An emerging segment of tourism demand is represented by accessible tourism, i.e. tourism activated in public spaces in the absence of any kind of barrier (architectural, cultural, sensorial, attitudinal, communicational and informational barriers) and, from a business competitiveness point of view, accessibility represents the precondition of any sustainable tourism policy and strategy. In this paper, we concentrate on tourism accessibility for people with disabilities. In particular, to better understand and overcome all obstacles that could impede travellers with special needs from enjoying their tourism experience, in literature is argued that the entire process of defining guidelines to improve tourism accessibility should follow a participatory approach from drafting to implementation. Therefore, to plan services for disabled people in addition to the mandatory requirements, our aim for the present paper is to apply a participatory approach involving stakeholders in the definition of a trademark specification. The experiment was applied to a protected natural area, namely the Gargano National Park (Southern Italy). Results confirm the relevance of adopting a participatory approach to involve stakeholders in the definition of a trademark specification granting disabled tourists with a wider accessibility to protected areas.

Responsible tourism provides a particular lens by which to consider how to improve the sustainability of tourism with the ambition to enhance the positive impacts of mainstream tourism, while reducing the negative ones. In this view, facilitating travel for people with disabilities represents an exceptional opportunity, and the idea that what is accessible to one traveler may be very difficult to access to another one with a different type of disability, makes inclusive tourism a relevant part of the global sustainable tourism agenda. The present study aims to provide empirical evidence on the adoption of the principles of responsible and inclusive tourism within a national park area. To this end, the paper discusses the case of the “E-Parks” research project which investigated the area of the Gargano National Park (Italy) with a special focus on the problems faced by tourists with disabilities, and on the improvements to enable all tourists to have the full enjoyment of their tourism experience. The study contributes, therefore, to enriching the empirical literature on inclusive and responsible tourism that has its application in the design of trademark procedural guidelines enabling tourists with different disabilities to access a protected natural area.

Although regulations designed to meet the necessities of tourists with disabilities are allowing disables to travel more, they are still encountering barriers and discriminatory practices. A relevant obstacle in making the tourist policy effective is represented by the lack of information and communication about needs and expectations of disabled categories. In this context, the present paper focuses on the coproduction process of tourist public policies for disables by looking at the network that facilitates communication among the actors taking part in the process. We adopt the Social Network Analysis (SNA) to study the policy network, i.e., how public administrations and policy users (associations of citizens/people with disabilities and entrepreneurs) exchange information about the accessibility to the Gargano National Park, a protected natural area in the South of Italy. In particular, we investigate the role of entrepreneurial stakeholders in channeling information and the presence of policy brokers, i.e., stakeholders that spread the policies to the whole network. Our findings show that a limited number of actors involved in granting accessibility to tourists with disabilities is engaged in information exchanges. Moreover, information flows are guided by only one public administration that plays, therefore, a key role in the implementation of policies that support the parks’ accessibility.

The shift from a linear model to a circular model can significantly reduce the negative pressures on the environment and contribute to restoring biodiversity and natural capital in Europe. In this view, research and innovation (R&I) play a relevant role in setting the modalities of this transition. Therefore, the European Commission (EC) recently promoted dedicated research activity instruments in this vital area of the economy and in society as a whole. This paper aims to shed light on current public efforts on R&I supporting the transition to the CE (circular economy) model, opening a critical debate on the actual relevance of the CE in current R&I policy with its major research policy schemes in the recent programming periods of 2007–2013 and 2014–2020. Looking at the most significant EC programs sponsoring R&I, it seems that the will to increase the sustainability of the agri-food system and to foster the socio-technical transition towards circularity is evident but not very relevant. The data presented leaves some open questions concerning the effective commitment of European countries to promoting resource efficiency via R&I.

The paper focuses on Agro-food waste valorization conceived as a long-term, complex socio-technical process involving several different actors belonging to multiple levels. Although this process is typically affected by a series of uncertainties, the convergence of stakeholders’ expectations proves to be a means to overcoming barriers, as it acts as the foundation of a shared agenda setting which formalizes the coordination efforts among the actors involved in an innovation process. Applying the strategic niche management (SNM) framework to the case of the Apulia Agro-Food Technology District (DARe), whose mission is to promote a bio-based industry for food-waste valorization, the paper proposes an operational tool capable of designing the strategy based on the entrepreneurs’ knowledge. The DARe aims to promote the technological innovation of agro-food firms located in the South of Italy. The results of a SWOT-SOR analysis led to the establishment of a twofold strategy aimed at (a) promoting the innovation of more active and dynamic firms, and (b) reducing the gap between “pioneer” and “laggard” firms, with the result of promoting integrated innovation throughout the entire district.

The contribution of universities to the sustainability challenge is nowadays crucial due to their role as centers of learning, innovation and research. However, universities can deal with sustainability matters in many different ways which should be accurately identified in their strategies. In this context, the present paper has tested the suitability of backcasting as a participatory approach to involve stakeholders in discussing the most effective actions to improve sustainability within universities’ strategic plan. The experiment—carried out at University of Foggia (UniFg-Italy)—has demonstrated the flexibility of the backcasting approach in identifying the actions required to reach the UniFg sustainability goals according to the 2030 Agenda, allowing the university governance bodies to reach a number of objectives in the design stage. Furthermore, backcasting enhanced the confidence of stakeholders involved with an overall improvement of their empowerment, enabling them to follow and keep track of the whole process of the university’s strategy definition.

Nowadays, scholars, entrepreneurs and policy makers focus their attention on food-related health challenges, nutritional value and food safety. Among these themes, the use of processed animal protein developed from insects as alternative food source is increasingly debated. The main goal of this paper is to contribute to filling this gap with an empirical analysis focused on the willingness of Italian potential consumers to eat insect-based food. By applying the conjoint analysis technique, the study identifies the cause of consumers’ reactions to novel food based on cultural bias rather than on ‘neophobia in itself’ or on knowledge about the product. In this new scenario, the companies operating in the food sector could reduce this bias by devising effective marketing strategies that are oriented to underline the link between consumption of insect-based food and the associated nutritional benefit. In other terms, consumption based on cultural elements can be seen as the result of a strategic dynamic process.

In recent times, consumers and politicians from Central and Eastern Europe complain that some food products sold in their regions are of lower quality and less healthy if compared to those sold under the same brands in Western Europe. This situation, that concerns exclusively food produced and sold under even well-known multinational brands, is brought back by many food Multi-National Companies to the necessity to adapt their products to local tastes and gastronomic traditions. Many tests and studies carried out at European level prove poorer-quality products offered by Multi-National Companies to Central and Eastern Europe consumers even if with the same packaging and prices (or even more expensive) of Western countries. This is a very novel issue, and to the best of our knowledge, there is not any scientific paper yet dealing with this issue. Therefore, the aim of the study is to add new knowledge to this field and to shed light on the multiple aspects linked to dual quality food. The analysis, essentially theoretical, has pointed out that in addition to the traditional problems of market failures, there can be positive implications in terms of opportunities of competitiveness for multinational food companies.

In the literature on innovation and organizational learning, there is a wide consensus about the relevance of learning activities. Specifically, they occur both individually (as producers will increase their knowledge simply “by doing”) and collectively (as producers and other stakeholders involved will learn “by interacting”). Therefore, in these studies, the focus on informal learning has become increasingly evident with recognition that informal learning predominates in smaller and locally-operating firms, and large corporations alike. The aim of the study is twofold; firstly to understand the link between formal networks and informal learning and secondly to investigate if the information exchanged in the network between firms and institutions is altered by content. Through a case study in Foggia, southern Italy, we have investigated how knowledge flows among small organic food firms and related supporting institutions. The core finding of the study was that the existence of networks is necessary to promote informal knowledge flows, yet not sufficient by itself. In conclusion, several obstacles had to be removed before producers gained from the positive effects of geographical clustering and proximity.

Ever increasingly more, all the actors directly or indirectly involved in the planning processes express the need to know the effects deriving from the implementation of rural development policy. In this direction, evaluation can make an important contribution, fostering the development of a ‘good policy’ as underlined by EU regulations. Among the specific evaluation questions developed by the Common Monitoring and Evaluation Framework, one of them relates to the improvement of governance. Considering the Adaptive Co-Management (ACM) approach’s capacity as a proxy of the quality of network governance, the study aims to propose the ACM theoretical framework as a suitable model with which to study the social interactions between actors in the smallest unit of the LEADER process (i.e., the local action group’s (LAG’s) partnership governance). The proposed methodology is subsequently tested on a specific case study through the evaluation of the partnership governance of two case studies in the South of Italy. The empirical evidence supports the idea that ACM approach may represent a new model to assess the quality of the implementation process of the LEADER Programme. In addition, the ACM approach can lead to a new organizational and self-evaluation model of LAGs which places an emphasis on the importance of the relational process among its members.

This chapter is devoted to the application of the method for the analysis of structural and normative and cognitive social capital and rural governance in two specific communities, namely the Gargano and Meridaunia Local Action Groups (LAGs) in Apulia. The method used to measure social capital, and also the results achieved can benefit both LAGs, as well as provide decision-making bodies with a tool to identify best practices. The results highlight the idiosyncratic nature of social capital at the community level, which is very closely related to the specific characteristics of the local organisational system. Specific gaps in planning and implementation of local development strategies are identified as a starting point for improving future actions.

The valorisation of the organic fraction of municipal solid waste (OFMSW) represents a relevant matter for local governments that may result in significant economic and environmental benefits. In particular, defining the most cost-effective and environmentally friendly OFMSW management strategy should be based upon the active involvement of local stakeholders in order to allow policymakers to take into account all possible environmental, social, technological, and financial OFMSW-related problems. In this framework the present chapter aims at outlining a long-term management plan for OFMSW in the case of the south-eastern Italian municipality of Foggia. To this end we have employed an adapted participatory backcasting experiment based upon a double-step procedure. By means of a focus group with experts on OFMSW management issues at the municipal level, we firstly identified the desired end point and the relative expected obstacles and opportunities. These were then discussed during a workshop organised with a group of local stakeholders, who identified and proposed all possible actions to be carried out in the short, medium, and long term to reach the identified end point. Such a participatory approach should contribute to reducing the bounded rationality and the subjectivity affecting decision-making processes as well as to broaden the knowledge base and to achieve a greater transparency in the definition of OFMSW management strategies.

The experiment presented is a concrete example of how to gather and mobilize relevant knowledge from local stakeholders to support local agencies in designing effective local strategies. The hypothetical introduction of a bio-based industry in some rural areas from south Italy is used as empirical case. The application of Fuzzy Cognitive Maps (FCMs) enabled small groups of participants to depict a clear structure of their knowledge. In this paper we investigate socio-technical transition pathways concentrating our attention on innovation niches formations. Specifically, we present first a methodological conceptualization of innovation niches and suggest an empirical methodology, based on a Social Network Analysis (SNA), aimed at capturing and measuring the internal development status of innovation niches. Further, we propose a taxonomy of various niche development statuses. The proposed empirical methodology is subsequently tested on a specific case study where we assess the development status of the emerging bio-refinery niche situated in the province of Foggia (Apulia Region, Italy). Although not exhaustive, we believe this study represents an important step in a much-needed direction, which is the development of a commonly shared empirical methodology for innovation studies dealing with socio-technical transitions.
