Industry 4.0 (I4.0), Sustainability, and the Circular Economy are recently popularized concepts likely to redefine how economies and industries work. This paper, as the opening piece of this Special Issue, consists of a bibliometric study of 393 articles linking the Issue’s key themes: Industry 4.0, Sustainability and the Circular Economy. Given that this is still a recent area of the literature, and the fact that it already commands a fast-growing number of publications, the provision of an updated overview of the relevant scientific production in the field is a relevant contribution.

In this exploratory study with a qualitative approach, the process and strategies for the formation of entrepreneurship and innovation ecosystems were analyzed in territories of low demographic density, starting from the projects: Vale do Tejo Technology Park, Living Lab Beira da Cova and Habitat of Business Innovation in the Strategic Sectors, respectively, in Abrantes, Fundão and Penela (Portugal). Interviews were carried out with nine social actors linked to the projects and the content analysis technique was used with support from the NVivo software. Based on empirical analysis and literature review, a conceptual framework was developed for the formation of entrepreneurship and innovation ecosystems, where the following strategies were outlined: (i) urban rehabilitation programs, (ii) fostering the culture of hospitality; (iii) increased use of endogenous resources, (iv) quality of life, (v) qualification of human resources and (vi) support for entrepreneurship and innovation. It is noteworthy that the proposed framework can contribute to the guidance of public policies and the development of entrepreneurship and innovation ecosystems in low-density territories.

The European Union is one of the most prosperous areas of the world. However, huge disparities remain among its member states and regions. Given the persistence of those large regional inequalities, it is pertinent to analyse the efficiency of structural funds. In light of the neoclassical theory, these funds should contribute to improving the economic efficiency among the poorest regions, promoting regional convergence. However, the new economic geography states that structural funds may also facilitate the geographic concentration of economic activities, thus perpetuating regional imbalances. This article measures the impact of structural funds on regional convergence using a spatial econometric approach applied to an extended sample of European regions across a long time interval. Based on data for 96 EU regions during the period 1995–2009, a Durbin model with panel data is estimated in order to capture the effects of spatial dependence in both the lagged dependent variable and the independent variables. The results confirm the existence of conditional convergence and the importance of neighbourhood and spillover effects but do not detect the existence of positive impacts from structural funds.

Data envelopment analysis (DEA) models applied to regional innovation systems (RIS) are predominantly focused on evaluating innovation efficiency through a two-stage approach that accommodates sub-processes of production and commercialisation. Focusing on the Portuguese RIS, a three-stage DEA model incorporates a new sub-process characterised by the disclosure of official information on innovation level, thus allowing to internalise the principle of ex ante regulation consecrated by European supranational law in regional innovation policies. The main finding reveals that results of the two-stage DEA differ from those of the three-stage DEA. In particular, the presence of perfect information on innovation level leads to a reduction of the mean innovation efficiency, but also decreases the innovation efficiency gap between peripheral and non-peripheral regions. A discussion related to the need of information disclosure on innovation level is provided to highlight the potential conflict between level and efficiency of innovation.

This article attempts to explain the resilience and international competitiveness of a micro-region in Portugal, based on three intertwined levels – firm, industrial structure and region. The study covers the period 2006–2014 and is based upon a rich micro-level dataset of all firms established in Portugal. The findings reveal the dynamics of the industrial base of this region and how its enterprises managed to remain competitive over time, reinventing themselves through innovation and related diversification, conveying knowledge and expertise from incumbent businesses to new ones with higher value added. Proximity between firms played an important role in learning processes, and knowledge creation was promoted by shared knowledge. Competitiveness requires ongoing replacement of resources and rejuvenation of structures and institutions, turning regional capabilities into valuable assets.

Although recent developments focused on the multi-stage and multilevel data envelopment analysis (DEA) exhibit a high degree of mathematical sophistication, they are also characterized by the absence of a microeconomic foundation. This study proposes a novel approach called average-based DEA, which is conceived to overcome such a concern through the application of the Spence distortion principle to the hierarchy of a system. Theoretical and empirical results demonstrate that the proposed methodology reduces the distortion of efficiency scores observed in alternative multilevel extensions.

This study uses the “Complete Decomposition” technique to examine the intensity of CO2 emissions in the health sector in Portugal over the period 1997–2014. Our results suggest that improvements in emission intensity in the health sector depend on the design of incentives of replacing fossil fuels with fuels from renewable energy sources and adopting measures to save energy. In addition, capital investment may also contribute to the reduction of the emission intensity in the sector, if the investment is applied to the acquisition of more efficient equipment. We identify areas for action and recommend that public and private sector health professionals should elevate energy efficiency to a top priority. Our results also highlight the importance of the Kyoto protocol.

This study advances empirical knowledge of tourism as an economic sector, from an economics and supply-side perspective. It studies the competitive landscape of tourism sectors in Portugal, based upon a rich, firm level database, of over 3,000,000 observations, over the period of nine years, from 2006 to 2014 (over 300,000 firms per year). The results show a lower level of concentration, and consequently a higher level of competition, just in some sectors of the tourism industry, hence the need to take into account sub-sector specificities when analysing a competitive landscape. The results for Portugal show that tourism as a sector may have contributed to the economic recovery from the financial crisis that began in 2008; but tourism growth should not blur the need to care for efficiency or financial soundness. Managerial and policy implications are derived from our research.

As investments and policies that promote renewable energy (RE) projects in electricity systems are most often grounded on the goal of reducing emissions of greenhouse gases, and actual investment and policy decisions are shaped by the estimates of the accrued emissions savings, it is crucial that these estimates are as accurate as possible. In this paper we compare different econometric models that estimate the amount of carbon abated due to RE in terms of their results and their inherent methodological benefits and drawbacks. Specifically, we use the British, French and Spanish grids as case studies for the application of a selection of econometric models and compare the resulting CO2 abatement estimates. We find that, across the three markets, estimates can vary substantially across the different models – this can lead to an over or underestimation of the emissions abated by RE. Overall, our results highlight the need for choosing econometric specifications that lead to results that are congruent with the operational framework of the examined power systems.

This paper presents an empirical analysis of the displacement of CO2 emissions associated with wind generation in the Irish electricity market between December 2013 and May 2017. We find that the average marginal effect of an additional MWh of wind generation corresponds to a reduction in CO2 emissions of 0.401 tonnes in Ireland (All-Island system) and 0.459 tonnes when accounting also for the emissions offset in Great Britain. We also find that, for each given demand level, the amount of emissions displaced by wind varies with the wind level. In particular, overall the amount of total (domestic plus external) CO2 emissions offset by a MWh of wind generation increases as the wind generation level increases, a result which suggests that as wind generation capacity increases the effectiveness of wind in displacing CO2 may be retained. However, when accounting exclusively for the effects of wind generation on domestic emissions, we observe that the effectiveness of wind in displacing emissions may decrease as the amount of wind generation increases further. As the effects of CO2 as a GHG are independent of the location where it is emitted, our work also highlights that accounting for reductions in emissions due to a reduction of imports from, or an increase in exports to, interconnected markets is crucial in this type of analysis due to the potential for underestimating the effects of wind on emissions savings when only national emissions are accounted for. The Irish government has a target for 40% of total electricity generation to be produced by renewable energy sources by 2020 which, according to institutional reports, may entail an additional 25% to 35% increase in wind generation capacity from the present levels. Accordingly, our findings are particularly relevant for policy making since they do not support one of the arguments against further investment in wind, namely that the corresponding environmental benefits in the form of emissions savings are reduced.

Tourism plays a significant role in our lives and is increasingly becoming associated with Quality of Life (QOL). Tourism offers opportunities to explore new environments, participate in new activities and to meet people as well as relax. While the effects of tourism on the QOL of individuals are nowadays recognized, the effects of family tourism upon families’ QOL are relatively blurred. This neglect is more worrying insofar as it is known that family tourism represents a significant share in the tourism market globally. This study aims to overcome this gap by analysing the effects of family tourism on some dimensions of families’ QOL, using survey data collected from a sample of Portuguese families (N = 825). Moreover, we explore whether the impacts of family tourism on families’ QOL vary across the economic profile of families. This study is of utmost relevance given that families with low income represent a significant share of the Portuguese population nowadays. The results reveal significant effects of family tourism on family cohesion and on the improvement of families’ QOL. The effects differ between families, with families with scarce economic resources being those that feel the effects with greater intensity. The chapter concludes with a discussion on the implications of the results for the design of family tourism experiences and also identifying paths for future research.

Previous research has revealed the relevance of consuming local food products in the visitor experience and in maintaining the sustainable development of tourism destinations. By reviewing the available studies in the field of tourism, attempts have been made to identify those factors influencing the consumption of local food products during a trip. However, few studies have analysed visitors’ behaviour in terms of their intentions to search for and recommend these products after returning to their home countries. The present study addresses this gap by analysing the factors that influence visitors’ intentions. A total of 500 international tourists in Portugal were interviewed and several linear regression models were used. The evaluation shows that the attributes of local agro-food products, food-related personality traits, and the motivations behind consuming these kinds of products emerge as the most important factors that influence visitors’ intentions to consume these products and to recommend them after a trip. However, the results also show differences in the determinants in terms of type of local agro-food product under analysis, as well as differences between the intention to consume and the intention to recommend. The theoretical and managerial implications of the findings are also presented.

The present article contributes to the existent empirical literature by relating CO 2 emissions with economic behavior of activity sectors in Portugal, as well as relating with proxies connected to technological development as is the case of R&D (research and development) or TPR&D (total persons working in R&D). For that we use a balanced panel of data from several industries, between the years 1996 and 2013, analyzing for the effect 11 economic activity sectors in Portugal. As main conclusions of our study, we were able to observe two different behaviors of the EKC: the inverted U-shaped behavior and the N-shape form, both behaviors which explain in a different way the relationship between carbon dioxide emissions and the economic growth of activity sectors, as well as their behaviors in the time period analyzed. The conclusions of this work evidence that CO 2 emissions will not disappear automatically with economic growth. By opposition it can be more serious after a certain level of growth.

By combining insights from the widespread research on entrepreneurial spin-offs and from the emerging literature on hiring choices in start-ups, we investigate the role of co-worker mobility in pushed and pulled spin-off survival. Using rich register data and a multi-stage model addressing self-selection and endogeneity issues, we cover 28,353 spin-offs launched between 1992 and 2007. We find that spin-offs hiring co-workers from the parent firm survive longer. This survival bonus is greater in pushed-driven start-ups. We investigate two different mechanisms through which co-worker mobility may improve spin-off survival – knowledge transfer and reduced searching costs. While both mechanisms play a role in explaining the survival bonus in pulled spin-offs, co-worker mobility seems to help pushed spin-offs to survive mostly by reducing initial recruitment costs. This work provides novel insights on the role of context surrounding new venture creation and inter-firm labour mobility.

The contribution made by local products to local economic development has been recognized. While consuming local food products, visitors not only satisfy their vital needs but also interact with local culture and support local development by stimulating demand. Despite this, the determinants of local food product consumption by international visitors have been relatively neglected. The results reveal that the determinants related to interaction with the destination and local products are stronger, but there are differences between visitors' characteristics. The findings contribute to a comprehensive understanding about the interaction of inbound tourism and local food product consumption.

This paper contributes to the literature by extending the long-run and the causal relationship between greenhouse gas emissions, energy consumption and economic growth to a panel of 13 Portuguese economic sectors over the period 1975–2013. Hence, we test for the case of Portugal whether a relationship between economic activity and emissions exists, and what configuration that relation assumes, accounting for the structure of the economic activity, an aspect that has been neglected in previous literature. The sectoral approach followed in the study allows to account for the likely heterogeneity at sectoral level, to account for the structure of the economic activity and its changes over time, leading to an environment-economic analysis complementary to other findings. In this respect, the research on the relationship between emissions, energy consumption and economic growth carried out in this paper may be of relevance for policy-makers to better understand the energy–environment–growth dynamics. Such knowledge may support the design and implementation of more effective policies, which contribute to reduce emissions of greenhouse gases while preserving economic growth.

Tourism is not accessible to all individuals and households. Low income specifically constrains participation in tourism and affects households’ level of Leisure and Tourism Expenditure (LTE). This study uses micro-data available regarding 9489 Portuguese households, deepening the understanding of the Portuguese reality concerning the households’ LTE, its determinants, and how these differ according to the households’ income level. Studies analysing leisure and tourism in low income families are scarce. Low income families have significantly lower LTE and important differences in the determinants of LTE arise between the groups of families. This deeper knowledge about the households’ LTE can form the basis for actions aiming to reduce constraints and encourage leisure and tourism, maximizing the benefits low income families can obtain from that participation.

Unsustainable patterns of tourist behavior produce a massive environmental burden. Nevertheless, it is unknown which behavioral strategies can be implemented to foster resource-efficient behavior in customers of leisure and travel services. This article aims to identify and summarize the evidence about the interventions which have been tested to promote sustainable hotel guest behavior. Electronic searches were performed in the main databases from inception to September 2016. Papers deemed eligible for inclusion were experimental field studies, reporting factual changes in guest behavior. The final sample was composed of nine papers comprising 13 studies in a total of 5,859 hotel stays. Results showed that all included interventions targeted towel reuse. Five different types of interventions were identified including environmental appeals, messages prompting commitment for conservation, donation to charity, social norms, and nudges. Only the last two forms of interventions (social norms: effect size [ES] = −0.25, 95% confidence interval [CI] = [−0.39, −0.12], p = .004 and nudges: ES = −0.43, 95% CI = [−0.72, −0.13], p = .009) showed significant positive effects in promoting towel reuse. Particularly regarding social norms, our work shows an effect weaker than reported in previous meta-analyses but consistent (low between-study heterogeneity) in producing modest increases in the levels of towel reuse.
