Rui Chen, doctor of management, lecturer, master tutor, is currently the deputy director of the Department of Cultural Industry Management, School of Literature and Journalism and Communication, xihua university. From February 2009 to January 2016, he worked in China Mobile Communications Group Sichuan Co., Ltd. and engaged in management work. From September 2012 to June 2016, he studied as a Ph.D. student majoring in business management (cultural and creative management) at the Business School of Sichuan University, and studied under Professor Yang Yongzhong. He graduated from Sichuan University in June 2016 with a doctorate in management. From July 2016 to now, he has been engaged in teaching and scientific research in xihua university. Presided over one general project of NSFC, Participated in one key project of National Social Science Fund, one general project of NSFC and one emergency project of NSFC. He has published 2 monographs and more than 10 papers. He published 5 papers in CSSCI source journals such as Journal of Sichuan University and Publishing Science. The purpose of this paper is to explore Disney Mulan’s cultural appropriation strategy and the cultural discount phenomenon formed in the Chinese market from the perspective of users and discuss the creation and operation strategy of the film. In 2020, Disney released a new film that originated in China, Mulan, but received negative reviews from the Chinese consumer market. Taking this as an example, this paper uses NVivo and ROSTCM to conduct content-coding and text analysis on creators’ interview records and consumer comments and seeks for the differences in understanding between Chinese audiences and creative teams. The results show that cultural appropriation is an effective strategy for film creation, but cultural appropriation based on misinterpretation will lead to cultural discounts in the operation of films. Therefore, corresponding strategies during film creation and operation should be adopted to better realize the sustainable development of culture.

Over the last 15 years, digitalization has changed and is changing the basic approach to the sustainable development of China's cultural industry, which is undergoing a fundamental transformation process. However, a holistic analysis of this important process is still lacking. Mainly based on the relevant representative literature (2006-2020) in SCI/SSCI, CSCD, CSSCI databases and the latest statistics released by the National Bureau of Statistics of China (NBS) and China Internet Network Information Center (CNNIC), a systematic theoretical analysis and literature study of this process have been conducted. It is found that this process mainly takes place at the three levels of "Basic Technology - Industrial Structure - Spatial Distribution". It first originated in the field of the basic technology of cultural content production, and then led to a dramatic change in the industrial structure, promoting the formation of a new spatial distribution pattern. At the level of basic technology, digitalization has become the main trend. At the level of industrial structure, industrial integration has become the main trend. At the level of spatial distribution, the spatial agglomeration has become the main trend. "Digitalization -- Industrial Integration -- Spatial Agglomeration" together constitute the core driving force for the sustainable development of China's cultural industry. Due to the complexity of this issue, subsequent research should focus on developing an interdisciplinary analytical framework.

Smart cities use the resources of the new generation of information technology and broadband networks to leverage the advantages of information and communication to build a smart environment for urban development, provide efficient and flexible support for urban management and operations, and provide more humane and more convenient services to the public. The ability to manage and control is a necessary condition for realizing a smart city. This paper uses video streaming media forwarding technology to create a digital creative industry based on the concept of smart city to encourage the public to actively participate in it, effectively promote the promotion and dissemination of cultural heritage. Based on the design goals, architecture, user groups and licensing operations, this paper expounds the idea of constructing cultural heritage management based on the concept of smart city. On this basis, the application selection and effect of the platform are evaluated initially, and the prospect is put forward.
