The COST CARES project aims to support healthcare cost containment and improve healthcare quality across Europe by developing the research and development necessary for person-centred care (PCC) and health promotion. This paper presents an overview evaluation strategy for testing ‘Exploratory Health Laboratories’ to deliver these aims. Our strategy is theory driven and evidence based, and developed through a multi-disciplinary and European-wide team. Specifically, we define the key approach and essential criteria necessary to evaluate initial testing, and on-going large-scale implementation with a core set of accompanying methods (metrics, models, and measurements). This paper also outlines the enabling mechanisms that support the development of the “Health Labs” towards innovative models of ethically grounded and evidenced-based PCC.

Background. Elderly patients' interaction with the GP may be improved through patient involvement techniques, and there is a variety of such techniques which improve patients' involvement in their own care, although little is known about their acceptability. Objectives. The aim of this study was to identify barriers and facilitators for using patient information leaflets and patient satisfaction questionnaires as methods for increasing elderly patients' involvement in general practice care by comparing their views with the GPs' views on these two types of methods. Methods. In seven countries (Austria, Denmark, Germany, The Netherlands, Portugal, Slovenia and Switzerland) 146 GPs and 284 patients aged 70 and over were interviewed about the use and the acceptability of these two methods. Interviewers followed a semi-structured interview guide, and all interviews were tape-recorded and transcribed verbatim. Results. The arguments for using patient satisfaction questionnaires were that they would provide the GP with more information, function as a basis for change, increase patients' self-confidence and make them more conscious of what to expect. Barriers for their use were cognitive impairment among patients, fear that they would not answer honestly and opposition to written material. The arguments for patient information leaflets were that they could support patients' memories, educate patients and promote their self-responsibility. The barriers were cognitive impairment among patients and fear that they would give them false impressions of what to expect. Conclusion. Both instruments were generally well accepted by both GPs and patients. Their use seemed to be dependent upon the individual GP's attitude and the patients' cognitive capacities.

Introduction: The main objective of this study was to assess whether socioeconomic factors were associated with the use of telehealth in primary care services in Portugal during the COVID-19. Methods: A questionnaire was administered to patients in primary healthcare units during the pandemic. The set of variables used in this study was part of a larger patient satisfaction questionnaire. A descriptive statistical analysis was performed, and a multiple logistic regression analysis was estimated to assess factors associated with using remote consultation. Results: The use of a remote consultation was reported by 38.2% of respondents (N = 7008), and the main reason for telehealth use was prescription renewal. Among non-users of telehealth, 40% did not know they could contact their family doctor by email. Factors positively associated with telehealth use were: older age, women, married, filled questionnaire without help, consumption of OTC and prescribed drugs, unmet healthcare needs, and registered with family doctor. The evidence suggests a negative association between education and telehealth use. Conclusions: No clear pattern emerged regarding the digital divide. The evidence shows a relevant lack of awareness regarding the possibility of using telehealth. If more complex forms of telehealth are adopted in primary care services, the digital divide might come to the surface.

Background: the implementation of knowledge management in hospital organisations is considered an essential element of good governance, which allows responding to the challenges that arise daily with greater ease, effectiveness and efficiency. However, there are numerous factors influencing the implementation of this concept of interest in hospital organizations, and it is pertinent to identify them. Objective: to map the factors that influence the implementation of knowledge management in hospital settings by clinicians and health managers. Methodology: scoping review conducted according to: Preferred Reporting Items for Systematic Reviews and Meta-Analyses Extension for Scoping Reviews. A search was conducted in scientific databases with no restriction on time space and in Portugue se, English and Spanish. The process of study selection, data extraction and information synthesis was carried out by only one author. Results: through the four studies included in this review, it was possible to identify 16 factors influencing the implementation of knowledge management in hospital settings by clinicians and managers in healthcare. Conclusion: the mapping of the influencing factors al lows for the development of organizational strategies to enhance or overcome them, with a view to health gains and good hospital governance. Further primary studies will also be needed, mainly in the Portuguese context Background: the implementation of knowledge management in hospital organisations is considered an essential element of good governance, which allows responding to the challenges that arise daily with greater ease, effectiveness and efficiency. Metodologia: scoping review realizada segundo: Preferred Reporting Items for Systematic Reviews and Meta-Analyses Extension for Scoping Reviews.
