumption appropriate to their production volume, need to introduce technological advances that foster sustainable economic development, helping them to adapt to their existing BC. In addition, by incorporating innovative technologies, these countries should be able to transform their existing overpopulation problem into a potential labour force that fosters their sustainable growth.

Many universities are currently doing important work not only on environmental issues, but also on social and economic matters, thereby covering the three dimensions of sustainability. This paper used data envelopment analysis to construct a synthetic indicator based on the variables that make up the UI GreenMetric. The aim was to quantify the contribution of universities to sustainability, rank all campuses accordingly, and evaluate specific aspects of their related institutional policies. First, cluster analysis was applied, yielding four homogeneous groups of universities. DEA was then applied to these clusters in order to construct the synthetic indicator. The proposed indicator, DEA-GreenMetric, revealed that the USA and the UK were the countries that were home to the greatest number of universities actively involved in all aspects of sustainability. In addition, this new index provides a complete ranking of universities, circumventing the issue of the duplicate scores assigned by UI GreenMetric. Finally, it can be seen that greater efforts are required for universities to improve their performance relating to environmental variables (energy, water use, and waste treatment) than to make improvements in infrastructure, transport, or education.

La internacionalización de los procesos de fabricación está obligando a realizar estudios exhaustivos que aporten información precisa sobre el posicionamiento comercial de los países. En este artículo se analiza una parcela importante del reciente paradigma aflorado con las cadenas globales de valor (CGV) y el nivel participación de los países pertenecientes a la UE. El estudio engloba tanto aspectos logísticos como los económicos propios de cada Estado miembro. Los resultados revelan que aquellos países cuya exportación de valor añadido tiene mayor peso en su nivel de participación en las CGV precisan de mayor desarrollo logístico y económico que aquellos cuya importación de inputs es más relevante.

The aim of this paper is to analyse the determining factors of trade costs in the top European exporting nations (Germany, United Kingdom, Italy, France, Netherlands, Belgium, Spain and Sweden). For this purpose, we have estimated a trade costs equation to evaluate the importance of logistical performance and other variables that may be key in determining trade costs. Our results reveal the great importance of logistics, even greater than the effect of distance on trade costs, and they also show that in those countries where trade costs are lower, logistics becomes more decisive in international trade. This analysis allows one to draw conclusions on the type of improvements necessary for cost reductions and, therefore, for greater international competitiveness. The research has been conducted for 2 years, thus facilitating the detection of possible changes that can in turn reveal the existence of a trade pattern in these countries.

The aim of this article is to analyse the importance of logistical performance in international trade and its influence on costs, focusing on the study of emerging economies with a maritime border. For this purpose, gravity models are used to determine the importance of logistics in these countries’ exports, taking as a representative variable the Logistics Performance Index and each of its components. Moreover, the equation of trade costs proposed by Novy (2013) is used to determine the importance of logistical performance. The results show that the analysed countries should continue to strive for improvement in their logistical infrastructure, not only in order to boost their trade, but also to improve their export competitiveness. They have already undertaken both by the private and public sector in an attempt to progress internationally as a way of boosting country growth.

The EU’s Rapid Alert System for Food and Feed provides information on sanitary and phytosanitary (SPS) notifications. With a set of data from the 1998-2013 period, we test the hypothesis that past notifications can determine current notifications. This is the “reputation effect”, meaning that inspectors may tend to target products or countries with previous SPS problems. We analyze the scope of the reputation effect over time. We used two count data models to estimate the distribution of current notifications. In line with previous literature, our findings indicate that reputation does affect current EU notifications. Furthermore, we identify some relevant exporter countries for which reputation is long-lasting.

The hypothesis that six EU Member States show a common behaviour on the implementation of food safety standards on fruit and vegetables imports is examined. To do so, we analyzed food border notifications recorded by the Rapid Alert System for Food and Feed (RASFF). Path dependence and reputation effects of past border notifications were explored for the whole period 2001–13, and for sub-periods 2001–07 and 2008–13. Negative binomial (NB) and zero-inflated negative binomial (ZINB) distributions were used to deal with over-dispersion and excess of zero counts. Our findings suggest that the EU cannot be considered as a single unit when non-tariff measures are studied, although there are some signs that Member State behaviour is becoming more uniform in the most recent period.

ResumenEl objetivo del artículo es evaluar, mediante el análisis envolvente de datos, la eficiencia en las emisiones de eurobonos a tipo fijo en el periodo 2004-2012, valorando el impacto de la crisis financiera en dicho mercado.Tras la elaboración de una base de datos compuesta por 1.999 eurobonos, los resultados muestran que en los años previos al inicio de la crisis el volumen de emisiones eficientes era mayor, estando las ineficientes muy próximas a la frontera. A partir del 2007 se aprecia un cambio drástico en las condiciones de este mercado, detectándose un alejamiento considerable y generalizado de la frontera de producción.AbstractThe aim of this paper is to evaluate the efficiency, using data envelopment analysis, in eurobond issues fixed rate in the period 2004-2012, assessing the impact of the financial crisis in that market.Following the development of a database consisting of 1,999 Eurobonds, the results show that in the years before the crisis starts the efficient issues volume was bigger, being the inefficient ones very close to the border. From 2007, we can see a drastic change in the market conditions, detecting a departure substantial and widespread production frontier
