Short Biography

Luis Ochoa Siguencia. Associate Professor and researcher at Academy of Physical Education in Katowice - Poland. He is a staff member at "Sport and Tourism Management Faculty" with experience in the use of Information and Communication Technology applied to education and workplace. PhD degree in Research and Innovation in Education from the Balearic Islands University – Spain. He has expertise in Marketing and Management, Entrepreneurship, Information and Communication Technology applied to Business and Education. He is the author / co-author of more than a hundred scientific publications on the use of information and communication technologies in education and workplace.

The main goal of public intervention is to amend market imperfections. However, public agencies may also have other goals in supporting entrepreneurship and promotion of self-employment. The aim of the paper is to analyze the impact of the funding granted by the Małopolska Agency for Regional Development (Małopolska Agencja Rozwoju Regionalnego SA, MARR S.A.) dedicated to beneficiaries from the Tarnow subregion and the Krakow Metropolitan Area. The research goals were defined as follows: (1) To verify if the basic assumptions of the program are correct and to demonstrate that it is an important element motivating the professionally inactive to take up employment as sole entrepreneur. (2) To verify if the program participant structure (both applicants and beneficiaries), with subdivision into place of residence, gender, age and the labor market status, is correct. (3) To verify if the abovementioned variables (gender, age, place of residence) significantly differentiate the applicants’ chance of obtaining a grant. The results are of key importance and should be used in formulating assumptions, regulations and guidelines for subsequent program editions. Due to the demonstrated diversity of the target group in the respective regions, it should be decided whether to differentiate the criteria for participation in the project depending on the region.

The promotion of renewable energy is a key concept in the European Union for both environmental and economic reasons. It contributes to securing the objectives set out in the Kyoto Protocol. In addition, it brings various social and economic benefits, e.g., diversification of the energy offer, new jobs, improvement of regional and local development opportunities and building a solid national industry. The main purpose of the article is to contribute to the debate on the instruments promoting renewable energy sources (RES) by emphasizing its importance within the technology transfer network. The subject is an empirical study of an actual technology transfer network. Its international activity promotes RES among entrepreneurs. Data related to meetings as part of brokerage events (BE) and company missions (CM) were subject to statistical and visual analysis, based on the data obtained from the Enterprise Europe Network from the years 2017–2018. The presented results are the foundation for future theoretical and practical studies. One of the important aspects to be examined is the intensity of cooperation launched during CM and BE. It is related to the results of partnership agreements and the importance of increasing the knowledge flow and creating opportunities for partners to acquire foreign technologies.

This paper aims to determine and explain the main factors for power losses (the so-called “leaky bucket” effect) in Kazakhstan and the reasons for inefficient energy distribution within the country. Energy efficiency in Kazakhstan is much lower compared to more economically developed countries. The differences between energy efficiency in various regions of Kazakhstan are also significant. This article explores the impact of administrative monopoly tariffs on the regional energy efficiency, based on a national study conducted in Kazakhstan in 2017. The purpose of the study was to identify the administrative barriers and their impact on the sustainability of enterprise development. What hinders the distribution of energy resources among different regions is artificial barriers in the energy market and the administrative tariff monopoly for electric power. This leads to the inefficient distribution of resources throughout the country. In addition, it is difficult to leverage low distribution efficiency in the absence of a market. The authors attempt to prove that the magnitude of administrative barriers directly affects the efficiency and competitiveness of business, as well as the final prices of goods and services for the end consumer.

Artificial intelligence and service automation are the key to these kinds of new, product-related services. They increasingly penetrate the traditional mechanical and plant engineering sector and open up potentials for innovative services. Tourism services providers are going through rapid changes and the role of Information and Communication Technology, artificial intelligence and service automation is increasing in all spheres of the service management system. When the organization is threatened by environmental changes such as crises or competition as a result of information technology development or increased customer demands, the need for communication increases. This paper presents the first step of an ongoing investigation that focuses on the tourist services experiences and construction of management knowledge on undergraduate tourism management students. We report and discuss the result of a survey conducted involving the students of Tourism management at The Jerzy Kukuczka Physical Education Academy in Katowice - Poland. Structured questionnaires based on a 12-item importance scale were administered to a convenience sample of respondents. The authors present a new paradigm that emerges as a response to polarisation and treats communication as more receiver-centered, stakeholder ⚟ based, relationship ⚟ building ⚟ oriented and of strategic importance.

The research presented in this paper deals with issues related to the implementation of management and organizational innovations and their impact on the company’s competitiveness. The target group of the study are enterprises from the micro- small and medium-sized enterprises (SME) sector based in the Malopolska Voivodship, which in the years 2011-2014 were beneficiaries of the project “Transforming enterprises into intelligent organizations - advisory support for companies Malopolska Voivodship” implemented by The Rabka Region Development Foundation under the Operational Program Human Capital (POKL), Measure 8.1 - Development of employees and enterprises in the region, Sub-measure 8.1.1 - Supporting the development of professional qualifications and consulting for enterprises. The injection of knowledge from Mechanical engineering specialist and other specific areas of activity has a great impact in the development and modernization of the enterprises by introducing process, product, organizational or marketing innovations.

The aim of the paper is to analyse selected aspects of marketing activities of recreational organizations from the Silesian Voivodship. The following research problems were diagnosed: analysis of the marketing structure, directions of activity and development as well as the meaning and motives of applying marketing in the surveyed recreational organizations functioning in the Silesian Voivodship. The results of the research presented in this paper and the considerations based on them allow formulating a general conclusion that profit and non-profit organizations operate in the common market of recreational services, both have a similar phase of the organization's life cycle, pursue similar recreational goals, offer similar services and direct them to the same clients, but the nature of ownership and the organizational and legal form determine the marketing concept model in these organizations.

Globalization, social and economic progress are associated with such notions as: entrepreneurship, innovation and competitiveness. Both programmes and activities of states and international communities aim to improve the quality of life on a local and global scale by, e.g. reducing unemployment and supporting and increasing the competitiveness of entrepreneurs. The aim of the paper is to show the impact of selected features of tourism-related businesses at the level of their innovation. The paper presents the conditions that must be met in order to develop academic entrepreneurship in Polish universities. Legal conditions, forms of cooperation between universities and business, creation and commercialization of knowledge as well as shaping entrepreneurial attitudes were analysed.

The research presents the process of advertising message and the mechanisms of its influence on consumer decisions. The goal of the article is to present the findings to the research question: Do the methods and techniques used in tourism advertising messages have an impact on society? To give answer to our research question, the diagnostic survey method was adopted and a research tool was used in the form of a questionnaire, which in the interactive version was filled in by the participants of the most popular online forums. The questionnaire was available on several social networks and on a special generated page for this purpose from February 1 to May 31, 2016. The research shows that the very important mechanism of persuasion is the impact of the identification process with the person's respect and authority. An important role in the process of persuasion is also played by the content of the advertising message, which brings the recipients pleasant associations and entertains. The rules of influence used in advertising messages are no longer a new or emotional topic. Still, some moral doubts give rise to those of them which, through their physical characteristics, are difficult to grasp for human abilities and perceptive abilities, and therefore also in many cases foreign and unwanted.

The subject of this research study is the applications of Information Technology (IT) to support management. This is not the sole use of IT methods and means in enterprises, however, the issues related to the automation of technological processes and software for these purposes are not the subject of these considerations. The aim of this research study is to show the innovative role of IT as a factor that enables meeting the challenges posed by managers, such as improving work efficiency, accelerating (reducing time of) handling orders, entering into competition on previously inaccessible markets, and generating the value added, which goes far beyond the capabilities of a single business entity. The business model includes collaboration unhindered by the territorial distribution of individuals, or time zone differences. The measure of effectiveness is the achieved result, and the recipient of the value thus created is not interested in where and how this value is created. Contemporary companies are looking for opportunities to stay in the market in the long run. They invest a great effort in this purpose and create logical concepts for joint business activities, which take the form of inter-organizational networks. The challenge is to manage such a defined whole, as well as to provide information for decision-making. To streamline management, it is necessary to organize and manage the information flow in the network. The purpose of this paper is to outline the authors' approach to the design of an information flow in an inter-organizational network that takes into account the requirements of network managers. The starting point is to develop a common vision of the network’s business model. On this basis, the functionality of the information subsystem should be defined.

Participatory learning and online learning are increasingly appealing as educational approaches which can positively affect learners. Participatory learning engages students as active participants in the full educational programme, including homework and exercises, whilst online learning offers tools that facilitate learners' collaboration and peer evaluation, minimising student and instructor overhead in the conduction of courses. This article reports on EScAlADE, a two-year EU-funded project initiated at the end of 2015, which focuses on the education of low-skilled adults through participatory online non-formal and informal learning. This article presents and discusses the first phase of the EScAlADE project. Indeed, although their project is still in progress, the authors decided to report on the survey they made at the beginning of the project as well as on a collaborative training event that took place in the intermediate project phase, since a few interesting findings have emerged from them.

To support trade, stimulate economic growth, create jobs and conditions favourable to the economic situation to prosperity, Europe needs a well-developed transport network. Transport is the basis of the European integration process and is closely related to the creation of the internal market, which promotes employment and economic growth. As one of the common policies in the European Union a transport policy has been defined (road, rail or air connections), that its implementation will improve the functioning of the common market and will promote the development of the transport. The aim of the paper is to analyse the structure of expenditures on transport infrastructure in Poland over the years 1995 - 2016.
