Due to the complexity of backscattering mechanisms in built-up areas, the synthetic aperture radar (SAR)-based mapping of floodwater in urban areas remains challenging. Open areas affected by flooding have low backscatter due to the specular reflection of calm water surfaces. Floodwater within built-up areas leads to double-bounce effects, the complexity of which depends on the configuration of floodwater concerning the facades of the surrounding buildings. Hence, it has been shown that the analysis of interferometric SAR coherence reduces the underdetection of floods in urbanized areas. Moreover, the high potential of deep convolutional neural networks for advancing SAR-based flood mapping is widely acknowledged. Therefore, we introduce an urban-aware U-Net model using dual-polarization Sentinel-1 multitemporal intensity and coherence data to map the extent of flooding in urban environments. It uses a priori information (i.e., an SAR-derived probabilistic urban mask) in the proposed urban-aware module, consisting of channel-wise attention and urban-aware normalization submodules to calibrate features and improve the final predictions. In this study, Sentinel-1 single-look complex data acquired over four study sites from three continents have been considered. The qualitative evaluation and quantitative analysis have been carried out using six urban flood cases. A comparison with previous methods reveals a significant enhancement in the accuracy of urban flood mapping: the F1 score of flooded urban increased from 0.3 to 0.6 with few false alarms in urban area using our method. Experimental results indicate that the proposed model trained with limited datasets has strong potential for near-real-time urban flood mapping.

Understanding the extent of urban flooding is crucial for assessing building damage, casualties and economic losses. Synthetic Aperture Radar (SAR) technology offers significant advantages for mapping flooded urban areas due to its ability to collect data regardless weather and solar illumination conditions. However, the wide range of existing methods makes it difficult to choose the best approach for a specific situation and to identify future research directions. Therefore, this study provides a comprehensive review of current research on urban flood mapping using SAR data, summarizing key characteristics of floodwater in SAR images and outlining various approaches from scientific articles. Additionally, we provide a brief overview of the advantages and disadvantages of each method category, along with guidance on selecting the most suitable approach for different scenarios. This study focuses on the challenges and advancements in SAR-based urban flood mapping. It specifically addresses the limitations of spatial and temporal resolution in SAR data and discusses the essential pre-processing steps. Moreover, the article explores the potential benefits of Polarimetric SAR (PolSAR) techniques and uncertainty analysis for future research. Furthermore, it highlights a lack of open-access SAR datasets for urban flood mapping, hindering development in advanced deep learning-based methods. Besides, we evaluated the Technology Readiness Levels (TRLs) of urban flood mapping techniques to identify challenges and future research areas. Finally, the study explores the practical applications of SAR-based urban flood mapping in both the private and public sectors and provides a comprehensive overview of the benefits and potential impact of these methods.

Effective flood forecasting is crucial for informed decision-making and emergency response. Existing flood datasets mainly describe flood events but lack dynamic process data suitable for machine learning (ML). This work introduces the FloodCastBench dataset, designed for ML-based flood modeling and forecasting, featuring four major flood events: Pakistan 2022, UK 2015, Australia 2022, and Mozambique 2019. FloodCastBench details the process of flood dynamics data acquisition, starting with input data preparation (e.g., topography, land use, rainfall) and flood measurement data collection (e.g., SAR-based maps, surveyed outlines) for hydrodynamic modeling. We deploy a widely recognized finite difference numerical solution to construct high-resolution spatiotemporal dynamic processes with 30-m spatial and 300-second temporal resolutions. Flood measurement data are used to calibrate the hydrodynamic model parameters and validate the flood inundation maps. FloodCastBench provides comprehensive low-fidelity and high-fidelity flood forecasting datasets specifically for ML. Furthermore, we establish a benchmark of foundational models for neural flood forecasting using FloodCastBench, validating its effectiveness in supporting ML models for spatiotemporal, cross-regional, and downscaled flood forecasting.
