Effective evaluation of public employment programs in transition economies requires analytical frameworks that can address institutional complexity, spatial disparities, and inconsistent performance monitoring. The purpose of this article is to conduct a state audit of the implementation of the “Enbek” employment program in Kazakhstan from 2017 to 2021, taking into account both spatial and institutional aspects. The study employs a combination of pre- and post-analysis, regional comparative assessment, hierarchical clustering, and benchmarking against official unemployment targets to assess policy coherence and execution. The empirical base comprises panel data from 17 regions of Kazakhstan, covering the period from 2014 to 2024. The results demonstrate the achievement of the national target for the unemployment rate (<4.8%) and a decrease in the share of informal employment from 25% to 12.5%. However, pronounced regional imbalances and institutional constraints remain. The findings of the cluster analysis reveal three regional typologies reflecting disparities in labor market structure and policy responsiveness. Regions with developed labor infrastructure exhibit relative stability, while peripheral regions remain characterized by persistent structural misalignments. However, the results suggest that current evaluation methods are insufficient to fully assess the effectiveness of employment programs across different regions. Future research should focus on developing indicators for regional inclusivity, integrating program sustainability assessments into strategic planning, and institutionalising the adaptation of public employment tools.

The increasing demands for transparency and efficient use of public resources determine the importance of the activities of public audit bodies as an essential element of the public administration system. In the context of the modernization of state control, special attention is paid to the analysis of the organizational and legal foundations of the functioning of control and audit bodies, on which the effectiveness of the entire financial supervision system largely depends. The purpose of the article is to analyze the current organizational and legal mechanisms of functioning of state audit bodies in the Republic of Kazakhstan, identify their shortcomings, and formulate proposals for their improvement. The research uses the methods of comparative legal analysis, the formal legal method, as well as the method of a systematic approach. The normative legal acts regulating the activities of the Accounts Chamber of the Republic of Kazakhstan, regional control and accounting bodies and other structures carrying out state audit are analyzed. As a result of the study, problems of legal uncertainty in regulating the status and powers of state audit bodies, as well as insufficient coordination between different levels of control bodies, were identified. The directions of optimizing legal regulation and strengthening the institutional independence of audit bodies are proposed, which will increase the efficiency of their activities and public confidence.

This research shows that auditing services have a considerable impact on reducing the deficits in local budgets. We argue that this happens because of the enhanced transparency of the local officials’ actions and the incentives of auditing reports acting as a constraining device for any malfeasance. We used the reports of audit commissions in Kazakhstan and suggested a new approach of how to detect whether local officials misused public funds. By focusing on the plausible effect of the reports and rational incentives to misappropriate we unraveled that the newly appointed akims are less likely to engage in corruption. When their municipalities come into the scrutinize of being audited, this lead to not only to considerable practically benefits, but also enables researchers to discover important mechanisms of improving accountability For example, we could detect that when any types of officials know that they are about to face no audititing, they are more likely to engage in corruption. Overall, our approximate estimates indicate that there was a considerable reduction in misappropriation on the local levels caused by auditing serives in Kazakhstan in the last two years. This accounts for tremendous growth in the levels of public satisfaction by government workings.

In the context of the increasing dependence of most regions of Kazakhstan on the republican budget, the problem of the effectiveness of interbudgetary relations is acquiring particular significance. There is a trend toward growth in the volume of subventions, an increase in the number of subsidized regions, and a decrease in the share of donor regions, which indicates a decline in the financial independence of local authorities. Consequently, the role of state audit bodies as a tool for enhancing the effectiveness of budget management at the regional level is becoming more prominent. The study employs an integrated approach, including analysis of the regulatory framework, comparative analysis of regional budget indicators, mathematical modeling of interbudget flows, construction of dendrograms, and correlation analysis. Data on transfer volumes in Kazakhstan's regions for 2023, along with visualized data from official statistics, serve as the empirical basis. Findings reveal that in 2023, only two regions transferred more to the republican budget than they received, while the remaining 18 regions were subsidized. The transfer ratio indicators demonstrated significant inequality, with some ratios exceeding 500-900 times. The share of subsidies in local budget revenues reached 37%, indicating a high level of dependence. Weak links were identified between the effectiveness of audit activities and the distribution of budget funds, particularly in subsidized regions. The current model of interbudgetary relations in Kazakhstan requires reform. Strengthening the role of the state audit should be accompanied by a systemic revision of transfer policies aimed at stimulating regions to develop their own revenue bases and adopt responsible financial management. The study's results can inform proposals for optimizing interbudgetary regulation mechanisms, improving legislation related to state audits, and developing effective strategies to enhance budget sustainability at the local level.

In this research we investigate different factors that influence the audit committees and local governments in Kazakhstan. Our main argument centers on the idea that even though the former's essential authority vests in putting the particular constraints on the actions of the latter, this paves the way for the overall long-run effectiveness of all government institutions. Based on similar administrative practices in foreign countries, we suggest that there is a certain type of works related to the procurement procedures on a local level toward which the audit committees should pay particular attention. We also attempt to derive the practical implications from some incentives which typically affect the local officials when interacting with the audit committees, like the likelihood of being re-appointed, so as to propose some plausible ways that can enhance the government accountability. These results hold true across studies that investigate similar effects in the context of other countries.
