Sustainable business development based on environmental, social, and governance principles is one of the leading trends in the financial and global community. The introduction of environmental, social, and governance principles is intended to facilitate the implementation of countries’ pledges under the Paris Agreement on Climate and the achievement of the UN Sustainable Development Goals. In 2015, the Republic of Kazakhstan committed to following sustainable development goals, which made the principles of a sustainable and green economy a national priority of the 2050 Strategy. The study aims to identify the opportunities to use green bonds in Kazakhstan so as to increase the effectiveness of territorial management and the development of environmental projects. Proceeding from an expert survey, the study establishes arguments in favor of developing green bonds for the implementation of environmental projects in Kazakhstan, outlines the main hindrances to the advance of green bonds in the country, and lists the conditions required for further proliferation of the use of green bonds. The authors argue that the active use of green bonds can be facilitated by knowledge exchange, capacity building, and state support (especially in analyzing the economy of Kazakhstan) for the development of the market for green bonds, as well as state encouragement of private investors to green investment.

In modern science, there are a large number of techniques focused on the assessment of competitiveness through the analysis of certain resources in the region. However, accounting of human resources in such assessments is not used as a prior factor in identifying regional competitive advantages. Competitive advantages affect not only the efficiency of individual sectors of the economy but also the overall social and economic development of the country. Assessment of the competitiveness of the region should include one of the main parameters of the human resource development level. Therefore, the forecast for the competitiveness of the region should take into account the pace of human resources development. The methods used in Kazakhstan for assessing the competitiveness of a region considers only the assessment of human resources in its structure but do not take into account the level of their development over time, as well as the multi-factorial nature of their components. The work explains and analyzes rating model for assessing of the competitiveness of the regions of Kazakhstan (the National Chamber of Entrepreneurs of the Republic of Kazakhstan). The authors proposed a methodology for ranking the regions of Kazakhstan based on an assessment of the development of their human resources that affect the competitiveness of the region. It includes an analysis of demographic, labor and social and economic indicators reflecting the state of human resources.

Agriculture remains an important component of Kazakhstan's development, creating a significant part of the country's GDP. However, it still requires finding new opportunities to increase the efficiency of its functioning. Thus, the purpose of the work was to analyse the possibility of developing agriculture in the Republic of Kazakhstan, namely, with the help of innovations. The main method used in writing the article can be considered modelling, taking into account the number of models of functioning of state regulation in the country built in the work to improve innovation processes in the country. Other methods include analysis, induction, comparison, and others. This paper substantiates the need to improve state regulation in the field of innovation in agriculture of the Republic of Kazakhstan, and also describes the likely directions of development in this direction. In connection with the existing shortcomings in the management system, models of state support for enterprises in the agricultural sector were developed and proposed for the development of innovation in the industry. The presented models provide the possibility of using modern tools for regulating processes, taking into account a systematic approach, which ensures the coordination of actions of the relevant authorities to ensure both private and national interests. The main difference between the models proposed in the work and those existing in the Republic of Kazakhstan is the presence of a single centre that is fully responsible for the development of agriculture at the local and national levels, and ensures the achievement of an increase in innovation in it. Thus, the work allows re-evaluating the existing methods of agricultural development, and also brings new knowledge to the formation of the principles of public administration

The link between the education system and the labor market plays an important role in the creation of human capital, which is the basis for economic growth and sustainable social development. The effective interaction of these sectors ensures the training of personnel capable of meeting the needs of the modern market, which increases the competitiveness of the economy and improves the quality of life of people. The example of Germany in the development of dual education is considered, the effectiveness of which is also confirmed by the successful experience of implementing dual system in vocational education in such European countries as Austria, Greece, Italy, Spain, Sweden and Romania. An important condition for the development of a successful university and increasing its competitiveness is to improve the mechanisms of interaction between higher education and business. This includes training students in accordance with the current needs of the labor market, as well as active participation of educational institutions in innovative and successful integration associations. It is important that universities adapt their educational programs to changing conditions and market trends so that graduates have the skills and knowledge needed in today’s environment. In order to strengthen the relationship between business and higher education, close interaction between local authorities, business and educational institutions is necessary. Keywords: higher education, labor market, forms of interaction, employment, dual training, educational programs.

This study examines the structural transformation of Kazakhstan’s labor market in the context of accelerated digitalization and post-pandemic recovery. Situated within the broader discourse on labor adaptability in emerging economies, this study addresses how digital and institutional shifts are reshaping employment patterns, sectoral composition, and workforce dynamics. Using panel data analysis, regression models, and cluster techniques, this study evaluates the impact of digital infrastructure, sectoral specialization, educational investment, and demographic trends on labor productivity, formal employment, and unemployment. Empirical findings highlight a growing divergence between regions, with digitally advanced urban centers outperforming agrarian and resource-dependent areas in employment growth and labor efficiency. The study results also reveal that youth unemployment and the segment of young people Not in Employment, Education, or Training (NEET) remain structurally embedded challenges, characterized by significant gender-based and regional disparities. Furthermore, the informal sector persists as an adaptive buffer, especially during periods of economic uncertainty, but continues to limit social protection coverage. This study concludes that Kazakhstan’s labor market is undergoing a transition from an industrial resource model to a service- and knowledge-based configuration. Effective policy responses should focus on enhancing digital inclusion, promoting flexible employment models, and targeting youth labor integration. These insights provide a basis for designing regionally differentiated labor strategies aligned with long-term economic modernization.

Objective: The research of efficiency of innovative activity in regions of Kazakhstan shows that at present time innovative infrastructure has been formed, but elements of the innovation infrastructure do not have important impact on innovative development of economy. In this regard, objective of research is to develop the model of functioning of regional scientific and technological park, contributing to full realization of innovative potential of country’s regions. Methods: In the course of research, suggesting a systematic approach to solving problems, ensuring unity of qualitative and quantitative methods, scientific methodology was used. In particular, index methods, methods of integral estimates, correlation and regression analysis (Pearson correlation coefficient), multiple correlation analysis were applied. Results: The paper proves that work of regional scientific and technology park contributes to commercialization of scientific developments of domestic scientists, which are confirmed by evaluation of its impact on innovative development of republic’s regions by conducting correlation and regression analysis. Conclusion: The creation of regional scientific and technology park will provide technological component in order to ensure the competitiveness of the economy of the country’s regions, owing to which it is possible to use intellectual potential of regions with full efficiency
