International experience, as well as previous research in the Republic of Croatia, shows that successful identification and remediation of hazardous locations results in a significant reduction in the number of traffic accidents, especially those with the most severe consequences. One of the most important steps in the process of identifying and remediation hazardous locations is the direct inspection of the location on the ground by an expert team, which in the most relevant way identifies deficiencies on the road and related equipment. Total of 117 locations have been inspected in the Republic of Croatia in the past year, which represented potentially hazardous locations on state roads, of which 61 is in located in urban areas. Based on the reviews of potentially hazardous locations in urban areas, significant data were collected on the condition of the road and related equipment, the results of which were analysed in detail and presented in this paper. Based on these results, remediation measures have also been proposed, which enable increased road safety and reduced traffic accidents.

Currently, there are quite a lot of incorrect procedures and mistakes that occur in the forensic area, which lacks analytical approaches toward solving the causes of accidents using s–t diagrams (distance–time diagrams) combined with the software simulation applications. When analyzing accidents, the correct information is of key importance. The aim of this article is to define a new specific technical and analytical approach toward handling expert’s reports on traffic accidents in road transport at intersections, with respect to the traffic lights. A simulation program application is used as a progressive means of accident evaluation. This procedure must become a standard in the methods of modern traffic accident analysis. The application of this methodology with simulation tools for accident reconstruction enables one to perform a very precise analysis of traffic accidents. Mutual space and time relationships of vehicles’ movements have been evaluated here, depending upon the intersection signal plan. To demonstrate the methodology, a real case is used here, reconstructed by means of the complex analytical simulation software PC-Crash. A procedure processed by these means can be beneficial for forensic traffic accident analysis.

To our knowledge, it's the first attempt to analyze the interactions between accident consequences and traffic signs by employing a panel quantile regression model; by involving the visibility, the present study demonstrates that the low visibility causes a relatively higher risk of MD and DI; It is noteworthy that average speed limit corresponds with accident rate positively; The number of mandatory signs and the number of warning signs are more likely to reduce the accident rate; The number of invalid traffic signs per km are significant for accident rate, thus regular maintenance should be kept for a safer roadway environment.

This study intended to investigate the interactions between accident severity levels and traffic signs in state roads located in Croatia, and explore the correlation within accident severity levels and heterogeneity attributed to unobserved factors. The data from 410 state roads between 2012 and 2016 were collected from Traffic Accident Database System maintained by the Republic of Croatia Ministry of the Interior. To address the correlation and heterogeneity, a seemingly unrelated regression (SUR) model in unbalanced panel data approach was proposed, in which the seemingly unrelated model addressed the correlation of residuals, while the panel data model accommodated the heterogeneity due to unobserved factors. By comparing the pooled, fixed-effects and random-effects SUR models, the random-effects SUR model showed priority to the other two. Results revealed that (1) low visibility and the number of invalid traffic signs per km increased the accident rate of material damage, death or injured; (2) average speed limit exhibited a high accident rate of death or injured; (3) the number of mandatory signs was more likely to reduce the accident rate of material damage, while the number of warning signs was significant for accident rate of death or injured.

By comparing the Bayesian bivariate Tobit quantile and mean regression models, the proposed quantile models showed priority to mean model. Results revealed that (1) low visibility and the number of invalid traffic signs per km increased the accident rate of material damage, death, or injury; (2) average speed limit exhibited a close relation with accident rate; and (3) the number of mandatory signs was more likely to reduce the accident rate of material damage, while the number of warning signs was significant for accident rate of death or injury.

Freeway greening and traffic safety has aroused more and more attention. The purpose of this study is to investigate the role of flexible green planting in buffering out-of-control vehicles. The stopping distances of vehicle rushing into greening were tested at 8 group of initial speeds range from 5km/h to 40km/h in green belt, and a simplified mathematical model was built up to simulate the buffering process. The results indicated that the greening plants have certain buffering effect on vehicles and alleviate the crash damage within 30m of stopping distance for the vehicles under 40km/h, while the simplified mathematical model could reflect the buffering process of the plants actually by simulating the speed attenuation process, and it was found that the two types of resistance produced by the plants, i.e. counterforce of plants trunks and friction of branches and leaves, are the major factors during the vehicle deceleration.

Classification and Regression Tree (CART), one of the most widely applied data mining techniques, is based on the classification and regression model produced by binary tree structure. Based on CART method, this paper establishes the relationship between freeway incident frequency and roadway characteristics, traffic variables and environmental factors. The results of CART method indicate that the impact of influencing factors (weather, weekday/weekend, traffic flow and roadway characteristics) of incident frequency is not consistent for different incident types during different time periods. By comparing with Negative Binomial Regression model, CART method is demonstrated to be a good alternative method for analyzing incident frequency. Then the discussion about the relationship between incident frequency and influencing factors is provided, and the future research orientation is pointed out.

The objective of this study is to identify the influencing factors of crash rates from the perspective of access management techniques in urban areas. The target areas are located in the Las Vegas Metropolitan area, and 19 arterials are selected. In order to address the interdependency between crash rates and travel speeds, and left-censored issue, a tobit model with endogenous variable is presented. The structure of the tobit model addresses the left-censored issue for the segments meanwhile the endogeneity issue between crash rates and travel speeds is explained. The results indicate that there is a strong interdependency between crash rates and travel speeds. The segment length, driveway density, median opening density, posted speed limit and AADT per lane are statistically significant factors that influence crash rates on segments, moreover, crash rates are significantly influenced by two-directional median opening density.
