The article attempts to determine the effect of perceived flood risk, based on identified flood hazard zones, on the level of activity in the market of land property designated for housing developments in the historical town of Sandomierz, Poland. The study employed graphical, analytical, quantitative methods, and spatial analyses with GIS tools. The proposed methodology, involving spatial interpolation of the phenomenon (Kernel Density Estimation (KDE) and Inverse Distance Weighting (IDW)) and an expert opinion survey, facilitates the assessment of the market activity in towns where transactions are scarce. Trade in property is lower in areas at risk of flooding than for the remaining parts of the town. The potential flood hazard zone affects both the activity of the property market and the average prices of land. The study demonstrated that both a flood and flood risk affect the levels of market activity and the prices of residential land. However, this impact differs at various times and locations and is greater immediately after a flood. Properties located in the most attractive location within an area are characterised by a greater sensitivity to this risk.

The idea behind the Infrastructure for Spatial Information in Europe (INSPIRE) project was to provide EU citizens with access to various types of information, including environmental protection and spatial management data. These resources can be viewed (Web Map Service—WMS) and downloaded (Web Feature Service—WFS) online. Cadastral datasets represent one of the 34 spatial data themes in the spatial data infrastructure (SDI). The functionality of the SDI has not yet been fully achieved due to the failure of the WMS and WFS network services. The aim of this article was to assess the completeness of the SDI containing cadastral datasets. The present study has practical implications. The proposed diagnostic tool supports an assessment of the completeness of SDI resources in seven diagnostic groups (technical and legal identifiers, the cadastral information profile, the WMS network service, the WFS network service, source cadastral databases, data validity, and WMS and WFS standardization). The developed assessment methodology enables the identification of websites that publish cadastral data through INSPIRE network services, as well as problematic websites, and it has high development potential. The results of the assessment should be used in the ongoing construction of the SDI. They can also be used to improve the quality of network services and their availability for end users.

Designing and implementing investment projects are activities that have a direct impact on the natural environment and pose a threat to sustainable development of rural areas. The issue of agricultural production space protection during the implementation of linear projects in Poland is often only mentioned at the design stage as the final element. The aim of the study is to propose a tool to enable an assessment and modelling of a motorway design variant in order to minimise the impact on the agricultural production space. Four indicators introduced in the modelling procedure include the loss of agricultural land, a decrease of land productivity in the vicinity of an investment project, changes in the spatial structure of areas divided by the investment, and difficulties resulting from the accessibility of areas. The superiority of the proposed method over consolidations implemented in the vicinity of a motorway is due to the introduction into projects not only of elements organising the space but also attributes that prevent the reduction of the production capabilities of the land located in the vicinity of the motorway (Module I) and, secondly, the elements decreasing the re-organisation of the space (Module II).

The developed, innovative method of estimating the impact of motorway on agricultural land allows determination of all the losses associated with the directions of this impact. The basis for the determination of losses is the analysis of variability in land use and the quality classes and location of access roads to the land along the axis of the planned motorway. The approved measure of the multidirectional impact of the motorway on agricultural land is a change in the value of land, which is determined with taking into account the differences of their suitability for agricultural production. The developed method of determining the impact of motorway on agricultural land was presented on the example of A4 motorway section between Jaźwiny and Góra Motyczna. The existing section of motorway was assessed and then for the same section, the calculations were made again, but with an alternative location of the motorway overpasses (flyovers). In the case of the existing section, the construction of one kilometer of the section of motorway under consideration will result in a reduction in the value of agricultural land of 2119 cereal units. Acquisition of land for the construction of the motorway and its negative impact cover about 78% of the total reduction in value of agricultural land. The remaining 22% of the land value reduction is related to the increase in transport and the deterioration of the plots layout. On the other hand, in the case of the section with alternative arrangement of overpasses, the value of agricultural land is reduced of 2088 cereal units. Acquisition of land under construction and under motorway's toxic impact will be equal 79%, while the combined effect of transport growth and deterioration of the layout makes 21%.

Agricultural land is a limited resource. Poland has implemented new legal regulations to protect the sale of agricultural land. An Agricultural Land Sales Control System (ALSCS) has been called into existence for the purpose of real estate marketing. The currently implemented National Land Administration System, referred to as the Integrated Real Estate Information System (IREIS), was analysed to determine the extent to which it supports farmland management policies. The results of the study indicate that the IREIS is a fit-for-purpose ALSCS which offers a high degree of protection for agricultural land. The IREIS can effectively protect agricultural land during market transactions.

The existing motorway section was evaluated and then the obtained data were compared with the results obtained for the alternative version of the motorway running on the same section.

Agricultural land consolidations help solve structural problems caused by land fragmentation. The FAO classifies the impacts of land consolidation at three levels: firstly, there is the micro-level, where land consolidation aims at changing the farm structure. Secondly, there is the meso-level where land consolidation has broader aims of changing rural communities by improving the infrastructure, the natural environment, and the management of natural resources, landscape and, consequently, the spatial distribution of economic activities. Finally, there is the macro-level where the focus is on changes which can positively affect the whole country by reducing the disparities between rural and urban areas. Therefore, one of the advantages arising from the implementation of consolidations should be positive socio-economic changes in rural areas, resulting from the implementation of agricultural land consolidations. In this study, the Authors took on an assessment of the effects of consolidations at the meso-level. Another aim of the study was to identify the effects of consolidations on changes in socio-economic development of rural areas. A question was raised as to whether there is a correlation between the rate of changes in socio-economic development of rural areas and the implementation of agricultural land consolidations in this area. The level of socio-economic development was assessed based on an indicator of the rate of changes, calculated as the difference between the levels of commune development indicator for the years 2004 and 2016. In order to determine the synthetic indicator, one of the taxonomic methods, namely Hellwig’s synthetic measure of development, was applied. The study concerned communes of Lubelskie and Małopolskie Voivodeships in which both traditional and infrastructural consolidations had been implemented over an area of at least 15% of the commune’s area. The study indicates an increase in the level of socio-economic development of the communes in which traditional consolidations were implemented. The study results indicate that the implementation of traditional consolidations of agricultural land is one of the factors contributing to an increase in the level of socio-economic development of rural areas. At the same time, it was found that infrastructural consolidations understood as a corrective tool, implemented at the time of the construction of linear infrastructure projects, do not always serve their function of an improvement in the land layout in rural areas. The conducted study indicates that in the communes in which infrastructural land consolidations have been implemented, no improvement in the conditions of socio-economic development has taken place.

All definitions of the natural environment’s potential provided by the literature highlight the role of humans as entities making use of environmental resources. The natural environment creates conditions for life processes to occur by supplying raw materials and energy required to satisfy various human needs. It provides a basis and a precondition for socio-economic development. It is, however, difficult to define the natural environment’s potential in its entirety, therefore the study focused on the resource-and-performance aspect of this potential. Hence, the article aims at identifying the relationships between the level of the natural environment’s potential and the level of socio-economic development of communes. The study involved communes located in Warmińsko-Mazurskie Voivodeship. The study was carried out in several stages and involved an analysis of the level of the natural environment’s potential as well as of the meta-indicator that shows the socio-economic determinants of communes in a synthetic manner. The analysis of the relationships between the level of the natural environment’s potential and the socio-economic development was performed using the Pearson product-moment correlation coefficient.

Acquisition of land for the construction of the motorway and its negative impact cover about 69% of the total reduction in value of agricultural land. The remaining 31% of the land value reduction is related to the increase in transport and the deterioration of the parcels layout. On the other hand, in the case of the section with alternative arrangement of viaducts, the value of agricultural land is reduced of 1538 cereal units. Acquisition of land under construction and its toxic impact will be equal 75%, while the combined effect of transport growth and deterioration of the layout makes 25%.

Intensity of land use could be considered as an indicator of rate of anthropogenic impact on landscape (CAI) and the coefficient of ecological stability (CES). These two bio-indexes are based on the land use categories. The CAI coefficient is the ratio of the sum of percentile areas of land characterized by considerable human impact in relation to the sum of percentile areas of lands with low or none anthropogenic pressure. The CES index describes the structure of land use in one unit according to land use categories weighted by given coefficients. The calculation of the complex integral index enables to know the potential of the environment, i.e. a natural resource reserve with a structure that allows self-regulation of ecosystems and expresses the environment's resistance to bearing anthropogenic loads. The aim of the study is to analyze the historical land use changes (in the period of 1845-2016) in rural areas of Southern Poland using bio-indexes such as the anthropogenic impact on landscape (CAI) and the coefficient of ecological stability (CES). The analysis led to the conclusion about the strong dynamics of changes during this period which is largely due to the growth of the percentile areas of lands with considerable human impact especially after the historical transformation in 1989 in Poland. At the same time, the attention should be paid to the land use changes as an effect of growing suburbanization. The results of the study can be used by public authorities, citizens and governing bodies to form a system of measures to calculate environmental potential and modelling changes which ensure the environmental protection and sustainable development of rural areas.

In Poland land consolidation is carried out mainly in the southern part of the country. In three voivodships, Lublin Voivodship, Podkarpackie Voivodship and Lesser Poland Voivodship, in the years 2003–2014 there were numerous land consolidations, over 20,000 ha in each voivodship. That is above national average of land consolidation. In another three voivodships (Warmian-Masurian Voivodship, West Pomeranian Voivodship and The Kuyavian-Pomeranian Voivodship) there are no land consolidation, even though according to scientists from the Polish, every voivodship requires land consolidations processes. What is the reason for that situation? Why are so many land consolidations conducted in the area of several voivodships in Poland, and in other voivodships considerably less or not at all? It is known that the location of the implementation of agricultural land consolidations in a particular area is determined by numerous factors, inter alia the construction of line infrastructural projects i.e. motorways, faulty spatial structure found in a particular area, and farmers in Poland applying for the implementation of this project. It is also known that the neighbourhood of the implementation of these works is of significance. Situations are observed in which the appearance of one consolidation object contributes to the development of this measure in the neighbouring area. However, there is no empirical evidence to support this view. Therefore, the subject of considerations will be the investigation into the occurrence of spatial relationships between consolidation objects. Two variables were adopted for the analysis, namely the number and density of consolidations. In order to determine the relationships, spatial autocorrelation was applied.

In the situation where Poland has been a member of the European Union since 2004, agricultural land consolidation has been co-financed with EU funds. This has resulted in an increase in the number of carried out land consolidations throughout Poland. Co-financing of this consolidation work has also introduced the need for a different understanding of the essence of agricultural land consolidation. According to Dacko (see Dacko 2006), the main goal of land consolidation should be to improve the quality of rural life, and not only to increase agricultural production. Land consolidation measures should be initiated to revive the countryside by encouraging continuous economic and political development of the local community, while protecting and rationally managing natural resources. The local community should participate democratically in land consolidation and in defining new forms of land use that make the most of the local potential. Currently in Poland, the choice of a location for the implementation of consolidation work not only depends on the farm land layout and land fragmentation also on the farmers who apply for the implementation of consolidation work in the particular area. Social acceptance is the key prerequisite for successful land consolidation. This fact has resulted in the agricultural land consolidation taking place not only in the areas in which the needs determined on the basis of the farm land layout and land fragmentation are most unfavorable. The paper comparatively analyses the determined needs as regards consolidation work in Poland, and the implementation of this work since 2004. The research employed the following methods: analysis and synthesis of the literature, field inventory, and research from the group of spatial-statistical approaches. The study area covered Poland, and in particular the selected region.

The innovative method developed for estimating the motorway impact on agricultural land allows determining all the losses associated with the directions of this interaction. The basis for the determination of losses is the analysis of the variability of land use and quality classes and location of access roads to the land along the axis of the planned motorway. An adopted measure of the multi-direction motorway impact on agricultural land is a specified change in the value of land, at which determination only the diversity of the land suitability for agricultural production is taken into account. The developed method for determining the motorway impact on agricultural land is shown on the example of the planned motorway section. The construction of one kilometre of the motorway section will reduce the value of farmland amounting to an average of 1.350 cereal units. Taking over the land for the highway construction and its negative impact covers about 85% of the total loss of value of agricultural land. The remaining 15% loss of the land value is associated with an icrease in transport and deterioration of land configuration plots.

Pyruvate dehydrogenase complex (PDHc) defect is a well-known cause of mitochondrial disorders (MD) with at least six responsible genes (PDHA1, PDHB, DLAT, DLD, PDHX, PDP1). The aim of this work was to assess the diagnostic value of biochemical methods in recognition of PDHc defect in Polish patients with suspicion of MD. In the first step, Western blot of the E1α subunit was performed on 86 archive muscle bioptates with suspicion of MD. In the second step, Sanger PDHA1 sequencing was performed in 21 cases with low E1α expression. In the third step, 7 patients with negative results of PDHA1 sequencing were subjected to whole-exome sequencing (WES). This protocol revealed 4 patients with PDHA1 and one with DLD mutations. Four additional probands were diagnosed outside the protocol (WES or Sanger sequencing). The molecular characterization of PDHc defect was conducted in a total of 9 probands: 5 according to and 4 off the protocol. Additionally, two affected relatives were recognized by a family study. Altogether we identified seven different PDHA1 changes, including two novel variants [c.464T > C (p.Met155Thr) and c.856_859dupACTT (p.Arg288Leufs*10)] and one DLD variant. The lactate response to glucose load in the PDHA1 subset was compared to a subset of non PDHc-related MD. Opposite responses were observed, with an increase of 23% and decrease of 27%, respectively. The results show that determining lactate response to glucose load and muscle E1α expression may contribute to distinguishing PDHc-related and other MD, however, WES is becoming the method of choice for MD diagnostics.
