Based on a longitudinal case study of China's high-speed rail embedded in the emerging economy context, we focus on what role the government plays and how that matters to open innovation (OI) for competitive advantage. By linking the OI literature with the national political institutions literature to motivate our research question, we propose a statist-based OI view to differentiate diverse government roles, investigating how government adopts roles in a combined way to push OI in stages. Our findings suggest that government is an important strategic decision-maker for OI. Specifically, the government plays various roles as commander, protector, cultivator, and intermediator, reflecting state activism derived from national political institutions, to construct institutional-level OI for domestic OI activities, and inbound and outbound OI across national borders. We find government can deliberately and strategically use its diverse roles in a combined way to push OI for competitive advantage through the industrial evolutionary process over time. Our study contributes to the OI literature and integrates the strategic management literature with the study of OI to provide new insights to explain the origins of competitive advantage from the state perspective.

The Belt and Road Initiative can be seen as a country‐level policy of Inside‐Out open innovation. Through the content analysis of presidential speeches and the exploratory case studies of high‐speed rail and semiconductor industries in China, we clarify the role of the government as an orchestrator of open innovation and developing dynamic capabilities. State‐owned enterprises, privately‐owned companies, and foreign firms differentially affect the innovation performance of these industries, and the latter kinds of firms need greater support to implement the stated goals for open innovation in Chinese presidential speeches effectively.

Research in sustainability has focused on the productive industry and other polluting sectors, leaving aside the sustainable development of the service industry such as retail. Increasingly, retail companies are facing substantial sustainability problems such as pressure from resource limitations, fierce competition, the variability of customer needs, and the development of technology. Adopting best practices through managerial learning is the key to achieving sustainable development for retailers. However, there is a lack of discussion of the micro mechanism of sustainable development in the existing sustainable research field. From the perspective of internal sustainable development, taking Chinese retailers as the sample, this study explores the effect of the managerial learning mechanism on sustainable development on the basis of empirical research. First, this study measures the management efficiency of Chinese retailers, which is the micro basis of sustainable development. Second, the effects of two types of managerial learning mechanisms (government-driven and professional organization driven) on management efficiency are tested. The results show that management efficiency contributes to the growth of the total factor productivity in Chinese retailers, and firms should attach importance to the improvement of management efficiency. Specifically, retailers can strengthen management efficiency by establishing managerial learning platforms with professional institutions, and thus prevent the substitution role of absorptive capacity.

Car-hailing platform governance is an emerging topic of research and practice. The governance of the data-driven platform economy is challenging the research paradigm of competition regulation in the context of open innovation. This research is trying to reveal the market allocation structure of China’s online car-hailing industry from the perspective of personal data allocation by the study of Application Programming Interface (API) of sample platforms. On the basis of the networked nature of personal data allocation via APIs, this research constructs a mathematical model of the edge weight of data resource connections between platforms. Furthermore, this research optimises the structural hole analysis of complex networks to discuss the state of personal data resource allocation in China’s car-hailing industry. Results reveal that there are obvious structural holes within the sample network. When compared with related indicators, we found that accessing personal data resources is an essential component of the sample network competition capability and sustainable innovation. Social media platforms and online payment platforms more greatly impact car-hailing platform competition than other types of platforms within the multi-sided market context. This research offers a research perspective of personal data allocation for further study of competition, regulation and sustainable innovation of data-driven platform economies.

Interdisciplinary cooperation is an important way to achieve scientific innovation breakthrough. Currently, great scientific innovation often occurs in interdisciplinary areas. However, they still face challenges in relation to theoretical support and strategic choices. This paper identifies the extent to which interdisciplinary cooperation-induced heterogeneity affects team innovation performance in Chinese universities. The questionnaire survey is employed in this study and the samples selection covers a wide range of multidisciplinary or interdisciplinary collaboration. This study used Poisson regression analysis to create a new method to evaluate innovation performance. Then, the relationship between team heterogeneity and innovation performance was examined and the moderating role of transformational leadership was also introduced. The empirical results show that three independent variables (disciplinary heterogeneity, cognitive heterogeneity, and organisational heterogeneity) all had a significant positive effect on the team innovation performance. Transformational leadership has a significant positive effect on cognitive heterogeneity and innovation performance, but moderating effects did not appear to be seen in the other two relationships. Our study contributes to a deeper understanding of the value of interdisciplinary research collaboration.

In this paper, we study the effects of inter-firm linkages on the open innovation of small- and medium-sized enterprises (SMEs) from an innovation ecosystem perspective. Based on resource dependence theory and the bipartite structure of business ecosystems, we divide a SME's external linkages with its partners in an innovation ecosystem into two types (i.e. the Linkages of a SME with its Prominent Organizations (LPO) and the Linkages of the SME with its Service Intermediaries (LSI)). We then examine the relationships between LPO (and LSI) and the SME's innovation performance and analyze the influences of the SME's absorptive capacity on the two relationships. Research results support a positive relationship between LPO and SMEs' innovation performance, and a positive relationship between LSI and SMEs' innovation performance and a positive relationship between LSI and LPO. In addition, research results show that when measured by R&D intensity, SMEs' absorptive capacity weakens the positive effects of LPO (and LSI) on SMEs' innovation performance, whereas when measured by IT adoption, SMEs' absorptive capacity strengthens the two positive relationships. Relevant theoretical and managerial contributions are discussed.

In the context of an emerging economy, how does a university choose an appropriate model for its relations with industry and maintain effective collaboration for the purpose of innovation? We provide a strategic analysis of the various organizational alliances and the construction of alliance portfolio, from the integration of resource-based view and institution-based view. Our study focuses on the case of alliance portfolio practices of Zhejiang University—involving the Zijin Innovation Town, the Collaborative Innovative Center, and the Transnational Alliance—and discusses the implications of engaging in an alliance portfolio to leverage university competitiveness, with the evidence learned from its alliance portfolio practice which highlights the coordination of resources and institutions of universities.

This paper systematically reviews the current typical innovation paradigms worldwide and their shortcomings. Based on eastern wisdom and best innovation practices, this paper introduces a new paradigm of innovation, holistic innovation (HI). It provides a definition and theoretical framework for HI, discusses its connotations, and summarizes the theoretical contribution and policy implications. HI is total and collaborative innovation driven by strategic vision. This new innovation paradigm is a complex of strategic innovation, collaborative innovation, total innovation, and open innovation, which reflects wisdom from the Chinese context and Eastern culture. The four core elements of holistic innovation, “strategic,” “total,” “open,” and “collaborative,” are inter-related with an organic integration with the helix of HI. HI is an original innovation paradigm that conforms to the needs of firms' technological innovation management in the strategic innovation era and supports the implementation of the Innovation-Driven Development Strategy. It also helps China's enterprises build global innovation leadership and improves national innovation ability. Finally, it optimizes the innovation policy design and action mindset to achieve global peace and sustainable development.

Purpose The purpose of this paper is to answer the following two questions: What are the influences of the top managers’ different leadership styles on organizational innovation? What is the mechanism by which the different leaderships exert different effects on organizational innovation? Design/methodology/approach To test the hypothesized model, a data set based on 133 MBA part-time students from Tsinghua University and Zhejiang University in China was built, after interviewing several top managers as a pilot study. With the help of SPSS macro, hierarchical regression and bootstrapping analysis, the paper analyzes the effects of two leadership styles on innovation performance, through the mediation mechanism of openness involving open breadth and open depth. Findings The results indicate that transformational leadership enhances, while transactional leadership reduces, the organizational innovation performance. The openness breadth and openness depth not only mediate the beneficial effect of transformational leadership on innovation, but also mediate the deleterious effect of transactional leadership on innovation. Originality/value This study empirically explores the different functions of transformational leadership and transactional leadership for leading organizational innovation performance. Furthermore, a new form of organization is an open design or strategy that allows more external knowledge and resources to be absorbed, which is claimed as a new paradigm for organization innovation. This study integrates the concepts of breadth of openness and depth of openness on the basis of open innovation literature, as an intermediate mechanism to explain the different effects of the two forms of top managers’ leadership.
