In many developing countries, the informal recycling sector is responsible for reducing the amount of waste in landfills and supplying the needs of recycling industries. In the context of municipal solid waste (MSW) management, considering that developing countries aim to implement circular economy (CE) actions, it is essential to ensure the inclusion of waste pickers (catadores) in an adapted CE structure. This study analyzes the integration of recycling cooperatives in the formal management of municipal solid waste with recyclable potential (MSWRP) of a medium-sized municipality in Brazil, with the objective of ascertaining the contributions of cooperatives in an adapted CE structure and, at the same time, identifying a cooperative that can be used as a benchmarking option for other cooperatives, especially in relation to their organizational and operational practices. The results indicate that from this integration, cooperatives have legal responsibility in the management of MSWRP, resulting in the professionalization of its members and increasing their productivity. The results also revealed that the implementation of the CE in developing countries is, in a sense, conditioned to the performance of the informal sector in the recycling chain and, in addition, that the inclusion of cooperatives in the formal sector of MSWRP management can improve the rates of a municipality.

In developing countries, municipal solid waste management (MSWM) is a complex task because, in addition to economic and environmental aspects, there is also the social aspect represented by the scavenger, an informal worker in the recycling chain, who actively participates in the collection, classification and commercialization of municipal solid waste with recyclable potential (MSWRP). Grounded on an integrative bibliographical review, this study aims to longitudinally reveal the socio-productive inclusion of scavengers in Brazil, by presenting a framework indicating the practices, paradigms and future prospects for the implementation of collection programs. From the results analysed, it is verified that the National Solid Waste Policy (NSWP) has helped to increase the overall life conditions of scavengers (income generation, health, quality of life and safety at work), however it has not yet removed them from situation of risk and vulnerability, factors that still need time to evolve. In order to improve MSWM in Brazil, the main constructions found are the following: research internationalization, performance management, collection and transportation management, classification and sorting management, product commercialization management, socio-productive inclusion of scavengers, understanding about cooperativism, professional qualification, health, quality and safety at work.

Purpose The purpose of this paper is to present an overview of the conceptual framework related to the Lean and Green practices, paradigms, future prospects and problems, indicating points of convergence and divergence between them. Design/methodology/approach Based on this premise, through vast literature systematization, the authors sought to categorize studies in order to consolidate constructs, reinforcing aspects regarding the positive and negative approaches and pointing out the gaps in the current state of the art. Broad literature systematization was carried out; the authors found 107 articles published between 2014 and 2018, separated into 10 categories. Findings The main constructs confirmed are the positive approximation of the Lean and Green union, evidenced by studies premised on the independent variable category demonstrating that their union influences other environmental performance variables. Research limitations/implications The present research is a systematization of the literature, so its results have to be confirmed by other studies. Practical implications The study supports the Lean and Green theme, confirming converging issues between the two areas and launching new topics for future research. Social implications The study contributed to the environmental theme by confirming synergies of the Lean and Green union and presenting new research themes. Originality/value To assert that Lean and Green systems union is sustainable, with regard to the tripod of sustainability, more studies on the social category are necessary.

A principle from the national solid waste policy in Brazil is, among others, the integration of collectors of reusable and recyclable materials in actions involving shared responsibility for the life cycle of products. In this country, the effectiveness in the management of municipal solid waste is directly linked to socio-productive inclusion of collectors in collecting, sorting and marketing municipal solid waste with recyclable potential (PRMSW) through the formalisation of enterprises in recycling cooperatives. For this, 40 based cooperatives were analysed in seven states through data envelopment analysis and regression Tobit. All cooperatives which not achieved performance score one are short-changing the inputs and generating products inconsistent with the optimal operating capacity of the cooperative. The results of this article can be understood as a method to be used by authorities or public/private entities to verify the performance of recycling cooperatives in their operating activities in the recycling chain.
